REGULATIONS FOR DOCTOR OF PHILOSOPHY


REGULATION NUMBER: . EFFECTIVE 01.01.2012

Objective: To ensure University Grants Commission (Minimum Standards and Procedure for award of Ph.D. Degree) Regulation 2009 published in the Gazette of India on July, 11, 2009 and Specify the procedures and steps that will be followed in accordance with provisions in Ph.D. Ordinance Number 18 (Revised) with effect from 01.01.2012 ) Regulations: 1. (a) The regulation will herein afterwards referred as Ph.D. Regulations, 2012.The Regulation shall come into force with effect from the date of its adaptation by Executive Council of the University (b) The candidates who have applied for registration before 1.1.2012 will continue to be covered under un-revised ordinance. However, those covered under unrevised Ordinance 18 can undertake course work prescribed under new Ordinance to become eligible for the issue of a certificate certifying to the effect that the doctorate degree has been awarded in accordance with the provisions of the regulations of the UGC Regulation 2009. 2. Where ever the UGC Regulations 2009 or Ordinance 18, refers to term standard journal and refereed journal, the prescribed definition by UGC shall prevail. 3. (a) A candidate seeking admission in Ph.D. is required to fill on-line form for the Doctoral Entrance Test (DET). The DET form format is given in Appendix I. In response to the advertisement appearing at the University website http://www.dauniv.ac.in, DET shall be conducted. DET shall ordinarily be conducted in June and December, depending upon the vacancies in the subjects at the Department/Research Center. (b) The application fee for the DET is to be paid which is Rs. 450.00 Ps (Rs. 110.00 for SC/ST; Rs. 225.00 Ps. for OBC). The fee for the DET is to be paid on-line before the advertised due date. The amount of DET fee shall be as per decision of Executive Council. Fee is subject to revision on regular basis but not before three years.

4. DET would comprise of a test Paper of 100 marks and three hours duration. The questions shall be set subject wise/Faculty wise. Subject Specific Test will be conducted by respective University Departments/Research Centre. There will be 100 questions each with multiple choices of solutions/answers. The respective Board of the department faculty/Research Centre will decide the weights to be given out in the syllabus of various papers and topics covered under different Boards of University and the same will be notified. The language of the test papers and replies will be same as language in which the thesis shall be submitted later after the registration. Standard of passing: Candidates who score 40% and more in DET will be declared as passed (35% for reserved category SC/ST/Physically handicapped) and will be qualified for being called for interview by the DRC.

5. The Vice Chancellor shall constitute Department Research Committee (DRC) of each subject. The terms of DRC shall ordinarily be same as term of a Board of Studies (3 years). 6. The following shall be the Academic Calendar of steps to be undertaken under the regulations. (a) The result of admission test conducted will be declared by DRC usually within 15 days. (b) The interview shall be conducted by DRC usually 15 days after the declaration of the DET merit list. The allocation of the supervisor will be made as per the ordinance and will be notified usually within 15 days of the Interview. (c) The pre-Ph.D. course work will be of one semester with 18 weeks of teaching of 5-credit each four courses total 20-credits (20 hours per week for 18 weeks). The candidate may however choose to spread the course work over two semesters. (d) The pre-Ph.D. course work result will be declared within 15 days. The candidate can apply immediately for registration after successful completion of the course work.

(e) The thesis shall be submitted within the period stipulated in Clause 20 (not before 24 or 18 months as the case may be) and not later than 4 calendar years from the date of registration. (f) The examiners of the thesis will be approved within 15 days from submission of the Summary of the thesis.

The thesis examiners shall be given 3 months maximum period for sending reports as per the ordinance. When third examiner is appointed then he/she will also be given maximum 3 months for submitting the report to the University.

7. Admitted candidates shall be required to undertake pre-Ph. D. preparation course work compulsorily. The course work shall be of minimum one semester and shall carry 20 credits (1 credit means 1 hour per week for 18 weeks). 20 credits correspond to 200 marks. The bifurcation of these credits is as under: (i). 5 credits (50 Marks) for Research Methodology which includes research methodology, quantitative methods, computer application tools, communications skills, seminar presentation skills and review of published research (ii). 10 credits (100 Marks) for subject specific (2 subjects each of 5-credits) course work. The syllabus of the two subjects will be decided by the DRC and the same will be notified. (iii). 5 credits (50 Marks) for field work and other academic activities such as paper presentation in conference. The evaluation of internal tests and end-semester examination will be done by the concerned faculty of the Department/Research Centre and will be done as per Ordinance 31 of the University. The language of the course work and answers in the internal tests and end-semester examination will be same as language in which the thesis shall be submitted later after the registration. Candidates who have done M.Phil or M.Tech or M.E. or other equivalent degrees (approved by DRC) from any Statutory University and whose admission had been done through an entrance examination/All India tests and studied the prescribed Course work above at the M.Phil. or M.Tech or M.E. or M.Tech or M.E. level or other equivalent (approved by DRC), such candidate may be exempted from the pre-Ph.D course work. The decision of the exemption of a candidate for the course work will be taken by the DRC. 8. An application fee for the pre- Ph. D. course work is to be paid at the Research Centre before the due date. Research center fee Rs. 500.00 per 5-credit paper (total Rs. 2000.00 for 20-credits course work) Six month course work fee is to be paid at the time of application for pre-PhD course work). The amount of course work fee shall be as per decision of Executive Council and which shall be revised from time to time but not before 3 years. 9. After successful completion of the course, an application for registration is to be filed on-line to University, as well as in printed form to Deputy Registrar Academic, Devi Ahilya Vishwavidyalya, Indore along with the prescribed Registration and other fees prescribed. The allocation of the supervisor and topic/subject shall be as per clause 13 of revised Ordinance 18. The candidate may express her/his research interest along with names of 3 to 5 supervisors under whom she/he wishes to undertake research.

