Introduccin - Introduction
La economa mundial experiment una ligera desaceleracin durante el ao fiscal 2007, debido al leve debilitamiento que la economa norteamericana sufri en dicho ao. En particular, la economa de los Estados Unidos creci a una tasa anual real de 2.9 por ciento en el ao fiscal 2006, mientras que creci 2.2 por ciento en el ao fiscal 2007. Esto represent una reduccin en el estmulo para la economa mundial que tuvo su impacto en Puerto Rico. Los datos revisados de la Junta de Planificacin muestran que durante el ao fiscal 2007 el producto nacional bruto (PNB) tuvo un decrecimiento real de 1.8 por ciento en comparacin con el ao fiscal anterior, mientras que para el ao fiscal 2006 creci por slo 0.5 por ciento. Esta pobre ejecucin es el resultado de una recesin que comenz durante el primer trimestre de 2006 y que al presente (octubre de 2008) no ha terminado. Entre las causas de esta recesin se encuentran las alzas continuas de los precios del petrleo, los ajustes financieros que han sido necesarios para enfrentar la crisis hipotecaria en EE.UU., que ha tenido sus efectos directos en la economa local, y los ajustes fiscales durante los aos fiscales 2006 y 2007. Los indicadores econmicos a corto plazo ya disponibles para el ao fiscal 2008 reflejan que la economa contina en una fase de contraccin moderada que comenz para el primer trimestre de 2006. De este modo, se puede adelantar que los componentes ms importantes del producto nacional bruto de Puerto Rico mostrarn un decrecimiento para el ao fiscal 2008, y que las dificultades pueden extenderse durante algunos meses del ao fiscal 2009. El Puerto Rico en Cifras 2007 sirve como una gua de referencia rpida sobre la economa de Puerto Rico con una resea breve de los principales indicadores econmicos. Las tablas y grficos se actualizaron para reflejar los datos y el desempeo del ao fiscal 2007, el cual termin el 30 de junio de 2007. Short-term economic indicators already available for fiscal year 2008 show that the economy continues in a moderate contracting phase that began on the first quarter of 2006. Thus, we can anticipate that the most important components of Puerto Ricos GNP will move downward during fiscal year 2008, and that said trend could extend for several months into fiscal 2009. Puerto Rico in Figures 2007 is intended to serve as a quick reference guide to Puerto Ricos economy, with a brief description of all major economic indicators. The tables and graphs have been updated to show data and performance as of fiscal year 2007, which ended on June 30, 2007. Puerto Rico Planning Board revised data show that during fiscal year 2007 the gross national product (GNP) registered a 1.8 percent real reduction as compared to the previous fiscal year, while for fiscal 2006 it grew only 0.5 percent. This poor performance is the result of a recession that began during the first quarter of 2006 and that still persists as of October 2008. The causes for this recession include the continued increases in oil prices, the financial adjustments that have been necessary to manage the crisis in the mortgage market in the U.S., which have had direct impact on our local economy, and the fiscal adjustments made in fiscal years 2006 and 2007. The world economy experienced a slight deceleration during fiscal year 2007, due to the weaknesses experienced by the U.S. economy during the year. In particular, the United States economy advanced at a 2.9 percent real annual rate in fiscal year 2006, while it grew 2.2 percent in fiscal 2007. This represented a reduction in its stimulus on the world economy that had its impact on Puerto Rico.

La moneda, el sistema bancario y el sistema postal en la Isla estn integrados a los sistemas estadounidenses. Como los estados de EE.UU., Puerto Rico tiene un sistema jurdico local. Adems, Puerto Rico constituye un Distrito dentro del Sistema Jurdico Federal y muchas de las agencias federales estn representadas en la Isla. Puerto Rico, sin embargo, tiene su propio sistema de rentas internas y no est sujeto a contribuciones federales. In 1917 the people of Puerto Rico became U.S. citizens and in 1952 Puerto Rico ratified its Constitution, which established the Commonwealth of Puerto Rico, a political status placing Puerto Rico within the United States constitutional system. The Commonwealths Constitution is similar to that of the United States and provides for a governor and a bicameral legislature subject to elections every four years. The currency, banking, and postal systems of Puerto Rico are within the U.S. system. As in U.S. states, Puerto Rico has a local judicial system. Puerto Rico constitutes a District in the Federal Judiciary and has its own U.S. district court. Also, most U.S. federal agencies are represented on the Island. Puerto Rico, however, has its own internal revenue system and is not subject to U.S. taxes. Spanish and English are the official languages of Puerto Rico.

