The regulatory framework


In the purpose to adopt AETR agreement internal procedures are

ongoing in accordance with national legislation;


In the frame of ongoing AETR training was awarded Georgian experts

by IRU academy diplomas;


Measurements for accreditation of IRU center in Georgia is ongoing in

accordance with AETR requirements;


Georgian Legislation concerning the international transportation by

road (technical regulation Rule for Cargo Transportation by Road Vehicles [chapter 9]) is appropriate to ADR international convention.

Accident data collection


National Database is controlled and updating by Ministry of Interior, Patrol Police Department and Information-Analytical Department. Information is public and is available in accordance with Georgian National Legislation. Approximately fatalities in 9 months of recent year has been decreased by 33% comparing with same period of the previous year.

Design Improvement
Well designed roads will ensure fluent traffic and safe transportation, that

means guardrails, islands, marking, signs, fences and many other various kind road safety equipments.

Georgian National Traffic Safety Strategy

Adopted in 2008 by Government of Georgia (GoG) Goals:


Infrastructural Accordance with Safety Standards; Adequate Legislative Base; Relative Institutional Frame; Increase Public Awareness

Main Objectives:

Identification of existing conditions; Definition of priority measures; Creations of system approach to maintenance road safety; Citizens and state interests.

Road safety Action Plan (2009-2013)
Elaboration of Road Safety Action Plan is in progress in accordance with

National traffic Safety Strategy and will be adopted by GoG (2009)


In aim to achieve road safety high level the Action Plan Overall objective:

identification adequate measurements; definition implementation timeframe; estimated costs and responsible authorities.

Safety measurements includes:


development of institutional and legal framework; improvement road infrastructure and public awareness.
