PM calls on Saravan to boost commercial production


Prime Minister Thongsing Thammavong on Monday advised authorities and officials in Saravan province to make full use of untapped potential to boost agricultural production in the southern province. He suggested the provincial authorities carry out surveys to identify areas where certain crops grow well, and encourage local farmers to grow these crops on a commercial basis. The premier made the suggestion during a two-day visit to the province that ended yesterday. He asked officials to identify markets where locally grown cash crops could be sold after learning that many farmers, including banana growers, had stopped planting the crop because there was no market. Mr Thongsing advised the province to do more to ensure that more young people enrolled in schools, especially girls. He said many children in remote areas were not attending school or had not completed compulsory primary education. Saravan provincial Governor Mr Khamboun Douangpanya briefed the premier on socio-economic development in the province over the first nine months of this fiscal year. In the first three quarters, the provinces gross domestic product reached more than 2,568 billion kip (94.08 percent of the yearly plan). The authorities had been able to collect revenue in excess of the years plan and, as of June 28, had collected more than 47.5 billion kip, the governor said. Per capita income exceeded 6.8 million kip (US$856), but is lower than the national average of just over US$1,000. So far, 124 state-invested projects worth more than 26.8 billion kip have been implemented, out of 156 projects worth more than 34.6 billion kip outlined in the plan for the year.

The Lao National Regulatory Authority (NRA) is seeking the assistance of the Lao Peoples Army to join forces with the Lao National UXO Programme (UXO Lao) for unexploded ordnance clearance this year. We will work with the Armys UXO clearance teams because we want to clear more of our land each year, NRA Director Mr Phoukhieo Chanthasomboun told Vientiane Times on Tuesday. By 2020 the government aims to have cleared UXO from 200,000 hectares of land, removing devices from 20,000 hectares each year. UXO Lao employs teams of 22 people to clear one hectare each month, but even

Regarding education, the governor informed the premier that all school-aged children in four of the eight districts have completed primary school. Officials are now working to ensure that all children in the other four districts complete primary school by 2015. Mr Khamboun assured the premier that all cluster villages now have a dispensary with medical staff stationed there to offer services to local people. He noted that the number of people visiting the dispensaries was increasing. During the visit to the southern region, Mr Thongsing and his delegation also toured the Xekong Coal Mine No. 1.

European tourism to Laos in decline

The number of Europeans visiting Laos is falling as the financial crisis in the region continues, according to the Deputy Minister of Information, Culture and Tourism. Speaking to journalists in Vientiane on Tuesday, Mr Chaleune Warinthrasak said that whilst this was true, the total number of tourists in Laos is not falling because we are now promoting tourism within Asean and the region, for the culture and natural scenic beauty we offer. This year the country is running the Visit Laos Year campaign to attract more tourists. The growth of tourism benefits local people and will help those living in rural areas by providing much needed income to protect historic sites

and natural attractions. The revenue generated from tour groups will help the authorities to achieve their vision of sustainable tourism, which will protect the

countrys cultural heritage and provide a better life for nearby rural communities. Most visitors to Laos at the moment are coming from Thailand, Malaysia, Vietnam,

and Singapore with significant numbers also from Japan and the Republic of Korea. The Ministry of Information, Culture and Tourism is targeting 3.5 million

tourist arrivals by 2015. That number would be expected to generate about US$500 million in revenue. Mr Chaleune also said that last year more than 2.7 million tourists overall visited Laos, generating revenue of almost US$400 million. Next year, Laos will host the Asean Tourism Forum in Vientiane from January 17-24. Director General of the ministrys Tourism Marketing Department, Mr Saly Phimphinith, said people from the Republic of Korea consider Laos a popular tourist destination because they like to play golf here as its not expensive. Golf tours from Korea are arriving in Laos on Lao Airlines flights three times per week. Currently, about 70 percent of all visitors come from neighbouring countries, with only 30 percent from other

regions. Half of the tourists in Laos are from Thailand. They like to come here because Lao and Thai people speak similar languages so they can understand each other without the need for interpreters, Mr Saly pointed out. According to the ministry, American people of Lao origin are returning in increasing numbers to tour the country. We have plans to attract more tourists from Europe and the USA because the income derived from these tourists is quite high, he added. Visitors from Europe and the USA spend about US$72 per day while people from neighbouring countries spend US$20-US$30 a day. Actually, Laos hopes that many more people from Europe and the USA will come here because they contribute more, Mr Saly said.

Clean water supply comes to Xebangfay

Some 7,525 people in Khammuan and Savannakhet provinces are set to have clean water, and the health and sanitation benefits that will flow from that. A treatment plant being built in the area is now 90 percent complete and will officially open in October this year, according to project head Mr Phouthone Souliyong. The plant will have the capacity to produce 900 cubic metres of water per day, supplying people in five nearby villages. Four of them are in Xebangfay district in Khammuan province and one is in Xayboury district in neighbouring Savannakhet province. The Korean International and Cooperation Agency (KOICA) provided a grant

of more than 15 billion kip (US$2 million) to build the water treatment plant in Xebangfay district. The Lao government meanwhile has contributed more than 7 billion kip (US$1 million) to build asphalt roads in Nongbone village and a road leading to the project site. Xebangfay residents currently use wells as a water source, but often there is not enough water in the dry season and occasionally the wells become contaminated. A clean water supply and proper sanitation are essential for development and contribute significantly to improving villagers living standards. Mr Phouthone said residents will be able to access clean drinking water directly at their doors, and that this will result in a sharp decline in sanitation and health problems

through the prevention of waterborne diseases. The new water treatment plant is a vital boost to development in the area and will also help encourage more investment by the private sector, largely in guesthouses, restaurants and hotels. The Phoutpaseuth Construction Company is the contractor responsible for building the water treatment plant, a holding reservoir and the associated pipeline network which is about 25 kilometres in length. Between 1991 and 2011, KOICA provided more than 390 billion kip (US$49 million) to Laos for 25 development projects. This year, KOICA plans to provide US$9 million for seven projects in the areas of health, sanitation and rural development.

