DEAR DR. DONOHUE: I have a pain that starts near my
elbow and shoots down my arm to the little finger. It doesn't happen all
the time. I don't know what brings it on. It just appears to happen for no
reason. What could this be? -E.J.
ANSWER: I'm sure you've heard of carpal tunnel syndrome.
It's due to a compression of a wrist nerve as it passes through a tunnel of
ligaments and bones on its way to the hand and fingers.
You describe something similar, compression of the ulnar nerve at the
elbow. This nerve supplies the little finger and the adjacent side of the
ring finger. Compression of the nerve causes the kind of symptoms you
have. You can try a simple treatment, an elbow splint. Your wear it at
night, and the elbow should be bent about 60 degrees. Give it a week. If
the pain doesn't leave, you should have an exam. Other conditions can
cause the same kind of pain.

room in your heart and your home - but the experience creates
friendships and memories that will last a lifetime.

and catching fireflies. Those are definitely Arleth’s favorite
things to do when she visits us,” says Siri of Connecticut.
Volunteer families open their homes to children who
might not otherwise be able to enjoy a summer away from New
York City. Fresh Air children experience simple pleasures like
running barefoot through the grass and gazing at star-filled
skies. Through the eyes of Fresh Air children, families in
Central New York often rediscover the beauty of their own
communities.
The Fresh Air Fund, an independent, not-for-profit
agency, has provided free summer vacations to more than 1.7
million New York City children from low-income communities
since 1877. Fresh Air children are boys and girls, from six to 18
years old, who live in New York City. Children on first-time
visits are six to 12 years old and stay for one or two weeks.
Children who are reinvited by host families may continue with
The Fresh Air Fund through age 18 and can enjoy extended
trips. Over 65 percent of all children are reinvited to stay with
their host families, year after year.

persistent. Then I think, “Hey, maybe the problem isn’t
with my car. Maybe it’s the pavement.” So I check my
mirrors and change lanes over to the left side.
And guess what? It was like magic! I’m going down the
road smooth again. So I stayed in the left lane for a while
until some faster traffic approached, then eased back over
to the right lane where the pavement was okay now.

Tomatoes are at their all-time peak in late summer. Don’t let this “love
apple season” pass by without trying this succulent gumbo, especially
created with that juicy red tomato in mind!
1 cup chopped onion
2 cups peeled and chopped fresh tomatoes
2 teaspoons chili seasoning
1 tablespoon chopped fresh parsley or 1 teaspoon dried parsley flakes
1/8 teaspoon black pepper
1 1/2 cups reduced-sodium tomato juice
3 tablespoons all-purpose flour
1 (6-ounce) package frozen cleaned shrimp, thawed
1 cup chopped fresh okra or frozen cut green beans
1 1/2 cups cooked spaghetti, rinsed and drained
1. In a medium saucepan sprayed with butter-flavored cooking spray,
saute onion for 5 minutes. Stir in tomatoes, chili seasoning, parsley flakes
and black pepper. In a covered jar, combine tomato juice and flour. Shake
well to blend.
2. Pour tomato-juice mixture into tomato mixture. Add shrimp and okra.
Mix well to combine. Bring mixture to a boil, stirring often. Stir in
spaghetti. Lower heat and simmer for 6 to 8 minutes or until mixture is
heated through, stirring often. Makes 4 (1 cup) servings.

Harrisburg - Pennsylvania Game Commission Executive
Director Carl G. Roe announced that a random-sample of
Pennsylvania dove hunters soon will be receiving a national
survey seeking input about their experiences and opinions on
dove hunting.
Topics will include time spent hunting, demographics,
constraints to hunting, and thoughts about potential effects of
spent lead from hunting ammunition on mourning doves and
other wildlife. The survey is a cooperative effort by the state
fish and wildlife agencies, all four flyway councils, and the U.S.
Fish and Wildlife Service (Service).
“This survey is being conducted as wildlife agencies and
the USFWS want to include hunter opinions and preferences
about seasons whenever possible,” Roe said. “The survey
results will be used in conjunction with the best science-based
information for the management and conservation of our
migratory bird resources.”
“If you are a dove hunter and receive one of these surveys,
we encourage you to complete it and return it as soon as
possible to ensure that Pennsylvania hunter opinions are
included in this national survey.”
There are more than one million dove hunters nationally,
with seasons in 40 states. In Pennsylvania, an estimated
19,900 hunters harvested more than 226,000 doves during the
2011 hunting season.