Durante el ao fiscal 2007, la economa de Puerto Rico experiment una contraccin, luego de la desaceleracin que reflej para el ao fiscal 2006. La recesin actual, que se ha extendido durante todo el ao fiscal 2008, se ha difundido a travs de varios sectores de la economa. Entre los factores que precipitaron esta contraccin econmica est el notable incremento que se registr por cuatro aos consecutivos (desde el ao fiscal 2003 al ao fiscal 2006) en el precio del barril de petrleo, y su estabilizacin a un nivel alto durante el ao fiscal 2007. Tomando como referencia el costo por barril de petrleo del West Texas Intermediate, los crecimientos fueron de doble dgito. En particular, 26.3 por ciento, 12.8 por ciento, 44.4 por ciento y 31.8 por ciento para los aos fiscales que van desde el 2003 hasta el 2006. Durante el ao fiscal 2007 se experiment una ligera baja de 1.3% en el precio del barril, pero el alza continu a doble dgito durante el ao fiscal 2008. En trminos macroeconmicos esto significa que de un gasto en las importaciones de petrleo y sus derivados de $1,675 millones en el ao fiscal 2002 aument a $5,228 millones en el ao fiscal 2007. Esto implica que la economa ha tenido que destinar $3,553 millones ms al consumo de petrleo y sus derivados en los ltimos cinco aos, mientras que antes se dedicaban a otros bienes y servicios afectndose as otros componentes de la demanda interna. La contraccin del PNB real durante el ao fiscal 2007 fue de 1.8% segn el estimado preliminar de la Junta de Planificacin. Esta reduccin se debi mayormente a la disminucin en la inversin real y en las ventas reales al resto del mundo, que reflejaron tasas de -3.2 por ciento y -3.8 por ciento, respectivamente. In fiscal year 2007 Puerto Ricos economy experienced a contraction, after the deceleration seen in fiscal year 2006. The current recession, which has extended through the entire fiscal year 2008, has affected several sectors of the economy. Among the factors that set off this economic contraction is the notable increase registered in the price of oil in the last four years (from fiscal 2003 to fiscal 2006), and its stabilization at a high price in fiscal year 2007. Using as reference the West Texas Intermediate price, it registered double digit increments. More specifically, increments of 26.3 percent, 12.8 percent, 44.4 percent, and 31.8 percent were registered for fiscal years 2003 to 2006. In fiscal year 2007 there was a slight decrease of 1.3% in the price of oil, but the two-digit increment trend continued during fiscal year 2008. In macroeconomic terms this means that the amount spent importing oil and derivative products grew from $1.7 billion in fiscal year 2002 to $5.2 billion in fiscal year 2007. This implies that the economy must now allocate $3.6 billion more for oil and derivative products consumption, whereas said funds were previously used in other goods and services, hence affecting other components of internal demand. According to the preliminary estimate of the Puerto Rico Planning Board, during fiscal year 2007 the real GNP contracted by 1.8%. This reduction was due mainly to the decline in real investment and in real sales to the rest of the world, which registered rates of -3.2 percent and -3.8 percent, respectively.

