I.L.O & TRIPARTITE BODIES

INTERNATIONAL LABOUR ORGANISATION (I.L.O)

IN 1919 came in to existence Being an original signatory of the treaty of peace, INDIA became member of ILO in 1919. It deals with International Labour problems.

OBJECTIVES OF ILO
-In the preamble to its constitution Provide social justice to workers Avoid injustice, deprivation and exploitation of labour Build up human working conditions to the labour

Principles ILO are affirmedLabour is not a commodity Freedom of expression and of association are essential to sustained growth Poverty anywhere constitute a danger to prosperity everywhere War against want requires to be carried out by joint efforts by Govt. , Mgt, and workers together on equal status and with democratic traditions.

Redefined Objectives of ILO


Full employment and raising of the stds of living. Employ workers on jobs for which they have adequate skill and satisfaction to work. Provide training and Dvpmt. Facilities to achieve the above objective. Provide due share of profit as compensation to ensure a minimum level of living std to all employed and protection as and when needed.

Accept collective bargaining as a right of workers and a means of improving productivity b/w employees and Mgt. Extent social security measures to provide a basic income to all in need and also medical cover. Protect the life and health of workers in all occupations. Provision for child welfare and maternity protection. Provide adequate nutrition, housing and facilities for recreation and culture. Provision for quality education and vocational opportunity.

a) I.L.C
Apex body of I.L.O, makes policies for international labour. Sessions at a frequency not less than once in a year. Delegates from three groups Govt., employers, and workers in the ratio of 2:1:1. Each have one vote. Govt. is the ministers

FUNCTIONS
Formulate International standards Fix the amount of contribution to be paid by the member states. Decide budjet and submit the same to the Governing body. Study the labour problems submitted by the Director General and assist in their solutions. Appoint committees to deal with different problems during its sessions. Elect the president. Select members of the governing Body. Develop policies and procedures.

b) Governing body

It implements the decisions of I.L.C with the help of ILO It consists of 56 members in ratio of 2:1:1.(28,14,14) Tenure of the body is 3 years.

FUNCTIONS
Co-ordinate work between ILC and ILO Prepare agenda for each session of the ILC Appoint the Director General of the office Scrutinize the budjet Follow up with member states in regard to implementation of the conventions and recommendations adopted by the ILC Fix the date, duration, schedule, and agenda for the regional conferences

c) I.L.O

(International Labour Office)

Secretariat of the ILO at Geneva. 3rd major Orgn of ILO Director General(DG) of the ILO is CEO of the secretariat appointed by the Governing Body Tenure of the DG is 10 years. Under DG - 2 Deputy DG - 6 Assistant DG - 1 director of International Institute of Labour Studies - 1 Director of International Center for Advanced . Technical and Vocational Training - Advisors, Chief of Divisions from 100 nations.

FUNCTIONS
Prepare briefs and documents for agenda of ILC. Assist the Govt. of the states to form labour legislation based on recommendations of the ILC. Bring out publications relating to industrial labour problems of International nature and interest Carry out functions related to the observance of the conventions Collect and distribute information on international labour and social problems.

MEANING
Tripartite means composed of or split into three parts, or refers to three parties.

TRIPARTITE BODIES
Recommended by Whitley commission in 1931. Consultancy at the industrial and national levels. Consultancy on labour matters, patterns set by I.L.O.