Reading project opens doors for Lao children

The Room to Read project is growing steadily, providing reading opportunities and encouraging the development of women and children, and is planning to replicate its success in Savannakhet province. Country Director of Room to Read Ms Somphet Vongphachan told Vientiane Times the project works in education development for children, to improve their reading and writing skills and teach them good reading habits. Ms Somphet has received an award for four years of writing and publishing books for use in schools. Since 2005, she has written novels that are easy to follow, unlike many that are currently available. I come from a poor family and learned that nothing could give me a bright future except education. To succeed in life, a person needs to have knowledge, study in an educational institution, and have encouragement from yourself and your family. She says the most important thing for children is learning to read and write Lao, because these skills are the gateway to learning everything else. This is why the Room to Read project is so significant for human resource development. The project also promotes gender equality and encourages girls to finish secondary school so they stand a better chance of earning a living. Nationwide, more than 200 community schools have been built and over 1,000 libraries have been set up since the project began in 2005, and more than 1,000 girls are taking part in activities. In seven years the budget has increased by US$200,000 to US$4 million and the staff involved have grown from four to 55.

Media personnel from both the capital and the provinces have undergone a training course to help them raise awareness about human trafficking issues. Twenty radio hosts, reporters, editors and technical staff from Vientiane and the provinces of Champassak, Saravan, Savannakhet and Vientiane learned about a wide range of reporting techniques, to help get the message out that human trafficking is a serious threat. Human trafficking, preventing child sexual exploitation, promoting safe migration and the relevant legal frameworks and policies were all topics at the three-day capacity-building course held in Vientiane from July 3-5. Lao National Radio hosted the training programme in cooperation with the United Nations Inter-Agency Project on Human Trafficking and technical and financial support from the International Labour Organisation, Village Focus International and World Vision Laos. Trainers advised radio reporters on how to produce

more interesting and attention grabbing scripts for their public awareness campaigns, in order to get their message across more effectively. The participants studied the relevant theory and held group discussions, as well as going through role plays, such as preparing press releases for a mock press conference, interviewing audience members and simulating live radio reports. They also learnt a variety of other useful media messaging techniques, which the reporters will take back to their provinces to reproduce and broadcast on their own radio stations. The attendees said they found this aspect of the training particularly useful. A volunteer from Laongam district, Saravan province, Mr Phouthone Duangoudom said I have been working as a volunteer with Village Focus International on countertrafficking, helping them conduct outreach activities in schools and villages. I found it very important to develop key messages about human trafficking on radio slots and make educational programmes that we could

rebroadcast for many people in our target audiences. The instructors advised the radio producers about forming a strategic communication plan regarding reaching listeners at the rural village level. To further increase public awareness about human trafficking, child sexual exploitation and safe migration, Lao National Radio committed to continue producing radio awareness campaigns, and providing free airtime to allow their broadcast. Deputy Director General of Lao National Radio Mr Sangkhan Choumkhamphanh said I would like to encourage the entire radio community to take the initiative to reproduce the radio campaigns that we drafted during the training. Adjust them according to local customs and broadcast them on your stations as soon as you return home. Mr Sangkhan, who was a chief trainer at the course, asserted that Lao National Radio will continue collaborating with international partners to increase public awareness on human trafficking and safe migration through its programmes.

The project has been extended by the government for a further five years from 20112016. Besides expanding to Savannakhet, it will also help and coordinate with Oudomxay and Vientiane provinces, and the capital. Ms Somphet thanked all parties involved, especially the Ministry of Education and Sports and the Lao government for their cooperation and helping the project to reach out to more children. If better education can be provided, the work being done in Laos will live up to Room to Reads motto The world will change if we give children an education.

Australian aid agency laos marks world Population day supports Lao trade unions

An Australian aid group is donating US$60,000 for the development of the Lao Federation of Trade Unions (LFTU). Representatives of the Union Aid Abroad - Australian People for Health, Education and Development Abroad (APHEDA) yesterday signed an agreement with LFTU Vice President Mr Symoun Ounlasy, and LFTU Labour Protection Department Director General, Mr Ounkham Bounyaseng. The LFTU Capacity Building Project 2012-2013 aims to continue its work at national, provincial, district and enterprise levels. The financing will help the LFTU adapt to its changing role in the market economy. The project will focus on networking between the LFTU and international unions, the implementation of LFTUs five-year plan, and promoting the awareness of asbestos as a hazard to reduce exposure. The projects activities include a study tour and training on collective bargaining agreements, and development and training in the area of occupational health.

Union Aid Abroad - APHEDA was created in 1984 as the overseas aid agency of the Australian Council of Trade Unions. It contributes directly to countries and regions of the world where workers are disadvantaged by poverty, a lack of workplace, denial of labour and human rights, civil conflict and war. The agency has supported the Lao Federation of Trade Unions since 2004 with funding of about US$315,000 over the past eight years. The funding has gone towards occupational health and safety, English language training, information technology training, and providing equipment. We want to improve and enable union leaders at all levels to develop the knowledge, skills and confidence to fulfill their roles as leaders in contributing to meeting the challenges of the growing private sector, Union Aid Abroad - APHEDA representative Mr Phillip Hazelton said at the signing ceremony. LFTU President Mr Khamla Lorlonsy thanked the Australian agency and other international organisations for their contributions to union capacity building and the protection of Lao workers.

The Lao government reaffirmed yesterday it would strive to fulfill its commitment to achieve the 5th Millennium Development Goal (MDG5) as Laos joined the rest of the world in marking World Population Day. The Lao government, in collaboration with the United Nations Population Fund (UNFPA), celebrates World Population Day which falls on July 11 every year. This year the day carries the theme Universal Access to Reproductive Health Services. Deputy Minister of Planning and Investment Dr Bounthavy Sisouphanthong delivered a message to mark the day and reaffirmed the governments commitment to achieving the relevant MDG. Today, the Lao government reaffirms its commitment to achieve MDG5 and further commits to invest more to ensure that every woman, every man and every young person in the country has access to reproductive healthcare, he told media representatives present at the event. The government admitted that achieving MDG5, Improve maternal health, is a big challenge for Laos as the maternal mortality rate remains high.

Climate change adaptation project aims to strengthen farmers resilience

In Laos, statistics show that every day at least two deaths occur, of mothers and babies, during childbirth, Dr Bounthavy said, adding that the major reason for this is a lack of access to reproductive health services. Although access to services such as family planning and contraception is estimated at 84 percent, the percentage of those living in remote areas with access to these services remains low. Dr Bounthavy stressed the need to expand reproductive health services to reach marginalised groups including those in remote areas, ethnic groups, young and unmarried women, and men.

