Abstract and Methodology

As we all know there is nothing wrong with colleges and universities sticking with their traditional ways, but as time moves forward institutions must evolve and adapt to keep up with the rest of society. Just like any other business the way cleaning services are operating today are changing with the development of new technology. Stillman College is an institution that has been using the same traditional cleaning services for years, and now the time has come for Stillman to upgrade to a better and more up to date cleaning service. So in this paper I will show why it is imperative for Stillman College to hire my company Top Notch Cleaning Services as its new cleaning company. By pointing out the flaws in the current cleaning system, and highlighting some of the new innovative ways my company uses to clean, I will show that contracting with Top Notch Cleaning Services will prove to be the best decision for Stillman College to make. Although my company uses way more innovative cleaning practices, it is still less expensive than the current one. Since there has been pretty much no previous research done on this particular subject, most of my work will be relatively new and come straight from me. The way I will gather my information is by looking at the schools financial statements, analyzing the way the current cleaning systems operates, and by doing research on new cleaning techniques and equipment.

Introduction
Businesses today operate in a fashion that is totally different from businesses fifty years ago and that is because of only one reason: TECHNOLOGY. As time progresses new technology is being invented at a rapid pace, which is being incorporated into more and more companies. Businesses are adopting the practices of using new technology because they want to be able to keep up with society, which by default is pushing us to become a technology based society. The reason for the adoption of technology is not to keep up with the latest trend, but instead to constantly make an effort to ensure that companies are being more efficient and productive than they were before. In an internet article titled The Advantages of New Technology for Businesses the author Ellis Davidson had this to say Cuttingedge technology can create high benefits for businesses that are willing to be early adopters (Davidson, 2012). Davidsons quote is backing up my point of how technology can be a great impact on companies and their advancement. There is not an industry today that is not being greatly impacted by the use of technology. The cleaning services industry is one of those many business sectors that is converting to the use of technology, allowing for new and innovative ways to cleaning. In the past cleaning activities were very plain and simple: mopping with a mop and bucket, emptying trash by hand, and vacuuming. Now there are machines that people can ride on that will basically do the mopping for you. Before trash would just pile up taking up large areas until the garbage collectors would 7

come pick it up, but now thanks to technology machines called trash compactors smashes the trash into very small piles barely taking up any space at all. Those are just a few of the many ways technology has sparked innovation into the cleaning services industry. Not only has businesses adapted to the rise of technology, but schools and institutions have learned to embrace the technology age as well. Stillman College is a school that is known for sticking to its traditional ways, but even they are taking major steps towards technological advancement. With that being said, although they are making progress they are still lagging behind as compared to other institutions. One area Stillman College is behind in is the cleaning services system they have in place. There are many problems with the current cleaning services system, and I will highlight a few of them to paint a clear picture. First, Stillman is spending way too much money, and part of that reason is because the current cleaning system is using old and outdated cleaning tools. Outdated machinery and tools means that more resources has to be used for one job, as opposed to using up to date machinery that will get the job done faster with less resources being used up. Maintenance is too noisy in the morning when cutting the grass and the grass cutting makes it hard for students to commute smoothly to class. Every institutions number one priority is the students, and if they are having a bad experience at a school because of maintenance issues, that makes it harder to get those students to come back the following year. Another problem with the current cleaning system is that they constantly leave the trash bags in a big pile outside the dorms until they are picked up, which could be two days later. Trash should be thrown away the moment it is 8

bagged up, otherwise by it just sitting there it gets in the way of the students and becomes a nuisance and inconvenience. Part of that trash should be recycled anyway, which shows their inability to effectively recycle. Recycling is something that is not carried out enough by the current cleaning system. Not affectively recycling means that a company is not doing its part to contribute to a healthy and green planet. Lastly, the cleaning employees always have terrible attitudes, and with any company employees are far less productive when they are working with bad attitudes. Lack of productivity in a company holds that company back from performing to its fullest potential, and this only hurts Stillman College in the long run. All of this was put together to lay the foundation of introducing my business Top Notch Cleaning Services. My company is a cleaning service that uses new innovative cleaning methods which allows for productive and efficient cleaning. My company uses state of the art technology that helps to clean in a timely manner, while costing Stillman College less money at the same time. Having been a student at Stillman College for nearly three years now, I know that it is a school that strives towards excellence, and settles for nothing less than the best. With that in mind I Rakee Anderson believe that it is only right that Stillman replaces its old cleaning service and replace it with my company Top Notch Cleaning Services, because we bring forth nothing but the best innovative cleaning practices at a cheaper cost.

