From 2002 to 2011 Pakistan has been receiving over 19 billion dollars(bid13), along with a 10 billion dollar covert payment the public was not aware of(bid11). The grand total exceeds 22 billion dollars. Our country is in a recession with a debt of 15 trillion(www.usdebtclock.org ). We are not in a state to waste $22 billion dollars.

The leading problem, most likely due to corruption, is that the money is disappearing. Out of the 6.6 million dollars of military aid between 2002-2008, only 500 million reached the military. More specifically, in 2009, it was noted that over 100 million dollars were spent (talk slowly here) to reimburse damaged Naval ships which were never used in combat, to create bunkers which don't exist, to fund road building which also has never occurred, and to fund maintenance on helicopters, again, which has never happened. (bid42) Despite being given a surge of aid consisting of millions of dollars toward antipoverty programs, the poverty in Pakistan was higher than it had been in a decade. This shows that the money being sent in is completely ineffective. One major factor is that the U.S. has no control or knowledge of the use of funds after the money is in Pakistani hands. Because of these problems, much of our money has been disappearing. SB:Money is being spent inefficiently. There are numerous cases in which Pakistan spends money at our expense but without significant results. In 2011, the U.S. had put aside 1.5 billion dollars into reconstructing 115 schools in Swat Valley. None of those schools have been completed and only 14 have even been started.(bid32) Despite being well funded, Pakistan has failed to meet even the simplest of our humanitarian goals. Another example is inefficient military spending for the Pakistani Frontier Corps(core). According to U.S. military reports, members of the Corp (core) were standing in the snow in sandals, wearing World War 1 helmets, and armed with rifles with a mere 10 rounds of ammunition, while on the other hand, 8 million dollars are being spent on helicopter parts. (bid42)This is a clear indication that the funding for Pakistan's military is not being spent in the best interests for fighting against terrorism.
