TENDER NOTICE On Behalf of the Tamil Nadu Civil Supplies Corporation Sealed Tenders will be Received By The Construction Engineer, Taml Nadu Civil supplies Corporation, No.12, Thambusamy Road, Kilpauk Chenai 600 010. at his office upto 3.00P.M. on 06.01.2012 for the work of CONSTRUCTION OF PADDY DRYING PLATFORM IN DPC CAMPUS AT MELAMANGANALLUR, NANGOOR, THIRUMANGALAM, VALLUVAKUDI, VENMANI, UMBALACHERY, THIRUMARUGAL, VAITHEESWARANKOIL, VAZHOOVUR IN NAGAPATTINAM DISTRICT. The tender should be in prescribed form obtainable from the Office of the Construction Engineer, Tamil Nadu Civil Supplies Corporation, 12, Thambusamy Road, Kilpauk, Chennai-600 010. At the place and the date aforementioned. The tenderers or their agents are expected to be present at the time of opening of tenders. The tender receiving officers will on, opening each tender prepare a statement of the attested and unattested corrections and initial all such corrections in the presence of the tenderer, if any of the tenderers or their agents finds it inconvenient to be present at the time, then, in such a case, the tender receiving officer will on opening the tender of the absentee tenderer make out a statement of the unattested corrections and communicate it to him. The absentee tenderer shall then accept the statement of corrections without any question what so ever. 2)Tender must be submitted in sealed covers and should be addressed to the Construction Engineer, Tamil Nadu Civil Supplies Corporation, 12, Thambusamy road, Kilpauk Chennai 10. The name of the work being noted on the cover. The EMD details also should be dated in the corner. If the tender is make by an individual, it shall be signed with his full name and his address shall be given. If it is made by a firm, it shall be signed with the co-partnership name by a member of the firm who shall also sign his own name, and the name and address of each Member of the firm shall be given. If the tender is made by a Corporation, it shall be signed by a duly authorised officer who shall produce with his tender, satisfactory evidence of his authorisation. Such tendering Corporation may be enquired, before the contract is executed, to furnish evidence of its cooperative existence. 3)Each tenderer must also send a certificate of income tax Verification from the appropriate income Tax authority in the form prescribed thereof. This certificate will be valid for one yea from the date of Issue for all tenders submitted during the period. In the case of proprietary and partnership firm, it will be necessary to produce the certificate a fore mentioned for the proprietor and for each of the partner, as the case may be. If the tenderer is a registered P.W.D. Contractor and if a certificate for the current year had already been produced by him during the calendar year in which whose tender is made it will be sufficient if particulars regarding the previous occasion on which said certificate was produced are given. All tenders received without a certificate as aforementioned will be summarily rejected. 4) Each tenderer must pay, as earnest money, a sum of Rs.19,800/-(Rupees Nineteen thousand and eight hundred only.) In the form of Demand Draft drawn in favour of Tamil nadu Civil Supplies Corporation, Chennai. on any nationalised Bank (or) small savings scripts/deposits/Accounts duly pledged in favour of Executive Engineer, Tamil Nadu Civil Supplies Corporation , Chennai.

The earnest money, will be refunded to the unsuccessfully tender on application after intimation is sent of rejection of the tender or at the expiration of two months from date of tender whichever is earlier. The earnest money, will be retained in the case of the successful tenderer and will not carry any interest. It will be dealt with as provided in the tender. 5.I) The tender will be remain valid for a period of two calendar months from the last date for receipt of tender. The validity period can be extended further if the contractor gives his consent in writing, specifying the period of extension. II) The tenderer whose tender is under consideration shall attend the Construction Engineer/Executive Engineers Office, before the end of the period specified by written intimation to him. If the tenderer fails to attend the office before the end of the specified period, his tender will not be considered. He shell forthwith, upon and intimation being given to him of acceptance of his tender by the officer duly authorised in this behalf under article 299 (1) of the Constitution, herein after called the accepting authority make security deposit of 2 percent of the value of contract in one of the forms prescribed in Tamil Nadu Public Works Account Code (i.e.) by taking into account of the amount of earnest money deposit, already deposited with the tender, it would be sufficient to pay the balance amount to make up the 2 percent of the value of contract for the purpose of security deposit). The security deposit together with earnest money deposit and the amount withheld according to clause 64-1 of General conditions to the contract, shall be retained as security for due fulfillment of contractor if a cash security deposit is made by the contractor he shall follow the procedure laid down in the preceding paragraph for payment of earnest money deposit and such deposit shall not bear any interest. III) On receipt of written communication of acceptance of tender, if tenderer fails to pay the requisite security deposit within the period specified in the written communication or back out from the tender or withdraws his tender, the earnest money deposit is liable to the forfeited to the Corporation. If the contractor fails to carry out the contract, after paying the requisite deposit, then he will be liable for the excess expenditure if any incurred to complete the works as contemplated in the general conditions to the contract. IV) It shall be expressly understood by the tenderer, that on receipt of written communication of acceptance of tender, tenderer, there emerges a valid contract between the Tamil Nadu Civil Supplies Corporation and the tenderer, for execution of the work without any separate written agreement. Hence for this purpose the tender documents (i.e) tender notice, tender offered by the contractor, General conditions to the contract, special conditions to the contract, written communication of acceptance of tender etc., shall constitute a valid contract and that will be the foundation of the rights of both the parties to the contract. Provided that it shall be open to the accepting authority to insist execution of any written agreement by the tenderer, if administratively considered necessary or expedient.