Literature Review
While gathering background information on Stillman College and its current cleaning service that is in place, it was found that there has never been another cleaning service sought out to replace the current one. So, this is the first time Stillman has been faced with an opportunity to fix its current cleaning problems by hiring TNCS. In this section I will provide solutions to the proposed problems that were highlight in the previous sections. On top of giving solutions to the problems, I will go in detail about additional benefits that will be reaped from hiring my company. To start off the biggest problem that my company will fix is the high costs that Stillman College is paying. By taking a look at the financial statements in figures 1-1 and 1-2 it is clear that Stillman is paying too much for maintenance costs at $785,325, as opposed to the $567,677 service revenue that is charged by my company. Just a simple hiring of my company alone frees up over $200,000 that could used by the institution to go towards new books, computers, renovation, etc. The second problem that my company will fix will be the noise that is made in the mornings with the grass cutting. Most students spend endless nights staying up all night either working or studying, so when it is time for them to sleep they want to get every last bit of rest they can before class. Getting rest is hard to do when you are awakened early in the morning due to noisy lawnmowers that operate right outside the windows of the dorms. To solve this problem my company invested in new grass cutting technology which practically cancels out the noise altogether. My company uses lawnmowers, which has sound suppressors that cover the motors; this is the same technology that is used in the Dre Beats headphones. 10

The implementation of those machines will allow for students to take advantage of the sacred and limited time they have to sleep, which in turn will limit the amount of complaints the students will have towards the school. Another problem with all the grass cutting in the morning is that it inconveniences students with their commute to their classes. Students find themselves having to sometimes take the long way or alternate routes to class to avoid being next to the potentially dangerous lawnmowers. I say potentially dangerous for the simple fact that objects are always being shot out from under the mowers, which can easily injure a student if hit by one of those objects. With my company this is never a problem, because along with the sound mufflers there also vacuum suction containers attached to the lawnmowers. What the vacuum suction containers do is suck up all the debris, grind it up within the container, and pours it back onto the ground to become a grass fertilizer. So, while we will keep the students out of harms way we will also be keeping the grass healthier by recycling the grass clippings using them as a fertilizer. Another way the current cleaning system inconveniences the students is by leaving all the garbage bags collected from within the dorms right outside the buildings, and sometimes they will sit there until the next day. Most students do not want to have to hang around outside the dorm right next to where a big garbage pile is, or have to walk around big garbage bag piles. Once trash is gathered it should be collected and taken away right then and there. TNCS uses a system where once the trash is in place one of the workers radios the designated garbage collector, who then comes around with our trash compactor truck. Once all the trash is collected for the day and fully compacted it is taken to the large dumpster, which then sits until the city 11

garbage collectors come around for pick up. This trash collecting method not only keeps trash out of the way of the students, but also makes the campus looks cleaner. The cleaning services on this campus is very poor at recycling as well, which does not necessarily affect the school, but at the same time it looks bad to the public. Recycling is something that should be practiced by all companies and institutions, especially in this day and age with all the global warming and depletion of natural resources that is going on. That is why TNCS will make sure Stillman College will be in the forefront with our highly advanced recycling methods. All over the campus we will replace every trash can with a highly sophisticated bin, which takes the trash that is thrown away and separates the recyclable items from the trash that cannot be salvaged automatically. These bins will cut the amount of trash that is thrown away in half. No other institution has a recycling system such as this in place, so this could be something that would give Stillman College national publicity and being known for having a positive impact on the community. Finally, the employees who work for the current cleaning services, for the most part, all have poor attitudes. Most of the students around campus all feel the same way about the cleaning workers, and if the bad attitudes of the workers are having a negative impact on Stillman Colleges most important assets, the students, then something needs to be done. My company has a two day customer service training program in place, which trains all the employees on the importance of customer service and how to properly function while on the job. This practice will ensure that students will be positively impacted by the workers, while also ensuring that cleaning will be carried out to the fullest potential. The reason being that employees who work with positive attitudes 12

are able to be more efficient and productive on the job. The business plan that is attached shows exactly how the work will be carried out, and it also outlines other incentives and benefits that TNCS provides

