Matt says that an advantage of RAC Acceptance is the product that the program allows a consumer to purchase. A customer might not have had new furniture before. With the Acceptance program, were offering people the opportunity to have brand-new furniture in their home as opposed to buying used or getting something that has been previously rented. Its just a good feeling to have, knowing that youre the first owner of something like that. Also, the Acceptance program can foster loyalty from a customer to a store. Someone can come in the store, Matt says, and instead of being intimidated or disappointed because they dont qualify on a traditional credit system, theyll get what they came for and think, Those people really helped me. It creates repeat customers. The RAC Acceptance program was put in place at the Winchester store based on its success in the Hampton-based franchises six other stores. As with other Acceptance program kiosks, the one at Roberts is located in the front of the store so as to ingratiate the store staff directly with the Acceptance area. Usually, two Assistance staffers are on hand at all times to handle customers wishing to procure their services. The RAC Acceptance program is being offered in nearly five hundred furniture and appliance stores since its inception in 2005. The RAC Acceptance option is just thatan option, says Chris. The other traditional methods of credit purchasing are still available, of course. But the Acceptance program offers people with credit problems opportunities that they otherwise might not have had. By Jonathan Bennett Frederick County Report So youve signed the lease on the new place, the first of your own. Youre boxing up dishes and dogs-playing-poker pictures and it occurs to you upon glancing around the room that most of the furniture in here belongs to your roommate. Youre renting and not buying because, well, your credit history isnt quite in line with home-ownership qualifications. How are you going to furnish the new pad? You dont have a coffee can buried in the yard or a benevolent uncle to take altruistic pity on you. My suggestion would be to pay a visit to Roberts Furniture and Mattress on Valley Avenue in Winchester. Theyre offering a program known as RAC Acceptance, a purchasing plan that offers opportunities to individuals who might not (or know they wont) qualify for the traditional financing options. Though the Acceptance program isnt a product of our recessional times, now is as fortuitous a time as any for such an option and its nice to know that its there for consumers who want to rebuild or improve their credit while simultaneously acquiring some nice new furniture. I spoke with the gentlemen at Roberts about the RAC Accep-

tance program. Cliff Wainwright explains that it operates like a car or house payment. A customer gets the merchandise they want and we set up a monthly payment plan. The really nice part is that if they make their payments on time each month, we report it to the credit bureaus so that they can establish or re-establish their good standing. And since there are no up-front credit checks (they dont even run a credit check at the store) no one is going to be turned down. Its a good option for, say, people just starting out in their first house or apartment, whatever the case may be, or for a young couple beginning their life together, Cliff points out. So is it working here in Winchester? Absolutely, says Cliff. From about last Thanksgiving through March of this year, we had over one hundred deals go through that simply wouldnt have if not for RAC Acceptance. Store Manager Chris Rappa and Sales Assistant Matt Zeig were manning the RAC Acceptance kiosk in the front of the store when I visited. I asked what was necessary to qualify for RAC Acceptance if an unsavory credit score wasnt an issue. First, says Chris, youve got to have a job. The Frederick County Sheriffs Office is seeking information reference the disappearance of Daniel Eye on October 10, 1992. Mr. Eye was last seen at his home on Papermill Road on that date and has never been seen County Report alive since. His vehicle was recovered on October 14, 1992 at the Luray Avenue Boat Landing in Front Royal, Virginia. This boat landing is on the Shenandoah River. Romney continues long march to GOP nomination


A swing state, Va. likely to be major battle ground this Fall
By Jonathan Lucci Frederick County Report After a long, agonizing winter and early spring the Republican primary voters appear to have finally aligned themselves behind embattled frontrunner Mitt Romney. Romneys victories in the Maryland and D.C primaries Tuesday were expected given those states demographics and voting patterns. His victory in Wisconsin, particularly after victories in Michigan and Ohio, was much more hard-fought and severely undercut the arguments of his main rivals that he cannot win over the base of the party. At this point in the primary process it seems Romney has indeed won over that base, except in the South where he continues to struggle. There is little doubt that despite a lack of enthusiasm southern GOP voters will pick Romney over President Obama every time, making Romneys regional problem less problematic. Romney now leads in the national polls, has a seemingly insurmountable lead in the delegate count that ultimately decides the nomination, and the Republican Establishment is now to a large degree lining up behind Romney. Heavyweight endorsements have also helped Romneys image as the inevitable nominee. These endorsements are a sign that even some very conservative GOP leaders are ready to wrap up the primary process and turn their sights on the President. Meanwhile the Obama campaign is more than prepared, as they have quietly assumed for the past year that Romney would be the nominee. As the attention of the media and public shift from the primary to the general election, Virginia will be ground zero for political organizing and eventually an avalanche of outside spending. The battle between Romney and Obama has already turned bitterly negative and given the tenor of the political environment it is likely to only get more negative. The Presidents campaign sees Virginia as key and the Old Dominion is central to several of their paths to the 270 electoral votes needed to win the Presidency. The President can win without Virginia, particularly with wins in Ohio or Florida, but if the turnout among Democrats in the booming suburbs of Northern Virginia is high enough the state could remain in the Democratic column. However, it should be remembered that the President was the first Democrat to win Virginia since Lyndon Johnsons landslide

Did new council appointments violate state open meeting laws?

