Cluster XIV & XV

Design of Main Step-Down Distribution Sub-Station(MSDSS) [33/6.6 kV in relation to the projected load & voltage regulation] Design & Lay-out of above switch yard and inter linking system networking. Design of Sub-Transmission Lines (33 kV), HT Lines (6.6 kV) and LT (0.415kV) lines including conductor/cable/ supporting structures. Design of protection & control for 33 kV, 6.6 kV & 415 Volt systems.

System connectivity should be sustainable, reliable and affordable.

Development of Sub Transmission-system (33 kV) is to ensure quality of supply, along with bringing down the technical losses to an optimal minimum value .
By quality power supply mean voltage regulation with in a limit laid by Grid code. Optimal use of existing network infrastructures of Transmission Utility (OPTCL) and/ or concerned Distribution licensee. Direct connectivity from Grid S/S interface for Concentrated load (Cluster points) & minimum linkage with DISCOMs network except for those isolated schemes.

Create common asset with reduced financial liability and would take care technical needs of cluster points.
Network development should be in integrated manner, so as to, conserve ROW & would meet the future loads of the MLIP- Concept of Integrated Optimal Strategy & Optimal location of MSDSS/DSS.

Phasing of works can be done depending upon the materialization of Projects.


Compliances with OGC (Odisha Grid Code) & Distribution (Supply) Code & other relevant regulations in force.

Tail-end voltage regulation of all 33 KV feeders catering to the scheme area. Tail-end voltage regulation of all 6.6 KV feeders from 33/6.6 KV Substations catering to the scheme area. Maximum demands on all 33/6.6 KV and/or 33/0.415 KV Substations and associated 6.6 KV, LT feeders. Annual energy losses in the system with the Project.

The Technical specifications of REC for procurement of equipment & materials and the construction standards of REC for erection/construction/installation shall be adopted for implementation of the Project. The implementing agency shall adhere to the conditions stipulated in relevant sections of Indian Electricity Rules under Electricity Act 2003 in regard to construction, erection and commissioning of electric supply lines (overhead and underground), systems and apparatus for low, high voltage systems and for power supply. As per REC norms, for HT over head lines, the permissible voltage regulation shall not be more than (-) 8% on the lower side. However, we prefer to adopt more conservative norms of (-) 7%, keeping into the requirement of Project. For LT lines, the permissible voltage regulation shall not be more than (-) 5%.

Compliance with Cluster being considered an Unit, Power supply shall be at 3 , EHT (System Load exceeds 15 MVA) OERC (Condition of Supply) Code,2004

Facilitate to comply with the Planning criteria ( Voltage regulation & system loss) Facilitate Reduction in System Loss & thereby reduce anticipated Energy charges payable by the Beneficiaries. Benefit of additional power availability in the command area & enhance power reliability , quality of power supply.

New Grid

Following phasing proposed: Phase-I ( schemes with out system constraints)

Group-I (11 schemes), that shall initially fed from nearby Saintala Grid. [ ID (15,260,13), 11, (12,262), (261,10), (33,263,34)]. Subsequently these schemes shall be pooled into new dedicated Grid to form a single source of supply for entire Cluster, for both operation & billing.

Phase II ( schemes that attribute to poor VR) Group-II (4 schemes), that shall be developed in tandem with
development of new 132/33 KV, (2x12.5) MVA Grid S/S in the project area. [ ID31,264, (32,265)] or linked to local DISCOM network.
Note: All schemes are under the jurisdiction of WESCO except (ID 31 & 32) that fall under SOUTHCO

System networking for the Cluster as a whole on SoI sheet (Scale 1:100,000): Integrated map showing feeding Grid S/S (New and/or existing), 33 KV (existing and new proposed under the scheme or any other schemes), MSDSSs, HT (6.6 KV) lines. 3.