Reproductive healthcare services include voluntary family planning, assisted childbirth and prevention of sexually transmitted infections, including HIV. This will directly impact on achieving the other MDG targets, as we strive to graduate from least developed country status by 2020, he said. Only by doing this will we be able to contribute effectively to improving our human capital, and set our nation on a path to inclusive growth and sustainable development. Reproductive health problems remain the major cause of ill health in women of childbearing age worldwide, according to the UNFPA. Some 222 million women, who would like to avoid or delay pregnancy, lack access to effective family planning. Nearly 800 women die every day in the process of giving life. About 1.8 billion young people are entering their reproductive years, often without the knowledge, skills and services they need to protect themselves, the agency said. Every year, the international community celebrates World Population Day, which was established in 1987 to mark the day when the worlds population reached 5 billion. The population reached 7 billion 24 years later, on October 31 last year.

Each year thousands of hectares of crops in Laos are affected by the changing climate, and periodic flooding and drought seriously undermine agricultural development. A programme is underway to improve the capacity of both farmers and government staff when it comes to dealing with the effects of climatic extremes, and other unpredicted events. Scheduled to run until 2015, the objective of the project is to improve food security in the face of climate change and minimise the vulnerability of farmers to extreme flooding and drought events. The IRAS Lao Project, Improving the Resilience of the Agriculture Sector in Laos to Climate Change Impacts, will be jointly funded by the Global Environment Facility, the Least Developed Country Fund, the government of Laos and the United Nations Development Programme (UNDP). Officials from the ministries of Agriculture and Forestry, and Natural Resources and Environment, National Land Management Authority and the National Disaster Office gathered in Vientiane to discuss the progress of the project so far, and suggest possible improvements. The meeting was chaired by Deputy Minister of Agriculture and Forestry, Dr Ty Phommasak, and UNDP Deputy Resident Representative, Ms Kyoko Yokosuka. Dr Ty said the project focuses on four

components: knowledge management about agricultural adaptation, capacity building, community-based agricultural adaptation practices and learning adaptation. About 80 percent of Lao people are still planting rice, vegetables and other small crops as their primary means of making a living, he said. Dr Ty asked project board members to take responsibility to help farmers in adapting to climate change for disaster impact reduction. He believed that through the project, the capacities of sectoral planners and agricultural producers would be strengthened when it comes to mitigating the effects of climate change. Project Manager Mr Khamphone Mounlamai informed the meeting that, so far, the project board members have held several meetings and visited project sites, and finished baseline surveys in Savannakhet and Xayaboury provinces.

They have also developed climate change training and adaptation modules and set up a local integration platform. We also demonstrated rice varieties, agreed on a project website and are in the process of updating training and management, while knowledge databases have been established and a time framework set out, Mr Khamphone said. In the future, we will try to mobilise more project resources, especially office facilities, staff, experts, funding, management procedures and project manuals. The work plan needs further input and better preparation from the target provinces however, and this will take time. The project concept, approach and activities still need further explanation and development, as they are not clear to all project staff or the provincial, district and other stakeholders involved, Mr Khamphone added. budget to maximise the use of clearance teams from the Army in conjunction with UXO Lao staff. We think the target of clearing 200,000 hectares by 2020 will be difficult to achieve. It means clearing at least 20,000 hectares per year and we dont have the financial resources to do this at present, Mr Phoukhieo said Currently, Laos receives funding from international donors amounting to about US$15 million per year, but this is not enough to meet the objective. That will require about US$30 million annually. UXO Lao wants to create more teams to speed up clearance and return the land to the people, but they cannot do this because of funding constraints, Mr Phoukhieo explained. A specialised Japanese-made Komatsu UXO clearance vehicle was used for a pilot programme in Xieng Khuang

province from January to May. According to the NRA, however, the programme could not continue because the vehicle was unable to destroy all the cluster bombs. In fact only 50 percent of cluster sub-munitions could be destroyed. It is estimated that out of the 2 million tonnes of bombs, including 288 million cluster bombs, that were dropped on Laos between 1964 and 1973 about 30 percent did not detonate. It is thought that over 87,000 sq km of land is contaminated with UXO. A countrywide survey on the socio-economic impact of UXO in 1996/97 found significant contamination in 15 provinces, with 25 percent of all villages reporting UXO. During this period, a total of 580,000 bombing missions were conducted, which averages out at one bombing mission every eight minutes around the clock for nine years.

Khammuan farmers to plant 62,080 ha of wet season rice
Farmers across Khammuan province are planting their wet season rice on 62,080 hectares hoping for a yield of 3.75 tonnes per hectare. Farmers began planting last month and are expected to finish by the end of July. So far, 56.87 percent of the area has been planted using organic and chemical fertilisers. Much of the rice has been planted in Thakhek and Nongbok districts, district agriculture and forestry officials said. The planting area has been increased by 2,190 hectares from the 59,890 hectares used last year. It is hoped that more planting will help to reduce slash and burn cultivation. Office staff said farmers are also being encouraged to grow other crops on 3,410 hectares, hoping to harvest 10,700 tonnes.

Huaphan folk improve health through community project

Phase 3 of the Community Development Project will be implemented in many villages of Aed district, Huaphan province, after the success of the previous two phases. The project will help people to maintain better personal hygiene by gaining access to proper sanitation, latrines, first aid training, midwifery and other activities related to health. Aed district is home to 26,944 people in 4,394 households in 78 villages. Some 3,858 people from 709 families in 10 villages of Xeum district will also benefit from the project.

