1. There shall be one common set of minimum standards for all public and private schools specifically with regard to opening of schools and offering of courses.

2.1 The establishment of new schools shall be subject to the following guidelines:
2.1.1 No new public school shall be established except by law or pursuant to law.

4.1 Grant of Recognition
