Executive Summary
URS Australia Pty Ltd (URS) was engaged by AGL Upstream Investments Pty Ltd (AGL) to undertake an investigation of shallow soil quality at the AGL Sugarloaf 03 (SL03) well site located in Menangle, NSW (the Site). The purpose of the work was to assess the soils in the immediate vicinity of the well site subsequent to a release of a foam compound (containing AMC Superfoam) during site work over operations on 17 May 2011. The objectives of the investigation were to: assess background quality of surface soils of the area; assess quality of the surface soils within the area of the foam release ; and assess whether the release of the foam has caused an adverse impact on the immediate area. The Site is located on an open rural grazing area. A coal seam gas well (SL03) and associated pipe work is in operation at the Site. A water storage dam and canal operated by Sydney Catchment Authority (SCA) is located approximately 200 m down slope (north) of the well site. The foam release was reported by AGL to have extended across an area approximately 40 m north of the well site. Based on the findings of this investigation, URS make the following conclusion: The analytical results indicate there is no evidence that the release of foam at the Sugarloaf 03 well has caused adverse environmental impacts on the immediate vicinity of the identified spill site. URS also consider it is unlikely that the release of foam would have carried to SCAs water storage dam, located down slope of the release area. URS make this conclusion based on there being no detection of COPC (above the LOR) in the release area. The conclusions made and all information in this Report is provided strictly in accordance with and subject to the limitations in Section 5.1.

Introduction
Background
1.1
URS Australia Pty Ltd (URS) was engaged by AGL Upstream Investments Pty Ltd (AGL) to undertake an investigation of shallow soil quality at the AGL Sugarloaf 03 (SL03) well site located in Menangle, NSW (the Site). The location of the Site is shown on Figure 1. The purpose of the work was to assess the soils in the immediate vicinity of the well site subsequent to a release of a foam compound (containing AMC Superfoam) during site workover operations on 17 May 2011.

Objectives
The objectives of the investigation were to: assess background quality of surface soils of the area; assess quality of the surface soils within the area of the foam release ; and assess whether the release of the foam has caused an adverse impact on the immediate area.
1.3
Site Description
The Site is located on an open rural grazing area (Photos 1 and 5). A coal seam gas well (SL03) and associated pipe work is in operation at the Site (Photo 3). There is a shale access road leading to the well site which is situated on a shale covered work pad (Photos 1, 3 and 5). A water storage dam and canal operated by Sydney Catchment Authority (SCA) is located approximately 200 m down slope (north) of the well site (Photo 2). The foam release was reported by AGL to have extended across an area approximately 40 m north of the well site (refer to Figure 1) (Photo 4).

Methodology
Scope of Work
2.1
URS were instructed by AGL to complete the following scope of work: An Occupational Health and Safety (OH&S) plan was prepared for field works that comprised task specific job safety analyses (JSAs), emergency response protocol, communication plan, hazards and controls, fatigue management, chemicals of potential concern (COPC) and job-specific, personal protective equipment (PPE). A URS field scientist was inducted onto the Site by AGLs site representative. The sampling area was inspected and surface soil sample locations were established. Sampling of surface soils was undertaken on 26 May 2011 between 1450 and 1555. 11 locations were sampled using a hand trowel to provide coverage of the footprint of the release area and the immediate down gradient area. Sampling locations are shown on Figure 1. Individual samples were collected from the four approximate corners and centre of the identified footprint of the foam release area as well as down gradient of this area. Sampling of surface soils was also carried out at two locations to the south and east of the well site, to assess background soil quality conditions. Two locations were considered appropriate for the collection of representative background samples. Surface soils were collected from a maximum depth of 0.1 m below ground level (mbgl). In addition to the samples URS collected, AGL also collected three surface samples in the immediate area of the foam release on 20 May 2011 at 4.30pm. The locations of these samples are shown on Figure 1. Soil samples were dispatched to ALS (the NATA accredited subcontracted environmental laboratory) for analysis for the following contaminants of potential concern (COPC) and soil quality indicators: o COPCs: Hydrocarbons (analysed as total petroleum hydrocarbons/total recoverable hydrocarbons (TPH/TRH)); benzene, toluene, ethylbenzene and xylene compounds (BTEX) Volatile organic compounds (VOCs); heavy metals (arsenic, cadmium, chromium, copper, lead, nickel, zinc, and mercury) organochlorine (OC) and organophosphorus (OP) pesticides polycyclic aromatic hydrocarbons (PAHs) anionic surfactants (as (Methylene Blue Active Substances - MBAS) o Soil quality indicators: pH electrical conductivity (EC) organic matter total nitrogen total phosphorus Total soluble salts major cations.
Anionic surfactants (as MBAS) were analysed as instructed by AGL on the basis that the foam contains the specific chemical. Other COPCs were selected based on a suite of common contaminants relative to assessing land contamination and recommended in NSW EPA and National

