Minutes of Meeting of Westerwood Community Council Held at St Andrews and Cumbernauld Primary School Tuesday 20th March 2012

1. Ironside/Farrar Planning application This meeting was to allow Ironside Farrar the opportunity to conduct a public consultation on their proposed planning in Principle application for the land called Carrickstone Park between Dullatur, Westerwood, Carrickstone and Craigmarloch. Representing Ironside Farrar Albert Muckley, Julian Farrar and Janet Pope Julian led the presentation Director of I/F planning consultants for Scottish Enterprise. Scottish Enterprise has held this land for a number of years for industrial use - they are now looking to change this to a residential development. I/F have developed a series of plans for the 30 hectare site. Broadly speaking looking for an access road at Roundabout at junction Eastfield Road and Ratho Drive 265-300 houses proposed. This is a pre-application consultation to consult with the wider public and community councils. This is their opportunity to discuss with us any concerns before the planning application is submitted. We will seek to respond to any questions prior to submitting to planning. They must also send a report on their consultation process. At this stage it is the principle of the housing development and not specific houses. At this stage you can talk about your concerns. However, we still then have the right to object to their planning application once submitted to NLC. 1of 6

Q What is the current designation for this land? A This land was designated for business and industry but it is proposed under the new local plan that it will be changed to residential zone. Q- What consultation have you made to the local doctor surgeries? A We havent that is driven by NHS GW the local infrastructure is insufficient i.e. Medical centre Schooling There is not a secondary school on this side of the A80 Drainage and sewage issues in Dullatur A Services which are driven by new developments need to be reviewed with the council. We cant build new houses until the builder makes a provision towards Educational provision but there is no equivalent in Health provision it is demand led. We have looked a building a Community Facility Health Centre, Crche we have made provision for an ancillary facility. Q Clauses for social housing and education. The builder puts in a figure eg; 7,000 In some cases- Social housing has been forgone for a payment made. These payments though appear to be very insignificant! A The developers have a developer contribution to make the Council has the responsibility to provide the education but the developer is looked to provide the extra classroom contribution and the council works this figure out cost per house. Julian did acknowledge that there did appear to be a gap in this funding. He acknowledged that in community discussions there appears to be a delay in the contribution and work completed. EG: Recent sports facility in Croy took over 4years to provide the facility. Q In your planning demographic what are the figures projected for school age children? A - Primary school (none and denom), Secondary. Formula figure is used *************await from I/F If a school is 90% full then it would be considered full and costs that would be incurred to extend the school or in some cases provide a new school if over this figure. But this does not mean that it will necessarily be provided in this locality. Q How is traffic calculated? A A transport assessment uses a formula to calculate 300 more houses estimate 5% increase in traffic GW 10 years ago when we raised a previous objections at Public Enquiry Golf Course barrister National average of cars per household 0.7 per household this would not be the case in our area at least 2 cars per household. Eastfield Rd has now become a ratrun an incident on the motorway 2of 6

two weeks ago caused hours of havoc. At the Public Enquiry 10 years ago it was stated that the infrastructure was over capacity and there has already been more houses built during this time. GW Have you completed a traffic consultant? A - It is in progress at present. GW -Did you put up CCTV? A Not aware but could have been our traffic consultants. Q Major motorway construction traffic and already busy roads due to school this will be an even bigger issue for everyone when work begins A Unfortunately that would be inevitable with construction work Q Snow caused havoc in this area Eastfield Road was cut off for 2 days Q All of our services- dental, education, transport already at breaking point You mentioned formulas this area does not receive monies from the council in the first instance and no guarantee that it will come here. Q Scottish Water sewage issues in Dullatur residents were looking to sue for damage A Drainage splits into surface water rainfall does not end up in sewers. In Dullatur pump system for sewage the Developer will have to fund a sewage network upgrade and the Developer will have to make contributions to this cost. GW Scottish Water were invited to this meeting but felt they couldnt come along this evening if there is any development the builders will have to meet the cost Scottish Water will not meet the costs towards this. Cllr OBrien you dont know NLC this council inherited a substantial assets from Cumbernauld Development Council this council has sold off the land and the monies have not been spent back in our area. We dont know how much but we estimate that it would be 150-200m. You were discussing planning gain a kick back for new developments the only area in the whole of the council that has never had any planning gain spent. The monies raised has been used elsewhere. Q. Who can I contact at Scottish Enterprise to discuss? Where is the money going from sale? A Unable to give name at present but will forward to Community Council Q. when you put in your PP with all your figures does it become a public document? A Yes Q Who is going to buy these houses? A- housing market has struggled for the last few years we are now seeing a modest increase. There is an expectation that some level of recovery will be anticipated for 2014 Scottish Enterprise hope to sell it to a developer with planning consent. Q. Have they considered something other than housing? 3of 6

A They have looked at other things but this is the route they now wish to take Q lag time sale of site development of houses planning gain. There is another technique of re-zoning re-draw school boundaries. I would estimate minimum 90 primary school children using your figures from another development. how can we prevent re-zoning. A cannot answer this point I/F and Developer do not have control over where funds are allocated or how they provide education etc provision Q. Traffic no consideration for Community Park traffic plus the Mosque with over 300 car parking spaces. GW Developers have requested additional areas be included into the new Local Plan for residential purposes. Area agreed by reporter , the land east of Dobbies for approx 150 houses. It has been reported that Ogilvies have also been measuring their land next to the Westerwood Hotel. Q Doing a traffic survey at this time of year does not take into account the issues we had during the snow Q- NHS Lanarkshire have made cuts in this area already and we will be put under even more pressure Q how does Scottish Power think it will cope with the new houses? A Ian Steel Lanarkshire Zone Manager for North Lanarkshire Scottish Power a development of this nature will not cause us any issues the electricity network is supplied from Old Inns and Condorrat they are significant substations with sufficient capacity. We therefore have a number of options to supply a development of this size. 11,000volt network it should not cause us any issues. The decision Scottish Power has to make is it houses, commercial they all have different load profiles domestic fits with this area. Low voltage network (small electric boxes around area) the decision would be whether existing network could cope or if a new substation would be required. The network is supplied underground which is therefore must more secure and less likely for power cuts. Q. What are your other choices for the community zone? Do we have a say? A At planning you would have a say but medical facilities are demand driven. A planning condition for a community related space the Council decides. The residents only have a say via the council. Q. Is there any chance of stopping this? A It is in the new local plan for housing. The local authority is obliged to look at any development proposals. Q What provision do you have for telecommunications? Many people work from home and we have limited broadband. Has this been considered? 4of 6

A. (a resident who works for BT stated that) BT is currently deploying fibre optic - upgrade due between June and Sept Once the planning application is submitted we have every right to object and follow the normal process of doing so.

2. How do we progress? It was agreed that everyone wished to object to this proposed application. A letter has been drafted by Gordon Wright our Chair (copy attached which you can print off, add your address and sign and drop off at any Westerwood CC committees house) Copies were distributed for signature and for further distribution to any other residents. A resident has offered to prepare a banner(s) for the proposed entrances stating 300 houses to be built here .. if you want to object go to www.westerwood.co.uk

4. Police PC Joe Black our new Community Officer very little crime in the last month. Only incident Queens Drive a set of number plates stolen. Main complaints have been speeding cars. Q Is a Patrol car still going round Birkdale Drive? A Yes we are still patrolling area. We are periodically putting an unmarked car around the streets during the evening due to previous break ins.