Oudomxay to help rural families banish poverty

Oudomxay provincial authorities will cooperate with district authorities to help families in rural areas of Houn, Baeng and and La districts who have insufficient land to grow crops. Provincial agriculture and forestry department officials said the plan includes helping farmers to find work on commercial plantations and also establishing animal husbandry projects. Hundreds of rural families in the three districts are thought to be living in poverty, the provincial authorities reported. To achieve poverty alleviation targets for 2015, the department plans to work closely with local communities, offering farmers money in the form of low interest loans and providing technical assistance for agricultural enterprises. Officials said loans will be given to farmers to allow them to plant crops and to trade goods in their communities, to boost their incomes and raise them out of poverty. Farmers can use the loans to grow rice, fruit trees, bananas, cassava, peas, sweetcorn, beans and other vegetables. Paintings created by Mr Khavay Saipanya, 18, from Savannakhet province represented Laos at the 2012 International High School Arts Festival in Japan this month. One of Khavays exhibits was a 38x56 cm piece entitled Environment of my Hometown, drawn in pencil and pastels. He said his intention was to raise awareness among the general public, especially young people around the world, of environmental issues. The picture portrays how fuel and electricity can be used appropriately to sustain natural resources, and suggests that trees should be planted and not cut. TOKYO (The Yomiuri Shimbun) -- The Japan government hopes to avoid an escalation of political polemics over its planned purchase of the Senkaku Islands in Okinawa Prefecture, although the move has already triggered sharp denunciations from China and Taiwan. As the Senkakus are an integral part of Japanese territory, the government must avoid causing misunderstanding at home and abroad that there is a territorial dispute over the islands. If it fails to do this, it could harm national interests. The purchase of the Senkaku Islands concerns transferring ownership of domestic land. Second World Media Summit ends


MOSCOW (Xinhua) -- The Second World Media Summit (WMS), a grand gathering of global media organisations, concluded here on Friday, with organisers announcing the establishment of a working group to prepare for the next summit -- possibly to be hosted by Bahrain. At the closing ceremony of the Moscow summit, Bahrains Information Minister Samira Rajab proposed that her country play host to the next summit in 2014. I hope that Bahrain will become the next country to host the World Media Summit. Its vitally important that it (the summit) will take place in an Arab country. The Arab world needs media attention because it has become a scene for events that are crucial for the whole world, Rajab was quoted as saying by ITAR-TASS. Vitaly Ignatenko, director general of ITAR-TASS and co-chairman of the summit, welcomed the proposal. A meeting will be held in November to discuss the technical issues related to the hosting of the next summit, and a final decision made before the end of the year, said Ignatenko. During two days of discussions at the Moscow summit, hundreds of media representatives exchanged views on media development around the theme of Global media: meeting challenges of the 21st century. Many media leaders acknowledged that the industry has undergone some profound reshuffle and transformation, and that traditional media are facing mounting pressure from new media and the Internet. World media organisations should readjust themselves in face of severe challenges in the industry and the fast-changing world, especially by adapting themselves to the development of information technology and remodeling their businesses, noted Li Congjun, president of Xinhua News Agency, during the discussions. The media summit mechanism serves as a good example of efficient media cooperation, said Li, citing a convention on the protection of intellectual property rights adopted by the WMS secretariat in June and a number of training workshops for young journalists from across the world. More than 300 representatives from 213 media outlets in 102 countries gathered in Moscow for the second World Media Summit. Flooding exposes deep distrust of Russias leaders


KRYMSK, Russia (AP) -- The floods that washed through southern Russia and killed 171 people followed storms that dumped five months of rain in a matter of hours. Still, President Vladimir Putin has spent three days trying to persuade residents that the flooding was an act of nature and not the result of government negligence or worse. Some persist in believing, against all evidence, that the city of Krymsk and its 57,000 people were intentionally sacrificed to prevent the flood waters from damaging Novorossiysk, a major Black Sea port essential for exporting Russian oil and grain. This deep distrust of the government poses a challenge to Putin, who depends on the support of ordinary Russians across the country to counter the growing challenge in Moscow to his 12-year rule. At the very least, the flooding has Russians once again questioning the governments ability to keep them safe. Still fresh in their memory are a string of disasters from the bungled response to the sinking of the Kursk submarine in 2000, to the wildfires that swept seemingly unopposed through a swath of western Russia in 2010, to the capsizing of an overloaded river boat that killed more than 120 people last year. Krymsk streets into swirling muddy rivers and filled onestory homes practically up to the ceiling in the middle of the night. Many of the 171 who died were elderly residents unable to escape in time. A total of 29,000 people in Krymsk and the seaside resort town Gelendzhik lost all of their possessions, while about 300 homes in Krymsk and 100 in Gelendzhik were damaged beyond repair, according to government figures released Monday. After torrential rains dropped up to 300 milliliters (12 inches) of water late Friday and early Saturday, the flooding inundated Krymsk so quickly that that residents said they suspected that water had been intentionally released from a reservoir in the mountains

above the city to prevent the dam from being breached. The suspicion was that this had been done to protect the Novorossiysk port, which is part-owned by the government and Transneft, the state monopoly that runs the oil pipeline system. The reservoir lies in mountains situated between Novorossiysk and Krymsk. It was unclear whether the port was in any danger. The government denied the sluices had been opened and, in an effort to convince the skeptics, the Krasnodar region governor arranged for a group of residents to fly over the reservoir in a helicopter. He even arranged a second flight over a wider area after they complained that they had not seen enough the first time. Two

members of the group were shown on television saying they were now convinced that the reservoir had not been the source of the flooding. This was the same conclusion reached by a wellknown local environmentalist, Suren Gazaryan, who has opposed the governor on other issues. Gazaryan studied the area around the reservoir and the high-water marks along a network of mountain streams, posting the photographs and his conclusions on his blog. Still, prominent Moscow journalist Oleg Kashin, who was in Krymsk, said on Kommersant FM radio that none of the residents he had spoken to believed it was the weather alone that caused the flooding.

