GIS NEEDS ASSESSMENT FOR PKNS (SELANGOR STATE DEVELOPMENT CORPORATION)

1.1

INTRODUCTION

This section propose about one of the Government agencies in Malaysia that have a potential in implementing Geographic Information System (GIS) in their sector. GIS is needed to improve the quality of their products, processes, and services through ever increasing efficiency of resource usage. Need assessment is the most important step in implementing a successful GIS at any local government. The need assessment is a step to department in retrieve their function and data needed to implement their work. In addition to the final needs assessment report that is generated, intangible benefits are realized by an organization. Finally, the needs assessment activity itself serves as a learning tool where potential users in each participating department learns about GIS and how it can serve the department.

1.2

NEED ASSESSMENT

In PKNS, there are many department with different function, thus in implementing GIS in their department, the application must be suitable with department function and relate with need assessment of GIS. Needs assessment or also known as the process of developing system requirements, is generally developed by documenting the ways in which an organization uses information. It is the evaluation of existing systems and their capabilities to perform future processing needs.

There are three applications in implementing GIS at PKNS, there are: 1. Suitable Land Mapping - Department of Physical Planning and Structure To determine the suitable area for new development

Land information Query Map Department of Assessor To create a system that providing a quick query of occupant property information and the associated parcel data for tax payment status information. 3. Land Cadastral Information Management System Department of Title Survey To monitoring of development Land Cadastral Information Management System at PKNS department

2.1

Department of Physical Planning and Structure

2.1.1

Department Responsibilities

The department of physical planning and structure is a division within the Perbadanan Kemajuan Negeri Selangor (PKNS) and is responsible for managing land use planning and planning for construction upgrades. The area of land use planning within the City is separate into specific divisions. These include Current Planning, Long Range Planning, and Building. Current Planning handles zoning code creation and enforcement, land use decisions, subdivisions, and maintenance of the legal zoning map. Long Range Planning takes care of a wide range of tasks in policy planning, including the following: affordable housing, preparation and update of comprehensive plan for the future development of the city and the planning region, economic development, transportation planning, natural resource protection, and area plans and studies. Building is responsible for building permits, building code enforcement, and inspections.

Description of Priority Applications The department of physical planning and structure relies heavily on manual system

based applications with separate files for data entry, data retrieval, and reporting. The digital conversion of records and municipal infrastructure has been identified as a high priority task for implementing GIS technology. Land Use Planning is very customer service focused and makes use of information that is inherently spatial. Some processes involve daily interaction with the public, such as the counter service, where GIS data is needed immediately and online, and some work is on a more extended time frame, such as a long range planning projects, which may include data acquisition and analysis as a central component of the project. Much of the analysis work is cumbersome due to the difficulties in pulling data out of the system and then finding a way to work with it.

2.1.4

Potential Applications There is a desire to move forward in the use of GIS to support land use planning

activities. There are needs for improved data management, system and data integration, data quality improvement, and GIS access tools. The department of physical planning and structure is very interested in convert manual system to an ESRI ArcGIS geodatabase format. Detailed system and analysis of the land use planning could be performing to determine suitable area for use of building. In general, department personnel would benefit from the ability to access a wider variety of geographically based data layers already in GIS format and stored on the GIS server. Access to a GIS would provide information such as updated location information, type of land use, assessment information, and zoning. Integrated Land Use Assessment: this evaluation is an essential step in the planning process especially in selecting the appropriate development scenario alternative to be implemented. As such, it is necessary for decision-makers to define the suitable planning evaluation model so that the development scenario chosen could cater for future planning and its implementation is beneficial to the public. A well-integrated and comprehensive database is designed to meet the department requirement. At this level, spatial analysis, involve determination of land suitability, combining the technique of multi-criteria evaluation. At this level, the tasks of preparing and analyzing this information can be speeded up and made easy

with the help of GIS. A zoning plan, for example, covers a large area that contains various land uses. It will be a great advantage to be able to evaluate each alternative of a zoning plan using GIS. GIS allows for selection of suitable locations of social amenities, different size of housing, as well as evaluating potential impact on the environment.

Training Although personnel is limited in this department, adopting GIS for day-to-day operations

and receiving basic training in its use would result in improved operational efficiencies with regard to information gathering and the analysis of system capabilities.

Department of Assessor

3.1.1

Department Responsibilities

Department of Assessor is function to provide accurate and equitable information and values for all parcels within the city of PKNS property. Every year, the city roll assessment will be compiling and it consist the assessed value for each of the city properties under PKNS property development. This department will process multiple applications for tax exemptions annually, for example capital improvement for residential, commercial, business or industry property, nonprofit and new home construction and many else. All of this assessment is based on a percentage of the market value of each property, where this assessment is used to compute annual tax bills for the City, School and County taxes. . 3.1.2 Existing Resources Hardware: Desktop PCs in office (6 total, 1 with GIS), Network server in IT Department for data, portable PC purchase planned Software: ESRI ArcGIS 9.3, ArcReader, Microsoft Excel and Accounting Software, PHP programming and MySQL programming. Spatial Data Layers: District of Selangor data layer, street centerline file, Digital Parcel data, digital zoning data, and resident data information. Non-Spatial Data: Sale data, tax and assessment rolls, tax payment records and property record.

