However, baby dumping is a social crisis and has a chronic increase as many cases are occurring in Malaysian society. The baby dumping refers to discarding or leaving alone, for an extended period of time, a child younger than 12 months of age in a public or private setting with the intent to dispose of the child. Based on Bukit Aman Police Headquarters statistics found a total of 580 babies were found dumped between year 2000 to 2006. This number of cases increase every year where as much as 65 baby dumping cases has increased to 83 cases in the year 2006. In the first 5 months, almost everyday there are reports on dumped baby cases.You read it on the front page of the newspaper or see it on the nightly news...a newborn baby found in a back alley. This scenario had been more serious from day to day although there are a lot about this in the mass media.
Mostly,among teenagers always seen to be involved in this situation. Teenage parents give birth in a motel room and leave the child for dead in a dumpster. A girl gives birth in a school bathroom at night. throws the baby into the garbage or in the toilet.These stories relate to one of the most frightening realities of our culture today: some children are viewed as problems to be thrown away rather than gifts to be treasured. More recently, the tragedy of Baby Dumping has begun to be addressed by state legislatures throughout the nation. For example, a number of states have passed laws to provide funding, care, and services for dumped children. These legislative actions have also established 'safe houses' - public centers such as fire stations, police stations, and other public areas where women can bring unwanted children rather then leave them in trash receptacles. The hope is that, by offering an alternative to dumping, women might leave their children with people who can help the baby. Surprisingly, these cases have got a lot of attention from the community. According to a reliable statistics, one baby is dumped every week. A figure that has trebled in the past decades. Causes include many social and cultural factors as well as mental illness. One factor that leads to child dumping is teenage pregnancy. Teenage pregnancy is defined as a teenage or underage girl becoming pregnant.This pregnancy of teenagers are a mere result of the gratification of sexual urges. That pregnancy might not happen only if studies were prioritized rather than having relationships with the opposite sex. No premarital sex, no early pregnancy. Worst thing about this is that it is the child that will suffer. If not aborted, they are dumped by their biological parents. Another factor is the family break-up. Family break-ups happen after a long period of misunderstandings, fighting and unhappiness. Sometimes they happen suddenly and it is hard to understand why there needs to be change at all. Children are mostly affected by this kind of situation. If both their mother and father decided to a divorce and one cannot raise their child alone, tendency is that they will dump their child. This child will become homeless and found himself alone. Poverty is also another factor that causes child dumping. Persons in cultures with poor social welfare systems who are not financially capable of taking care of a child are more likely to dump him/her. Political conditions, such as difficulty in adoption proceedings, may also contribute to child dumping, as can the lack of institutions, such as orphanages, to take in children whom their parents cannot support. Societies with strong social structures and liberal adoption laws tend to have lower rates of child dumping. Psychologists believe that even short-term dumping can damage a childs emotional and social development. Even short separations could have a negative effect on the childs ability to form close relationships, said Dr Michael Boulton, a child psychologist at the University of Keele. Babies often form attachments with their mother before birth. They know their mothers smell and turn to them when anxious or distressed. If they suddenly find they have gone it can be very damaging.

Dr Boulton said that mothers who dump their children normally do so under desperate circumstances. Having ones first child is the most stressful experience someone can go through. Young mothers can be vulnerable, especially if they are alone and do not have the experience or social support to cope.

PREVENTION Long-term solutions to the problem of baby dumping require efforts at prevention. Steps must be taken to prevent unwanted pregnancies, provide assistance to parents in crisis, and increase communication within families and communities.

Sexuality Education

Baby dumping presumably results from unwanted pregnancy. To prevent baby dumping, it is therefore ultimately necessary to educate individuals about sexuality. We supports age-appropriate comprehensive sexuality education, and recommends that schools and communities provide comprehensive sexuality education to all youth and families. Responding to Unwanted Pregnancy

Individuals experiencing unwanted pregnancies must receive support and services. Communities should examine their capacity to provide the range of supports and services needed by individuals experiencing unwanted pregnancies. These services must also be publicized; people cannot use services that they do not know about. Finally, education efforts should strive to increase communication among youth, families, and communities. Increased communication may minimize the shame and secrecy associated with an unwanted pregnancy and make young people more likely to take advantage of supports and services in their families and communities. The other ways to prevent this problem are : - focusing the prevention programs towards the regions and categories of population with increased risks of dumping; - setting up a coherent reporting and monitoring system as regards the dumping and the risk of abandonment; - hiring social workers in all sanitary units depending on the number of doctors existing in the unit; - hiring community medical assistants and physicians in all the communities presenting increased risks of dumping; - standardizing the written forms and the procedures of registering women which get admitted in maternities in order to give birth; - elaborating procedures for keeping records of mothers and children without identity papers and creating a database on this matter. Malaysia is grappling with the rising cases of abandoned babies, "forcing" the Malaysian police to investigate baby-dumping cases under the Malaysian Penal Code for murder or attempt murder. The Malaysian public blame premarital sex on the over-exposure to sexually-liberal western culture, while the Malaysian government considers including sex education in school syllabus. Experts, on the other hand, say the first step to curb the rising trend is to start educating the young about their choices. Linda became pregnant when she was just about to graduate from high school.

Not knowing what to do, the 20-year-old was devastated as her parents wanted her pregnancy to remain a secret. But later she found the Kewaja Rehabilitation centre, a women's shelter in Kuala Lumpur -which has now become her temporary home until she is due in October this year. This year alone, the Malaysian police have discovered 65 abandoned infants, most of them dead by the time they were found.