Rules and Regulations
 Any age participant allowed
 40 Tickets will be given away each month for May, June, and
July 2012 (for purchases made the prior month)
 The tickets will be awarded first come first serve
 4 Ticket limit per family
 For every $30 spent at a Business that belongs to the Chamber
you may be eligible for 1 free ticket.
 The date, business name, and amount spent must be on the
receipts. Personal information must be blacked out or removed
 For the month that tickets are awarded you must have the
receipts from the previous month in by the 15th.
Example: You purchase $100 of goods or services in April, you are
eligible for 3 tickets and you must have your receipts mailed in by
May 15th, but remember that tickets will be given first come first
serve. If an individual would be eligible for 4 tickets but there are only
3 left for the month, then that participant would only receive 3 tickets.
 Ticket winners are only eligible to receive tickets once but
anyone not receiving tickets may follow the rules and try again.
 Owners and managers of Smethport Area Chamber of
Commerce businesses are not eligible along with any Individual
members.

Festival in Smethport, PA

Fishing Derby
at Hamlin Lake Park on June 16, 2012.
The First Place Winner will receive a
$25.00 Cash Prize, plus Fishing Supplies.
Those finishing in
2nd and 3rd place will receive Fishing Supplies.
Registration will be from 10:30 a.m. to 11:30 a.m. at the
Washington St. entrance by the foot bridge going over the lake.
Fishing hours for the event will be from 11:00 a.m. to 1:00 p.m.
Here are all the rules for the Fishing Derby...
- Largest fish will win the Grand Prize for each age grouping. How the largest
is determined. Example: 10.25 inches x 1.2 lbs. = a score of 12.3.
-Participants must be registered for prize eligibility before they fish.
-Participants will follow Local, State, and/or Federal Laws or the individual will
be disqualified and law enforcement contacted.
-Fish will be live released unless the angler wishes to keep the fish for
consumption and follows all applicable laws.
-No boats, canoes, kayaks, etc. to participate in the event - Bank fishing only.
-Children must be accompanied by an adult.
-0 to 15 years for youth prize group, 16 years and up for the adult prize group
-Adults can cast for young children but the rest of the fishing must be done by
the child for prize eligibility.
-Boundaries will be marked out for the designated fishing areas, only fish
caught within the marked areas will count.
-Participants will be disqualified if the fish presented to the judges are from a
stream or undesignated area, or are not “fresh” looking.
-Judge(s) will weigh and measure all fish.
-Additional rules and regulations may apply for the day of the event.
The day will be filled with fun events at the Lake and in town. See you there!

Here are some tips on saving
on groceries. Date everything you
buy, including dry, canned, and
frozen foods. This allows you to
rotate your pantry stock to reduce
the problem of items becoming out
of date. We just write the month
and year on each item with a
waterproof marker.
With freezer items, this is a
little more work, but we keep a
running inventory on a master list
on top of the freezer. Our
categories include beef, pork,
chicken, seafood, vegetable, fruit,
bread, juice, and miscellaneous.
Then, every three months or so, we
do a complete freezer inventory
and place the older items on a shelf
by themselves. We also keep a
separate “use up” list of what’s on
that shelf and use it to plan menus.
We have rarely had to dispose of
food that has gone bad. - prevents/tames frizzies, especially in this hot, humid weather. It works

FOOD ON THE ROAD
If you travel for business, then you know food on the road can be
unhealthy and expensive. You’re limited by time, availability, and
whether or not your hotel room has a fridge.
Since my work travel almost always involves a plane, I try to take
a few granola bars and some dried fruit on my trip. Before I get to my
destination, I’ve already looked up grocery stores in the area. I stock up
on snacks like granola bars, dried fruit, fruit leathers, sparkling water (as
a treat because I love it and don’t drink soda), whole fruit and
vegetables, nuts, and rice cakes to name a few.
This works for me because I can snack throughout the day at a
convention without paying too much for unhealthy food, and I know what
I am getting. I can also tap this stash for a quick breakfast when I’m in a
hurry or dinner when it is just too late. It also keeps while I am traveling