The contractor shall take risk insurance on his own cost against fire, flood, volcanic eruption, earthquake other conclusions of nature and all other natural calamities risks arising out of acts of God, during such period and that the Corporation shall not be liable for any such acts of Corporation. The contractor shall not be liable for all or any loss of damage occasioned by or arising out of acts of foreign enemies invasions hospitalities or war like operation (before or after declaration of war) like bellion Military or usurped. 6. The Tenderer shall examine closely the Tamil Nadu Building Practice and also General condition of the contract contain there in and sign the Divisional Office copy of the Tamil Nadu Building Practice and its addenda volume in token of such study before submitting his tender unit rates which shall be for finished work in site. He shall also carefully study the drawings and additional specification and all the documents connected with the contract. The Tamil Nadu Building Practice and other documents with the contract such as specification plans, descriptive specification sheet regarding materials etc., can be seen at any time during office hours from 11.00. A.M. to 5.00 P.M. on office day in the of the Construction Engineer, T.N.C.S.C. Limited , Madras-10. A copy of the set of contract documents also be had on payment Rs.6750/- ( Rupees Six thousand seven hundred and fifty only) foe each set inclusive of Sales tax and surcharge therein. The tender document can also be down loaded from Tamilnadu Civil Supplies Corporation Website WWW.tncsc.tn.gov.in, and also in Government Website WWW.tenders.tn.gov.in at Free of cost. The following documents (S.No.6a& 6b) must be enclosed along with the tender while submitting the tender. Tender should not be submitted through the Tamil nadu Civil Supplies Corporation Website and should be submitted in person before 3.00 p.m on 06.01.2012. 6a.Current Registration Certificate. 6b. Current Sales Tax Clearance Certificate. 21/2% of the total value of the work will be retained in the final bill of the work for a period of two years reckoned from the date of completion of the work in order to enable the department to watch the effect of all seasons of the work. An indemnity bond should be furnished by the contractor for further period of three years. If any defects are noticed in the above said period, the defects should be rectified by the contractor at his own cost as directed by the departmental officers and no extra payment will be made for the rectification of such work. The tenderers attention is directed to the requirements for materials under the clause Materials and workmanship in the preliaminary specification. materials conforming to the British Standard specification/Indian Standard specification shall be used on the work and the tenderer shall quote his rates accordingly. 8. Every tenderer is expected, before quoting his rates to inspect the site of the proposed work. He should also inspect the quarries qualities and satisfy himself about the quality and availability of materials. The names no quarries, kilns, etc., where form certain materials are to be obtained will be given in the Descriptive Specification sheet. The best class of materials are to be obtained from the quarries or other source defined shall be used on the work. If every cases the materials must comply with the relevant standard specification. approval before the supply to site of work is begun. If the contractor, after examination of the source of materials complying with the standard of other specifications of the contract cannot be obtained to quality or sufficient quantity from the sources defined in the Description sheet clearly in his tender and state wherefrom he intends to obtain materials subject to the approval of the Construction Engineer, Tamil Nadu Civil Supplies Corporation, Madras. All rates quoted in the tender shall be inclusive of Sales Tax payable under the General Sales Tax Act as amended from time to time (including amendment act 28/84) and that the contractor is responsible to file the sales tax return and pay the amount tax as demanded by the C.T. Department. No request for payment of Sales Tax separately in addition to tendered rates due to any plea of subsequent levy or increase in tax will be entertained vide also clause 38(2) of general conditions to contract. The Government will not however after acceptance of contract rate pay any extra charges for lead of for any other reason in case the contractor is found later on the have misjudged the materials available. Attention of the contractor is directed to the General conditions of the contract regarding payment of seignior age tolls etc. The Corporation will not however, after acceptance of a contract rate, pay any extra charges for lead or for any other reasons, in case the contractor is found later on to have misjudged the materials available. Attention of the contractor is directed to the Standard Preliminary Specifications regarding payment of seignior age tools etc. 9. The tenderers particular attention is drawn to the sections and clauses in this Preliminary Specification dealing with. 1. Test inspection and rejection of defective materials and work. 2. Carriage 3. Construction plant. 4. Water and lighting 5. Cleaning up during progress and for delivery 6. Accidents 7. Delays 8. Particulars of Payment The contractor should closely pursue all the specifications clauses which govern the rates which he is tendering. 10. A schedule of quantities accompanies this tender notice. It shall be definitely understood that the Corporation does not accept any responsibility for the correctness of completeness of this schedule and that the schedule is liable to alteration by omissions, deductions or additions at the discretion of the Construction Engineer, Tamil Nadu Civil Supplies Corporation, or as set forth in the condition of contract. The tenderer will however, basis his lump sum tender on the schedule of quantities. He should quote specific rates for each item in the schedule and the rates should be in Rupees and paise the rates should be written both in words and figures and the unit in words. The tenderer should also show the totals of each item and the grant total of the whole contract and quote in the tender a lump sum for which he will undertake to do the whole work subject

