1. What are the current issues in your agency that you believe serve as hindrances to quality public service delivery? Provide solutions to those identified problems. The Laguna State Polytechnic University (Siniloan Campus) is a national government funded educational institution of higher learning tasked to carry-out four mandates namely- Instruction, Research, Extension, and Production. In lieu of these, the university anchors its existence and operation with this motto-In Service To Motherland and Humanity. The point in question is how to realize the universitys motto through the appreciation of the needs of the public in contact as well as of stewards(public servants) of public welfare. The current issues in our agency that I believe serve as hindrances to quality public service delivery and plausible solutions are the following: 1. 2. 3. 4. 5. 2. The problems and issues identified in question no. 1 are rooted in the

authoritative style of leadership in which the public in contact/clients are not taken into account. In addition, the subordinates exist in a very rigid working environment and initiative is lacking, if not minimal, due to the administrations over imposition. In this context, quality public service is compromised. The solutions provided are economical, efficient, and effective (see table in question

no. 1). The following reasons are the proofs: a.) easy access to computer/information technology at present; b.) faculty members would definitely and greatly be benefited; c.) measures against deviation from the development plan; d.) participatory management and consensus will result; e.) the principle of merit-based system will highly enhance support to designated heads of offices and could be point of challenge for others to perform well.
3. As I observe, the two problems confronting the financial status of the national

government and considered as imminent threats to genuine and sustainable development are economic exploitation by another country; and unstable agricultural production. These two are the causes of unparalleled competition in the advantage developed countries. As these two are intertwined, gravest financial instability occurs. Economic exploitation by another country results to less revenue to our national coppers as imports are greater than exports. Highly developed countries can do this because of our dependency to their finished products. Our country could not boast of our own legitimate industry ( ex. car manufacturing among others). Hence, we lag behind and fall prey to tricky economic package of powerful nations which benefit them instead. We remain at the mercy of powerful nations foreign policy which is directly hostile to truly crafting our domestic policy that would serve our best interest. Connected to this domestic policy is the stunted growth and retardation of our agricultural sector. It is deemed that agriculture is the backbone of the economy. How can a nation steer to genuine development if the base(agriculture) is taken for granted. This is so, because policy makers have differing interests not identified with the majority of the common tao. Policy makers who belong to the elite intentionally enact laws that render the common tao dependent to them so that they will remain in control of the factors of production ( land, labor, capital, and entrepreneur). This results to alienation from the produce their sweat and blood, and generates to minimal agricultural growth trend. How can these problems be addressed? What administrative policies are plausible? Indeed, there are numerous laws since the post-war era that had been implemented regarding import-export and agricultural sectors. There are particular agencies that plan and regulate such as National Economic and Development Authority (NEDA), and the Board of Investments (BOI). But existing laws and agencies are somewhat indecisive perhaps due to dubious political environment. What propositions could possibly be appropriate to these issues. A fiscal policy that imposes higher tax duties to importers and lower tax duties to exporters; subsidies to small and medium enterprises; sponsoring of contests and trade exhibitions to encourage technological and intellectual

investments among the locals. Administrative policies should get in the way. Political will should be manifested by those in office. NEDA shall be empowered more in terms of monitoring the projects initiated and approved by it. BOI shall encourage investors, local and foreign alike, to delve into agro-industry so that agricultural have sure post-harvest processing that will result to legitimate Filipino industries. I know that these issues at hand are complicated, and thus need an in-depth attention and study. But for the time being, these I can propose.

4. Institutional plans are inevitable guides of every administrator to attain the goals

and objectives of his/her institution. Where will my institution be after three years from now with respect to the financial part of my major institutional programs in its present rate and direction.( shown in q.1, table) As a state university, it is mandated to carry-out four functions- Instruction, Research, Extension, and Production. These mandates are the bases of its strengths and opportunities as well. Strategic alliances and linkages can be forged to develop appropriate training program, and novel products services. Its weaknesses and threats come from revenues collected through tuition fees and income generating projects which fluctuate from time to time due to the over-all economic situation in our country that affects the clienteles financial capacity. In lieu of this, the universitys thrusts should be the crafting of contextual courses and projects in congruence with the district, provincial, regional, and national objectives and goals relative to its vision and mission. With this the universitys financial status can be assured and more and varied services be crafted.
5. Is perseverance equally meant hard work? Let us first analyse these terms. The

former means determination, resolution while the latter means productiveness, conscientiousness. Both terms could be used interchangeably depending on the purpose of the doer of an action. But these terms could have different connotations to Filipinos. Perseverance could mean passiveness which is inaction in the midst of trial, just enduring it. This attitude is prevalent among the lower class but blame could not be put on them totally. This social situation hinders, in one way or another, the governments effort to forge progress and development. Hard work, as I observe, is egoistic on the part of the upper class: Christians on Sundays but not on weekdays. I think what is lacking in the Filipinos is the power of collective action. There is quality in the collective that focus can be made on the diverse issues, and yet, focus is also being made on single issue. Just like in a chess game, the mid game is important for setting up

the end game. The end game is to be actively involved in the governance of our nation so that we could be at par with highly developed countries. The talents are within us because every people possess the same intelligence and skill regardless of color and physique. As Dr. Jose Rizal mentioned of the universality of genius during his salute to Juan Luna and Felix Hidalgo on the occasion of winning in the art exhibition. This means truly that there is hope in being Filipinos only if we have faith in being Filipinos.
