The Ulster Hockey Union (hereinafter called Ulster Hockey) wishes to recruit an Executive Manager. This is a new position, where the post holder will lead the organisation and work with the Management Board (hereinafter called the Board) to shape its future strategic direction. The person appointed will report to the Board and will be directly accountable to the Chairperson of the Board. From May 2009 Ulster Hockey will be the governing body for hockey in Ulster and will be responsible for the promotion, development, management and control of all hockey in Ulster. Ulster Hockey is affiliated to the Irish Hockey Association. Strategic Planning and Policy development 1. Lead the implementation of the amalgamation of Ulster Hockey ensuring agreement and implementation across the sport on a longterm strategy for the development of hockey in Ulster. 2. Lead a structural review process based on audit recommendations to ensure that Ulster Hockey has appropriate structures, systems and policies and procedures in place to govern, manage and develop hockey in Ulster. 3. Develop and implement an annual business plan in conjunction with the Board setting out key annual goals, performance indicators and resource allocation to achieve goals. Annual plans will be aligned with Ulster Hockeys overall strategic priorities for 2009-2013 and will be developed following appropriate consultation. 4. Monitor, review and update the business plan and strategic plan annually and produce progress reports quarterly. 5. Establish partnerships with a range of organisations including Sport Northern Ireland, Irish Hockey Association, education, local authorities and other voluntary, public and private sector organisations which can

contribute to the development of hockey in Ulster in line with the Ulster Hockey strategic plan. 6. Attend Board meetings providing detailed reports relating to strategic development, finance, personnel, sponsorship. Financial & Business Management 7. In conjunction with the Board and Honorary Treasurer, plan and manage the financial affairs of Ulster Hockey. In particular: Present accurate financial budgets and reports to the Board; Ensure that appropriate financial policies and procedures are developed and implemented. Develop, implement and monitor appropriate and robust procedures for the procurement of goods and services. Source, prepare, generate and manage funding in support of the strategic development of hockey in Ulster. This will include grant applications to Irish Hockey Association, Sport NI and any other available sources of funding to increase programme budgets for the sport.

10. Proactively seek and negotiate all forms of sponsorship and additional sources of funding. All agreements are subject to Board approval. 11. Develop promotional and marketing strategies to increase the commercial potential of Ulster Hockey. 12. Establish and develop relationships with the media to represent and promote Ulster Hockey at every opportunity. 13. Initiate public relations for the best promotion of Ulster Hockey to clubs, players and the public 14. Take responsibility for human resource management of all staff employed by Ulster Hockey including: a. Day to day line management b. Performance Management work programming, annual appraisal and quarterly reporting c. Training and Development sourcing and agreeing training and development opportunities for all staff. This will include all administrative aspects of the human resource function under instruction of the Board. 15. Manage the day to day operations of Ulster Hockey including developing, implementing and maintaining office systems for

accounting services, database implementation and management, asset management, office accommodation and computer systems. Domestic and Performance Systems 16. Develop and promote relationships with all clubs affiliated to Ulster Hockey. 17. Develop a strategy to support all age groups playing hockey and ensure that group elite performers at all age levels have necessary support and opportunities. 18. Advise clubs of funding opportunities available to them and providing appropriate information and support to assist their application. 19. Identify areas where new clubs may be established and target resources to increase membership of Ulster Hockey. 20. Provide and maintain a database of facilities available for the playing of hockey in the Province. General duties 21. Lead and co-ordinate the development of policies and procedures in line with Equality, Disability, Child Protection and Anti-Doping legislation. 22. Provide appropriate advice and information to enable the Board to fulfil its governance responsibilities and discharge its constitutional obligations and duties. 23. Comply with all legislation relating to Ulster Hockey business and responsibilities. 24. Lead and manage all agreed marketing and public relation activities ensuring maximum positive publicity for the development of the sport. 25. Lead on communications with SportNI, Sports Institute NI, NI Sports Forum and Government Departments in conjunction with the Chairman of the Board. 26. Provide quarterly reports to the Board and to SportNI in line with goals identified within the strategic and business plans.