to the condition of contract, such lump sum a greeting with the total amount of schedule. This schedule accompanying the lump sum tender shall be written legibly under free from erasures over writings or conversations, of figures, corrections where unavoidable, should be made by crossing out, initialing, dating and re-writing. II) In the event of the work being transferred to any other Division/Sub Division the Construction Engineer/Executive Engineer/Asst. Executive Engineer who is in charge of division/Sub division having jurisdiction over the work shall be competent to exercise all the powers and privileges reserved in favor of Tamil Nadu Civil Supplies Corporation

11. Tender offering a percentage deduction from or increase on the estimate amount (except in case of tender for maintenance and repairs work, called for specifically under percentage rate tender system) and those not submitted in proper form or in due time will be rejected. 12. The tender should workout his own rates without reference being made of Public Works Department Current schedule of rates or Public Works Department estimates. However in case of tenders called for under percentage rate tender system, the tenderer should workout his won rate, but quite his percentage rate about or below the total estimated cost of work of the Department indicated in the tender schedule. 13. The price at which and the source from which certain particular materials shall be obtained by the contractor are given at the end of the schedule accompanying the tender form. Tenders must accept the materials at these prices and shall quote their price for finished work accordingly. notwithstanding any subsequent charge in the market value for these materials, the charge to the contractor will remain as originally entered in the written contract. No cartage or incidental charges will be borne by Corporation in connection with this supply. 14. The attention of the tenders is directed to the contract requirements as to the time of beginning work, the rate of progress and the dates for the completion of the whole work and its several parts. The following rates of progress of proportionate value of work done from time to time, as will be indicated by the field officers certificates of the value of work done, will be required. Date of commencement of this program will be the date on which the site (premises) is handed over to the contractor. No part to the contract shall be subject without written permission of the Construction Engineer nor shall transfer made by power of Attorney authorising others to receive payment on the contractors behalf.

16. If further necessary information is required, the construction Engineer, Tamil Nadu Civil Supplies Corporation, will furnish such, but it must be clearly understood that tenders must be received in order and according to instructions. 17. The tender accepting authority of the Tamil Nadu Civil Supplies Corporation, Madras-10. Reserves the right to reject any tender of all the tenderers without assigning any reasons thereof. a) The Contractors who posses a degree in Mechanical (or) Chemical Engineering have to appoint Technical Assistants as in the case of Registered contractor with degree in Electrical Engineering when they are entrusted with civil works by the corporation. 18. The tenderers who are themselves not professionally qualified shall undertake to employe qualified technical men at their cost to look after the work. The tenderers should state in clear terms whether they are professionally qualified or whether they under take to employ technical men required by the department specified in the schedule below for the work. In case, the selected tenderer is professionally qualified or has undertaken to employ technical men under him, he should see that one of the technically qualified men is always at the site if work during working hours, personally checking all items of work and paying extra attention to such work as may demand special attention (eg.) reinforced concrete work etc.

a. A penalty of Rs.500/- per month for diploma holder and Rs.1,000/- per month for degree holder be levied in case of default the part of contractors in followings the norms laid down above. b. The employment of Technical Assistants would be based only on the value of contract. Engineers with mechanical Engineering qualification and retired from Civil Engineer works because of their experience in Civil Engineering field. It will not be incumbent as the part of the contractor to employ Technical assistants when the work is kept in abeyance due to valid reasons and if during such period in the opinion of the Executive Engineer the employment of technical Assistant is not required for the due fulfillment of the contract. c.In cases of the contractor who is professionally qualified is not in a position to remain always at the site of the work during working hours personally checking all items of work and paying more attention of the work as may demand special attention (e.g.) Cement Concrete work etc. he should employ technically qualified person as prescribed for the work. d. The contractors who possess a Degree in Mechanical or Chemical Engineering may also have to appoint Technical Assistants as in the case of Registered contractors with Degree in Electrical Engineering when they are entrusted with Civil Works the Department. e. Engineers with Mechanical Engineering qualification and retired from Civil Engineering Department are also suitable for supervise the Civil Engineering works subject to condition that evidence for experience in Civil Engineering field is produced. f. One Technical Assistant may be employed by the contractor far more than work situated within one kilometre provided that monetary limit prescribed for the nature of Technical Assistance to be employed is adhered to by one and the same contractor. 19. Tenderers who have not already registered them selves as P.W.D. contractors shall furnish evidence of their good, record and capacity to do work. 20. A Tenderer submitting a tender which the tender accepting authorities considers excessive and or indicative of the insufficient knowledge of current prices or definite attempt at profiteering will tender himself liable to be debarred permanently from tendering or for such period as the tender accepting authority may decide. The tender rates should be based on the controlled price for materials. If any fixed by Government or the reasonable price permissible for the tender to charges a private purchaser under the provisions of clause 8 of the Boarding and Profiteering Prevention Ordinance, 1943 as amended for time to time and on similar principles in regard to labour and supervision in the construction.