By Sue Golden Frederick County Report At its committee meeting two weeks ago, what remained of the Middletown Town Council after the resignation of former mayor Mark Brown and former councilors John Blaisdell and Gil Barrington, voted to appoint two councilors and a mayor. Six candidates applied for the two open council seats. Three candidates applied for the mayoral position. In order to decide whom to appoint, the council conducted a balloting process, whereby each candi-

date was ranked by each councilor, and the person or persons with the highest vote totals was appointed. However, at issue with a 1985 Virginia Attorney Generals opinion is the fact the paper-ballot rankings done in open meeting to choose the nominees to be voted on for approval did not include the councilors names attached to their votes. At the end of the voting, Clarence Trip Chewning and Thomas Simon were appointed to the council, by a motion, a second, and a vote. Council then conducted the same voting procedure to decide to ap-

At this weeks work session, which ran smoothly even though there were differences of opinions on various topics, former Councilor Barrington questioned whether the earlier vote to fill the council and mayoral vacancies was public as required by law. Councilor Mark Davis stated at the meeting that it was a legal public vote, since everything was done in public, including the final voice votes to approve the selections. He

also noted the ranking ballots are available for review. However, there are no names on the ballots, so no one knows which ballot belongs to which councilor. That is what led Barrigan to question whether the selection process was technically secret rather than open. Town Manager Joan Roche is looking into the issue. In the case of the six candidates for the two open council seats, the councilors were given a ballot with all six names on it. The councilors ranked each candidate, with six being their top pick and one being their last. After the first vote, the ballots were passed to the town manager and town clerk to tabulate. The two candidates with the lowest votes were dropped from contention. On the second ballot, the councilors ranked the remaining four candidates with four being the highest and

one being the lowest. The two highest vote getters won appointment. The name of the voting councilor, however, was not on the individual ballots, thus appearing to make the ballots secret. Since Councilor Harbaugh resigned his council seat following his appointment as mayor, there is one more vacancy on the council. Interested applicants can apply on-line or at town hall. The remaining council vacancy is expected to be filled at next weeks town council meeting. Following is the 1985 Virginia attorney general opinion on the issue of secret votes at open public meet-

The council believes it is in gray territory, because they believe they can run the town as need be, and most items are already in the budget. So hope for no not-in-thebudget crises between now and November, because, if there is one, the town may be stuck.

Almost 70 percent of high school students are not getting the recommended hours of sleep on school nights, according to a study by the Centers for Disease Control and Prevention. Researchers found insufficient sleep (< 8 hours on an average school night) to be associated with a number of unhealthy activities, such as: Drinking soda or pop 1 or more times per day (not including diet soda or diet pop) Not participating in 60 minutes of physical activity on 5 or more of the past 7 days Using computers 3 or more hours each day Being in a physical fight 1 or more times Cigarette use Alcohol use Marijuana use Current sexual activity Feeling sad or hopeless Seriously considering attempting suicide Adolescents not getting sufficient sleep each night may be due to changes in the sleep/wake-cycle as well as everyday activities, such as employment, recreational activities, academic pressures, early school start times, and access to technology. The following sleep health tips are recommended by the National Sleep Foundation:. Go to bed at the same time each night and rise at the same time each morning Make sure your bedroom is a quiet, dark, and relaxing environment, which is neither too hot or too cold Make sure your bed is comfortable and use it only for sleeping and not for other activities, such as reading, watching TV, or listening to music Remove all TVs, computers, and other gadgets from the bedroom Physical activity may help promote sleep, but dont exercise within a few hours of bedtime. Avoid large meals a few hours before bedtime. If your sleep problems persist or if they interfere with how you feel or function during the day, you should the assistance of a physician or other health professional. Before visiting your physician, consider keeping a diary of your sleep habits for about ten days to discuss at the visit. With school, sports, friends and hobbies, todays tweens lead busy and active lives, and sometimes they dont take the time -- or know -- to practice good hygiene. While discussing proper hygiene with your tween can be difficult, it is possible to address the topic without making him or her feel uncomfortable or self-conscious. One approach parents can take is to appeal to your tweens growing maturity by making it clear that these self-care tasks are their responsibility. Giving your tween the respect and encouragement to make their own choices in these transitional years can help them develop healthy habits for life. To help empower your tween to take better care of their hygiene, parents can follow these tips: Make it Fun: The tween years are all about finding a unique sense of style. This also applies to cosmetics and accessories. Allow your tween to choose their shampoos, soaps and oral care products. This will encourage them to take interest in their hygiene without you having to ask. Brace Face: Tooth brushing can be a struggle at this age. Your child may go in the bathroom for 30 seconds and declare that he or she has brushed. Kids should know that good oral care is just as important as taking a shower, especially if your child has braces. Make the process a little easier and ensure they are brushing for the proper amount of time by keeping a two minute timer in the bathroom. By supplying your tween with products in the flavors (e.g. not-too-spicy, not-too-sweet) and cool designs they will like, such as the Crest Pro-Health FOR ME Fluoride Anticavity Toothpaste, they might even forget they are doing something healthy and those two minutes will fly! Help your tween understand how to control odors by explaining the difference between deodorant, which controls bacteria while adding fragrance, and antiperspirant, which stops or limits sweating. Remind your tween that both deodorant and antiperspirant will help if they put it on before they start sweating, not after. Skincare 101: Changing hormones typically bring about oilier skin, especially on the nose and forehead. Teach your tween to wash their face once or twice a day with a cleanser and discourage them from picking, as this causes inflammation and scarring. Lead by Example: Whether they admit it or not, your tween notices your habits. Set an example by showing that a healthy hygiene routine is important to you too.

