Urbanest Set-up in UAE


The Business
Urbanest is a privately funded business which was launched in Australia in 2007 to become Australia's largest provider of student accommodation. It has operations in Sydney, Brisbane and Adelaide and has also established itself in London. They are now planning to develop further in Ireland, Japan, North America and the UAE. Operations in Dubai are to begin with a new Urbanest building (350 rooms) in September 2014. The business should ideally focus on services over price. There are around 165 000 non-emarati students* consisting of over 150 nationalities. This provides the company with a potential market to set up operations. The students who come here choose the place for the quality of education, the high standard of living, freedom & security. By providing staff with the necessary resources, we create and sustain rich residential environments for a diverse student population

Ideal Location
In Dubai, there are 2 locations that have been dedicated for higher education institutes. One is Knowledge Village near Jumeirah, the other is Dubai International Academic City (DIAC). The most ideal location would be in DIAC as the place has a higher number of colleges & the area is still developing. Also, there are very few accommodations available to students in the area.

UAE Laws
There are seven business structures that are stipulated by Federal Law No. 8 of 1984 concerning commercial companies and amended by the Companies Law, Federal Law No. 15 of 1998. These constitute the complete range of entities that are permissible; however these are the most common company structures that are followed here.

But before anything a trade license must be obtained from the Dubai Department of Economic Development (DED) prior to the entity commencing commercial activities. Certain business sectors may also require further approval from various ministries or other authorities. And certain commercial activities are restricted to UAE nationals or companies fully owned by UAE nationals. Business Trade License Prior to operating any business in Dubai, the steps outlined below must be undertaken in order to meet the legal requirements of all concerned government authorities and to guarantee maximum commercial benefit for the business owner: 1. Determine, in the beginning, the category/categories (commercial, industrial and/or professional) and type of business activity/activities to be practiced. Please determine all the related business activities that can be included within each business license, subject to a maximum of ten activities per license. For more details, please go to Activities Search e-service. 2. Determine the appropriate business legal form for your business taking into consideration the desired business activity/activities and the number and nationalities of the business owners. For more details, please refer to Legal Business Structures. 3. Confirm all the requirements of the license to be issued. For more details, please refer to New Business Registration. 4. Determine the trade name of the business. To review the terms and conditions for the selection and approval of trade names, please go to Trade Name Reservation e-service. 5. Submit an application to the Department for an Initial Approval and registering the trade name, either by a personal visit to the Department Offices and its external branches or through the Internet Services that are available on the website. 6. After getting the Initial Approval you can lease premises and contact the counter of the Planning Department of Dubai Municipality in order to verify that this said premise is suitable for the business. 7. Prepare all required documents and submit an application to the Department or one of its external branches for paying the required fees to obtain a final license.

Submit an application to one of the Department external branches for a signboard permit for a business trade name as required by the economic regulations (http://www.dubaided.gov.ae/English/reglcening/prabus/default.aspx) After setting up operations the company should make sure the student housing complies with UAE Laws. o o o o o o o o Urbanest has to get prior permission from Government authorities on land acquisition, permits, etc. There should be a separation of female & male accommodations Urbanest should comply with Civil Defense requirements for Fire & Safety The company should comply with UAE Business & Trade Laws The housing facility has to meet the building & construction standards The housing facility will have to register itself to DEWA (Dubai Electricity & Water Authority) The proposed location area falls under DIAC authority which has its own rules & regulations. The HR activities should comply with UAE Labor Laws

Other UAE rules & regulations Building Requirements 1. The building should follow a similar layout as it follows in Adelaide, Australia 2. Urbanest should provide for furnished, ready-to move in apartments for students 3. As this region receives a lot of sun throughout the year, the building can be designed to take maximum advantage of this. 4. Initially, instead of taking an office in the city the company can choose to integrate its office within the housing community. As operations expand the company can move out its office area outside. 5. The interiors of the building should have modern styling with a bright color scheme similar to its existing accommodations 6. Air conditioning is a given for this region. Preferably, central air cooling will be effective & more feasible 7. The building should provide parking spaces within its compound for students who have vehicles.

Services
As we will be competing on services we should identify what key services should be offered to be an orderwinner. 1. It can provide for common room or a lounge for occupants to relax & interact. 2. In house health club facility like a gym 3. Recreational facilities like a T.V rooms, computer desks, Mini Library, indoor gaming facilities like pool tables, foosball tables, board games, video games etc. should be provided to engage students in their free time. 4. The building should have a Wifi network access for high speed internet e.g 20 Mbps. This can be provided by either Du or Etisalat. 5. The company can outsource cleaning & maintenance services to local companies for cleaning & housekeeping services. Housekeeping service should be provided every alternate day while cleaning & maintenance of the building should be carried out daily. 6. Depending on the financial feasibility the company can provide for outdoor recreational facilities like a park/garden, jogging & cycling track, outdoor sports facilities like basketball boards, volleyball or badminton courts, football play areas etc. 7. The company should provide students with a dine-in facility that can be outsourced to a reputed caterer to provide students with wholesome & healthy meals.