21. The contractor should offer employment to ex-today tapers as far as possible. The number of ex-today tapers to whom he can so offer employment should be mentioned in the tender and he should undertake in the Agreement to offer such employment to such number. 22. The contractor shall comply with the provision of the Apprentices Act 1961 and the rules and orders. Issued there under from time to time. If he falls to do so, his failure will have breach of the contractor, and the competent authority, may at his discretion, cancel, the contract or involve any of the penalties for the breach of contract provided in the condition of the contract. The contractor shall also be liable for any pecuniary liability arising on account of any violation by him of the provision of the Act. Contractor shall during the currency of the contract, ensure engagement of the apprentices, in the categories mentioned below who may be assigned to him by the Director of Employment and Training/State Apprenticeship Adviser, Tamil Nadu. The contractor shall train them as required under the said Act 961 and the rules made there under and shall be responsible for all obligations of the employer under the said Act, including the liability to make payment to the Apprentices, as required under the said Act.

Unless the contractor has been exempted from engagement of apprentices by the Director of Employment and Training/State Apprenticeship Adviser, a certificate to the effect that the contractor has discharged his obligation under the said Act satisfactorily should be obtained from the Director of Employment and Training/State Apprenticeship Adviser and the same should be produced by the contractor for final payment in the settlement of the contract. 23.Contractor shall employ one I.T.I. Trained Mason or every ten mason or part thereof. Incase non availability of I.T.I. Trained mason, the contractor should obtain the prior approval of the Executive Engineer concerned before proceeding with the contract with the other kind of masons. 24.In case of a .. contracts for construction of buildings either permanent or semi-permanent buildings, a sum equivalent to 21/2% of the value of work done will be retained with the Corporation for a period of two years reckoned from the date of

completion of work in order to enable the departmental officers to watch the effect of all seasons on the work done the Contractor. The amount so retained with the Corporation will be refunded only on the expiry of two years period referred to above and on execution of indemnity contractor shall be liable to set right all defects arising out of his faulty execution or substandard work noticed during the above five years period at his cost. 25. A movement Register should be opened and maintained for Technical Assistants employed by the contractor or for the technically qualified contractor. The Technical Assistant or Technically qualified contractor should not the arrival and the departure timing every day along with their initials. Such Registers should be produced during inspection of the inspecting Officers.

The tenderers should state in clear terms whether they are professionally qualified or whether they undertake to employ technical men required by the department specified in the schedule below, for the work in case, the selected tenderer is professionally qualified or has underta]ken to employ technical men under him. be should see that one of the technically qualified men is always at the site of work paying extra attention to such work during working hours personally checking all items of works as may deemed special attention (eg.) reinforced concrete work etc. The contractors who enter into agreement for execution of any work on behalf of the TNCSC a sum of 0.3% of the total agreement value of the work will be recovered from the contractors bill amount towards the Labour Welfare Fund. The Contractor, unless specified otherwise in the contract shall bear all tax liability duties, Government levies etc., including service Tax, customs duty, corporate and personal taxes levied or imposed on account of pay ments received by it from the Corporation for the work done under this contract. The contractors shall make his own arrangements for water and shall meet all charges there. The special attention of the contractor is drawn to clause 39 of preliminary specification of the TNDSS regarding water and lighting. 3.The broken stone for concrete and RCC works should be granite and passed by the Executive Engineer. 4.All iron works or steel work of every kind such as to be embedded in concrete shall immediately on arrival at the site be properly scrapped and wire brushed and given priming coat of approved lead painting without claim for extra. 5.Thr iron hold fasts shall be bull it up on walls in cement mortar 1:3 at the time of construction of walls. No extra claim shall be due for the same wherever holdfasts are to be provided to 9 thick wall. Those should be fixed with cement concrete 1:3:6 using 2mm gauge broken granite stone jelly for proper anchorage and proper binding. No separate rate for such pockets of concrete filling masonry along with adjacent masonry. 6.The teakwood shall be best India teakwood only and shall be subject inspection and approved by the Executive Engineer before use on the work. Country wood where specified shall be karimaruthu or Kongu Andaman Padak for scantling and Alyini for planks. 7.Holes for electric wiring, water supply and drainages etc., shall be provided as erected during progress of work without any claim for extra. 8.The work will be carried out with the last pin derange to the adjoining building: and the contractor will be responsible for any damages caused to the existing fixtures: electric fittings etc., the course of execution and contractor shall make good any damages without any claim for extra. 9.In the case of T beam and full beams the quantity given in the schedule is the quantity of rub portion only. The top flange portion will be always measured with the general lab portion and paid for the slab rates only. For all RCC works the rates shall include/the treatment of bearing as per plate No.2 of 1946 as per TNDSS (Page 3 of 1964 edition) 10.Concrete work: All exposed concrete surfaces will be required to be finished by cement plaster as detailed in schedule A 11.Plastering all external comers, edges of beams, edges of columns and windows opening etc., shall be finished sharp using rich mortar and also finished truly vertical or