Inversin - Investment
La inversin fija, que se compone de la inversin en construccin y en maquinaria y equipo, fue uno de los principales promotores de la expansin econmica registrada durante la segunda mitad de la dcada pasada. Ambos indicadores alcanzaron niveles sin precedentes. Pero, como se esperaba, dichos niveles eran insostenibles y los niveles de inversin retornaron a cifras ms razonables, aunque el impacto no fue uniforme a travs de todo el gasto de inversin. Salvo en el ao fiscal 2004, la inversin en construccin ha mostrado tasas de crecimiento real negativas desde el ao fiscal 2001 hasta el ao fiscal 2007. La tasa de crecimiento anual promedio para la inversin en construccin desde el ao fiscal 2001 al 2007 fue -4.7 por ciento en trminos reales. Por otra parte, la inversin en maquinaria y equipo ha desarrollado un patrn diferente, mostrando un panorama ms alentador. La inversin real en maquinaria y equipo mostr tasas de crecimiento de dos dgitos durante varios aos de la dcada pasada mayormente debido a la inmensa cantidad de proyectos pblicos de infraestructura. El nivel extraordinario alcanzado en el 1999 se pudo mantener durante los aos fiscales subsiguientes, con pequeas bajas en los aos 2001, 2002 y 2005. Para este sector, la tasa de crecimiento anual promedio desde el ao fiscal 2000 al ao fiscal 2007 fue de 2.2 por ciento en trminos reales. Ms an, durante el ao fiscal 2007, en medio de la recesin, la inversin en maquinaria y equipo aument por 2.5 por ciento en trminos reales. Estos aumentos significativos a finales del perodo se debieron a proyectos en el sector privado y en el pblico. La proporcin de la inversin interna bruta de capital fijo con respecto al PNB, una medida clave de la tasa de inversin de un pas, fue de 19.9 por ciento en el ao fiscal 2007. Un factor importante para el desarrollo econmico es la efectividad de la inversin para generar ms expansiones y actividad econmica. Fixed investment, composed of construction and machinery and equipment (M&E) investment, was a major driving force behind the economic expansion of the second half of the last decade. Both indicators reached record levels. But as expected, those levels were unsustainable and investment levels declined returning to more reasonable figures, although the impact was not the same across the entire sector. With the exception of fiscal year 2004, construction investment has shown negative real growth rates from fiscal year 2001 up to fiscal year 2007. The average annual growth rate for construction investment from fiscal year 2001 to fiscal year 2007 was -4.7 percent in real terms. On the other hand, M&E investment has developed a different pattern with a positive outlook. Real M&E investment showed double-digit growth rates during several years of the previous decade due mainly to huge public infrastructure projects. The extraordinary level reached in 1999 was more or less maintained in the following fiscal years, with small declines in 2001, 2002 and 2005. For this sector, the average annual growth rate from fiscal year 2000 to fiscal year 2007 was 2.2 percent in real terms. Moreover, during fiscal year 2007, amidst a recession, M&E investment grew by 2.5 percent in real terms. These significant increases were due to the development of several private and public projects. The gross fixed domestic investment share of the GNP, a key measure of a countrys rate of investment, was 19.9 percent in fiscal year 2007. An important factor for economic development is the effectiveness of investment and its capacity to generate further expansions and economic activity.

La inversin real en construccin creci a paso acelerado durante la segunda mitad de la dcada pasada, registrando el rcord de $8,106 millones en el ao fiscal 2000, a precios del ao fiscal 2007. Dichos niveles de inversin eran insostenibles, como han demostrado las cifras de aos subsecuentes. La inversin real en construccin de vivienda continu creciendo luego del ao fiscal 2000, y registr $2,827 millones en el ao fiscal 2002. Luego de ese pico, se redujo a $2,452 millones en el ao fiscal 2005, aument ligeramente en el ao fiscal 2006, y volvi a contraerse durante el ao fiscal 2007, alcanzando la cifra de $2,405 millones, lo cual represent una merma real de 7.1 por ciento en ese ao fiscal. La inversin en construccin de viviendas aument dramticamente su proporcin con respecto a la inversin total en construccin, de 26.0 por ciento en el ao fiscal 1996 a 41.5 por ciento en el ao fiscal 2007. Por otra parte, la inversin real en construccin de edificios industriales y comerciales disminuy de su pico de $4,357 millones en el ao fiscal 2000 a $2,590 millones en el ao fiscal 2007, bajando su proporcin de 53.7 por ciento a 44.7 por ciento durante esos aos. Esta reduccin dramtica se relaciona con la reduccin en la manufactura, un resultado a largo plazo de la eliminacin del incentivo contributivo especial que el gobierno federal conceda a las compaas estadounidenses que establecan su produccin manufacturera en la Isla. La inversin pblica en construccin ha intentado balancear esa merma, pero la magnitud de la inversin no ha sido suficiente.
