Introduction: The IMO Committee approved the draft amendments to the SOLAS Regulation that requires the mandatorycarriageofabridgenavigationwatchalarmsystemforthesubsequentadoptionatthe MSC 86. (Amendments to the SOLAS Reg. V/19 Carriage requirements for a bridge navigational watchalarmsystem) Background:AbridgewatchalarmsystemisadevicewhichtriggersanalarmifanOfficeronWatch (OOW) becomes incapable of performing the OOWs duties. IMO had adopted the performance standard as MSC. 128 (75) and there are ships which have already installed the equipment on a voluntarybasis.Currently,therearetwotypes,i.e.,onewhichrequiresthewatchofficertopressa buttoninaninterval(ifhefailstodoso,ittriggersthealarm),oranother,whichdetectsmovements ofthewatchofficer,usingthemotionsensortechnology.(Sofarasthesensorfindsmovementsof thewatchofficerthealarmwillnotgooff). Application:Thedraftamendmentsstipulateasfollows: 1stJuly2011onorafterforallnewbuildsof150gtorover(keellaybase) Shipsconstructedpriorto1stJuly2011willhavetofittheBNWASbythe1stsurveyafter: 1stJuly2012forcargoshipsof3000gtoroverandallpassengerships. 1stJuly2013forcargoshipsof500gtoroverbutlessthan3000gt. 1stJuly2014forcargoshipsofbetween150gtoroverbutlessthan500gt. Theserequirementsalsoapplytoshipsnotengagedoninternationalvoyages. 4.1.3 Resetfunction 4.1.3.1Itshouldnotbepossibletoinitiatetheresetfunctionorcancelanyaudiblealarmfromany device,equipmentorsystemnotphysicallylocatedinareasofthebridgeprovidingproper lookout. 4.1.3.2Theresetfunctionshould,byasingleoperatoraction,cancelthevisualindicationandall audiblealarmsandinitiateafurtherdormantperiod.Iftheresetfunctionisactivatedbefore theendofthedormantperiod,theperiodshouldbereinitiatedtorunforitsfullduration fromthetimeofthereset. 4.1.3.3Toinitiatetheresetfunction,aninputrepresentingasingleoperatoractionbytheOOWis required.Thisinputmaybegeneratedbyresetdevicesforminganintegralpartofthe BNWASorbyexternalinputsfromotherequipmentcapableofregisteringphysicalactivity andmentalalertnessoftheOOW. 4.1.3.4Acontinuousactivationofanyresetdeviceshouldnotprolongthedormantperiodorcause asuppressionofthesequenceofindicationsandalarms. 4.1.4 Emergencycallfacility Meansmaybeprovidedonthebridgetoimmediatelyactivatethesecond,andsubsequently third,stageremoteaudiblealarmsbymeansofanEmergencyCallpushbuttonorsimilar.

Operation: OncetheMEUhasbeenconfiguredthecoverandpadlockinplacetheCaptainistoswitchthe systemintotherequiredMODEandremoveboththepadlockandMODEselectionkeysandkeep theminasecureplacetopreventanyunauthorisedchangesortampering. ALERTsequencewithoutAcknowledgements: Onceoperational,theBridgeNavigationalWatchAlarmSystem(BNWAS)willremaindormantfora periodofbetween3and12min(Td). Attheendofthisdormantperiod(Td),theBNWASwillinitiateavisualindicationonlyonthebridge i.e.theRESETANDTESTpadandtheBRIDGEALERTindicationwillflashonandofffor15seconds. Ifwithinthis15secondperiod(Td+15sec)theBNWASisnotacknowledged,thesystemwill additionallysoundthe1ststageaudiblealarmonthebridgeonlyforafurther15seconds. st Ifthe1 stagealarmisnotacknowledged(Td+30sec),theBNWASwilladvancetothe2ndstage remotealarmconditionwheretheOFFICERALERT/WATCHALERTwhichisanaudibleandvisual alarminthedesignatedOfficersand/orMasterslocation. UNACKNOWLEDGEDALARMTRANSFERsequence: BNWASdetectsanUNACKNOWLEDGEDalarm,andENABLEstheTRANSFER. Whenanunacknowledgedalarmarrivesandistransferred,theEMERGENCYCallisimmediately initiatedandthesystemgoesstraightintothealarmsequenceatthe2ndstageortheOFFICERALERT (Td+30sec). PressingaBNWASRESETtouchpadontheMAPorRAPclearstheemergencyrequestmutesthe audiblealarm&disablesfurthertransfers. Thisdisablingisnecessarytopreventtriggeringtheemergencycallwhilstthebridgeismanned. TheBRIDGEALERTontheMAPandRAPwillcontinuetogivethevisiblealertuntilallalarmsare acknowledgedattheirsourceequipment. Ifanewunacknowledgedalarmarriveswhilsttransferisdisabledthenewalarmwillnottriggera newBNWASaudiblealertasamemberoftheshipsstaffis/areinattendanceonthebridge. IntheeventoftheNMEAdataflowstoppingbythesourceequipmentbeingswitchedoffatimeout of32secondsisusedtoclearthatparticularalarmstatus.

DryContactAlarms TheBNWASA.T.I.onreceivinganalarmsignalwillalsoinitiatethealarmsequenceattheOFFICER ALERTstagethenproceedingasperthenormaltimelinesequence. BNWASdetectsanUNACKNOWLEDGEDalarm,andENABLEsTRANSFER. Whenanunacknowledgedalarmarrivesandistransferred,theEMERGENCYCallisimmediately initiatedandthesystemgoesstraittothe2ndstageOFFICERALERT. PressingaBNWASRESETtouchpadontheMAPorRAPclearstheemergencyrequestmutesthe audiblealarm&disablesfurthertransfers. Thisdisablingisnecessarytopreventtriggeringtheemergencycallwhilstthebridgeismanned.
IntheeventoftheNMEAdataflowstoppingbythesourceequipmentbeingswitchedoffatimeout of32secondsisusedtoclearthatparticularalarmstatus.