3.1.3

Description of Priority Applications The Department of Assessor utilizes software where it encompasses assessment,

inventory, and sales data entry to a database with document management street level photographs stored in a flat file structure and a simple way of GIS component. Each parcel is linked to its imagery and GIS map using a unique identifier made up of the resident name, address, id code, section, block and lot number of the parcel. The GIS map component within this software contains data layers provided by the Department of Planning and it is limited of user tool. Current software applications that are used by Department of Assessor are lacks geographic analysis capability for tax parcel data stored inside a geodatabase. Even there is a GIS component, its capabilities are currently limited to earth surface with only view and identify functions for all other layers. The Assessors department is beginning to use ArcGIS to access digital parcel data more frequently because of the limitation of software. ArcGIS is primarily utilized for creating maps, performing site layouts, and conducting preliminary boundary determinations. ArcReader provides a quick and easy reference to city GIS datasets for viewing by nontechnical users.

3.1.4

Potential Applications The department of Assessor would like to convert their current tax maps in the GIS

Geodatabase to facilitate in house maintenance, updates, splits and merges to tax parcels. Currently, the tax map is in dxf format where this tax map and other layer need to convert into GIS format from AutoCad data. This GIS format will provide the current status of mapping within the Citys to support spatial data queries. The Assessor and staff would like to generate a system that linking the tax parcel with the owner of property/ building by query the name of resident or number of lot parcel and also with address of parcel.From the query data, the officer will get the information of tax billing of each resident and they will generate annual report on tax exemptions. The development of an internet Mapping Service would support enhanced web access to public records and greatly reduce walk-in traffic and telephone requests for information. A fully operational web-based GIS application would help users access data in industry standard

formats and be presented in such a way that is consistent with cartographic standards for GIS map publication. Establishment of a well structured GIS will support the development and administration of future grant opportunities.

3.1.5

Training The Department of Assessor is supportive of the GIS integration effort underway within

City Government.. The departments primary technical will be introduce the staff in Introduction to ArcGIS I and Intro to ArcGIS II as training courses for their training and advanced.

4.1.1

Department Responsibilities

The department was to provide the LandCadasatral Information Management System for land survey title. The assessment is consisting about the e- cadastral system to implement in GIS application. The system based on land data from site and government land of Selangor State. The data consider spatial and non-spatial of land query and display the cadastral map for the final product in system. That also show details the land, parcel, area, and sheet number of land. The Assessors office also process the data query of all land under the PKNS Department will create the project. The database based the land approved from Department of land and Mineral. The systems show the street, zoning of land, parcel and the attribute of features.

Description of Priority Application The application utilizes the ArcGis ESRI software to open system that conforms

information technology standard. It adapt a cadastral system combination of technology that can serving, maintaining up-to date database, providing the detail land, management providing maps for integrating spatial data services. The system improved cadastral land information management system accessing rapidly automatics work process data and create document of land. Database query can be referred to as the selection of combination involved information store in database using structure query language (SQL). The queries generated are basically through database in ArcGIS or Open source. The MySQL Language used to create the system process that offer the function of display the spatial data in database. ArcGis as the GIS component to introduces a function of managing and handling cadastral process and map data. This process start from Selangor State Government gives the government land and as a development PKNS identify and approve the land from the Department of Land and Mineral. The data submitted used the system to reduce the process and time. The system may be having specific data to show and the cadastral system need generic flexible because of changing requirement over time also the Department of Title Survey is the major department for the measure and identify land.

4.1.4

Potential Application

The application of land Information Management System based on concept cadastral land would benefit to access GIS application. The department can access and posting of GIS data, scanned document, upload information and also share information between departments would efficiency. GIS database directly linked to the spatialentities on the map of the cadastral map in system. This system as the ways to extract the information required for better performance and efficient service. So, it continuous development needs the software capabilities, hardware and professional manpower to upgrade the system mush better, rapid and convenient manner. A function database of the area will:

The cadastral system is preventing the technical innovation to delivery land information to decision makers. The system also needs to be able to accommodate a range of identifier and survey product. Example, from the land Title survey Department survey the government at Hulu Langat, that they identifier parcel and the map will display.

4.1.5

Training That system required education and training for staff use the system to improve

efficiencies. The Land Information management system should make full use of new technologies with respect to outputs that allow decision- makers to visualize and use spatial information.