Professional Custodial Services Proposal

General Top Notch Cleaning Service (TNCS), Inc. agrees to provide all labor, supervision, material, and equipment necessary to provide professional custodial services for properties located at Stillman College. Start date for this proposal is June 1, 2012. TNCS shall provide eleven (11) total staff daily. Staff will complete all specified work during normal shift hours, 5:00 a.m. to 5:00 p.m., Monday through Friday. Four (4) personnel will be scheduled to work 5:00 a.m. to 2:00 p.m. and the remaining seven (7) personnel will work 8:00 a.m. to 5:00 p.m. Stillman College reserves the right, subject to agreement with TNCS, to renew, extend, or expand the scope of this proposal. Contract Term The initial contract term is for three (3) years from contract award, through May 31, 2015 with four (4) additional one (1) year options to renew exercisable at the sole discretion of Stillman College. Renewal periods will be based on the Fiscal Year period beginning June 1 and ending on May 31. Contract award will be accomplished through the issuance of a Notice of Award document. Renewal will be accomplished through the issuance of a Notice of Award Amendment. Company Background and Experience TNCS has been providing custodial services since 1995. TNCS has a corporate office located in Wilmington, DE serving North Wilmington and has a satellite office in Huntsville, AL serving north Alabama. TNCS has experience in various facilities such as industrial, medical, schools, banks, government buildings and post-construction cleaning. Presently, TNCS is providing cleaning and maintenance for over 1 million square feet each day. Through the years, TNCS has built a reputation as a high-quality, innovative, and affordable building service contractor. Our reputation is built on performance, not promises. * Supervisors salary will be negotiated as an addition to compensation package. Financial Stability TNCSs balance sheets and capital levels are healthy; TNCS has been closely monitoring developments in the global financial system. TNCS has not been directly affected by the current global financial instability. This is because TNCSs financial sector has limited exposure to the worlds financial instability. Codes, Laws and Regulations TNCS will maintain copies on-site of all of the above codes, laws and regulations. TNCS is familiar with all codes, laws, statutes, standards, and regulations relating to the work to be conducted in accordance with the contract and will assure that its employees will comply accordingly thereto. Insurance TNCS currently has certificate of insurance through Glasgow Insurance Services; 242 North 5th Avenue Wilmington, DE 19806. Telephone number is (302) 234-5680. Current period of coverage is February 9, 2009 February 8, 2013. Policy of insurance coverage includes comprehensive general liability 2M, automobile liability 1M, umbrella coverage 1M, workers compensation 1M, employers liability 1M and other crime coverage. TNCS is also bonded. TNCS will furnish all forms of insurance required by law and shall maintain the same in force. Litigation TNCS has not been involved in any ligations or claims of any kind, civil or criminal, within the last five (5) years. Investment TNCS is willing to award one (1) two thousand five hundred ($2,500.00) scholarship per school year to provide financial assistance to an outstanding minority student based on financial need. Eligibility requirements are: maintain a minimum overall GPA of 3.0, full time student, and a minority student. This scholarship will provide one thousand two hundred and fifty dollars ($1,250.00) to scholarship winner per semester. TNCS will provide application and select scholarship winner. TNCS is willing to provide one paid summer internship for a student majoring in business to work with management from June to July during a four (4) week period.

Scope of Work TNCS will provide all necessary management, support personnel and equipment to effectively and efficiently perform all duties in the daily, weekly, monthly and as required custodial operations of Stillman College, including supervision, labor, equipment, and supplies. No student rooms are to be cleaned during the semesters unless requested by the college and only in case of flood or fire or extenuating circumstances. Residence Buildings Public areas To include the following areas in residence halls daily, five days per week, Monday through Friday during semesters when rooms are occupied by students. Entrance ways, porches, balconies, adjacent steps, lobbies, lounges, corridors, stairwells, and laundry rooms will be cleaned. All recycling bins will be emptied and cleaned with a disinfectant cleaner.. All rugs and carpet will be vacuumed. Hard surface floors will be dust mopped and spot damp mopped. Other duties include but not limited to; dusting furniture, spot cleaning carpet, rugs, walls, doors, and entrance glass and partitions. Rest rooms (community baths) All community baths in residence halls, specifically all six baths in Hay Hall, and the third floor bath on 3rd floor Roulhac Hall will be cleaned twice per day, morning and late in the day, (a late day time to be determined later.) All floors will be mopped with a disinfectant cleaner, clean and polish all mirrors, fixtures, and enameled surfaces. All basins, urinals, and bowls will be disinfected with a non abrasive cleaner. All recycling bins will be cleaned with a disinfectant cleaner. Duties will include, but not be limited to; washing all partitions, tile walls, and outside surfaces of all dispensers, paper towel, soap, and toilet tissue dispensers using a disinfectant cleaner. All dispensers will be restocked with toilet paper, hand soap, and hand towels as needed. All shower stall floors, walls, doors, and curtains will be scrubbed to remove soap scum and mildew. Any observed mildew in the entire room, floors, walls, and ceiling will be cleaned immediately. Showers curtains will be replaced as needed by custodial contractor and supplied by the College, only in community baths. Special weekend coverage During occupied periods community bath(s) will provide one person for 4 hours to police, clean and restock supplies, and perform duties as needed on Saturday and Sunday. (Eight total weekend hours, 4 hours per day) Resident rooms All resident rooms and private baths will be cleaned ONLY after semester move outs and between summer camps. There may be exceptions when requested by authorized personnel of the college due to extenuating circumstances such as floods or fire. After semester move outs cleaning will consist of removing trash and litter, cleaning furniture, fixtures, walls, windows, cleaning carpet, and refinishing hard surface floors, (stripping and waxing where applicable) All furniture will be replaced if removed and arranged appropriately as instructed.

