Every time a hearing has to be delayed because a Federal Marshal, Deputy Sheriff, private process server or private investigator has been unable to accomplish a service of process, taxpayers pay a price for having a judge, a bailiff or court security officer, and clerks who have nothing substantive to do other than to continue a hearing. Litigants who have been unable to get their process served pay the price of their attorneys having to make an appearance just to get a continuance....and that is only if they can afford an attorney in the first place.

The non-economic human consequences are often worse. When I as a private investigator am doing pro-bono work for an indigent custodial parent usually a woman who is desperately trying to get a deadbeat dad served with an Order to Show Cause, an OSC re Contempt, or an Order for Appearance of Judgment Debtor, none of which can be sub-served and which must be personally served, it means that children will once again go without means of sustenance. It means that a woman who has given up on inadequate follow up by county child support authorities will once again see her day in court postponed. Justice delayed is Justice Denied. Justice Denied. Private Investigators must document 6,000 hours of investigative work just to qualify to take the test to get their California license. We are fingerprinted and subject to regulatory authority. Contrasted to the relatively easy requirements to become a registered process server, there is no rational reason for Private Investigators to not have specific legislatively granted access to gated communities to serve process, that registered process servers have enjoyed for some time. I urge you to cast an aye vote for AB 1720 to correct this oversight. Respectfully Yours,