If rates are not separately called for, for similar items of works in different floors, the contractor should note that one rate is applicable for all floors indicated in the detailed plans; Any claims for extra for such items floor wise will not be entertained under any circumstances. 13. The construction Engineer, reserves the right to split up the work and entrust the main work, internal water supply and sanitary arrangements to different contractors without assigning any reason there for. 14. The projection if any to the masonry will be measured under the relevant items and no-extra will be paid for finishing the same/ 15. I.The work in TNCSC Limited, executed by the contractor under the contract shall be maintained by the contractors until the work is taken over by the Executive Engineer. The contractor shall accordingly arrange his own insurance against fire, flood volcanic eruption. Earthquake other convention of nature and all other natural calamities arising out of acts of God during such period and that the TNCSC shall not be liable for any loss or damage occasions by or arising out of any such acts of God. II.Provided however that the contractor shall not be liable for all or any loss or damages occasioned by or rising out of foreign enemies, invasion hostilities or war like operations (before or after declaration of war) rebellion Ministry or USUR per Power.

III. 21/2% of the total value of the work will be retained in the final bill of work for the period of two years reckoned from the date of completion of the work in order to enable the Department., to watch the effect of all seasons of the work. Indemnity bond should be furnished by the contractor for further period of three years. If any defects are noticed in the said period of defects should be rectified by the contractor at his own cost as directed by the Departmental offices without extra payment will be made for the rectification of such work.

REVENUE RECOVERY ACT (IV) Whenever any amount has to be paid by the contractor in view of termination of the contract by virtue of clause-57 or any amount that may due or become due from the contractor under their presents and the contractor is not responding to the demands for the payment of said amount, then the TNCSC Limited entitled to recover the said amount under the provision of the Revenue Recovery Act. RISK INSURANCE (v) The work executed by the Contractor (or) under the contract shall be maintained by the contractors risk until the work is taken over the Executive Engineer. The TNCSC, should not be liable to pay for any loss or damages occasioned by (or) arising out of fire, floor, golgonic, eruption, earthquake, other conclusion of nature and all other natural calamities risks arising out of act of God during such period and that the option whether to take insurance coverage (or) not to care such risks is left to the contractor. The contractor shall not be liable for all or any loss or damages, occasioned by arising out of acts of foreign enemies invasions, hostilities or war like operation (before or after declaration of war) rebellion military or usurped power. ARBITTRATION CLAUSE 15. (vi) In case any dispute of difference between the parties to the contract either during the progress or after the completion of the works after determination abandonment or breach of the contract or as to any other matter or thing arising there under except as to the matters left to the sole is certain of the Executive Engineer as to with holding by the Executive Engineer from the payment of any bill to which the contractor may claim to the entitled. Then either party shall forthwith give to the other notice or such dispute of difference and such dispute difference shall be and is hereby referred tot he arbitration of arbitrator selected from panel of arbitration available in TNCSC Limited Building Construction and Maintenance of circle (hereinafter call arbitrator in case where the value of claims is more tan Rs.50,000 only) the parties will seek remedy through the competent Civil Court. 15.(vii) If at any subsequent to the execution of this arrangement TNCSC Limited materials other than those specified in the agreement are supplied to the contractor for use on the work. This will be charged at the market value prevailing at the time of supply of sock issue rates whichever is higher. The contractor will be informed in waiting of the charge and should intimate in writing the rate which he demands for finishing the work in view of the act that he is to use TNCSC Limited, materials. No cent age of incidental charges will be borne by the TNCSC Limited, in connection with the supply of the materials referred to in this paragraph.