10. Pro-forma for the synopsis (Appendix- Ia) is as per ordinance 18 revised. The acknowledgement of the synopsis to be submitted at the time of application for the registration shall be given in format given Appendix-Ib. (a) The fees at the time of registration and later are as follows: (1) Registration Fee Rs. 2000.00 Ps. (2) Research center fee Rs. 2000.00 every six monthly. (Six month fee to be paid at the time of applying for registration) (3) Library fee Rs. 500.00 Ps. six monthly. (Six month fee to be paid at the time of applying for registration) (4) Caution money at Library as prescribed by the University library (refundable) (5) Caution money at Research Center as prescribed by the Center (refundable) (6) Fee for Extension of Registration period Rs. 1000.00 (7) Fee for Re-registration Rs. 2000.00 Ps. (8) Examination Fee Rs. 5000.00Ps. to be paid at the time of submission of thesis and the declaration and certificate.

The amount of fees shall be as per decision of Executive Council and which shall be revised from time to time but not before 3 years. (b) The confirmed regular UGC scale teachers of the University/Govt. College and teachers under UGC scheme of Teacher fellowship will not be required to pay the above fee except the registration fee. The teachers selected under college code 28 and serving in an affiliated college for more than one academic year will also not be required to pay the above fee except the registration fee. 11. (a) Six monthly progress report along with the six monthly fee mentioned above shall be submitted as per revised ordinance in format given in Appendix II-a. The acknowledgement of the report shall be given in the format given in Appendix IIb. (b) When a candidate submits the thesis after stipulated period in the revised ordinance, he/she will pay the requisite examination fee along with thesis, declaration (Appendix-III) and certificate (Appendix IVa) as per the revised ordinance. The candidate shall be issued an acknowledgement in the format given in the AppendixIVb.

(c) The viva-voce examination shall be conducted at the University Teaching Department/School of Studies in the subject or at any place (recognised Research Center

of the University) which is fixed by the University for the purpose as per the provisions of revised ordinance 18 clause 31(f). 12. There shall be a Ph.D. Cell, which will be assisting the University Academic Council for adherence of the provisions of the Ordinance 18. The Ph.D. cell shall be constituted by Chairman, Academic Council (Vice chancellor). The members of the Cell shall consist of (i) Three senior professors among ten senior most professors or in University/College Research Centers to be appointed by Academic Council Standing Committee (ACSC) for the period of three years. The senior-most professor among them will be Director of the Cell (ii) Deputy Registrar (Academic) (iii) Deputy Registrar (Confidential) (iv) Registrar 13. The Cell shall be assisting in the following actions: (a) Notification of the DRCs for the Departments/Research Centers (b) Advertisement for the DETs (c) Monitoring the regular conduct of DETs at the Departments/Research Centers (d) Monitoring the regular conduct of Course Work at the Departments/Research Centers (e) Monitoring the timely conduct of Examination including actions for getting consent for the thesis evaluation, Evaluation and conduct of Viva of the theses (f) Maintenance of the confidentiality in the complete examination process (g) Notification of results of Ph.D. examination after the viva shall be normally at the end of the month after the Viva. (h) Updation of faculty wise list of vacancies at two times in a year (January 01 and July 01) at different research Centers/Departments (i) Updation of faculty wise List of Recognised Supervisors and their faculty, subjects of research on January 01 each year (j) Updation of faculty wise List of Ph.D.s awarded during a year in database at website. (k) Electronic and other records related to test, course work and thesis evaluation. (l) Website publication of the Faculty wise research publications during a year (m) Any other activity assigned by the Academic Council 14. There will a Coordinator of the rank of Professor for the Cell. The Coordinator will be appointed by the ACSC on the recommendation of the Chairman Academic Council (Vice Chancellor) to assist the Ph.D. Cell usually for the period of three years. 15. Any matter not covered in the regulations will be placed to the ACSC for guidance.