Cleaning between camps or conferences will consist of removing trash and litter, spot cleaning furniture as needed, cleaning of fixtures, walls, windows, carpet and tile. Academic and General Purpose Buildings The following public areas will be cleaned daily, Monday through Friday. Entrance ways, porches, balconies, adjacent steps, lobbies, lounges, corridors, stairwells, and laundry rooms will be cleaned. All waste receptacles will be emptied and cleaned with a disinfectant cleaner. All waste and rubbish will be removed from the building and hauled to the designated area for disposal. All rugs and carpet will be vacuumed. Hard surface floors will be dust mopped and spot damp mopped. Other duties include but not limited to; dusting furniture, spot cleaning carpet, rugs, walls, doors, and entrance glass and partitions. All public restrooms floors will; mop with a disinfectant cleaner, clean and polish all mirrors, fixtures, and enameled surfaces. All basins, urinals, and bowls will be disinfected with a nonabrasive cleaner. All waste receptacles will be cleaned with a disinfectant cleaner after removing waste paper and rubbish from the premises properly. Duties will include, but not be limited to; washing all partitions, tile walls, and outside surfaces of all dispensers, paper towel, soap, and toilet tissue dispensers using a disinfectant cleaner. All dispensers will be restocked with toilet paper, hand soap, and hand towels as needed. All shower stall floors, walls, doors, and curtains will be scrubbed to remove soap scum and mildew. Offices, faculty and staff All offices will receive daily; emptying and cleaning of waste containers with a disinfectant cleaner. All rugs and carpet will be vacuumed. Other duties will be, but not limited to, dusting furniture, fixtures, window sills, spot cleaning carpet, rugs, walls, door entrances, glass and partitions. Classrooms All classrooms will be cleaned daily, Monday through Friday. Waste containers will be emptied and cleaned with a disinfectant cleaner. All whiteboards and chalkboards will be cleaned, erased, along with the trays. Any damage to whiteboards due to the use of improper cleaners will cause replacement at the expense of the custodial contractor. All carpet will be vacuumed. furniture, fixtures, window sills, spot cleaning carpet, rugs, walls, door entrances, glass and partitions. Laboratories All laboratories will be cleaned daily, Monday through Friday. Waste containers will be emptied and cleaned with a disinfectant cleaner. All whiteboards and chalkboards will be cleaned, erased, along with the trays. Any damage to whiteboards due to the use of improper cleaners will cause replacement at the expense of the custodial contractor. All carpet will be vacuumed. All hard surface flooring will be dust mopped and spot damp mopped. All furniture is to be straightened in an orderly manner. Other duties will be, but not limited to, dusting furniture, fixtures, window sills, spot cleaning carpet, rugs, walls, door entrances, glass and partitions. It is understood that cleaning schedules in laboratories will be dictated by the college officials and presiding professors due to safety precautions. Custodial personnel will have to be trained by the current Chemical Hygiene Office on staff before they are allowed to work in certain laboratories. Daily custodial coverage Each Custodial Contractor is requested to submit its own creative plan for covering the Campus for at least 12 continuous hours Monday through Friday such as 5AM to 5PM coverage. The College is open to the idea of a night shift operation if it can be presented as being a viable advantageous option. The contractor will furnish all cleaning supplies such as, but not limited to, cleaning chemicals, brooms, mops, buckets, floor wax and stripper, carpet shampoo, vacuums wet and dry, window cleaner, disinfectants, floor machines, lawnmowers, trash compactors, and carpet extractors, and the expense of maintenance and repair of all of the above. The custodial contractor will be required to set up certain rooms for events, for example; the Wynn Center and the Hay Activity Center, with tables and chairs as directed. Grounds All emptying of outside garbage receptacles, including the gazebos and surrounding areas will be the responsibility of the custodial contractor. (Receptacles supplied by the College) Containers will be checked and emptied as needed daily, Monday through Friday. The entire grounds of the college, parking lots, roadways, grassy areas, will be checked for and removed of litter daily, Monday through Friday, and mornings of large events on weekends. A list of important events and dates will be provided by the college. Custodial Staff Stillman College will retain the right to mandate one person on the present staff be retained as a full time employee at the present rate of pay and remain eligible for any pay raises offered by the Contractor as pay rates increase. This staff member 21