Cement required for the work will be supplied by the Corporation at site of work and cost will be recovered from the contractors bill at Rs4900./-per MT(Rupees Four thousand and nine hundred only ) per tone including the cost of empty gunny bags. If any quantity of cement issued not exceeding 5% in excess of the theoretical requirements, the contractor should obtain the prior approval of the Corporation officers for such use of Cement. Unless necessary certificate is given for such excess use of cement the same will be disallowed and recovered from the contractors bill at double the issue rate. 2. a) Steel required for the work will be supplied by the Corporation at the Site of Work and the cost will be recovered from the contractors bills at Rs.39,600/- per MT (Rupees Thirty nine thousand and six hundred only per MT) b) In respect of wastage that may occur during the execution of work, the contractor may be allowed a quantity upto 5% in excess of the theoretical requirements and the cost recovered only at the issue rate of the works concerned. c) Cut bits from the contractors will not be taken back. i) Any item in excess of the 5% wastage allowed over the theoretical requirements should be charged at Rs.79,200/-Per MT(Rupees Seventy nine thousand and two hundred only per MT) ii) Percentage of wastage permitted will be applicable for each size of rods so as to prevent any misuse of the rods if over all percentage is permitted. 3. The contractor should make his own arrangement for carting the materials supplied to him by the Corporation to the site of work from the nearest section stores and he should be responsible for the safe custody of the materials issued to him by the Department till they are used on work. No extra charge will be payable for this. 4.The contractor should make his own arrangement for the supply of binding wire required for the RCC work. 5. The contractor should produce a certificate of clearance of Sales Tax from an appropriate authority.

The contractor shall be solely responsible for the payment of sales Tax under the provision of the Madras General Sales Tax Madras Act IX of 1959 as in force for the time being at the rates for the various items of works will remain un arrested by any changes that may be made from time to time in the rate of which such tax is levied. 7. Shoring and strutting wherever required in foundation will have to be done by the contractor as his own cost. 8. The contractor shall form his own approach road to the work site for which no extra will be paid to him on completion of the work. The contractor shall be permitted to remove the materials laid for foundation or road. If the contractor is allowed to use the existing roads, he shall maintain them in good condition at his own cost through out the period of the contract. 9. If night work is required to fulfill the agreed Rates of progress all arrangements shall be made by the Contractor inclusive of lighting without any claim for extra rates. 10. The contractor shall not employ the labour below age of 12 years and shall also note that he must give employment to Ex/servicemen, Extoddy tapers unemployed agricultural labour and repatriates of India origin from Burma and Ceylon as far as possible. 11.In the event of the work being transferred to another Engineering unit of Tamil Nadu Civil Supplies Corporation, the Engineering incharge of the other Engineering unit of Tamil Nadu Civil Supplies Corporation having jurisdiction over the work shall be competent to exercise all the powers and privileges reserved in favour of the Corporation. 12. Works shall be carried out in accordance with the TNBPC and its addenda The work shall be executed and pursued through in a business like manner. 13.The rate entered for the several items of work in the schedule shall be for finished work and no rates will be paid for baling water by manual labour or any incidental work that may be necessary during execution. 14. It shall be incumbent on the contractor to bring to the notice of the Corporation officers viz. Engineer incharge of the work in writing facts about the out crops of rocks before he proceeds to remove them. No payment shall be made for rocks removed without such intimation. 15. For blasting hard rock, the Contractor shall make his own arrangements for gun powder and Secoil. In case where these are supplied as special case on request the supply will be made at the nearest corporation stores and cost will be recovered from the bills for the work done at the rate applicable from time to time.

16.No department vehicles will be given for conveyance of materials water, earth etc., The contractor should arrange for his own conveyance. No departmental tools, and plants will be supplied to the contractors. The contractor shall provide at his own expenses work shed for works and sanitary arrangements such as latrines and urinals for workers wherever necessary and at places shown by the Engineer incharge, Contractor has to make his own arrangement for conveyance of water.

17. Only clear fresh water shall be used on the work. The contractor shall make his own arrangements for water to be used on construction and shall meet charge there for. The special attention of the contractor is drawn to clause of the preliminary specification to MDSS water and lighting. 18. The broken stone for concrete and RCC work should be of granite stone as passed by the Engineer incharge. 19. CONCRETE WORK: All expensed RCC surface will be required to be finished by Cement Mortar 1:2 after barely chipping the surface wherever necessary without any extra payment. The cement required will be supplied at the issue rate. 20. If during actual execution, the contractor is found to have conveyed materials from a source involving lesser lead than those specified in the description/specification sheet, the differences in cost for such reduced length of conveyance will be recovered from the contractors bill at the rate fixed with reference to this tender. 21. Mango planks should not be used for centering of RCC works under any circumstances, centering forms should be provided to the extent and area ordered by the Engineer incharge during the execution. If wooden centering work is used the junction of two planks shall be provided with GI sheets of approved thickness and width. 22. The payment for centering works for various RCC items will be made only after the concrete is laid even though the centering items is shown separately in the schedule. 23. The furniture required for doors, windows, cupboards and also sanitary works such as water closets, urinals, wash had basins stoneware pipe stand must be procured from Government Industries Department only.

