Life Cycle Logistics considerations are addressed in the Joint Capabilities Integration and Development System process, demonstrated in test and evaluation, and implemented in fielding and sustainment of the system.

The Human System


The human system is the most challenging to manage and will ensure the most benefit. The human system is comprised of all the individuals and organizations who contribute to the design and support of a weapon system The PM is the Total Life Cycle System Manager and must use the expertise and support all of the members of CE LCMC and other organizations to ensure the best possible support for the Warfighter

Communication is key:
Through the System Engineering IPT Through the Supportability IPT Possibly through an Integrated Digital Environment If there is a single contractor make them a part of the team.

Proper Skills
To properly manage Life Cycle Logistics, the Acquisition Logistician and supporting subject matter experts need the proper training and experiences Train for enhanced skills Obtain multiple job experiences for more robust understanding The SIPT needs the right mix of personnel; if they are not available in the assigned branch, locate personnel within the Division or Directorate to obtain support

Systems Engineering
Life Cycle Logistics is really applying a system engineering approach to designing and applying support to a weapon system It is critical to communicate with the design engineers and Product Managers the benefits of designing in supportability early. Use models and facts to communicate; use a Reliability model such as Reliasoft (Software Reliability), RAPTOR or RELEX to show how improving reliability impacts the system Be part of the tradeoff analysis even for COTS items Ensure all user requirements are captured and flow from the requirements document through the Performance Based Specification, through the System Specification and through the Subsystem Specification

Read the DoD 5000 Guidance Talk to all your contacts at the PEO and DA to ensure you have the latest requirements and to keep them informed about your program Find Acquisition Logisticians who have recently been through the process Some of the Acquisition Log and MANPRINT documents ACAT Level Determines who you must coordinate with Manpower Estimate System MANPRINT Plan and MANPRINT and Domain Assessment Supportability Strategy Core Depot Assessment (soon to be Core Logistics Assessment) PESHE Record of Environmental Consideration Others Make sure life cycle logistics is also addressed in Program Documents such as the Acquisition Plan, the System Engineering Plan and the Test & Evaluation Master Plan

The PMs Logistician is responsible to the PM for managing Life Cycle Logistics under the PMs overall responsibility for Total Life Cycle System Management Encourage your teammates to be part of the solution Mutual Respect! Ensure you are communicating accurately, timely, and in an organized manner Get experience and training for job skills Organize your project The entire Team must own success