(i.e. NEPM) guideline documents (refer to section 3). These COPC have published Health-based and Ecological Investigation Levels (HILs) that can be used to assess potential impacts. Soil quality parameters were selected based on key quality indicators provided on the NSW Department of Primary Industries (DPI) web page for assessing soil health and fertility (www.dpi.nsw.gov.au/agriculture/resources/soils).
2.2
Sample Identification
Sampling locations were identified as follows: Identified foam release area: URS samples SB1, SB2, SB3, SB4 and SB11. AGL sample SL03.002. Down gradient of spill area: URS samples SB7, SB8, SB9 and SB10. AGL sample SL03.001 Background: URS samples SB5 and SB6 AGL sample SL03.003. For a detailed overview of soil sampling locations see Figure 1.

URS samples were collected using a stainless steel hand trowel at each location, which was decontaminated between each sampling location. URS field scientists used disposable nitrile gloves to handle and transfer sampling equipment and soil samples. URS samples were transferred directly into laboratory-prepared, acid-washed and solventrinsed, 250g glass jars. Each jar was filled, capped with a Teflon-lined lid and stored immediately in an insulated chest containing ice. URS collected soil samples were transported to ALS (the NATA accredited contracted environmental laboratory), using strict Chain-of-Custody procedures. Analyses were subsequently conducted on discrete (un-composited) samples for the analytical parameters listed in Section 2.1. Completed Chain-of-Custody documentation and a Sample Receipt Advice form, certifying the condition of the samples upon arrival at the laboratory, are presented in Appendix B. URS fieldwork Quality Control (QC) was maintained in the field during soil sampling, which included collection of one field duplicate sample. Analytical results for the field QC sample are discussed in Section 4.2.

Assessment Criteria
Analytical results were assessed against environmental guidelines published or approved by the NSW Office of Environment and Heritage (as NSW EPA), which incorporated: NEPM 1999, Schedule B(1) Guideline on the Investigation Levels for Soil and Groundwater, National Environmental Protection (Assessment of Site Contamination) Measure 1999, National Environmental Protection Council; and NSW EPA 1994, Threshold Concentrations for Sensitive Land Use Soils, in Guidelines for Assessing Service Station Sites (1994), for contaminant parameters not addressed in the NEPC Assessing Service Station Sites, NSW Environment Protection Authority (EPA). The NEPM 1999 EILs were applied for inorganic analytes; however, the NSW EPA 1994 sensitive land use thresholds were used for total petroleum hydrocarbons (TPH), and BTEX, for which EILs were not available. Results for soil quality indicators were interpreted against guidance provided by NSW Department of Primary Industry (DPI) for assessing soil health and fertility (www.dpi.nsw.gov.au). For the purposes of this assessment, the adopted guideline thresholds will henceforth be referred to as the Soil Investigation Levels (SILs).

