Specific

INTRODUCTION
The usage of ICT in education, especially in teaching process able to attract students. According to Lechner & Boli (2000), the latest development in ICT able to keep and spread information effectively and also able to help students to enhance their knowledge.

PROBLEM STATEMENT
Even tough ICT imposes many advantages in teaching, but still, there are many teachers in Malaysia is not using ICT in their daily teaching and learning process. Research by MOE (2010) says that the usage of ICT in education is limited. According to PPP 2013-2025, 80% of the teachers are using ICT for less than an hour in a week. Only 1/3 teachers using ICT in class (students perception).

OBJECTIVE
The purpose of this research is to study why teachers in Selangor is not using ICT in public primary schools. The participants are teachers from public primary schools in Selangor. Location: Selangor state.

Research Question
Does lack of basic skills in ICT deter teachers from teaching using ICT? Why there are teachers with lack of basic computer skills? How to develop teachers with basic ICT skills.

Justification
ICT in education is able to increase the involvement of students in class and create responsible students(Bransford, Brown, and Cocking, 1999). Kulik (1994) in his research concluded that the learning level of students using ICT is higher compare to the students whom not using ICT in their classes.

many teachers may not have the required IT skills and feel uncomfortable, nor do they have trainings needed to use the technology in their teaching .-(Mikre F., pg:11) Cuban (2001) and Ashinida (2004) teaching using ICT in classroom is in an average level due to lack of basic ICT skills among teachers.

ICT in Education: Prospect & Challenges by ROBIAH SIDIN & NOR SAKINAH MOHAMAD (2007)
Objective: To see the effect on students achievement of the apprentice approach (constructivist)versus the traditional approach (behavioural) in learning computer as a subject. Result: Students works are more quality on apprentice approach.

CONCLUSION
Teachers plays a major role in making students attracted in lessons and this can be made by using ICT in education. Despite government emphasize ICT in education, it is still not optimized due to unskillful teachers in ICT. This study hope to identify the factors and how to improve teachers basic skills. There are still other factors causes teacher to not using ICT in classes, where it can be taken in considered for future researches.