Real construction investment advanced at an accelerated pace during the second half of the previous decade, reaching a record level of $8.1 billion in fiscal year 2000, at fiscal year 2007 prices. Those investment levels were unsustainable, as subsequent years showed. Real housing construction investment continued growing after fiscal year 2000, and reached a level of $2.8 billion in fiscal year 2002. After that peak, it declined to $2.5 billion in fiscal year 2005, increased slightly in 2006 and declined again in fiscal year 2007 to $2.4 billion, a real decrease of 7.1 percent in the fiscal year. Housing construction increased dramatically its share, from 26.0 percent of total construction investment in fiscal year 1996 to 41.5 percent in fiscal year 2007. On the other hand, real construction investment on industrial and commercial buildings has dropped from a peak of $4.4 billion in fiscal year 2000 to $2.6 billion in fiscal year 2007, reducing from a 53.7 percent share of total investment to 44.7 percent during those years. This sharp decline is related to the decline in the manufacturing activity, a long-term result of the elimination of the special tax incentive that the federal government used to grant to U.S. companies that established operations on the Island. Though we have tried to offset that reduction with public construction investment, the magnitude of public investment has not been enough.

La inversin del sector privado en construccin, an con la ayuda de un ambiente de bajas tasas de inters, registr seis bajas consecutivas durante los aos fiscales del 2002 al 2007, cayendo al nivel de $3,281 millones. Sin embargo, en los cinco aos fiscales anteriores-1996 a 2001la inversin privada en construccin creci por ms del doble, o en un 115 por ciento en trminos reales. A pesar de las bajas registradas del 2002 al 2007, la porcin de inversin privada en construccin ha excedido la de inversin pblica desde el ao fiscal 1999. En resumen, en los ltimos siete aos la inversin en el sector de la construccin ha registrado reducciones en seis aos y aument slo en el 2004. Por lo tanto, este sector contina registrando niveles de inversin menores a los del ao 2000 y tardar varios aos ms en recuperarse. Private sector construction investment, even aided by a low interest rate environment, registered six consecutive declines from fiscal years 2002 to 2007, falling to a nominal level of $3.3 billion. However, in the five prior fiscal years, 1996 to 2001, private construction investment more than doubled, growing 115 percent in real terms. In spite of the drops from fiscal years 2002 to 2007, the share of private construction activity has exceeded that of public investment since fiscal year 1999. The bottom line for the construction investment sector during the last seven years is that it declined in six years and only registered an increase in fiscal year 2004. Therefore, this sector is still below the levels of investment registered in fiscal year 2000, and it will take several years to recover.

En octubre de 1995, el Banco Gubernamental de Fomento para Puerto Rico (BGF), en un esfuerzo por desarrollar el mercado financiero local, lanz el ndice de Acciones de Puerto Rico (PRSI, por sus siglas en ingls), el primer ndice compuesto exclusivamente por acciones de compaas locales que trafican sus acciones en los mercados de acciones de los Estados Unidos. El ndice fomenta el crecimiento de un mercado local para acciones, lo cual es una alternativa viable para financiar la expansin de compaas locales. El PRSI es un ndice ponderado a base de la capitalizacin de las compaas (o ponderado a base del valor de las acciones en el mercado) compuesto por nueve (9) empresas cuya matriz o principal lugar de negocios est localizado en Puerto Rico. Las compaas que componen el PRSI trafican sus acciones en los mercados de valores organizados (i.e. NYSE, AMEX) y en los mercados secundarios (over-the-counter, i.e. NASDAQ) a nivel nacional en los Estados Unidos.

