The leading problem, most likely due to corruption, is that the money is disappearing. Out of the 6.6 million dollars of military aid between 2002-2008, only 500 million reached the military. More specifically, in 2009, it was noted that over 100 million dollars were spent (talk slowly here) to reimburse damaged Naval ships which were never used in combat, to create bunkers which don't exist, to fund road building which also has never occurred, and to fund maintenance on helicopters, again, which has never happened. (bid42) Despite being given a surge of aid consisting of millions of dollars toward antipoverty programs, the poverty in Pakistan was higher than it had been in a decade. This shows that the money being sent in is completely ineffective. One major factor is that the U.S. has no control or knowledge of the use of funds after the money is in Pakistani hands.