Results
Analytical Data Validation
4.1
The analytical data produced by this investigation was validated in accordance with URS protocols. This process involved an evaluation of the quality assurance and quality control (QA/QC) procedures and results, which provided an indication of the accuracy and precision of the analytical data. URS assume that similar practices were followed during collection and transport of samples by AGL.
4.1.1
URS quality control in the field was assessed by collection of one field duplicate sample (QC100). Comparison of the data reported by the laboratory for the primary and secondary samples (Ref. Appendix B) showed that the data quality objectives were met.
4.1.2
ALS carried out internal QA/QC testing on a number of sample types, which included the laboratory duplicates on URS and anonymous samples, as well as a number of method blanks, matrix spikes and other laboratory control samples. An assessment of laboratory QA/QC results indicated that all relevant data quality objectives, in terms of document completeness, data comparability, sample representativeness and data precision, were also adequately maintained. URS note that ALS is accredited by the National Association of Testing Authorities (NATA) for analytical testing methods for the selected analytes in Section 2.1, with the exception of anionic surfactants (as MBAS).
4.1.3
On the basis of the analytical data validation procedure employed, the overall quality of the soil analytical data produced is considered to be of an acceptable standard valid for the purposes of the assessment.
4.2
Full results are presented in the Tables Appendix as Tables 1, 2, 3, 4 and 5 at the end of this report. Copies of the respective Laboratory Certificates and Data Validation summaries are provided in Appendices B and C, respectively.
4.2.1
COPCs
The upper, lower and mean concentrations for the tested analytes for both the foam release area and background soils are summarised in Table 4-1 below.

Results
Heavy Metals Mean metals concentrations in surface soils at the foam release area and down gradient areas were comparable with background soil concentrations and all metal concentrations were within the same order of magnitude. All maximum soil concentrations were below the SILs, indicating no adverse impacts from site activities in relation to heavy metals. AGL samples taken from the gas well infrastructure (SL03.001, SL03.002 and SL03.003) were not analysed for heavy metals. Organics No detectable concentrations of the organic compound groups were identified in the tested soil samples collected by URS. This was considered to indicate that the foam release area was not subject to adverse impacts from site activities in relation to the tested organic compounds. Anionic Surfactants No detectable concentrations of anionic surfactants were present in the soil samples analysed from specific locations. This was considered to indicate that the foam release area had not adversely affected soil quality in the spill area or in the down gradient area.
4.2.2
Soil Quality
The upper, lower and mean concentrations of soil quality data for both the foam release area, down gradient area and background soils are summarised in Table 4-2.

The minimum and maximum values for soil quality parameters were comparable to those reported for background conditions and indicated a low risk of adverse impacts to site surface soils resulting from the foam release.

Results
The mean electrical conductivity (EC) value in the foam release and down gradient areas (88 S/cm) was comparable with the mean background EC (92 S/cm) and consistent with the DPI-preferred EC of < 150 S/cm. The mean pH value in surface soils at the foam release area and down gradient area (pH 7.2) was comparable with the mean background value (pH 6.9). These pH levels indicated neutral pH conditions, which may be naturally occurring in the vicinity of the Site, although both areas were elevated above the DPI-preferred pH range of 5.8 6.3. The mean concentration of total nitrogen in surface soils at the foam release area and down gradient area (3,018 mg/kg) was comparable to the mean background concentration (3,105 mg/kg) and consistent with the DPI-preferred concentration of >20 mg/kg. The mean concentration of total phosphorus in surface soils at the foam release area and down gradient area (449 mg/kg) was comparable with the mean background concentration (379 mg/kg) and consistent with the DPI-preferred concentration of >50 mg/kg. The mean concentration of total soluble salts in the surface soils at the foam release area and down gradient area (637 mg/kg) is comparable to the background concentration (405 mg/kg). The mean concentration of organic carbon in surface soils at the foam release area and down gradient area (4.26%) was comparable with the mean background concentration (6%) and consistent with the DPI-preferred concentration of >2 %. The mean cation concentrations in surface soils at the foam release area and down gradient area were comparable with mean background concentrations, indicating soil cation exchange capacities (CEC) consistent with natural conditions.

Conclusions
Based on the findings of this investigation, URS make the following conclusion: The analytical results indicate there is no evidence that the release of foam at the Sugarloaf 03 well has caused adverse environmental impacts on the immediate vicinity of the identified spill site. URS also consider it is unlikely that the release of foam would have carried to SCAs water storage dam, located down slope of the release area. URS make this conclusion based on there being no detection of COPC (above the LOR) in the release area.