Hurricane Irene, I was kept busy
contacting my town’s
superintendent’s office on behalf of
some of my older neighbors who
were worried about evacuating
with their pets. The misinformation
about evacuating with pets was
huge. Fortunately we were spared
the flooding that took place in
surrounding towns. After the
storm, the fire chief told me my
neighbors could have brought their
pets with them as long as they were
crated.
Please let your readers know that
many states, including Vermont,
have pet evacuation laws on the
books that specify exactly how and
where owners can evacuate with
their pets. Owners need to know
them, because many emergency
centers and local media did not,
and citizens often were

heads-up! Readers, in 2006
following Hurricane Katrina, the
federal government passed the
PETS (Pet Evacuation and
Transportation Standards) Act,
which requires state and local
governments to include companion
pets in their disaster planning and

state and municipality are slightly
different, so it’s important to
familiarize yourself with the
regulations where you reside prior
to a natural disaster.
For example, Louisiana and New
York permit pets to ride on public
transportation with their owners if
an evacuation is declared. Check
your state government’s website

list of links to each state’s site) or
contact the emergency planning
agency by phone to get details.
Of course, it’s also important to
include your pet in emergency
planning at home. Keep your pet’s
travel crate and important
documents together, along with a
small kit containing food, treats,

Fabric Blooms Brighten Back-to-School Wardrobe
There’s flower power in kids’ and their moms’ imaginations. Just ask
35-year-old Robyn Anderson, busy mom of three active daughters.
“I love fabric and can’t get enough of prints, stripes and dots,” she said
as she unveiled before me piles of trendy cotton yardage she has
collected here and there. “If I see clothing and accessories in the store
that look simple and cute, I say to myself, “Now I can make that!”
Her latest inspiration blossomed when she and her 6-year-old daughter,
Ocean, noticed flower-shaped fabric hair clips and embellishments in
fall’s back-to-school fashion. Layered petal-shaped fabric pinched
together with buttons and an added clasp or pin on the back looked easy
enough for them to make themselves, so they gave it a try. And yes, the
blooms were a snap to make.
Get started creating one-of-a-kind adorable flower accessories too,
using these simple steps. You’ll soon discover that like flowers in nature,
each one is unique. Once you make a few, share the creativity with other
moms and their daughters for a get-together of creative and fashionable
fun.
Here’s what you’ll need for one flower hair clip or clothing accessory:
--Paper, pencil and scissors
--Four 5-inch-by-5-inch pieces of cotton fabric or felt pieces in
contrasting colors
--Fabric glue
--Button
--Hair clasp or brooch pin, available in craft stores
--Needle and thread
1. Make patterns. First, draw a 3-1/2-inch-wide shape on paper that
resembles a three-leaf clover without the stem. (Pick clover from your
yard for inspiration or look for a perfect clover shape in a book or
online. Notice that each leaf is heart shaped as you begin drawing.)
Draw two more shapes that are 2 1/2 inches and 2 inches in width.
2. Set patterns on fabric, outline with a pencil and cut out. You’ll want
two 3-1/2-inch shapes.
3. Stack and arrange cut-out shapes from the two largest 3 1/2 inch
shapes to the smallest to resemble a flower, gluing each layer in place at
the center point. Let glue dry, then pinch the center a bit and sew a
button on top through all slightly pinched layers.
4. Sew hair clasp or glue brooch pin to the center of the back of the
base.
Tip: Creating and crafting with school-age kids provides ideal
opportunities for teaching and practicing new skills such as using sharp
scissors or threading a needle.

