. MEMORANDUM No. Dated, Guidelines of Schemes for Development and Welfare of Minorities. Backdrop : Minorities of West Bengal are backward in comparison to other communities in the State. The Rural Minority people are poorest of the poor. The under-privileged among the Minorities are, of course, included in the target groups of various government schemes but some Minorities are not aware and not in a position to undertake the benefits of the schemes which are being implemented in the state. Keeping in mind, the economic position of the Minorities in the State a new scheme under the title Scheme for Development and Welfare of Minorities is to be launched in the year 2012. This scheme will provide financial assistance to the poor minority people of the rural / urban areas of the State. Objective : The Rural Minority people are not getting their wholesome-square meals of the day as they have no means to generate incomes or have no ability to earn money for their livelihood as well as daily requirements to live at par in the society. Financial Assistance will be provided to them for getting some means in support of income generation schemes and to get financial support for their treatment and livelihood and also to the support to their children for rudimentary education. Eligibility : The men and women of the Minority Communities are eligible to apply for the Financial Assistance as mode of income generation and welfare scheme. Category of the Schemes : A) i) ii) iii) iv) v) B) i) Developmental Schemes :Purchase of sewing machine Purchase of Rickshaw- Van. Establishing any type of small shop (within the limit of Rs. 15,000/-) Setting up of Paltry Farm or other farms (within the limit of Rs. 15,000/-) Other suitable income generation scheme which will be fit for the occupation of the applicant. Welfare Schemes : Purchase of books for students. ii) Purchase of medicine for their treatment iii) Other suitable proposal that may be helpful to the applicant.

Terms of Assistance :

Up to Rs. 15,000/- will be provided to the beneficiary as financial assistance

under grant-in-aid. The amount will be provided to the incumbent from the office of the DOMA / Officer Incharge Minority Cell of the District Application Form : The need based Application to be submitted in plain paper to the District Officer for Minority Affairs / Officer-In-charge Minority Cell stating therein the particulars of the applicant and his / her family and also the particulars of the scheme / proposal. The estimate of the Scheme of DRDC and other Government schemes will be followed. The estimated amount to be mentioned in the Application along with the scheme / estimate of the amount. Implementing Agency : District Officer for Minority Affairs / Officer-In-charge Minority Cell of the

District will implement the scheme at the District Level under supervision of the District Level Committee for Minority Affairs. The Block Development Office will monitor the scheme at Block Level. The beneficiary will submit the vouchers in support of the implementation of the scheme to the Block Development Officer who in term will send to the District Officer for Minority Affairs / Officer-In-charge Minority Cell of the District. At the State level the Director Minorities Development and Welfare will implement and supervise the scheme.