Subsurface conditions can vary across a particular site and cannot be exhaustively defined by the investigations described in this Report. It is unlikely therefore that the results and estimations expressed in this Report will represent conditions at any location removed from the specific points of sampling. A site which appears to be unaffected by contamination at the time the Report was prepared may later, due to natural phenomena or human intervention, become contaminated. Except as specifically stated above, URS makes no warranty, statement or representation of any kind concerning the suitability of the site for any purpose or the permissibility of any use, development or re-development of the site. Use, development or re-development of the site for any purpose may require planning and other approvals and, in some cases, environmental regulatory authority and accredited site auditor approvals. URS offers no opinion as to whether the current use has any or all approvals required, is operating in accordance with any approvals, the likelihood of obtaining any approvals for development or redevelopment of the site, or the conditions and obligations which such approvals may impose, which may include the requirement for additional environmental works. General Comments
The analytical procedures used by the Environmental Division have been developed from established internationally recognized procedures such as those published by the USEPA, APHA, AS and NEPM. In house developed procedures are employed in the absence of documented standards or by client request. Where moisture determination has been performed, results are reported on a dry weight basis. Where a reported less than (<) result is higher than the LOR, this may be due to primary sample extract/digestate dilution and/or insuffient sample for analysis. Where the LOR of a reported result differs from standard LOR, this may be due to high moisture content, insufficient sample (reduced weight employed) or matrix interference. When sampling time information is not provided by the client, sampling dates are shown without a time component. In these instances, the time component has been assumed by the laboratory for processing purposes. Key : CAS Number = CAS registry number from database maintained by Chemical Abstracts Services. This method is compliant with NEPM (2010 Draft) Schedule B(3) Section 7.1 and Table 1 (14 day holding time). APHA 21st ed., 4500 NO3- F. Combined oxidised Nitrogen (NO2+NO3) in a water extract is determined by Cadmium Reduction, and direct colourimetry by Discrete Analyser. APHA 21st ed., 4500-Norg-D Soil samples are digested using Kjeldahl digestion followed by determination by Discrete Analyser. APHA 21st ed., 4500 Norg/NO3- Total Nitrogen is determined as the sum of TKN and Oxidised Nitrrogen, each determined seperately as N. APHA 21st ed., 4500 P-B&F This procedure involves sulfuric acid digestion and quantification using Discrete Analyser. APHA 21st ed., 5540 B & C. MBAS results determined following 1:5 solid / water leach. In-house, Mechanical agitation (tumbler). 10g of sample, Na2SO4 and surrogate are extracted with 20mL 1:1 DCM/Acetone by end over end tumble. The analytical procedures used by the Environmental Division have been developed from established internationally recognized procedures such as those published by the USEPA, APHA, AS and NEPM. In house developed procedures are employed in the absence of documented standards or by client request. Where moisture determination has been performed, results are reported on a dry weight basis. Where a reported less than (<) result is higher than the LOR, this may be due to primary sample extract/digestate dilution and/or insuffient sample for analysis. Where the LOR of a reported result differs from standard LOR, this may be due to high moisture content, insufficient sample (reduced weight employed) or matrix interference. The analytical procedures used by the Environmental Division have been developed from established internationally recognized procedures such as those published by the USEPA, APHA, AS and NEPM. In house developed procedures are employed in the absence of documented standards or by client request. Where moisture determination has been performed, results are reported on a dry weight basis. Where a reported less than (<) result is higher than the LOR, this may be due to primary sample extract/digestate dilution and/or insuffient sample for analysis. Where the LOR of a reported result differs from standard LOR, this may be due to high moisture content, insufficient sample (reduced weight employed) or matrix interference. This method is compliant with NEPM (1999) Schedule B(3) (Method 105) (USEPA SW 846 - 5030A) 5g of solid is shaken with surrogate and 10mL methanol prior to analysis by Purge and Trap - GC/MS. In-house, Mechanical agitation (tumbler). 20g of sample, Na2SO4 and surrogate are extracted with 150mL 1:1 DCM/Acetone by end over end tumble. The solvent is decanted, dehydrated and concentrated (by KD) to the desired volume for analysis. In-house, Mechanical agitation (tumbler). 10g of sample, Na2SO4 and surrogate are extracted with 20mL 1:1 DCM/Acetone by end over end tumble.