Red Hot Poppers
Makes: about 24 balls
Preparation time: 25 minutes
Ingredients:
3 quarts popped popcorn
4 tablespoons (1⁄2 stick)
butter or margarine
3 cups miniature marshmallows
1⁄2 cups red hot cinnamon-

Red licorice string
Directions:
1. Spread a large sheet of plastic
wrap onto a work surface and
spray with cooking spray.
2. Spray a large mixing bowl
lightly with cooking spray and
place popcorn inside.
3. In a medium saucepan, melt
butter over low heat. Stir in
marshmallows until marshmallows
are melted and mixture is smooth.
Pour over popcorn, adding red hot
candies, and mix well until coated.
4. Spray hands with cooking spray
and form mixture into 24 balls.
Gently press red and blue stars
onto balls. Place a piece of licorice
string on top of each ball.

on college diplomas, but the clock is ticking on the six-month
grace period for federal student loans. Recent college
graduates are reminded that repayment on their federal
student loans will begin in November.
New grads are encouraged to review their loan repayment
options and their rights and responsibilities as borrowers. The
New York State Higher Education Services Corporation
(HESC), the State’s financial aid agency that helps people pay
for college, offers guidance in preparation for repayment at its
web site, www.hesc.ny.gov
1. Make and stick to a budget. Developing a personal budget
will help you live within your income and manage your
payments. There are a number of budgeting tools available to
help establish your budget, or you can use the HESC Budget
Builder found on HESC.ny.gov; remember to meet your “needs”
first, then your “wants” as you can afford. Revisit your budget
regularly to make adjustments as necessary.
2. Know Your Lender or Servicer. Do you know where your
federal loan is and how much you owe? Since you took your
student loan, your original lender may have contracted with a

Standard repayment- Pay a fixed amount each month. The
minimum monthly payment for this option is $50 and the loan
must be repaid within ten years. This is the most cost effective
plan as it minimizes the amount of interest you will have to
pay.
Extended repayment- Extended repayment is for borrowers
who owe a minimum of $30,000 within a specific federal
student loan program. Payment amounts are either fixed or
graduated and can have a maximum repayment period of 25
years. This plan is generally more expensive than the
Standard plan because the loan balance decreases more slowly
while interest continues to accrue.
Graduated repayment- This repayment plan starts out with
low payments that increase over time, usually every 2 years.
You must repay the loan within 10 years and the minimum
payment must cover the interest that accrues on your loan
between payments. Graduated repayment is more expensive
than the Standard plan because more interest accrues early in
repayment. Your earlier monthly payments are lower than later prepayments to the loan principal. Most lenders and servicers

As another Flag Day approaches, letʼs take a close look at the history of
our esteemed Stars and Stripes.
On the eve of Flag Day, June 13, 1975, Congress recognized the special
intent of honoring America by setting aside the 21-day period from Flag Day,

A number of things could have led the Governor of New York to declare
Flag Day an annual observance of his state in 1897. It may have been the
increasing problems with Spain or the writing of the Pledge of Allegiance by
Francis Bellamy or the increasing concept of patriotism and love of country.