This Program aims to ensure childrens rights to basic education, enable children to develop basic knowledge, skills, and behaviors, and to help them to realize their fullest potential. Multi-grade teaching has been implemented for many years under guidance of the MOES. Some teachers have been trained in multi-grade classroom management and teaching techniques, but most teachers have not yet been trained. Plan Laos therefore wants to conduct a study on multi-grade teaching in two districts namely Paktha and Meung, Bokeo province. Objectives of Multi-Grade Teaching The main objectives of the study are: 1. To survey the current teaching practices in multi-grade classrooms, including the physical environment set-up, such as classroom management techniques, student-teacher and student-student interaction, use of materials in teaching-learning processes and students performance evaluation. 2. To determine the main challenges faced by multi-grade teachers and suggest practical solutions. 3. To examine current training programs on multi-grade teaching in Laos, including the training module run by government (including teacher training institutes, TEIs) and other development partners. 4. To describe successful multi-grade teaching techniques and concepts in other countries and make suggestions for piloting in Laos. 5. To recommend relevant improvements for future teacher training programs. Plan is seeking: The Research Team should comprise two people (one international and one national) with the following experience and qualifications: 1. The Team Leader should have graduate degree or equivalent professional qualification in education research or education management; 2. Experience in classroom observation and in interviewing primary school children, especially non-Lao ethnic children; 3. Minimum three years experience in education or community development; 4. Experience in study and research in social sector development; 5. Knowledge and experience of standard multi-grade teaching techniques is an advantage; 6. Proficiency in English is essential, and proficiency in both English and Lao is an advantage. BACKGROUND Trade Development Facility (TDF), multi-donor trust fund, is the first coordinated Government of Laos (GOL) and development partners effort in the area of Trade . The TDF supports the Lao Governments National Socio-economic Development Plan (NSEPD) in its aims to reduce poverty and sustain economic development by facilitating trade and cross-border movement of goods, and by increasing capacity of the Government to undertake specific tasks related to regional and global economic integration. The TDF has been designed to specifically fund activities identified in the Diagnostic Trade Integration Study (DTIS) and its Action Matrix (AM) which were prepared under the Integrated Framework process (IF) . The TDF comprises of five main components, namely : a. Trade Facilitation; b. Strengthening of Sanitary and Phyto-sanitary Standards (SPS) and Technical Barriers to Trade (TBT) Frameworks (referred to SPS/TBT Component); c. Improving Export Competitiveness and the Business Environment; d. Capacity Building, Trade Policy, Trade Agreements and Global Opportunities; and, e. Strengthening of the National Implementation Unit (NIU). The Secondary Wood Processing Support Project is one of sub project under component C is specifically related to improving the capacity of the private sector to compete in international markets. However benefits of the project will not be limited to export trade, but should also enhance companies performance in domestic markets, which many rely upon for a large part of their business. Objective of the Assignment The aim of this intervention is to improve this productivity and to establish stable marketing channels for the export of processes wood products. Scope of work: The consultant is expected to work closely with the Lao wood processing industry Association; Lao Furniture Association under overall guidance from the Trade and Product Promotion Department (MoIC) and will carry out the following activities: (a) Assess business performance of about 10 to 15 well performing companies and identify at least 5 companies that are interested in participating in the proposed business linkage with foreign wood processors in Vietnam; (b) Identify a list of 5 to 10 wood processing exporters in Vietnam to study about marketing experiences and production technology (c) Develop a plan to facilitate the establishment of business cooperation between Lao wood processors and processors from Vietnam; (d) Assist and advise local processors in selection and negotiations with potential foreign producers; (e) Provide business consultancy to Lao processors in developing business cooperation agreements for the initial implementation of the operational plan; (f) Develop position paper on access to raw material for both wood processing industry association and Lao Furniture Association as basics for dialogue public sector; (g) Based on above assessment and sector studies develop medium term training strategy for wood processing industry in Lao PDR. Experience and Qualification Advanced degree in a related field. Minimum of eight years experience working on trade/ private sector development, agro-industry and/or wood and forest products development. Excellent team working and communication skills. Excellent English language skills, knowledge of Lao language is an advantage. How to meet population challenges

But the countrys low birth rate is the most important reason for population aging, leading to a very top-heavy age structure elderly. Since the beginning of economic reform in 1978, changes in age structure have been very favorable in China. Because of the decline in the birth rate, only partly a but scholar Wang Feng and I believe that it added about 1.3 percentage points to economic growth between 1978 and 2000, smaller than some have argued, but still an enormous effect.

China, perhaps more than any other country, faces many important and difficult population challenges: reproductive health and reproductive rights, ruralurban migration and reform of the hukou system (residency permits where household registration is required), and imbalances in the sex ratio at birth. And two deeply connected population issues, the rapid aging of the population, on the one hand, and the low birth rate and the family planning policy on the other, are of great significance to Chinas future development. Chinas population is aging as rapidly as anywhere in the world and its low birth rate means it faces a significant population decline in the not too distant future. In part, Chinas population will

with many elderly, fewer workers, and even fewer children. The low birth rate and population aging mean China faces two important economic challenges. The first is maintaining economic growth and poverty reduction, while the second is ensuring economic security for hundreds of millions of consequence of the family planning policy, the number of children in China has decreased and the proportion of the population that is of working age increased. This led to a demographic dividend in China that provided an important boost to efforts to increase economic growth. Experts disagree about the size of the demographic dividend, Chinas first demographic dividend is coming to an end as the size of working age population is peaking and will soon begin a rapid decline. Over the next 40 years, Chinas support ratio, the effective number of producers per effective consumer, will decline by about 0.4 per cent per year. As compared with the dividend phase, this changing age structure of the population could lead to a downward swing in economic growth of 1.7 percentage points per year. That would be a very serious development and a great setback to Chinas efforts to join the ranks of high-income countries. A second demographic dividend could be the answer to Chinas economic growth challenge, but it is far from automatic. First, as

countries birth rates decline they substitute child quality for child quantity. People around the world are having fewer children but they are spending more on each child. In particular, they are spending more on health and education for children. Countries end up with fewer workers, but workers who are healthier, more educated, and more productive. Chinas recent emphasis on improved human capital investment is an important step toward realising this second demographic dividend. Realising the second dividend also requires an increase in wealth and investment. If the elderly are to be self-sufficient in old age, they will need to save more while they are working. By ensuring that China is wellendowed with both human capital and physical capital, a strong second demographic dividend is well within reach. But three additional steps are necessary if China is to meet its population challenges. First, China needs to retool its approach to capital accumulation. High rates of saving and investment have been critical to fuelling economic development, but wealth accumulated by Stateowned enterprises and in sovereign wealth funds is not creating economic security for Chinas elderly. China

