CONFIDENTIAL MINUTES OF DEPARTMENTAL PROMOTION COMMITTEE CONVENED ON 19/03/2012 AT MHA TO CONSIDER THE CASES OF DIsGP TO DRAW PANEL FOR THE VACANCY YEAR 2012-13 FOR PROMOTION TO THE RANK OF INSPECTOR GENERAL IN CRPF A meeting of the Departmental Promotion Committee was held on 19/03/2012 at 12:00 hrs in the chamber of Home Secretary, MHA, New Delhi to consider the cases of DIsGP for promotion as IGP in CRPF to draw panel for the vacancy year 2012-13. 2. There are 09 vacancies of IGP for the vacancy year 2012-13.

As per Recruitment Rules, DIsG who have rendered 24 years Group A service including three years as DIG (Deputy Inspector General) are eligible for consideration for promotion to the rank of IGP in CRPF as prescribed in the Recruitment Rules. Besides, the officers should have undergone the pre-promotional course and be in the Medical Category SHAPE-I to be eligible for promotion. 5. It is pertinent to mention that a supplementary DPC was convened at MHA on 11/01/2012 for filling up the 03 vacancies of IG for the vacancy year 2011-12, for which a proposal for approval of Appointments Committee of the Cabinet (ACC) was also forwarded to MHA. Outcome / empanelment order of this DPC is awaited. If outcome/ empanelment order of above Supplementary DPC received before 31/03/2012, then Shri Anil Duggal, DIG, Shri Kulbir Singh, DIG and Shri K.Arkesh, DIG are likely to be empanelled for promotion for the year 2011-12. Despite empanelment, there are very bleak chances of promotion of Shri Anil Duggal before 31/03/2012 due to LMC, but other 02 officers Shri Kulbir Singh and Shri K.Arkesh are likely to be elevated to the rank of IG subject to receipt of their empanelment

before 31/03/2012 only. As such, names of Shri Kulbir Singh, DIG and Shri K.Arkesh, DIG have not been included in the zone of consideration, otherwise their names should figure between Shri Anil Duggal, DIG and Shri M.K.Sinha, DIG. In this situation, there will be 09 vacancies of IG for the vacancy year 2012-13. 6. Under DoP&Ts instructions, zone of consideration for 09 vacancies is 22. Particulars of these 22 eligible officers in the order of their seniority are given in the enclosed folder. 7. There is no reservation for SC/ST officers in promotion to the said scale. The provision regarding extended zone of consideration for SC/ST is not applicable in the instant case. As such the zone of consideration is the same as for general candidates. 8. As per DoP&T instructions, benchmark grading for promotion to the pay scale of Rs. 18,400-22,400/- (pre-revised) is Very Good and is to be filled by selection mode. Further the prescribed benchmark of Very Good is invariably to be met in all ACRs of five years under consideration. The DPC is to determine the merit of those being assessed for promotion with reference to the prescribed benchmark and accordingly grade them as FIT or UNFIT. Further, the DPC is to assess the records of officers for the period from 2006-07 to 2010-11 for the vacancy year 2012-13. 9. All the officers in the zone of consideration for promotion as IGP are free from vigilance / disciplinary angle and their integrity has also been certified except the following against whom DE/ cases are pending as shown against each :Sl. Shri Porendra Pratap, The officer got eviction of a Govt. Qtr. DIG which was illegally occupied by ExHC/RO M.Anthony in GC Hyderabad campus. In retaliation to this, a FIR / private complaint No. 67/11 dated 06/03/2011 has been lodged by ExHC/RO M.Anthony against the officer U/S 390 IPC, 378, 410, 405, 441, 442, 464, Sec 3, 4, 5 & 11 of Public Premises Act-1971. Police investigation has been completed and closure report has been filed before Honble CMM, Hyderabad exonerating him of all charges. The Honble Magistrate after hearing, posted the subject matter to 22/03/2012. The act of the officer is under the colour of duty. Therefore, as per GOI, DoP&T OM No. 11012/11/2007-Estt(A) dtd. 14/12/07, vigilance clearance shall not be withheld due to FIR filed on basis of a private complaint unless a charge sheet has been filed by the investigating agency provided that there are no directions to the contrary by a competent court of law.

03 (Three) complaints alleging corruption, misuse of official position and irregularities in procurement of stores etc. received against the officer through CVC/MHA. Matter enquired and proposal submitted to MHA for closure of the case as complaints are pseudonymous and the allegations are base less. Orders are awaited from MHA.

NOTE INDICATING PARAMETERS ADOPTED BY THE DPC FOR ASSESSING THE PERFORMANCE OF THE OFFICER UNDER CONSIDERATION FOR PROMOTION TO THE RANK OF INSPECTOR GENERAL IN THE CENTRAL RESERVE POLICE FORCE. The following parameters have been adopted by the DPC held on 19/03/2012 for assessing the performance of the officer for his promotion to the rank of Inspector General in the Central Reserve Police Force :i)

ACRs for the period from 2006-07 to 2010-11 have been taken into account for assessment for the vacancy year 2012-13. The parameters followed for categorization of the officers were as under:-

(a) OUTSTANDING At least 4 of the ACRs for the last five years including the ACR for the latest year should be outstanding and there should be no adverse entries in the ACRs for the other years under consideration.
(b) VERY GOOD

All the last five ACRs should be invariably Very Good and there should be no adverse entry in the CRs under consideration. (c) GOOD At least 3 of the last five ACRs including the ACR for the latest year should be good and there should be no adverse entry in the CRs for the other years under consideration. (d) AVERAGE General performance has been routine and generally average and the officer has not more than two 'Very Good' in the last five ACRs and no adverse entry in the CRs for the other years under consideration. (e) UNFIT If the officer's overall report are lacking any positive merit and his ACRs, particularly in the last five years, reflect adversely on his suitability for promotion or his ACRs contain orders of penalty for acts of commissions.
