Pro: C1 Aid towards Pakistan is being impaired (corruption, ineffective) C2 The U.S.

is not in a state to be giving aid (debt) SHEER COST -Between 2002 and 2008 the Pakistani government received 12 billion dollars of aid from the U.S.(pg11) -We may have spent $10 billion dollars on covert payments to Pakistan between 2001-07in addition to our official assistance(pg11) -total amount of debt we as a country is in is about 1.5 trillion dollarshttp://content.usatoday.com/communities/theoval/post/2009/10/620000005/1#.T021y4ePVLc ) INEFFECTIVE USE/wasting funds -Only 15% of our funding is being used in the war on terrorism, 80% is going towards the modernization of Pakistani armed forces(23) -Our military aid to Pakistan has poorly defined goals, and agreements on how the funds should be spent are inadequate(14) -We cannot track how our cash transfers are spent after they become Pakistani sovereign funds(17) where is our money going into? -The U.S. embassy staff cannot oversee funds spent in FATA because it is too dangerous(17) -Pakistan diverted CSF funds towards a military buildup focused on India(20) C3 giving aid towards Pakistan results in negative effects (terrorists)

C1 The vast money USA puts in the effort for Pakistan is being wasted when USA cannot afford to. SA.We have been sending Pakistan far too much financial aid. From 2002 to 2011 Pakistan has been receiving over 19 billion dollars(bid13), along with a 10 billion dollar covert payment the public was not aware of(bid11). The grand total exceeds 22 billion dollars. Our country is in a recession with a debt of 15 trillion(www.usdebtclock.org ). We are not in a state to waste $22 billion dollars.

C2 The money we spend in Pakistan is being wasted. SA Pakistan is not spending our towards interest.

Resolved: The U.S. should suspend all assistance to Pakistan. Definitions: Suspend:stop a process or a habit by imposing a freeze on it assistance: Help, aid,or support, primarily financial aid should-must, ought Framework: We as the affirmative must prove that aid from the United States to Pakistan should be suspended because the aid does not significantly result in the five purposes of U.S. funding: to cover the extra cost to Pakistans military of fighting terrorism; provide Pakistan with military equipment to fight terrorism; to provide development and humanitarian assistance; covert funds (such as bounties or prize money); and cash transfers directly to the Pakistani governments budget. The negation must show that the funding adequately addresses all five parts of the main goal of the U.S. C1-There is too much money being spend on pakistani aid SA.We have been sending Pakistan far too much financial aid. From 2002 to 2011 Pakistan has been receiving over 19 billion dollars(bid13), along with a 10 billion dollar covert payment the public was not aware of(bid11). The grand total exceeds 29 billion dollars. Our country is in a recession with a debt of 15 trillion(www.usdebtclock.org ). We are not in a state to waste $29 billion dollars. C2: The money spent on Pakistan is not being properly used. SA: Money to aid Pakistan is disappearing. In actuality, the 29 billion dollars of aid is not completely going towards Pakistani programs. The leading problem, most likely due to corruption, is that the money is disappearing. Out of the 6.6 million dollars of military aid between 2002-2008, only 500 million reached the military. More specifically, in 2009, it was noted that over 100 million dollars were spent (talk slowly here) to reimburse damaged Naval ships which were never used in combat, to create bunkers which don't exist, to fund road building which also has never occurred, and to fund maintenance on helicopters, again, which has never happened. (bid42) Despite being given a surge of aid consisting of millions of dollars toward antipoverty programs, the poverty in Pakistan was higher than it had been in a decade. This shows that the money being sent in is completely ineffective. One major factor is that the U.S. has no control or knowledge of the use of funds after the money is in Pakistani hands. Because of these problems, much of our money has been disappearing. SB:Money is being spent inefficiently. There are numerous cases in which Pakistan spends money at our expense but without significant results. In 2011, the U.S. had put aside 1.5 billion dollars into reconstructing 115 schools in Swat Valley. None of those schools have been completed and only 14 have even been started.(bid32) Despite being well funded, Pakistan has failed to meet even the simplest of our humanitarian goals. Another example is inefficient military spending for the Pakistani Frontier Corps(core). According to U.S. military reports, members of the Corp (core) were standing in the snow in sandals, wearing World War 1 helmets, and armed with rifles with a mere 10 rounds of ammunition, while on the other hand, 8 million dollars are being spent on helicopter parts. (bid42)This is a clear indication that the funding for Pakistan's military is not being spent in the best interests for fighting against terrorism.

C3:US aids towards Pakistan has negative impacts. SA:Pakistan is being negatively impacted due to US funding. Sb Aiding Pakistan has permitted Pakistani belligerence towards India Pakistan diverted CSF funds towards a military buildup focused on India 2008 U.S. aid is easily (and routinely) diverted to purposes other than countering Islamist insurgents, such as the maintenance of military counterweights to India, graft and patronage, or even support for Islamist groups seen by Pakistani authorities as potential allies against India.
