By Jonathan Bennett Frederick County Report So youve signed the lease on the new place, the first of your own. Youre boxing up dishes and dogs-playing-poker pictures and it occurs to you upon glancing around the room that most of the furniture in here belongs to your roommate. Youre renting and not buying because, well, your credit history isnt quite in line with home-ownership qualifications. How are you going to furnish the new pad? You dont have a coffee can buried in the yard or a benevolent uncle to take altruistic pity on you. My suggestion would be to pay a visit to Roberts Furniture and Mattress on Valley Avenue in Winchester. Theyre offering a program known as RAC Acceptance, a purchasing plan that offers opportunities to individuals who might not (or know they wont) qualify for the traditional financing options. Though the Acceptance program isnt a product of our recessional times, now is as fortuitous a time as any for such an option and its nice to know that its there for consumers who want to rebuild or improve their credit while simultaneously acquiring some nice new furniture. I spoke with the gentlemen at Roberts about the RAC Accep-
tance program. Cliff Wainwright explains that it operates like a car or house payment. A customer gets the merchandise they want and we set up a monthly payment plan. The really nice part is that if they make their payments on time each month, we report it to the credit bureaus so that they can establish or re-establish their good standing. And since there are no up-front credit checks (they dont even run a credit check at the store) no one is going to be turned down. Its a good option for, say, people just starting out in their first house or apartment, whatever the case may be, or for a young couple beginning their life together, Cliff points out. So is it working here in Winchester? Absolutely, says Cliff. From about last Thanksgiving through March of this year, we had over one hundred deals go through that simply wouldnt have if not for RAC Acceptance. Store Manager Chris Rappa and Sales Assistant Matt Zeig were manning the RAC Acceptance kiosk in the front of the store when I visited. I asked what was necessary to qualify for RAC Acceptance if an unsavory credit score wasnt an issue. First, says Chris, youve got to have a job. We work with a customer and their income to establish how much furniture they can expect to be able to get. Next, we need to

By Sue Golden Frederick County Report At its committee meeting two weeks ago, what remained of the Middletown Town Council after the resignation of former mayor Mark Brown and former councilors John Blaisdell and Gil Barrington, voted to appoint two councilors and a mayor. Six candidates applied for the two open council seats. Three candidates applied for the mayoral position. In order to decide whom to appoint, the council conducted a balloting process, whereby each candi-
date was ranked by each councilor, and the person or persons with the highest vote totals was appointed. However, at issue with a 1985 Virginia Attorney Generals opinion is the fact the paper-ballot rankings done in open meeting to choose the nominees to be voted on for approval did not include the councilors names attached to their votes. At the end of the voting, Clarence Trip Chewning and Thomas Simon were appointed to the council, by a motion, a second, and a vote. Council then conducted the same voting procedure to decide to ap-
point Charles H. Harbaugh IV mayor. All three appointees then went to the Frederick County Courthouse to be sworn in. At this weeks work session, which ran smoothly even though there were differences of opinions on various topics, former Councilor Barrington questioned whether the earlier vote to fill the council and mayoral vacancies was public as required by law. Councilor Mark Davis stated at the meeting that it was a legal public vote, since everything was done in public, including the final voice votes to approve the selections. He
also noted the ranking ballots are available for review. However, there are no names on the ballots, so no one knows which ballot belongs to which councilor. That is what led Barrigan to question whether the selection process was technically secret rather than open. Town Manager Joan Roche is looking into the issue. In the case of the six candidates for the two open council seats, the councilors were given a ballot with all six names on it. The councilors ranked each candidate, with six being their top pick and one being their last. After the first vote, the ballots were passed to the town manager and town clerk to tabulate. The two candidates with the lowest votes were dropped from contention. On the second ballot, the councilors ranked the remaining four candidates with four being the highest and
one being the lowest. The two highest vote getters won appointment. The name of the voting councilor, however, was not on the individual ballots, thus appearing to make the ballots secret. Since Councilor Harbaugh resigned his council seat following his appointment as mayor, there is one more vacancy on the council. Interested applicants can apply on-line or at town hall. The remaining council vacancy is expected to be filled at next weeks town council meeting. Following is the 1985 Virginia attorney general opinion on the issue of secret votes at open public meet-

on the council. Pursuant to the town code, four elected council members are needed to appropriate funds over $100. The council believes it is in gray territory, because they believe they can run the town as need be, and most items are already in the budget. So hope for no not-in-thebudget crises between now and November, because, if there is one, the town may be stuck.

