SECTION III TECHNICAL 9KV METAL OXIDE LIGHTNING ARRESTERS (LINE TYPE)
1.0. SCOPE: The Specification cover design, manufacture, testing before despatch, supply and delivery of 9KV 5KA Line Type Metal Oxide Lightning Arresters for protection of Power Transformers, Substation equipments on 11KV Three Phase, 50 Cycle A.C System for outdoor installation. 2.0. STANDARDS: Unless otherwise modified in this specification, the Lightning Arresters shall conform in all respects to IS-3070/1985, Part-I, IEC-99-4/1991 (latest version). The tenderers shall go through the above IS/ IEC thoroughly before making their offers. 3.0. NORMAL SERVICE CONDITIONS: The Lightning Arresters manufactured in accordance with this specification shall be suitable for operation when installed outdoors and exposed to direct sun under the normal service conditions. 4.0. RATINGS: The lightning Arresters shall be of the following Ratings. Station Type a). b). c). d). 5.0. PERFORMANCE CHARACTERISTICS: The Lightning Arresters shall meet performance characteristics as per IS-3070/Part-I/ 1985 and IEC-99-4/1991.

6.0. 6.1.

GENERAL REQUIREMENTS: The insulating casing of the arrester shall be made of brown glazed Electrical Porcelain free from cavities or other flaws etc., and properly vitrified. The said design shall be such as to minimize surface contamination by natural action of wind and rain as much as practicable. The creepage distance shall be large as to ensure that the resulting surface contamination in the specified weather conditions do not adversely affect the arrestor gap voltage grading and reduce the 50 Hz gap break down voltage The non-linear resistance blocks shall be made of material which when subjected to extreme weather conditions encountered in the tropics will have non-ageing characteristics and stable thermal properties. The radio interference level for the arrestor shall be negligible. The arrestor shall withstand low magnitude current surges of long duration resulting from switching surge or accumulation of static charges from atmosphere. The Arresters shall have safety devices to avoid hazards in the event of failure of the unit under extremely unfavorable conditions. The protective characteristics of the arresters offered shall be clearly specified in the schedule of guaranteed technical particulars. Each individual unit shall be hermetically sealed and fully projected against ingress of moisture. The hermetical seal shall be effective for the entire life time of the arrester. The tenderer shall furnish sectional view of the arrester showing details of sealing employed and the protective device provided.

7.0. TESTS: The following tests shall be carried out on the Lightning Arresters in accordance with the IS 3070 (part I)/1985 and IEC 99-4/1991. A). Type Tests:

8.0. TYPE OF MOUNTING: 8.1. The necessary Bolts, Nuts and Clamps etc are to be supplied for mounting the Lightning Arrester on Channel/ Distribution Transformer. The Bolts, Nuts and Clamps etc., shall be suitable as per IS-2629. Terminal Connectors The Arresters shall be provided with suitable terminal connectors, suitable ground terminal connectors shall also be provided. 8.3. All housings shall be free from lamination cavities or other flaws affecting the maximum level of mechanical and electrical strengths. The housing shall be well vitrified and non porous. The petticoat shall be preferably of self cleaning type. The details of the housing such as height, angle of inclination shape of petticoats gap between petticoats etc., shall be indicated by the tenderer in his offer in the form of a detailed drawing. The arrester shall be provided with terminal connectors suitable for 20,30,50,80 and 100 Sq.mm A.C.S.R or equivalent A.A.A Conductor. Suitable ground terminal connecter shall also be provided. Actual requirement of connector shall be indicated by the purchaser during placement of order.

9.0. The Arrester for 11KV Systems should have a suitable pressure relief system in order to avoid damage to its housing. The arrester shall be provided with a suitable disconnecting device which shall be connected in series with the ground lead and shall not effect the sealing system of the disconnector. 10.0. DRAWING: The bidder shall furnish four copies each of the following drawings with the tender in addition to descriptive literature for each type of Arrester.

11.0. MARKING: 11.1. Each Lightning Arrester shall be provided with a nameplate or plates legibly and indelibly marked with the following information. a). b). c). d). e). The Year of Manufacture Number and Order of the Assembly of Units (if Arrester Consists of more than one Unit) The Lightning Arrester may be Marked with ISI/ ISS Certification Mark. Each Demountable Section of Single pole Arrestor shall be Provided with Non-rusting Nameplate for the purpose of proper Identification Mark.

12.0. PACKING: The Lightning Arrester shall be packed in wooden crates. Although the method of packing is to the discretion of the manufacturers, it should be robust enough for rough handling, for transportation by Rail on bumpy area Road.

13.0. INSPECTION: 13.1. All the routine tests shall be conducted at the time of inspection. The inspection shall be made at the place of manufacturing unless

otherwise especially agreed upon by the manufacturer and purchaser at the time of purchase. The manufacturer shall offer the inspector representing the purchaser all reasonable facilities, without charge, to satisfy him that the material is being furnished in accordance with this specification. 13.2. The purchaser has the right to have the tests carried out at the suppliers cost by an independent agency whenever there is dispute regarding the quality of supply. 14.0 GUARANTEED TECHNICAL PARTICULARS: The Bidder shall furnish the Technical Particulars as per Annexure and submit the same with the Tender. 15.0. SCHEDULE OF REQUIREMENT, DESIRED DELIVERY AND PRICES: 15.1. The schedule requirements and desired delivers are indicated in Section-IV. 15.2. The schedule of prices shall be indicated as per Form III-B. 15.3. The prices shall be firm.