24. SUPPLY OF MS ROD INCLUDING BINDING WIRE BENDING RODS TYING GRILLS AND PLACING IN POSITION. The rates should include all operations such as bending rods, binding wires, tying grills and placing in position. The payment will made on the basis of the weight of rods of

0.78 kg per square centimeter and per meter length. The diameters of initial length rods will be measured in position after grills are tied and fixed in position. The length measured will include over laps. But over laps which are authorised by the officer incharge will only be measured. Over laps on account of the contractor using shorter bits of rods for his own convenience will not be measured. The waste cut bits will not be measured. The position of the overlaps should be got approved by the Engineer incharge before grills are tied. The spacing of rods sizes etc., will be furnished by the officer incharge during the execution. The rates will be uniform for all the specifications. No separate payments or measurements will be made for binding wires which should be supplied by the contractor and tied without extra cost. 25. PAINTING. Painting with Anti corrosive metallic nut brown colour paint should be done with first class quality paints and colour approved by the Engineer incharge over a priming coat. 26. MOSIC TILES FLOORING: The tiles to be used shall be mosaic pattern, Hydraulic pressed cement tiles ( square) 20mm thick consisting of a surface coat not less than 12mm thick with grey cement and colour as the schedule of item requires may be fixed with best Indian marble Small size chips distributed uniformly and profusely over the surface of the tiles on the base cement mortar 1:3 ( one cement and three sand) with neat cement. The tiles shall be laid with minimum possible width of joints and nowhere exceeding 1/32. The joints shall be filled with grey cement or coloured cement to match the finish of the tiles and shall be made almost invisible when the floor is given the final polish. The polish shall be done by means of electric polish wherever possible and hand polished at other places like vertical faces of walls, over and to high degree so as to present perfectly smooth glass surface as soon as possible. AII walls junction of vertical faces shall be finished sharp preferable with 6mm dia, with same quality of materials and colour of the tiles of the floor but laid in situ and these covers shall be measured as part of and paid for at the same rates as that of floor. The colour of the tiles shall generally match other colour floor adjacent or as directed. Skirting may be 10cm to 15cm height i.e. half tiles should be used or as may be directed by the Engineer incharge. 27. Only clean fresh water shall be used on the work. The contractor should make his own arrangement for water and power in case it could not be supplied by the corporation. 28. All iron work or steel works of every kind, except such as MS rods is to be embodied in cement concrete shall immediately on arrival at the site be properly scrapped and wire brushed.

29. All fittings and furniture of doors and windows shall be of best quality steel machine made and well jappened. The iron hold fasts shall be built up in the walls in cement mortar 1:2 at the time of construction of walls. No extra claim shall be paid for the same. 30. The teak wood shall be of best Indian Teakwood only and shall be subject to the approval by the authorities before use on work. Country wood where specified shall be best pillamarudu scantlings and jack wood for planks. 31. Holes and chases for electric wiring water supply and drainage etc., shall be provided as directed during progress of work without any claim for extra. 32. The work shall be carried out with the least hindrance to the adjoining building and office and the contractor will be responsible for any damage caused to the existing fixture electric fittings etc., in the cours of execution and the contractor shall make good any such damages without any claim for extra. 33. In the case T Beam and L Beams the quantity is the rib portion only. The top flange portion will be always measured with the General Slab portion and paid for at the slab rate only. For all RCC work the rate shall include the treatment of bearing as per plate W.No.2 of 1956 as per MDSS (page 32) of 1952 Edition. 34. PLASTERING: All external corners, edges of door and window openings, ribs of beams etc., shall be finished sharp using richer mortar if necessary and also finished truly vertical or horizontal as the case may be. The rate for plastering shall include the cost of finishing the corners of edges of beams etc. 35. FIXING IRON BARS TO WINDOW: The method of measurement for this item of work shall be are of the window including frames. 36. Steel rods used on work, if any should be tested variety are should be got approved. 37. No royalty shall be charged where due for materials quarried from the Public works Department of District Board of other Government quarries assistance as necessary will be given to the Contractor to obtain access to quarries approved by the Engineer. No plot rent shall be charged for materials stocks on Government land during the course of construction provided all such materials are removed within one month after the work is completed. 38. Royalty or charges due for use of private quarries and private land shall be paid by the contractor.

