The purpose is to present the approved development plans for the KZN Outer West Area, including: Outer West Spatial Development Plan Cato Ridge Local Area Plan Mpumalanga Town Centre Shogweni Local Area Plan Molweni Nodal Functional Area Plan

To engagement with business sector for information sharing

The Outer West Spatial Development Plan (SDP)

Package of Plans
Intention to establish an appropriate mechanism for land use management across the city
Series of plans with different scope, purpose and level of detail Means of translating strategic city policy into geographically based sustainable development interventions, through a suite of integrated socio-economic, environmental and physical development plans To guide the decision making of the Council.

Purpose of Spatial Development Plans

Six local areas Separated from one another by major topographical features and major barriers such as river valleys and main roads. Each local area has its own character and opportunities for development and need to be planned and managed accordingly. The planning and management of these areas is aimed at turning these functional districts into local activity systems which provide a range of facilities, opportunities and services required by local residents. Two of the local planning areas: Inanda Dam and Zwelibomvu are entirely traditional authority areas, while Cato Ridge and Mpumalanga have some traditional authority land within its boundaries.

CURRENT TRANSPORTATION TRENDS AND PROPOSALS N3/M13/R103 provide main east/west linkages. Access is constrained by topography results in lack of alternatives. Main Durban/Johannesburg rail line in the south, affected by steep gradients, axle loading and tunnel clearance. Rail from Western Suburbs to Cato Ridge used mostly for tourism. N3 highly pressured system due to lack of alternates. Diminishing capacity to serve the metropolitan area from an economic point of view. N3 Toll offers challenges. Poor linkages results in inefficient and inconvenient and costly travel patterns. Providing public transport service is constrained by topography High levels of congestion in Western Suburbs due to increased developments

PROPOSED CORRIDOR DEVELOPMENT
Industrial Corridor Eddie Hagen Drive has the potential to be developed as an industrial corridor providing much needed economic opportunities for the rural hinterland. Rural Corridors Some routes in the rural areas which link rural nodes together have the potential to be developed as rural corridors that support rural activities including arts and crafts and informal trade. Agriculture Corridors This section of the MR385 is predominantly focused on agriculture as the main economic activity. This use should be maintained, and supported in the short term. Urban Service Corridors MR385 and Old Main Road have the potential to be developed as urban services corridors supporting mixed use urban development.

Large range of existing lifestyle choice (agriculture, suburban) Significant (approx 8500) middle income cluster housing units developed in recent years. New market trend for apartment blocks/ affordable units in well located spaces along main roads. 57 000 Metro Housing units proposed for Outer & Inner West UMzinyathi, Fredville KwaXimba, Salem Mpumalanga. Lack of social, commercial and community facilities, exacerbated by lack of infrastructure, low thresholds.

Development Trends and Spatial Challenges in the Outer West

2009/10/11 SDPs were approved by Council Gave in principle support for the SDPs Supported and mandated the Deputy City Managers (Sustainable Development & City Enterprises; Treasury; Procurement and Infrastructure) to
actively pursue and enter into partnerships with other spheres of government (National and Provincial) and the Private Sector to support the financing and the release of Phase 1 Priorities.