June 14, to Independence Day, July 4th for public gatherings and similar
events at which citizens can appropriately HONOR AMERICA.
This time span, selected to correspond to the traditional 21-gun salute
accorded to heads of state, was initiated by the American Historic and
Cultural Society, Inc.
Although the United States Flag has been around for over 200 years, the
annual observance of Flag Day is less than 55 years old. In the forming of
this country, Congress did not authorize a Flag until nearly a year after the
Declaration of Independence was signed. Then, all it did was pass a simple
statement on June 14, 1777 which was sandwiched into other legislation.
It stated: “That the flag of the thirteen United States be thirteen stripes,
alternately red and white, that the Union be thirteen stars, white in a blue
field, representing a new constellation.”
This wording did displace a number of flags which were currently being
used, but did not designate a standard design or size. A notable exception
was the Bennington Flag with 7 white and 6 red stripes, where todayʼs flag
contains 7 red and 6 white stripes. The star arrangement of the Bennington
flag was also quite different from the flag of today.
A Congressional act on January 13, 1794 amended the previous act only
in the number of stripes and stars. With the admission of Vermont and
Kentucky, the number of each became 15. Even though new states were
being admitted to the Union, Congressional action did not again take place
until April 4, 1818. This time Congress returned the number of states, which
at this time was 20. From then on, as each state was admitted, a new star
was to be placed in the Union on the next July 4th.
The first observance in recognition of the Flag took place in Hartford,
Connecticut in 1861 just prior to the Civil War in an effort to unify our forces.
Obviously there was little impact, as the war continued to develop into one of
the darkest moments of American History.
The 100th anniversary of the designation of the United States Flag
became the next recorded observance in honor of the Flag. But even this
historically significant moment in 1877, did not produce an annual event.
Whatever the reason, the state of New York is credited with the first annual
recognition of Flag Day.
In 1912, President Taft finally standardized the proportions and design of
the United States Flag by issuing two executive orders. They have been
amended slightly with the addition of Alaska and Hawaii, but exist today to
give flag manufacturers guidelines in producing flags of different sizes and
standard design.
National recognition of Flag Day received distinguished backing by
President Wilson in 1916 and President Coolidge in 1927, but again it was a
state which led the way to an annual observance. The state of Pennsylvania
made Flag Day a legal holiday on May 7, 1937. In fact, it remains the only
state to have Flag Day as a legal holiday.
Flag Day was recognized in the Flag Code adopted by Congress in 1942
as a day on which all citizens should display the United States Flag, but it
still did not get any official sanction as an annual observance or holiday
status. Then finally, in 1949, President Truman called for a national obser-
vance. Congress followed this observance by passing an Act entitled
“National Flag Day” on August 3, 1949 making it official.
The Star-Spangled Banner Flag House Association located in Baltimore,
Maryland was designated the official sponsor of National Flag Day for the
United States in 1952. In 1980, this Association inaugurated a “Pause for the
Pledge” program to be included in the annual observance. This concept sug-
gests that Americans across the nation will recite the “Pledge of Allegiance”
at the same time. The designated time for this event is 7:00 P.M. (EDT) on
June 14.
Observances of Flag Day continue to increase in popularity across the
nation and include such activities as: picnics, parades, bands, speeches,
naturalization ceremonies and, of course, the display of “Old Glory.” All of
these activities are designed for one purpose, to recognize and honor the liv-
ing symbol of our country, the red, white and blue of the Flag of the United
States of America, a symbol which stands for freedom, democracy and jus-
tice for all.

DAILY FLAG DISPLAY NIGHT DISPLAY & WEATHER CONDITIONS

No matter where we are in the United States, or for that matter, where
we are in the world, the display of the Flag of the United States is an emo-
tional reminder to all Americans of the freedoms we enjoy. The United States
Flag Code suggests a number of times the display of the Flag is appropriate.
Q: When is it proper to display the Flag of the United States?
A: It is the universal custom to display the flag only from sunrise to sun-
set on buildings and on stationary flag staffs in the open. The flag should be
displayed on all days, especially on New Year’s Day; Presidential
Inauguration; Lincoln’s Birthday; Washington’s Birthday; Easter Sunday;
Mother’s Day; Armed Forces Day; Memorial, (half-staff until noon); Flag Day;
Independence Day; Labor Day; Constitution Day; Columbus Day; Navy Day;
Veterans Day; Thanksgiving Day; Christmas Day; and such other days as
may be proclaimed by the President of the United States; the birthdays of
States (date of admission); and on State holidays.
Flags should be displayed on or near the main administration building of
every public institution, in or near every polling place on election days and
during schooldays, in or near every schoolhouse.
Special encouragement is given to every citizen to display the flag on
his or her property during these occasions and especially during the 21 day
salute to Honor America from Flag Day through Independence Day.
For many years the display of the Flag during the hours of darkness
and during inclement weather was not only prohibited by the Flag Code but
discouraged as being disrespectful and irreverent. During periods of low
national patriotic feelings, some businesses and patriotic organizations, in an
attempt to promote patriotism, began to display the flag 24 hours a day while
illuminating it at night. These patriotic displays gained popularity and led to
one of the major changes in the Flag Code revisions of 1976.
Q: May the Flag of the United States be displayed 24 hours a day and
during inclement weather?
A: Yes, Provisions of the Flag Code now provide that the Flag may be
flown 24 hours a day, if properly illuminated. It may also be flown during
inclement weather if an all-weather flag is used.
Certainly in both of these instances common sense should dictate what
is a proper and respectful display. Although the Code does not indicate what
is meant by proper illumination, it makes sense to consider a light specifically
placed to light the flag, or at least, sufficient light for the casual observer to
recognize the flag.
Likewise, it makes sense to consider the actual weather conditions
before the flag is allowed to remain staffed during inclement weather, Nylon
and most synthetic materials, however, are nonabsorbent and tough enough
to withstand the occasional spring shower.
THE POINT OF HONOR
In several places, the Flag Code indicates the flag is to be positioned on
the Flag’s own right or to the marching right. This is called the honor position
and can cause some confusion if not understood.
Q: What is meant by the term “Flag’s own right”?
A: This term most likely developed from warriors of ancient times, most
soldiers carried their swords in the right hand. To the observer of an
approaching soldier, the right hand was the point of danger, since it was most
likely to hold the weapon. If the soldier approached with the right hand raised
and empty, it was a sign of peace, thus it became known as the point of
honor.
For the Flag of the United States, the union (blue field or the flag itself is
the honor point, therefore, the flag should be displayed with the union (blue
field), or the flag itself, up and to the left of the observer. That is: if a flag is
displayed flat against the wall, the union will be to the observer’s left; in a
moving column, the flag will be on the right of the file as it moves forward (the
marching right).

