Any gathering of data, information and facts for the advancement of knowledge (Shuttleworth, Martyn, 2008). Research is a process of steps used to collect and analyze information to increase our understanding of a topic or issue". It consists of three steps: Pose a question, collect data to answer the question, and present an answer to the question (Creswell, J. W., 2008). A studious inquiry or examination; especially : investigation or experimentation aimed at the discovery and interpretation of facts, revision of accepted theories or laws in the light of new facts, or practical application of such new or revised theories or laws (The Merriam-Webster Online Dictionary, 2012).

Research and experimental development is creative work undertaken systematically to increase the stock of knowledge, including knowledge of humanity, culture and society, and the use of this stock of knowledge to devise new applications (OECD (2002).

Moral
(from Latin morlis) is a message conveyed or a lesson to be learned from a story or event. The moral may be left to the hearer, reader or viewer to determine for themselves, or may be explicitly encapsulated in a maxim.

Moral Values
the standards of good and evil, which govern an individuals behavior and choices. Individuals morals may derive from society and government, religion, or self.

1. Rules generally set minimum standards for behavior rather than strive for the ideal. 2. Rules will not resolve some of the personal conflicts and moral dilemmas that arise in research. SOThe rules of the road for research therefore need to be supplemented with good judgment and a strong sense of personal integrity.

Is it fair to use significant departure from accepted practices to make judgments about a researchers behavior? 3. Should researchers report misconduct if they are concerned that doing so could adversely impact their career? 4. What evidence is needed to demonstrate that a researcher committed misconduct intentionally, or knowingly, or recklessly? 5. What are appropriate penalties for different types of misconduct?
