I C 0 R P 0 R A T E D I FERNDALE 20, MICHIGAN November 24, 1986 Dear Neighbor, Your Woodland Park Improvement Association would like your opinion regarding present traffic controls in northwest Ferndale. We also invite your thoughts on proposals for future traffic controls. Finally, your block captain will be calling shortly to collect dues, which pay for the cost of snow removal. This year's dues are eleven ($11) dollars, which is a real bargain. THE ATTACHED SURVEY MUST BE COMPLETED AND RETURNED TO YOUR BLOCK CAPTAIN'S HOUSE NO LATER THAN FRIDAY, DECEMBER 5, 1986. The Association will then tabulate and present the results at our next meeting, which all members are urged to at- tend. The meeting will be held at the Roosevelt School Band Room (a/k/a the Vocal Room) at 8:00 p.m. on Wednesday, December 10, 1986. goals: We hope your prompt response to this survey will help accomplish these 1) Determine whether members of this Association, residents of streets bordering the Association, and business owners in the neighborhood believe there is a traffic problem requiring a system of traffic controls different from those which existed prior to late August, 1986. 2) Determine what the majority of members would like done, if anything, about present traffic controls. 3) Focus attention on traffic problems which seem likely during and on completion of I-696 construction, so that an orderly, flexible plan may be suggested to city officials for consideration in the future. 4) Present the results of this survey to city officials so that this Association may ari effective working relationship with the city, and clearly voice its desire to .play a role in future plans affecting this neighborhood. YOUR T"rMELY RESPONSE IS CRITICAL. IF YOU FAIL TO RETURN THIS. SURVEY BY DECEMBER -S, YOUR VOICE WILL NOT BE HEARD. By law, the temporary traffic control 9rders which permitted present traffic controls to be put into effect must be reviewed, extended, renewed or cancelled by the city within 90 days of their implementation. We would like .to know how area residents feel about this situation so that we may present specific data to the Mayor and City Council at that time. Your name will not be included in survey results given to the city. NO ONE WILL COME TO YOUR HOUSE TO COLLECT THIS SURVEY. YOU MUST RETURN IT TO YOUR BLOCK CAPTAIN ON OR BEFORE DECEMBER 5. YOUR BLOCK CAPTAIN'S NAME AND ADDRESS IS: Thank you for your response to this survey, and for prompt of your dues. Please plan to attend the Association meeting. Volunteer also very welcome to help compile results of this survey. Lyle Russell, Presi 466 W. Sullivan, Chief J 310 E. Nine Mile Road Ferndale, Michigan 48220 PATRICK T. SULLIVAN Chtel or Pollee STANLEY J. SULLIVAN Captam TO: FROM: SUBJECT: Dear Sir: CITY OF FERNDALE MICHIGAN October 3, 1986 Chief Patrick T. Sullivan Traffic Control Division -11[ . Survey Results, Recommendations Northwest Area. Phone (313) 541 -3650 Referred to this department by the Ferndale City Council was a matter regarding solutions to the problem of cut-through traffic in the northwest area of the City. This problem developed as a result of the traffic changes caused by the I/696 construction process in our area. On August 25, 1986, this Division made suggestions and regarding steps that could be taken to protect this residential area from cut-through traffic. This recommendation was approved on a trial basis for ninety days. This action is prompted by numerous complaints from residents in the area and their concern for the continuing increase in traffic filter- ing through their streets, in an effort to protect the residential environment of their neighborhood. Traffic volume counts were taken during period and comparisons are exhibits A thru H. Thirty-day counts indicate the changes made by the drivers in this area. A reduction is shown on all streets that have had controls placed on them wi tr1 the exception of Ma.plehurst between Woodward and Livernois. This indicates a desire of the motor- ist to gain access to northbound Woodward. Significantly, higher volumes are also reflected on West Lewiston where no restrictions were applied. This area will continue to be monitored very closely. Observations were made and action is being taken against motorists using the private parking lot at West Drayton and Woodward to gain access to northbound Woodward. Contact has been made with the property owner and he indicates a willingness to close off the Woodward side of this lot. He is also concerned with this situation, as it relates to the safety of his employees and the stored this lot .
Chief Patrick T. Sullivan Traffic Control Division Survey - Northwest Area October 3, 1986 -2- Regarding the inconvenience caused to the West Woodland residents, any opening in the area would result in total in-effectiveness of this plan, and a return to the higher traffic volumes of the past as shown on the exhibit. (1) Recommended changes to solve the increases on West Maple- hurst is a 'no right turn' from northbound to east bound 6 to 9 a.m. and 4 to 7 p.m. (2) To reduce the increase in traffic volumes on West Lewiston, it is recommended that this street also be included in the grid pattern in the establishment of the initial implement- ation of the plan. That is - West Lewiston be made one way west bound from Woodward to Pinecrest. (3) Advisory signs to be installed at Pinecrest and Nine Mile advising motorists there is no access to Ten Mile Road from this route.
