The ASEAN Regional Knowledge Network (ARKN-FLEG)


Forest Law Enforcement and Governance (FLEG), as one of the underlying principles of SFM has been put high on the agenda of the ASEAN cooperation in forestry.
strengthening law enforcement combating illegal logging and its associated illegal trade trans-boundary environmental pollution

Roles of ASEAN Regional Knowledge Network on FLEG (ARKN-FLEG) to encourage the use of regional knowledge networks. It is composed of FLEG experts from leading research institutions in ASEAN and among the ASOF as network members as well as resource persons. The ASEAN Secretariat plays a facilitating role.

Aims of the the ARKN-FLEG


1. to broaden the ASEAN base of knowledge in forestry and support implementing the Work Plan for Strengthening Forest Law Enforcement and Governance (FLEG) in ASEAN (2008-2015). 2. To support the ASEAN Senior Officials on Forestry (ASOF) and the ASEAN Ministers on Agriculture and Forestry (AMAF) decisionmaking and implementation processes

3. Providing specific policy-oriented and focused research and policy analysis 4. enhance policy implementation capacity by mobilizing resources and building partnerships to further strengthen FLEG implementation in ASEAN Member States 5. and provide effective networking and partnering with other institutions, agencies, instruments and processes working on FLEG issues at the regional and global levels.

Activities
(i) a comparative policy analysis on FLEG implementation in ASEAN (ii) mainstreaming FLEG implementation into policy processes at the national level, including innovative solutions at the domestic and international interface, and (iii) FLEG implementation through national forest programmes (NFP).

Roles of The ARKN on Forests and Climate Change (FCC)


1. to share their knowledge and experiences 2. identify experts and research institutions specialized in the issues of forests and climate change (REDD) in Developing Countries and Afforestation/Reforestation Clean Development Mechanism (A/R CDM). 3. to support ASEAN's decision-making process through policy analysis and strengthen ASEAN's role in climate change negotiations.

The Kyoto mechanisms


countries must meet their targets primarily through national measures. However, the Kyoto Protocol offers them an additional means of meeting their targets by way of three marketbased mechanisms. The Kyoto mechanisms are: 1. Emissions trading known as the carbon market" 2. Clean development mechanism (CDM) 3. Joint implementation (JI). The mechanisms help stimulate green investment and help Parties meet their emission targets in a costeffective way.

Clean Development Mechanism (CDM)


What is the clean development mechanism?
The CDM allows emission-reduction projects in developing countries to earn certified emission reduction (CER) credits, each equivalent to one tonne of CO2. These CERs can be traded and sold, and used by industrialized countries to a meet a part of their emission reduction targets under the Kyoto Protocol.

Peer Consultation Framework (PCF)


The ASEAN PCF in Forestry is a tool for regional learning based on mutual trust and commitment to shared principles by ASEAN national forestry agencies through the ASEAN's ASOF mechanism Aims: 1. to improve Member Countries policy making, 2. adopt and adapt good practices to national circumstances, 3. enhances progressive compliance with internationally agreed forest principles.

Roles: 1. To help raise the profile of forest policy issues 2. promote the identification and dissemination of good practices in sustainable forest management (SFM) in the ASEAN region. The PCF provides an opportunity to decisionmakers and managers to look at the experience of others. Learning exclusively from the own experience is less efficient than using the opportunity to learn from others in addition.

ASEAN Multi-Sectoral Framework on Climate Change and Food Security (AFCC) Initiative: 1. Integration of climate change mitigation and adaptation strategies into the economic and social development policy framework; 2. Cooperation on the implementation of adaptation and mitigation measures; 3. Strengthening of national and regional knowledge sharing, communication and networking on climate change and food security; and 4. Developing a more comprehensive multisectoral strategic framework and a roadmap for implementation.

ASEAN CRITERIA AND INDICATORS FOR SUSTAINABLE MANAGEMENT OF TROPICAL FORESTS


Forest Management and Development
i. security of natural forests and forest plantations, including forest management and forest land use plan, in relation to national goals and targets which is based on land use planning; ii. national forest programmes based on a holistic and inter-sectoral approach in formulation and which is consistent with the countrys sustainable development strategies and involving all major groups;

iii. forest plantations establishment and development to supplement global wood supply and relieve pressure to natural forests; iv. forest cover and forest productivity is increased in ecologically, economically and socially sound ways through rehabilitation, reforestation and afforestation, including on unproductive, degraded and deforested lands; v. fuelwood for cooking, heating and other sources of energy is sourced from sustainably managed forest, including through reforestation and afforestation activities; and vi. perennial agriculture crops as sustainable and environmentally sound sources of renewable lignocellulosic materials, and food and energy, including the practice of agro-forestry.

Forest Conservation and Protection


i. protected areas of ecologically viable representatives of unique forest types of national and global importance; ii. forest diversity at genetic, species, ecosystem and landscape levels is conserved and enhanced; iii. endangered, rare and threatened forest species are protected; iv. health and vitality of forest resources, including the ecological, hydrological and carbon cycles at national, regional and global levels;

v. soil productivity and watershed protection; vi. soil acidification and forest loss due to airborne pollutants, especially transboundary pollutants; vii. measures in management and contingency plans developed to address threats of serious harm to forests, such as fires, pest and diseases, natural disasters, etc.; viii. equitable sharing of financial burden in the conservation and protection of forest biological diversity that is of global importance, including financial compensation to offset opportunity cost foregone in forest conservation, and to countries which allocate more than their fair share in forest land for the benefit of the worlds community; and ix. forest law enforcement and governance.