Precios - Prices
La tendencia acelerada de crecimiento en los precios al consumidor, con tasas anuales que promediaron 8.9 por ciento para el ao fiscal 2004, aument por 13.5 por ciento en el 2005 y por 15.3 por ciento en el ao fiscal 2006. La divergencia con respecto a la tendencia en los precios en los Estados Unidos ha persistido durante casi diez aos fiscales. La razn principal para esta divergencia se relaciona con el hecho de que la canasta de bienes y servicios utilizada para estimar los cambios en precios en Puerto Rico se basa en el Estudio de Ingresos y Gastos de 1977. Este sistema de pesos ya est obsoleto y, en nuestra opinin, su uso produce que se sobreestimen significativamente los movimientos generales del ndice de Precios al Consumidor (IPC). De hecho, cuando comparamos las cifras del IPC con los deflactores de precios implcitos del PNB y los Gastos de Consumo Personal (GCP), observamos una tasa de inflacin mucho menor. Para el ao fiscal 2005, las tasas de inflacin informadas por el PNB y los GCP fueron de 4.0 por ciento y 3.6 por ciento, respectivamente. Para el ao fiscal 2006, las tasas de inflacin de acuerdo con los deflactores correspondientes para cada indicador fueron de 5.0 por ciento y 4.5 por ciento; y para el ao fiscal 2007 las tasas correspondientes fueron de 5.4 por ciento y 3.1 por ciento. Contina la inestabilidad e incertidumbre en el rengln de energa, lo cual ha provocado presin sobre los precios del crudo. Sin embargo, ha sido la categora de alimentos y bebidas, con un peso relativo de 59.5 por ciento, la que ha puesto la presin principal en el crecimiento del IPC. En agosto de 2007 (durante el segundo mes del ao fiscal 2008) se public un nuevo IPC, basado en una canasta de bienes y servicios diferente. Este ndice tiene su inicio en diciembre de 2006 (es decir, durante el sexto mes del ao fiscal 2007), y refleja una correccin significativa en el comportamiento de los precios. Tenemos disponibles ocho observaciones de cambios interanuales que reflejan mucha volatilidad. El crecimiento interanual del IPC de las 8 observaciones disponibles registran una inflacin promedio de 8.5%, pero todava se necesitan ms observaciones para efectuar un diagnstico ms detallado de la inflacin del pas. An accelerating trend in consumer price rises, with annual rates averaging 8.9 percent during fiscal year 2004, increased by 13.5 percent during 2005, and by 15.3 percent in fiscal year 2006. The divergence from price trends in the U.S. has persisted for almost ten fiscal years. The main reason for this divergence has to do with the fact that the market basket of goods and services used to estimate changes in prices is based on the 1977 Study of Income and Expenditures of Families. This system of weights has become outdated and, we believe, has significantly overstated the overall movements of the consumer price index (CPI). In fact, when we compare the figures from the CPI with the implicit price deflators from GNP and Personal Consumption Expenditures (PCE), we observe a much lower inflation rate. For fiscal year 2005, the inflation reported by the GNP and the PCE were 4.0 percent and 3.6 percent, respectively. And for fiscal year 2006, the inflation rates according to the respective deflators were 5.0 percent and 4.5 percent; and for fiscal year 2007 the corresponding rates were 5.4 percent and 3.1 percent. Instability and uncertainty in the energy front continue and have put upward pressure on oil prices. However, it has been the food and beverages category, with a relative weight of 59.5 percent, which has put the principal upward pressure on the CPI. In August 2007 (during the second month of the fiscal year 2008) the new CPI was released, based on a different consumer goods and services basket. The new CPI began in December 2006 (that is, during the sixth month of fiscal year 2007), and it shows a significant adjustment in the prices behavior. We have eight year-over-year percent changes that reflect volatility. The average of those yearover-year percent changes is 8.5 percent, but more observations are needed in order to perform a comprehensive analysis of the inflation in the Island.