The community also is having its ups and downs. On the up side, the former Carters Family Store, which burned down, has been rebuilt. Common Cents, owned by Dzichau and Hao Truong, opened on April 2nd. The store has a little bit of everything available. With the economy on the rebound after the countrys worst financial times in decades, many a smart vehicle owner is looking to get more bang for their vehicle buck. To do just that, consider the following tips courtesy of ASE. * Find a repair shop that suits your needs. Motorists often cite the difficulty in finding a reliable mechanic they feel they can trust. A courteous staff thats willing to answer your questions is a good starting point, as is a shop thats displaying the ASE sign or logo, which indicates the shop employs certified technicians. Also, check the shop walls for any past commendations, including civic, community or customer service awards. Its also a good idea to check what vehicles the mechanics are currently working on. If the vehicles in the parking lot are equal in value to your own, thats a good sign. * Do the small things to save fuel. The cost of fuel is among the highest costs associated with owning a vehicle. But small things like ensuring tires are properly inflated, replacing misfiring spark plugs and even clearing the trunk of clutter can all increase fuel efficiency and help your bottom line in the process. * Give your engine a break. Cars arent all that different from the human body in that everything is directly or indirectly connected as a system. Just like a body can overcompensate in one area when another area is injured, a cars engine will be forced to overcompensate when there are deficiencies in other areas. For example, a clogged air filter or fouled spark plug makes combustion less efficient, which reduces power -- and wastes fuel as well. Motorists can give their engine a break by replacing clogged filters, sticking to their vehicle maintenance schedule and routinely checking fluid levels.

In October, 2010, the City of Winchester Zoning Ordinance was amended to allow for community or urban gardening. A community garden is an area of land managed and maintained by a group of individuals to grow and harvest food crops and/or non-food, ornamental crops, such as flowers, for personal or group use, consumption or donation. Community gardens may be divided into separate plots for cultivation by one or more individuals or may be farmed collectively by members of the group and may include common areas maintained and used by group members. Did you know there are several community gardens currently in operation in Winchester? 1) Wesley United Methodist Church (527 Van Fossen Street) - Each participating family or individual is provided a plot of land to plant, tend and harvest for themselves. At approximately 3:39a.m., March 29, 2012, Frederick County Fire and Rescue responded to a structure fire located at 234 Sunset Drive in Winchester. When crews arrived, fire was showing from the roof of the structure with heavy smoke conditions. Fire crews entered the structure and made an interior attack using hand lines. Crews were able to bring the fire under control and had it extinguished approximately 1.5 hours after arriving. They then proceeded to perform overhaul of the structure. One occupant of the structure sustained injuries and was air lifted to UVA for treatment. The cause of the fire is currently under investigation by the Frederick County Fire Marshals Office. The residence suffered significant damage and is likely a total loss. Loss estimates are not yet available. Fire and Rescue units from Greenwood, Millwood, Round Hill, Clear Brook, as well as Frederick County Battalion 10 Duty Officer responded to the incident, with assistance from Friendship Fire and Rescue from Winchester. In less than a year, all Social Security payments will be made electronically. Ninety percent of us who receive benefits already get them that way. The remaining 10 percent are being asked to make the change now and not wait until the last minute. The deadline is March 1, 2013, and applies to more than just Social Security. Veterans, railroad retirees, Social Security Income recipients and those who receive Office of Personnel Management benefits are included. Its said that going paperless will save the government $1 billion over 10 years. We can choose how well receive our money -- either direct deposit to our existing bank account or a Direct Express debit card. So which should you pick? If you have a bank account, the money will be automatically deposited
each month. If you dont have a bank account, the money will appear each month on the Direct Express debit card. It can be used like a regular debit card, but you only get one ATM withdrawal each period, and there can be fees for other services. Youll also need to remember your Personal Identification Number (PIN) when you use the card. When youre ready to make the switch to electronic payments, you can do it either online [www.GoDirect.org] or by phone at 1-800-333-1795. If you want to sign up for the debit card, youll need your Social Security number or claim number, 12-digit federal benefit-check number and the amount of your most recent federal benefit check.
