These guide lines are issued to provide growth avenues to those workmen who have stagnated in various grades on account of non-qualification, non-qualifying in promotion test and/or lack of vacancy for promotion to the next higher scale of pay on completion of 10 years of continuous service in the same grade. Workmen in the grades of W1-W10 are eligible to be placed in the next higher scale of pay on completion of 10 years of continuous service in the same grade. This is subject to the condition that the workman in question fulfills the conditions for promotion to next higher grade,

or do not possess requisite qualifications for promotion to next higher grade or for reasons such as lack of vacancy, or non-qualifying in trade test and / or interview as prescribed for the next higher post. Workmen who have completed 10 years of service in a particular grade under SLPS or as substantive grade or a mixture of both are eligible for being placed to the next higher SLPS scale. For instance, a workman in W1 grade, placed in W2 scale under SLPS, and later promoted to W2 substantive grade, can further be placed to W3 SLPS scale under these guidelines, if he has completed 10 years in W2 scale. On placement of SLPS, the pay of the employee will be fixed in terms of the pay fixation rules applicable on promotion. However, on regularization in to regular scale, no further pay fixation benefits accrue. Eligible workman can be considered for placement to SLPS, under the above guidelines, with effect from 1st January 2000. Service Linked Placement Scheme for employees in Supervisory category.
