LECTURE 01
OVERVIEW OF THE CONSTRUCTGION INDUSTRY AND PROJECT DEVELOPMENT PROCESS

1. OVERVIEW OF THE CONSTRUCTION

INDUSTRY
Though relatively small, important sector of national economy cos of linking to many other parts of industry e.g. manufacturing, agriculture, electronics, etc. Usually public sector (government) driven biggest consumer Cyclic and Unstable 1970s :growth stable 1980s :economic downturn 1990-98: booming, 11-15th % growth 1998- 2000:major economic downturn 2000-now:recovering but very slowly (most mega projects now already completed)

Cont.
Growth (increase in the amount of the goods and services produced by a country) in construction sector (source: CIDB):

1995: +20% 1998: -24% 2004: -1.9% 2006: - 0.5 % 2007: 3.7% : 2008 : 3% 2009: 0.6 % 2010: 14.2% (Due to stimulus package)
GDP in 2011 : RM766 Billion, GDP Growth rate : 4.6% (1st quarter) (N.B. GDP=market value of goods and services produced per population in a countryrelates to economic activity and economic health of a country

Projects value completed /output (source: CIDB): 2005: RM 38 b (RM90m - O & G industry) 2006: RM 30 b (world: USD 5 trillion) 2007: RM 62 b 2008 : RM 76.3 b 2009: RM 77.5 b (first quarter) 2010: RM 81.47 b 2011: RM 24.26 b (first quarter)

For 10th Malaysia Plan (2011-2015) Malaysia to spend USD 67.8b for infrastructure construction
In 2012, RM43 billion new KL MRT project; the RM5 billion 100-storey Warisan Merdeka tower in KL, etc., etc. (but Ipoh Medan Kidd will still be like that!)

2. THE CIDB
Statutory body established in 1994 Purpose is to develop the construction industry so that it can become one of the major contributing sectors of the national economy Focuses on contractors, skills, materials and technology Register contractors, impose and collect levy (0.125% of contract sum for projects > RM500,000) Provides training, develop standards, conduct R&D and explore foreign markets Provide Construction Statistics Qlassic Shassic

3. THE PROJECT DEVELOPMENT PROCESS

Project development process covers the stages in the project life cycle , from inception to construction and handing-over. Three main activities involved: 1.Planning and Design: (i)Project planning (emphasis on pre-design stage planning) Between inception feasibility studies stakeholder approval development order (ii) Design (iii)Construction planning -between design tenderingconstruction -emphasis on post-design or pre-construction planning 2. Construction Management 3. Handing Over