needs to refocus its efforts on building strong and successful pension funds that can meet the dual goals of supporting both economic development and economic security for the elderly. China doesnt need to save more. If anything saving rates are too high. But China needs to save in a different way. Second, China needs to make better use of its older work force. Labour income peaks at a very young age in China and drops sharply at a much younger age than in other countries in Asia, including South Korea, Japan, India, and Indonesia. Life expectancy is rising in China and older adults are much healthier than in the past. Extending the years spent in employment, lifelong learning, and better employment opportunities for older workers will contribute to stronger economic growth and better economic security for the elderly. Third, China needs to reconsider its family planning policy. The low birth rate is leading to accelerated population aging making it more difficult to sustain economic growth and to meet major population challenges. Small and midsize companies account for 90 percent of domestic enterprises, and are a huge potential source of technological and human capital. We hope they will play a significant role in kick-starting the economy. A panel of the Economy, Trade and Industry Ministry formed to investigate the future of small and midsize businesses recently announced its proposals for revitalizing this sector. The panels report compiled the views of workers at small and midsize companies including managers, female entrepreneurs and younger workers. An important part of the proposals is the request for the government to revise conventional measures by paying more attention to smaller companies, instead of supporting the relatively major members of this sector with priority. The number of small and midsize companies has decreased by 650,000 over the last decade, to the detriment of about 3 million jobs. Smaller firms that close or struggle are particularly noticeable. With the domestic market shrinking due to the aging population and low birthrate, and businesses being pinched by an unusually high yen, smaller companies tend to be affected also by overseas transfers and poor performance by the large companies they do business

with. Small and midsize companies face an increasingly harsh business environment. Looking for the next Toyota The decline in small and midsize businesses has led to a vicious cycle that exhausts regional economies. This can no longer be ignored. The panel displayed a stronger level of concern, pointing out that small enterprises can change Japan. Indeed, we believe that only revitalised small and midsize firms can maintain regional jobs and prevent the further hollowing out of domestic industries. Many major firms such as Toyota Motor Corp. and Panasonic Corp. started out as small, local factories. A vital question for today is how to discover and support a future Toyota that has growth potential. Unfortunately, many small firms miss opportunities for dramatic growth because of a lack in practical management expertise. The panels proposal emphasised the importance of boosting a one-stop management support system where financial institutions, certified tax accountants and others could help small and midsize enterprises in cooperation with the central and local governments. Aid would be provided depending on the individual companys stage, whether just starting out, stable or growing, or looking for successors. Details of the system should be worked out as soon as possible.

Along with todays increasing business competition, companies have to cope with unexpected uncertainties and new challenges such as the forthcoming Asean Economic Community in 2015, natural disasters, and so on. This has caused the management to rethink about the strategic approaches for both short-term and longterm plan execution. It seems harder to accurately forecast the future even within the next few months. On the other hand, there are also new opportunities to be opened up for anyone with ambition and willingness to take some risks. There is plenty of room for new players to compete more fiercely in the growing business region in Asia. Sometimes, waiting for clear understanding of every factor involved can prolong decisionmaking until it becomes too late to prevent damage. Ineffective execution of critical-path action plan There could be several actions that depend and flow from one central path of action or decision-making. Without implementation of the central path of action, the project can be delayed or stop altogether. For example, if an agreement with a construction company to build the production facility is not signed, no one can start doing anything on the facility. In order to execute the new project successfully, team members need to acquire a different mind-set from conventional practices of routine business. It includes dealing effectively with emerging factors that require urgent and appropriate action. Its important to try different ways in getting things done. A new project may not necessarily need a whole new team to make it successful, but it does require new skills and attitudes from existing people to deal with new challenges. Thus, effective execution of the plan is just as important as finding and selecting the right project. Spy cameras help Peeping Toms go on the prowl

The offender identified by his surname Kang made a tiny hole in his shoe and hid a microcamera inside it, later posting the photos and video clips on a website. He was not detained. It is scary, said Shin Soojeong, a 34-year-old woman. After I heard about the criminal method of hiding a camera inside shoes, I am always wary of men around me on the subway when I wear a skirt. Restrooms and public baths have long been easy targets for rigging cameras up on the ceiling and wall. Sophisticated technologies make the devices increasingly hard to detect and produce photos of higher resolution. A 43-year-old coffee shop owner installed an automobile black box camera inside the restroom last year. The motionsensing camera recorded over 900 people. He was indicted earlier this year. Snapping shots of female body parts belongs to a type of sexual perversion in psychology, said Lim Joontae, a professor of police administration department at Dongguk University. Those who are mostly men in the category of voyeurism satisfy their sexual desire by collecting underwear or other belongings of females about whom they fantasize, he said. The offenders are likely to be introverted. Lacking confidence, they think they are unattractive to around this summer season. The brand new glasses-type camera is the most popular these days, said the owner who wished to be unnamed. Police data shows that these sexual crimes occur more frequently in the summer season. In 2010 around 6,400 cases were reported from June to August, which is 30 percent more than those that occurred from December to February. Legal loopholes are blamed on the increase of such crimes. It is not illegal to sell spy cams and there are no regulations currently to curb the misuse of the high-tech equipment. For example, the government recommends smartphone makers to have their devices play a shutter sound automatically when taking a photo or recording a video. However, it is not mandatory and the function has been rendered almost useless by applications that mute the sound. Some apps even show a blank screen when taking pictures or the original background images of their phones. The current law states that those who take pictures of others body parts without consent can be jailed for up to five years and be fined with 10 million won (US$8,700). However, in most cases if the violators are a first-time offender, express remorse and are not considered to be a danger to society, they are usually not detained and just fined with much less than 10 million won. REPUBLIC OF KOREA -A 31-year-old middle school teacher has been convicted of sexual harassment for using his mobile phone to record about 240 women largely in the school and on subways for more than two years. He was caught secretly photographing a woman under her skirt on the stairs of a Seoul subway station. Police found more than 500 indecent video files saved on his memory card. Victims included students, parents and even female teachers he knows well. The teacher was dismissed from his post immediately. In May, he received a suspended sentence of 10 months in prison and 40 hours of education on sexual violations. The incident shocked his colleagues and students, who never thought he was a pervert. Normal in appearance and everyday life, he told investigators that he was driven simply by curiosity. Fast-developing technology has enabled spy cameras to be installed inside phones, wristwatches, neckties, belts, bags, shoes, pens and even cigarette lighters. These gadgets enable voyeurs to act on their sexual urges. Thriving markets online for those images give the criminals a chance to earn money from them. Light punishment, lack of regulation and legal loopholes are blamed for the rise of Peeping Toms with covert