DON’TS

NOTHING ABOVE THE FLAG, EXCEPT...
There is no one thing which symbolizes all that is good about America
more than the United States Flag. It represents all the freedoms we enjoy
and proclaims it to the world. In order for all to see, the flag should always be
above all other things wherever it is displayed. By holding it high, we give it
the respect and honor due the flag.
Q: Is it permissible to fly another flag or pennant above the flag of the
United States?
A: No, with two exeptions. The code states: “No other flag or pennant
should be placed above or, if on the same level, to the right of the flag of the
United States of America, except during religious services conducted by
naval chaplains at sea, when the religious pennant may be flown above the
flag during services for the personnel of the Navy.”
This developed from the naval custom of displaying the religious flag so
that others in the fleet were aware that divine services were in progress. The
ship was not to be disturbed, unless it was an emergency, while the pennant
was displayed.
The second exception to this section of the code provides for the flag of
the United Nations to hold the position of superior prominence at the head-
quarters of the United Nations. By international law, the flags of nations are
displayed at the same level, in time of peace.

HALF-STAFF, FOR WHOM & FOR HOW LONG
The Flag Code also provides guidelines for the President in issuing
proclamations to have the United State’s flag lowered to the half-staff posi-
tion.
Q: For whom and for what period of time is the flag to be half-staffed as
a sign of national mourning?
A: As provided in the Flag Code, the flag shall be half-staffed as follows;
From the day of death and
•for 30 days for President or a former President
•for 10 days for Vice-president, the Chief Justice or a retired Chief
Justice of the United States, the Speaker of the House of Representatives.
•until interment for Associate Justice of the Supreme Court, a Secretary
of an executive or military department, a former Vice-president, the Governor
of a State, territory, or jurisdiction.
•on the day of death and the following day for a Member of Congress.
The above shall apply unless proclamation by the President or a Governor
indicates otherwise.
Officials of cities, townships, businesses or organizations may use the
flag or pennant of their city, business or organization in the same manner for
the loss of an important figure from their city, business or organization, but it
is inappropriate to lower the flag of the United States to half-staff without the
consent of the President or a Governor.
The flag of the United States has endured over 200 years of strife, tur-
moil and success. Many have fought for the freedoms it represents and many
have died in its defense. For that reason, it should be given respect in its dis-
play and use.
Q: What are some of the things I shouldn’t do out of respect for the
United States flag?
A: The Flag Code provides a number of suggestions for ways in which
the flag should not be used, they are: the flag should never

•be carried flat or horizontally, but always aloft and free
•be used as wearing apparel, bedding, or drapery

•be used as covering for the ceiling
•have placed upon it, nor on any part of it, nor attached to it any mark,
insignia, letter word, figure, design, picture, or drawing of any nature

•be used as a covering for a statue or monument