DEFINITION OF BABY DUMPING

According to the Headquarters of Royal Malaysia Police (PDRM) baby dumping means that the acts of leaving away the babies at any places without taking care of the babies. Similary with Prof Dr. Harlina Siraj says baby dumping is a social crisis and has a cronic increase as many cases are occuring in Malaysian society. It is a crime which happens when close proximity is commited between a guy and a women and resulted in unwanted baby. The baby dumping issue arise when the woman had her unplanned pregnancy and been pressured by the question about the status of the child. Beside they may feel that they are not yet ready for his responsibility. In terms of tradition, young women fear rejection by their parents and the community if they are found to have had a baby outside of marriage. This tradition will absolutely increase the cases of baby dumping. Pregnant women that are rejected by their boyfriends, who may even deny being in any relationship with the woman and the child may then dump the baby because she fears that she will be unable to look after the child alone, or to afford the childs maintenance. CAUSES OF BABY DUMPING

Introduction Im proud to be a Malaysian but what happened recently make me thinking.?? Our country, Malaysia has become the most favorite spot for dumping babies. The year 2010 is also known as Baby Dumping cases for Malaysia which brings a lot of questions and issues. Baby dumping is a social crisis and has a chronic increase as many cases are occurring in Malaysia country. We have heard about fruit season, fever season but this is the first baby dumping season in Malaysia. New Year celebration and Valentines Day known as mating season nowadays leads to unwanted pregnancies among youths. Child is a priceless gift from God but the youths still carry on their activity for their enjoyment. The news are so horrifying such as Body of baby found in dustbin, Dead baby found in casino trash bin and Dogs found baby in bag. This scenarioad been more serious from day to day although there are a lot about this in the mass media. The baby is not guilty. Why are they punished in such a way because of their own unknown parents mistakes? How the teenagers can throw their own baby in such a horrified situation? Dont they think at least once before they did their action? Is sex is very important for them until they can forget the world? Or they are lack of sex education? What is the use of condoms? Where did they learn to cover their mistakes? Is this their religious teach them? What are the best opinions and ways that should be taken to prevent this scenario from spreading? Is this scenario will continue without ending? Who should we blame - the parents of teenagers, media, teenagers, school, government or friends? Questions by questions coming over but no solution until now.

Causes of baby dumping We can point our finger to anyone we want but this time we have to examine this social problem obviously. In my opinion, I think the lives of teenagers are too free without parents control.You can look what among of student did in campus or college. Some of them make a date try to do something as couple. Sometimes they make something further. Perhaps that something I shall call it as sumbang mahram. Every boy and girl has to know their limitation of relationship. Of course you can be friend with anyone but do not go too far when you be friend with the different gender. Islam teaches us about the relationship in Islam. Now, the girl must not wear the sexy clothes not because of order of people but this order of Allah. We must follow Allahs command and what had been written in Koran. Sexy girl dressing is one of cause why the banned relation could happen. It cans rise up the boys desire and passions. Apart from that, it also can be deadly for that person. After having a race, usually they will headed to children activities including their children social life but nowadays parents are

different, they trust their children can manage their life wisely. Parents should care about their children activities and friends. Parents must know what their children doing and with whom their children are friend withthe night club. This is the place where they start to take drugs and become addicted to alcohol. When they are under the influence of drugs and alcohol, it will lead them to have an unprotected sex, which means having sex without taking any prevention for pregnancy The problems usually follow the flow, first is illegal racing, commonly it being held at night, and of course it gives troubles to other road users. Apart from that, it also can be deadly for that person. After having a race, usually they will headed to the night club. This is the place where they start to take drugs and become addicted to alcohol. High school students are too immature to fully understand the effects of free sex could have on their lives. So there is no doubt that another problem will be created because of that. For sure the problem is abortion and baby dumping. Panic of being pregnant unexpectedly, they take a risk to abort the baby before their family aware of the physical changes later on. Abortion is a risky action which can be fatal to the mother. But being in desperate situation like this, they cannot think rationally anymore. But not all of them are having enough gut to take the risk for abortion. Some of them decided to give birth to the baby, but then at the end of it, because of some reasons, they dump the baby without hesitate. Dump the baby means that they throw away the babies at any places without taking care of it later. Usually the babies were dump just after they were born. In most of the cases, the babies were already dead when they were found by someone else. Sometimes, parents dont give full attention to their children as today many parents are expect their children are good enough. Parents are also too busy with their jobs until they forget to give attention to their children. This is a serious problem among parents as they dont know what their children are doing. According to Dr. Khaidzir Ismail, Psychologists of children and adolescents from University of Kebangsaan Malaysia, 2007, Conflict in the family kicked out of youth to find a place and friends can help overcome life and at the same time meet the needs of finance, entertainment and emotional development. If someone has poor parental modeling but still goes on to make fantastic life choices, in the same time, they not get attention from family; so very easy to son and daughter involved with social problem like baby dumping. The first reason is teenagers are lacking of sex education. Parents and schools do not inject sex education onto teenagers' mind since they were small. Parents always think that their children will understand everything about sex when they grow up. This is the natural ability that everybody has and they no need to talk to their children about sex. Most of the parents feel ashamed and uncomfortable everytime their children ask them questions about sex.They refuse to give a positive explanation and a clear view to their children and always claim

that they are too small to know about sex. The same thing also happens in schools at where schools do not have sex education as one of their compulsory courses. Most of the schools also never hold any activity about sex education such as talks.They remain quiet and proclaim that these small children will get to know what is sex when they grow up.But, children still gain nothing when they grow up. They do not understand their bodies and some of them may not know what is the differences between boys and girls.Due to the lack of these basic knowledge, surely they do not know how and where a baby comes. So they start to involve with a sexual problem that brought to baby dumping.

Child is a priceless gift from god. We have to take our child carefully. However, baby dumping is a social crisis and has a chronic increase as many cases are occurring in Malaysian society. Howerer, the baby dumping cases more increase in our country . This is became more worried to our society, especially who are teenager womens.
