The Minneapolis Park and Recreation Board provides places and recreation opportunities for all people to gather, celebrate, contemplate and engage in activities that promote the health, well-being, community and the environment.

The Phillips & Elliot Community Service Area has five year-round parks/community centers and two summer sites that provide programs that serve a diverse multicultural population. It builds partnerships with a variety of community organizations and agencies in the Elliot-Phillips neighborhoods.

Room Rental Information


Reservation maybe made one year in advance.
There is a $15/hr. staff fee during nonbusiness hours. Gambling is not allowed within the community center or on park property. No alcohol permitted within the community center or park property. Non-refundable $20 application fee is required for any permit where fees are due but will be applied to total fees. 50% of total fees are due upon approval of permit. Payment in full is due 7 days before the date of event. Cancellation made 15 or more calendar days before event date will get full refund. Use of centers beyond 12:00 a.m. must be approved by the superintendent of the Minneapolis Park and Recreation Board.

Parent and Tot Open Gym #15959 This is a great opportunity to socialize and play with other preschoolers. We will open the gym for parents/guardians and little ones to run around and burn some energy. Balls and other sports equipment will be provided. You are also welcome to bring some of your favorite things. Parents or an adult guardian is required to be with their children. This is an open gym program.

Art in the Park with MIA #15979 Art Inside Outside. Join us for a summer sampler of art and history with hands on studios from the Minneapolis Institute of Arts. Tae Kwon Do #15969 Do you want opportunities to learn leadership, have fun, and exercise? This weekly one hour session is taught by Tim Blaylark, a 3rd degree black belt in Tae Kwon Do, head instructor at Bear Path Martial Arts. He will teach children greater self-control and self-determination through Tae Kwon Do. Children learns to complete tasks and set their goals and actions appropriately, allowing them to know themselves better and use that knowledge to make the world around them better.