And they feel more thrilled and ecstatic from such abnormal behaviours than having an actual interaction, said Gong Jung-sik, a professor at criminal psychology department of Kyunggi University. As voyeurism is very addictive, they are highly likely to repeat offenses. The coffee shop owner had been fined in 2005 and given a suspended sentence in 2008 for similar sexual crimes. When they succeed once, they feel enraptured. They tend to dig a deeper hole and look for a new target, Gong said. Sexual crimes using the mobile phones have been increasing dramatically. The number has jumped fivefold from 231 in 2004 to 1,054 in 2010, according to the National Police Agency. Overall sexual

crimes increased 10-fold from 2002 to around 20,000 cased in 2010, meaning around 55 people, mostly women, fell victim per day. As technology develops, more sophisticated and subtle devices are manipulated for peeping. Devices such as wristwatches equipped with a micro camera and a pen-type camera can be bought easily both online and offline. Some of them have an infrared camera that allows video recording in the dark. They cost around 200,000 won (US$175) to 400,000 won. At one hidden camera store in Busan, which runs three other stores in Daegu and Seoul, they sell five gadgets a day, adding up to 150 a month. We are almost out of stock. Avoiding or ignoring the situation gives more pleasure and lets criminals do the same thing or even more perverted things next time. And asking for help by pointing out a certain person around themselves is important, Gong said. Around 80 males in their 20s and 30s were held accountable for the criminal cases in the analysis. The majority of the perpetrators were office workers and students. Around 80 victims, most of whom were in their 20s, wore either a short skirt or short dress.

The medical drama is a tough genre to pull off successfully. The series needs to be real, but not too gory, humane, but not too sappy, and chock full of likeable characters. The plot has to have enough believability to keep viewers from having difficulty buying into it. Its no cakewalk, which is why it is fascinating to see directors, scriptwriters and thespians tackle the genre over and over again. MBCs latest stab at the genre, Golden Time, is looking to refresh audiences with bright, cheery and goofy characters in an ERsetting. Pasta actor Lee Sun-gyun, who plays a jaded intern in the series, said at the dramas press conference in Seoul on Monday, My character is very freespirited and goofy. Im having a good time playing him, the 37-year old actor added. Of his decision to cast High Kick 2 actress Hwang Jung-eum in the role of a medical intern, Golden Time director Kwon Seok-jang said, I wanted a character who gave a bright and cheery facet to the series and Hwang Jung-eum had that. That sort of bright and silly quality gives elasticity to the drama, Kwon added, referring to Hwangs role as an upbeat intern who learns about the harsh realities and responsibilities that come with being a doctor. Hwang, who rose to fame as a cute and girly tutor in MBCs High Kick 2, said something along the same lines when describing her character, adding that the heroine she plays is very passionate. Certainly, Hwang and Lee play a large role in adding a bubbly, slightly offbeat vibe to the series, but it is director Kwon who will prove crucial to spinning out a drama that has both feather-light, slightly comedic moments and intense, serious moments as well. surprise that the broadcaster is returning to the genre. The plot of the series, Golden Time, rides primarily on its two leads, Lee Sun-gyun and Hwang Jung-eum. Lee plays an intern who wanted it easy and is jolted out of apathy when a traumatic incident forces him to rethink why he wanted to be a doctor in the first place. Hwang plays an intern whose initial dream is to become a housewife with a part-time job until she slowly discovers that her real passion

lies in the realm of medicine. The whole process of awakening from a moment of jaded apathy or lack of selfawareness is nothing viewers have not seen before. What will matter is how compelling Lee and Hwang will be at fully realizing their characters internal dilemmas and moments of enlightenment onscreen, and how well director Kwon will helm a drama that should have audiences gripping at the edge of their seats, cheering those doctors on.

Chelsea captain John Terrys racism trial begins


Ferdinand told Westminster Magistrates Court that his initial intention was not to ensure Terry faced a criminal prosecution as he thought it was a matter for Englands Football Association. But he later changed his mind and went to the police, a decision he says wasnt influenced by his management team. I made up my own mind, I wanted to do it, Ferdinand said. More than 40 young badminton players from 11 provinces are playing at the Laos Sports Day games from July 10-14. The matches include mens and womens singles, mens and womens doubles, and mixed doubles. The Lao Badminton Federation drew the teams into two groups at the indoor stadium on Monday. Although the host province Khammuan opened the event up to all provinces to enter teams, the number of players is down on previous years. Almost 100 badminton players at both national level

he Lao Swimming Federation is holding beginner-level courses for trainers and swimmers this month, based at the Lao National Olympic Committees office. Trainers and swimmers from Vientiane and the provinces are being instructed by German professional trainer Mr Gerd Nottleman of

the International Swimming Federation. The trainers and swimmers learn skills and training methods at the Chao Anouvong swimming pool in Vientiane. Upon completion of the training course, Mr Nottleman will present certificates to the coaches and athletes. The coaches will then be able use their knowledge to train swimmers in the provinces. PetroTrades Plus Card to Public confidence in Lao kip rises fuel faster transactions

People are more confident about building their savings in Lao kip now that the value of the national currency has been stable for the past few years. According to an annual report from the Bank of the Lao PDR, the value of kip deposits at commercial banks in Laos reached 9,869 billion kip in December 2011, accounting for about 45 percent of total deposits. The rest of the money deposited was in foreign currencies. The banks 2011 report revealed that its total deposits amounted to 22,125 billion kip as of the end of December, up by about 18 percent on the previous year. The value of deposits accounted for 34 percent of total GDP in the same period. Kip deposits at commercial banks soared to about 48 percent in 2010, up from 34 percent in 2009, before dropping to 42 percent in May last year. The MOU was agreed to after the two parties ran a nationwide trial of the Plus Card, an electronic payment card for fuel purchases, at Petroleum Trading Lao Co Ltds petrol stations a few months ago. The signing ceremony was attended by the Deputy Governor of the Bank of the Lao PDR, Mr Sonexay Sithphaxay, former Minister to the Government Office Mr Khamlouat Sitlakone, other senior officials and members of the business community. PetroTrade representative Ms Chanthadom Meksavanh said the Plus Card gives customers the convenience of simply using an electronic swipe card rather than going through the hassle of making cash payments at PetroTrades stations. The convenience of the plastic cards will mean customers spend less time at the pump and more time getting to where they are going, she enthused. We decided to collaborate on the Plus Card project due to customer demand. Such services are already available in other countries, but this is the first time that customers in Laos have been able to use a card for fuel payments and other payments at PetroTrades petrol stations, BCEL Managing Director Mr Vanhkham Voravong said. The Bank of the Lao PDR closely monitors currency exchange and has observed that there has been no rush to exchange kip. Previously, one person could only change amounts less than 20 million kip, which was a problem for people who needed baht to go shopping in Thailand. Many commercial banks allow their ATM cardholders to withdraw their money in baht when in Thailand. Mr Phetsathaphone said people were also depositing kip because commercial banks were offering better deposit interest rates compared to the baht and US dollar. The Bank of the Lao PDR is continuing to run campaigns to promote the use of the kip, to encourage more people to use the national currency, he added.