39. The contractor special attention invited to clause 37 and 38 of the P.S. to M.D.S.S. and he is requested to provide at his own expense for sheds latrines and urinals for his workmen. 40. Payment will be made on detailed measurement. Any of the item in schedule may be omitted or radically altered. No variation in the rate shall become payable to the contractor on account of such omissions or variations in quantities. 41. The Contractor shall abide by the contractors Labour Regulation of the Public works Department formed by the Tamil Nadu Government. 42. SPECIAL CONDITIONS REGARDING RELEASE OF WITHHELD AMOUNT: In case of Lumpsum contracts withheld amount of 21/2% of final value of work done will be retained for a period of two years reckoned from the date of completion of work. An indemnity bond for a further period of three years should be furnished at the time of release of the above withheld amount. 43. M.S.PIPES OF VARIOUS DIAMETRE Required for the truss a works will be supplied by the Corporation and the cost recovered at the Rates mentioned below: a) 25mm diameter M.S. Pipe Rs. (Rupees per running metre) b)40m diameter M.S. Pipe Rs. (Rupees per running metre) (Rupees per running metre) 21/2 wastage for M.S. pipes will be allowed at issue rate. For the quantity on M.S. pipes not used on work and not returned by the contractor. For wastage over and above 21/2 recovery will be at double the issue rate.

44. SPECIAL CONDITION REGARDING ADDITIONAL SECURITY DEPOSIT. The successful tendered upon being intimate by the Corporation of the acceptance of tender should remit. a) Additional security deposit of 2% value of Departmental amount if the tendered value is 5 to 10% less than the departmental value of work.

Head office, 12, Thambusamy Road, Kilpauk, Chennai -10. SHEDULE F RULES FOR THE PROVISION OF HEALTH AND SANITARY ARRANGEMENTS FOR WORKERS. Applicable to all cases of works other than those relating to channels and canals where a minimum of fifty workers are employed. The Contractors special attention is invited to clause 37-38,39 and 51 of the preliminary specification to MDSS and he is requested to provide at his own expense the following amenities to the satisfaction of the Construction Engineer, Tamil Nadu Civil Supplies Corporation 1.FIRST AID :At the work site there shall be mounted in a readily accessible place a First Aid appliances and medicines, including adequate supply of sterilized dressings and sterilized cotton wool. The appliances shall be kept in good roders. They shall placed under the charge of a responsible person who shall be readily available during working hours. 2.DRINKING WATER: a) Water of good quality fit for drinking purpose shall be provided for the workers on a scale of not less than 3 gallons per head per a day. b) Where drinking water is obtained from an intermittence public water supply, each work site shall be provided with storage where drinking water shall be stored. c) Every water supply storage shall be at a distance of not less than 50 feet from any latrine, drain or other course of pollutions where water has to be drain from an existing well which is within such proximity of any latrine, drainage or other source of pollution that well shall be properly chlorinated before water is drawn for drinking. All such wells shall be entirely closed on and be provided with trap door which shall be dust and water proof. d) A reliable pump shall be fitted to each well, the trap door shall be kept locked and opened only for inspection or cleaning which shall be one at least once a month. 3.WASHING AND BATHING PLACE: Adequate washing and bathing places shall be provided separately for men and women, such places be kept clean and well drained Bathing or washing should not be allowed in or near any drinking water well. 4.LATRINES AND URINALS: There shall be provided within the premises of even work site latrines and urinals in an accessible places and the accommodation separated by of

each work shall be on the following scale as directed by the Construction Engineer in any particular cases or on the scale. i) Where the number of person employed does not exceed 50. ii) Where the number of persons employed exceed 50 but does not exceed 100 (one hundred) iii) For every additional 100 (One hundred) If women are employed, separate latrines and urinals than those for men shall be provided on the same scale. Except in work sites provided with water flushed latrines connected with a water bome sewerage system. All latrines shall be provided with receiptables or dry earth system which shall be cleaned at least four times daily and at least twice during working hours and kept in strictly sanitary condition. The receiptables shall be tarred inside and outside at least once a year. The excrete from the latrines shall be disposed off at the Contractors expenses in out way pits approved by the local public Health authority. The Contractor shall also employ adequate number of scavengers and conservancy staff to keep the latrines and urinal in a clean condition. 5.SHELTERS DURING REST: At every work site there should be provided free of cost two suitable sheds one for meals and another for rest for the use of workers. 6.CREECHES: At every work site at which 50 or more women workers are ordinary employed there shall be provided with two huts of belonging suitable size for the use of children under the age of 6 years belonging to such women. One hut shall be used for infants games and play and the other as their bed room. The huts shall not be constructed on a standard lower than the following. 1.Thatched roof. 2.Mud floors and walls. 3.Planks spread over the mud floor and covered with matting. The use of the huts shall be restricted to children their attendants other of the children. 7.CANTEEN: A cooked food canteen on a moderate scale, shall be provided for the benefit of workers if it is considered expedient. 8. SHEDS FOR WORKERS: The Contractor shall provided at his own expenses shed for housing the workers. The sheds shall be on a standard not less than the cheap shelter type to live in which the workers in the locality are accustomed. A floor area of about 8x5 for two persons shall be provided. The sheds are to be in rows with 5 clear space between 80 clear space between roads if condition permit. The workers camp shall be laid out in units of 400 persons each until have clear of 40 feet on each side.
