Urban Development Authority Law


No.41 01 1978

This law was enacted in 1978. Came into operation on 6th Sep.1978. An Authority called, URBAN DEVELOPMENT AUTHORITY was established on 1st October 1978 under the section 2(1) of the law.

URBAN DEVELOPMENT AUTHORITY (UDA)

It is a prime planning agency which is responsible for the integrated planning in declared Urban Development Areas under UDA Law No.41 of 1978. The main task of UDA is to promote integrated planning (Physical/Social/Economic/Environment) within the declared areas.

urban centers, in which People will continue to live, work and play.

MISSION
Our mission is to prepare development plans and to promote, implement and regulate development activities with a view to achieve the position of a financially independent and globally admired creator of fully- fledged, sustainable urban centres.

URBAN DEVELOPMENT AUTHORITY

The UDA has to play a vital role in the promotion of planned urban development in the country which positively impacts on economic growth of the country.

Vision and strategies of the UDA is compatible with government policy (Mahinda Chinthana) and the National Physical Policy and Plan prepared by the National Physical Planning Department.

STRATEGIES
Spatial strategy based on the National Spatial Strategy introduced by NPPD, the potential urban centers are geared to enhance the economic growth of the country by distributing the urban centers in a planned manner, linking with resource base of the country. E.g. Greater Hambantota, Greater Trincomalee, Greater Dambulla.

Enhance and maximize the unique identity character and function of each urban area by mainstreaming non urban land uses between settlements and discouraging ribbon development. E.g. Kandy, Nuwara Eliya, Tangalle

Connect major urban centres by integrated intermodel transport system. i.e. To connect Southern, Central & North by Railway/Highway/Air port/Sea port .

Ensure that cities, towns become the focus for the provision of social, education and community development. Enforce proper regulation and guidance through the relevant agencies and local authorities.