PetroTrade was established in 2008 with an initial investment of 75.6 billion kip. It operates petrol stations in rural areas that offer prices similar to those in large towns, with the aim of supplying fuel to rural farmers. It also supplies fuel to the mining, energy, transportation and construction sectors. PetroTrade already operates more than 100 petrol stations nationwide, and plans to expand that number even further. Last September the company was awarded internationally recognised certificates on quality control, environmental management systems, health and safety standards and occupational health and safety zones. PetroTrade is involved in various community projects in Laos, providing sustainable building materials to local villagers, helping victims of natural disasters and donating food and other materials to schools and disabled peoples associations.

Phonesack Group has become one of the first Lao enterprises to invest in Vietnam as the two neighbouring countries enhance their economic cooperation. The multiple industry enterprise officially kicked off construction of a US$50 million wood processing plant last week in the central province of Ha Tinh. The facilities will be complete and become operational in 2013. Situated on a 30 hectare site in the Vung Ang Economic Zone, the wood processing factory will manufacture wood products such as floorboards, tables and desks with most of the raw materials imported from Laos, Myanmar, Indonesia and Malaysia, according to the Vietnam News Agency. The factory requires 180,000 m3 of timber annually and is expected to generate jobs for over 1,500 local people. Speaking at a groundbreaking ceremony for the factory last week, the Chairman of the

provincial Peoples Committee, Vo Kim Cu, said construction of the factory is just one of the activities marking the 50th anniversary of Vietnam-Laos diplomatic ties, 35th anniversary of the signing of the VietnamLaos Friendship Treaty, and Vietnam-Laos Friendship and Solidarity Year 2012. Attending the groundbreaking ceremony were Lao Deputy Prime Minister Somsavat Lengsavad and other senior Lao and Vietnamese officials. Vietnamese Deputy Prime Minister Nguyen Xuan Phuc said at a joint meeting of Lao and Vietnamese ministries of Planning and Investment on Saturday that Vietnam would offer more opportunities for Lao businesses to invest. "I also ask the Lao government to create favourable conditions for Vietnamese businesses to speed up their projects in Laos. Meanwhile, Vietnam will offer more opportunities for Lao businesses considering investment in

The International Monetary Fund (IMF) has called on the government to be more serious about its commitment to developing infrastructure. IMF Asia and Pacific Department chief Sanjaya Panth said in Jakarta on Friday that one of the main factors hindering Indonesia from accelerating its infrastructure development was the lack of capacity among public officials. On the public side, there are capacity constraints ... implementation has always been very low. Therefore, further efforts should be undertaken, Sanjaya told reporters. For example, Sanjaya said the private sector had been waiting far too long for the implementation of the Land Acquisition Law. The law cannot be practically implemented

because the government has yet to issue a presidential regulation on it. The law basically provides more certainty for land acquisitions to support governmentbacked infrastructure projects. Land acquisition is the most vital element in developing infrastructure. Businesses have said that acquiring land is equal to between 75 and 85 percent of an infrastructure projects completion. Based on the law, disputes over land acquisitions must be resolved within a 436day timeframe at the most. This is considered one of the more progressive elements in the law because previously, disputes over land acquisitions sometimes took several years to resolve. The government itself has pledged to accelerate infrastructure development and has launched the Master Plan for the Acceleration and Expansion of the Indonesian Economy (MP3EI). On May 29, the then

National Land Agency (BPN) head, Joyo Winoto, promised that the regulation would be issued before the end of June; however, so far, no regulation has materialized. Sanjaya said the government really needed to be aware that they had to do more about infrastructure development because it would serve as a crucial long-term factor for Indonesia to maintain its economic growth amid the deepening global crisis. Partly due to the slow realization of infrastructure projects, as well as the slowdown in the global economy, the IMF has revised the countrys economic growth to 6.1 percent this year, lower than the governments target of 6.5 percent. IMFs senior resident representative in Indonesia, Milan Zavadjil, said the Indonesian government also had to be more willing to provide larger portions from the state budget for infrastructure spending.

Consumption promises to benefit Japan


FDI. By the end of 2011, Japan had US$83 billion worth of accumulated investments in China. For years, the majority of Japanese companies that have invested in China have done so because of the lowcost labor they found there. They set up factories and imported raw materials and components from Japan while exporting final products to overseas markets, particularly to developed markets. As Chinese labor costs continue to rise, the worlds second-largest economy is planning to have its growth depend more on domestic consumption and less on exports. Japanese companies, meanwhile, are finding it necessary to invest more in Chinese research and development and design and technology, similar to what a slew of international companies have done, Zeng said. This will help the two countries find new sources of economic growth and lead to more cooperation, he said. China, as part of its plan to change its sources of economic growth, is concentrating more on attracting FDI. In new FDI industrial guidelines, China said it is welcoming investments into high-end manufacturing, services and research and development. Among those that have heeded the call is Japan, which has been making large investments into China since it was shaken by a devastating earthquake in March last year. A white paper initiated by the China-Japan Chamber of Commerce said Chinas amount of FDI from Japan increased by 50 percent in 2011 from a year earlier. And the momentum has been sustained. From January to April, Japan invested US$2.7 billion into China, up 16 percent from the same period a year earlier. During the same period, countries in the European Union invested 28 percent less year-on-year.