will remain unnamed during the bidding process and will only be revealed to the Contractor who is awarded the contract. The rate of pay is $10.50 per hour for this particular staff member. The pay rate of the supervisor will be negotiated and added after the Contract is awarded. The College retains the right to ask the contractor what he would pay the supervisor during the decision process prior to the awarding of the contract. Responsibilities of Stillman College: Stillman College will provide an adequate climate controlled office area for supervisor, staff, and storage of supplies. The College will also provide proper telephone with local calling coverage, and computer data hook up. The computer and maintenance of the computer will be the responsibility of the custodial contractor. The College will supply all waste receptacle containers and liners, walk off mats, toilet paper and dispensers, hand towel and dispensers, or a suitable substitute (electric hand dryers), hand washing soap and dispensers, and air fresheners and dispensers where needed according to the desire of the college administration. The Contractor will control the storage and use of supplies and equipment provided by the college in such a manner as to discourage and prevent theft and abuse. Supervision and Personnel Company owner and managers oversee daily operation of the business. Adequate trained personnel and supervision will be furnished to ensure quality services at your facilities. TNCS will provide supervisor, two (2) custodian leads and eight (8) custodians as the baseline to properly supervise and conduct daily operations. All employees for TNCS are: U.S. Citizen, not a minor or currently employed by Stillman College. All personnel will wear uniforms consisting of seasonal shirt with logo and khaki slacks. Equipment All equipment will be procured from reputable suppliers. TNCS will furnish and maintain all necessary cleaning industrial type equipment inclusive of but not limited to: floor machines, buffers, recycling bins, lawnmowers, trash compactors, vacuums, maid carts, mop buckets, wringers, mops and brooms. Only vacuum 22

cleaners equipped with HEPA type filters will be used. TNCS warrants all equipment used and will maintain equipment in good working condition at all times and spare parts and/or additional equipment will be available within 24 hours. Service Schedule All transition and start up activities are planned and scheduled. TNCS management is fully committed to personally overseeing the startup of each new account. The management team will develop detail task performance schedules for each area of the facility. Frequency work will be planned for the entire year. A detail work schedule for the operation will include frequency work to be performed on specific days of the week during the month. All work will be recorded and documented. Cleaning service operations described in this comprehensive program will be performed Monday through Friday from 5:00 a.m. to 5:00 p.m. The cleaning crew will observe holidays observed by the Stillman College. TNCS is prepared to adapt this work schedule to coincide with the needs and requests of the customer provided that such requests do not alter the cost of operations. Answering Service TNCS provides a operating staff and answering service during working hours, 5:00 a.m. to 5:00 p.m., as well as a evening emergency number. Invoicing All invoicing will be itemized according to monthly services or for special tasks. Purchase order number is annotated on all invoices. Invoicing will be on the 1st of each month. Payment policy is net 10 days. Material and Supplies TNCS will provide the following supplies: 1. Floor machines, wet and dry vacuum cleaners, industrial type carpet vacuums, and portable vacuums for vacuuming drapes and upholstered furniture. 2. Vehicle for transportation of supplies, trash, etc. All other floor tools and power equipment to perform the necessary cleaning. Lawn mowers and all grass cutting equipment.

A full inventory of chemicals and Material Safety Data Sheet (MSDS) sheets will be provided to Stillman College representative. TNCS will maintain a MSDS book of all chemicals used in the facility. TNCS is environmental conscious and 85% green. TNCS uses a line of environmentally preferred products that directly contribute to a cleaner, safer and healthier environment for workers and building occupants. Conclusion

In closing, my company Top Notch Cleaning Services may not be the best cleaning service out there, but it is a great company and is one that could help Stillman College in many different ways. As highlighted above the current cleaning system have many flaws in it which is more of a hindrance to the school, as oppose to my company which will be greatly beneficial in ways that were outlined in the literature review. TNCS will help Stillman College move forward in this technology based society, with our innovative practices. I hope that with the help of this paper and business plan I was able to prove that TNCS is better than the current cleaning system and will be able to be hired by Stillman College as their premiere cleaning services company.