Fun facts about earthworms


There are more than 2,700 different types of earthworms residing on the planet. Earthworms are often known to be workhorses in the garden, helping to aerate and fertilize the soil while filling it with nutrients. Earthworms recycle materials like dead leaves, decaying animals and feces so new plant seedlings can grow and have the process begin anew. Worms have been around for 120 million years -- one of the few species of insects that have stood the test of time. In just one acre of soil, there may be a million or more earthworms turning over the soil and chewing on organic matter. Without earthworms, most plants would not thrive. Earthworms have mucous covering their bodies in order to stay moist. This helps them to breathe through their skin. You may have noticed that after it rains worms appear on sidewalks and outside of their underground burrows. This is not because they are drowning underground, but because the environment is moist after it rains, making it moreconducive for worms to breathe and move around to find mates. Normally the dry conditions above ground make them dry out and die. Earthworms can be remarkable creatures to watch. Contrary to popular belief, worms do have a mouth and an opposite end for waste removal that is not interchangeable.

The Last Day of School Changed to June 6


The Frederick County School Board has voted to amend the 2011-12 school calendar and move the last day of the school year from June 12 to June 6. The decision comes as a result of the school system not using all five of the inclement weather days that were built into the original 2011-12 school calendar. Assistant Superintendent for Administration Al Orndorff says, The Code of Virginia requires students to attend school for at least 180 days. The School Board adopts a calendar each year which includes 180 instructional days, plus five additional days to account for possible school closings due to inclement weather. This winter, we only used one of the five inclement weather days that were built into the calendar. That allowed us to recommend that the Board amend the school calendar and move the last day of school back by four instructional days. As a result of the Boards action, the last day of school for students will be June 6 instead of June 12. June 6 will be an early dismissal day for all students. The teacher workdays scheduled for June 13 and 14 will be moved to June 7 and 8. Despite the calendar change, the dates and times of the Millbrook, Sherando and James Wood High School graduation ceremonies will not change. Millbrooks graduation ceremony is scheduled for June 6 at 6 p.m. (Raindate- June 7 at 6 p.m.). Sherandos commencement exercises will be held on June 8 at 7 p.m. (Raindate- June 9 at 7 p.m.). James Wood High School will hold its graduation ceremony at 9 a.m. on June 9 (Raindate- June 10 at 2 p.m.).

Bomb threat Lake Holiday Estates


At approximately 8:52p.m., March 28, 2012, Frederick County Fire and Rescue responded to a suspicious noise coming from a community mail box located within Lake Holiday Estates. A female resident heard a ticking sound coming from the box while retrieving her mail. She contacted the Emergency Communications Center. Fire and Rescue units from the Fire Marshals Office and Gainesboro Fire & Rescue were dispatched for a possible bomb threat. Necessary safety precautions were taken including evacuation of the surrounding residences. The Virginia State Police Bomb Squad and a representative from the U.S. Postal Service were called to assist. After a thorough search of the area, no devices were found. Units cleared the scene at 12:26a.m. From a release

At approximately 3:39a.m., March 29, 2012, Frederick County Fire and Rescue responded to a structure fire located at 234 Sunset Drive in Winchester. When crews arrived, fire was showing from the roof of the structure with heavy smoke conditions. Fire crews entered the structure and made an interior attack using hand lines. Crews were able to bring the fire under control and had it extinguished approximately 1.5 hours after arriving. They then proceeded to perform overhaul of the structure. One occupant of the structure sustained injuries and was air lifted to UVA for treatment. The cause of the fire is currently under investigation by the Frederick County Fire Marshals Office. The residence suffered significant damage and is likely a total loss. Loss estimates are not yet available. Fire and Rescue units from Greenwood, Millwood, Round Hill, Clear Brook, as well as Frederick County Battalion 10 Duty Officer responded to the incident, with assistance from Friendship Fire and Rescue from Winchester. Winchester City 2012 dog tags go on sale Monday


All dogs four months and older that are located in the City are required to wear a dog tag. Tags for each year go on sale April 1st and must be displayed on the dog by May 1st. When registering your dog, you must present a valid rabies certificate. If the vaccination has expired, proof of a current vaccination will be required. A City dog tag also identifies your pet if he is lost or picked up by animal control. Dog tags must be purchased by April 30th to avoid a late penalty.