Urbanest can tie up with a local bank to provide for ATM facility within the compound 10. The building should have in-house laundry facilities for students. This can again be outsourced to reputed vendors. 11. The price offered to students should be in an all inclusive bundle without any hidden costs. The company can however offer extras like Kitchen packs, Linen packs, Bathroom Kit etc. 12. Tie up with DIAC authorities to provide an on station Ambulance for emergencies. The company should follow an ethnocentric approach where the top manager should be an expatriate from the parent company. In this case the Regional Business Director should be from Urbanest HQ, he will have full knowledge of the organizational culture, working & services offered by Urbanest. Under him there will be a Facilities Manager, a Finance Manager, & HR & Administration Manager. The Facilities manager will be directly handling the daily operations & running of the housing facility. He will have 2 supervisors to assist him in handling the housing services & maintenance teams. The facilities manager will also carry out customer support & basic marketing activities. He will also be residing within the compound & will also act as warden for the students.

Finance Manager will take care of the financial needs of the company he will have an accountant & cashier under him to assist him with daily finances. The HR & Admin manager will take care of all HR related activities & outsourcing of personnel. He will have an HR executive to assist him in maintaining rosters & payrolls. The PR Officer is important for this region as he will liaison between the authorities & the organization especially with regard to visa & immigration. The security team will be lead by the Security supervisor.

Recruitment & Selection


Following an ethnocentric approach to recruitment the top position of Regional Business Director should be recruited internally from Urbanest. He/She could be selected either through promotion, transfer or job posting. As the business will be a new set up it becomes important for the business to be lead by someone who knows the business. An internal employee is well aware of the corporate culture & business processes of the organization. The person will also bring with him relative experience working in the same organization & will be more capable of implementing HQ policies & instructions. This person should be hired on a long term contract (3-5 years) as he will establish & operate the business. The Middle level positions can be filled from the local market here. Local recruitment agencies are well equipped to provide us candidates for these roles. They have a large database & are constantly updating themselves with new applicants & positions. E.g. Nadia, Charteredhouse, Naseba, GulfTalent etc. These positions like all other management positions should be annually renewed but initially the company should retain these employees for a longer duration. For positions under the managers, the IT professional & F&B in charge; the best source of recruitment would be the Appointment pages in the local pages. These pages are widely circulated & have a wide reach. The staff positions under the various supervisors should be outsourced to various contractors. These agencies provide staff for all required services. These teams can be hired on contract basis that is renewed annually or semi-annually. The staff is skilled & experienced in their field of work & it will prove cost effective for the company in the long run as well.

Selection Basis
For the top level positions the candidate should go through a personality test & cultural compatibility exercise along with selection interview. For middle level the selection should be done through various rounds of selection interview we would look for individuals who have previous worked with start ups, which have a customer focus, & are well qualified for the job. While for the positions under these managers each position will have a more specified requirement. Selection tests & interview would be the ideal way for selecting these positions. Performance Criteria
The organizations formal performance management system should apply to most of the working groups as it is a key in understanding how the workforce is delivering with respect to the strategic goals of the business. The processes should apply to Senior, Middle & other professional staff within the company. For early operations, it is ideal to apply MBO & KPI (Key Performance Indicators) techniques in assessing performance. The management should adopt different time spans of appraisal for different groups through Management by Objectives of each employee in the group. Individual, team and organizational objectives should be linked by a) By cascading approach (Top-Down Approach) b) By enabling employees to see how their job contributes to the overall objectives of the organization through frequent interactions c) By comparing employee performance with work groups The performance management process should follow these steps: The employee should receive his objectives from his direct manager for each quarter; these main objectives should then have secondary smaller objectives to be completed on time basis. Priorities of the objectives are also to be set so that the employee can have flexibility Secondly, Based on the objectives of the employee, performance factors should be set by his manager to help in performance evaluation Thirdly, routinely the employee can report back on the status of his objectives and his comments. The performance of the employee should be reviewed quarterly and then an annual review can be conducted where the manager gives his comments about the employees performance The manager is assisted by a reviewing manager(HR& Admin/Regional Business Director) who gives his comments on the performance of the employee based on his achievement in completing the objectives and comments of his manager Based on the performance of the employee the manager then deduces the development needs of the employee if required Before the final evaluation is done the employee should give his comments or a self-appraisal. Finally, overall rating of the employee is given by the year end, the rating is given as follows : a) A - Outstanding b) B - Exceeds Expectations c) C Meeting Expectations d) D Development needed Based on these rankings the employees performance rewards are decided and poor performers are provided with more training and improvement coaching where they can discover what went wrong. This performance system can be adopted in most part of the organization but it may differ for the Regional Business Director & the contracted staff. The performance management of the Regional Business Director can be carried out by the HQ through a similar process or the one currently being followed at Urbanest.
