GBV flagship plan


Eerste Begin Shelter is a shelter for abused women with their children, its is based on a partnership between CWDM and the Saartjie Baartman Centre. Furthermore, the shelter has developed successful networks and forged important relationships with relevant role players in the community. Among these are FAMSA, House of Hope, Departments of Social Development and Correctional Services.

Key aspects of the programme rolled-out by Eerste Begin; empower, educate, support and transform women and their children who have experience physical, emotional, verbal and or sexual abuse so that they can be safe, independent, emotionally healed and effectively skilled. providing short term accommodation (which is for 3 to 4 months); intensive therapeutic counselling work; legal intervention (including legal advice and assistance regarding protection orders and divorce procedures); psycho-educational workshops that focus on domestic violence, assertiveness, communication skills, self esteem building, parenting skills and other relevant topics; residents further receive job skills training and where possible are provided with income generating opportunities and job placements.

Gender structures

CWDM launched a forum of women councillors and officials on 28 August 2009. Establishing the forum and securing full representation as per adopted Terms of Reference 2-day workshop with Genderlinks on GBV Action Plan Participating in the Genderlinks GBV Summit in March 2010 Institutional arrangement by CWDM to support the work of the forum Gender Links assisted CWDM to conduct a situational analysis on gender equality at the institution Specific inclusion of supporting the forum and GBV Programme in the CWDM Social Development Strategy

Revised Terms of Reference for WinLG Forum to be adopted by all Mayors and Municipal Managers Revising the Draft Gender Action Plan Community based structures must be developed to facilitate the link between local government and the communities. Sustaining the work of the forum post LAUNCH Convincing other municipalities in the district to dedicate funding and other resources for gender based programmes

NEXT STEPS
The Womens Fair Share CW Women In Local Government Forum will be officially re-launched in May 2012 It was agreed that ideas around the launch should as far as possible take the following consensus framework into consideration: launch should take place in a rural setting; launch theme will have women working on farms as a central element; launch should have a stronger focus on empowerment and less on the ceremonial Terms of Reference will be signed off by Mayors and Municipal Managers at the District Coordinating Forum in May
