30.1.2004 of the Joint Secretary to Government, Municipal
Administration and Water Supply Department, Chennai-9.

A copy of the Government D.O.letter cited is enclosed to all the

Municipal Commissioners and all Regional Directors of Municipal
Administration for their information and necessary action.
As instructed by Government, I request you to take appropriate
action to evolve a mechanism by the birth and death registrars for
registration of births to subject applications to strict scrutiny and verify the
Genuineness of such application before issuing birth certificate. No birth
should be registered without proper scrutiny with reference to nationality.
The above instruction should be followed scrupulously.
The receipt of the letter should be acknowledge by return of post.

The Secretary Public Department has informed that it has been

brought to the notice of the Government that Sri Lankan Tamils staying in
various refugees settlements in the State obtaining birth certificates from
the Municipal Authorities for their children mentioning the nationality as
"indian" or without even mentioning any nationality.
2. The possibility of these refugees claiming "Indian Citizenship" for
themselves and their children at a latest date on the strength of such birth
certificate cannot be locked out.
3. I am therefore to request you to kindly issue suitable instructions
to the municipal Authorities to take appropriate measures to evolve a
mechanism to subject such applications to strict scrutiny and verify the
genuineness of such applications before issuing birth certificates.
4. A copy of the instructions issued in this regard may be sent to
Government.
