On June 25th, the International Maritime Organization (IMO) and other major stakeholders in the global shipping and manning industry formally ratified the so-called "Manila Amendments" to the current Convention on Standards of Training, Certification and Watch keeping for Seafarers (STCW) and its associated Code. The amendments aiming to bring the STCW up to date with developments since its conception and initial adoption in 1978, and the subsequent amendments in 1995.

Need For Comprehensive Revision


During STW 37 (Jan. 2006), it was felt that the Convention needs to be amended to include: Security training provisions. Standards of competence for senior ratings. Competence standards for tankers, including LNG. Identification of refresher training areas for demonstration of competence in Safety Training.

Review of Alternative Certification and Criteria for safe manning & Rest Period

Benefits of the Comprehensive Review


Administrations - Amend laws & Rules relating to training & certification once - Saving legislative time & reducing administrative burden.

Shipping Companies - Planning training of its crew in a Packaged manner, saving of time and money.
Training institutes - Revise their curriculum once to meet requirements More time available for training.

Seafarers - Additional Training during leave period - Single phase rather than every time they are on leave.

April 2006 Groundwork began for Revision. January 2007 (STW 38) - Revision proposed to Sub-committee and the Terms of Reference approved. March 2008 (STW 39) - 52 proposals.

Sept. 2008 (ISWG 1) - 62 new proposals.


Feb. 2009 (STW 40) - 68 proposals. Sept. 2009 (ISWG 2) - 25 pending & 39 new proposals. Jan. 2010 (STW 41) - Final set of 55 proposals. June 2010 (Conference) 31 last minute proposals.

Resolution 4 Transitional Provision And Early Implementation


1 January 2012 The 2010 Manila amendments enter into force, training and certification may continue in accordance to STCW 95.
New Training Standards Optional - Govern- ments may begin to introduce new standards. 1 July 2013 - New entrants commencing training are required to do so according to the new standards, new minimum rest hour enforced. 1 January 2014 New training standards mandatory. Mandatory security training in accordance with Manila amendments. 1 January 2017 - STCW 2010 certification for all seafarers

Resolution 5 Verification of COCs and COE


Prevention of unlawful practices associated with the issuance of COCs and COEs. Establishment of electronic data bases to assist in verifying the authenticity and validity of Certificates of Competency (COC) and Cert. of Endorsement (COE). Appropriate and timely response from request of any Administration for verification of the authenticity and validity of COCs and COEs.

Resolution 8 - Guidelines To Implement International Standards of Medical Fitness For Seafarers

The 11 courses being developed by MTC will give our Filipino seafarers the necessary
training and certification to operate modern, technologically advanced ships, she said.
