Preamble Having suffered years of damaging and devastating years of civil war, we the people, of Busina Casa, write

this constitution to focus upon reconciliation and fairness for all. We will establish transparency, civil rights, and provide the highest quality of life possible for all of our citizens. We have devised a constitution that provides peace and harmony. Article I Legislature Section 1 - We will establish a unicameral parliament because it is a very small country and has great representation with a hundred seats (proportional) - To run for legislation, one has to be at least twenty-five years old and have been a citizen for at least ten years - Members of Parliament serve four year term - We will create an independent electoral and oversight commission to monitor elections and make sure everything is fair - Seats will be given proportionally to the amount of votes gathered

Section 2 - All legislative powers shall be vested in the parliament of Busina Casa - The resource wealth shall be retained by the government and shall be invested in the by the government in the interest of the people, with the oversight - The government will provide free schooling through high school for all citizens. - Higher education funding shall be aided by the state, on the condition that people stay and work in Busina Casa. - The legislature shall protect human rights of freedom of speech, freedom of establishment of religion, the press, and the right of assembly. - All representatives must meet with the public on a frequent basis to communicate what the government is doing and to answer question and receive petitions. - There will be no unreasonable search and seizure, no writs of attainder, no expost-facto laws, no double jeopardy. The right to counsel shall be guaranteed, nobody shall be required to give evidence against themselves, everyone has the right to a free and fair trial by an impartial jury and to be informed of the nature and cause of accusation, no excessive bail shall be required nor excessive fines imposed, nor cruel or unusual punishments inflicted. - A duty of Parliament is to broaden the job base through the development of alternate sources of revenue. - The duty of the legislative branch is to use government funds to ensure a decent acceptable living standard for all citizens with a free market economy to maintain invention and innovation in positively, competitive sphere.

Article 2 Executive Section 1 - Once you hold elections for the assembly, the public will directly vote for the prime minister of the legislative assembly. - Presidency will be for six years with impeachment. - Prime Minister has to be at least of thirty years of age and can only serve two terms consecutively of four years. - The Prime Minister shall have veto power with a two-thirds majority needed to overrule. - Parliament has the right to censure the Prime Minister but it rests with the people to hold a national referendum to recall the prime Minster. - There will be a dual executive with the President as the head of state and the Prime minister as the head of government. - Prime Minister and legislative assembly will formulate the laws and President will execute the laws. The president can chose the cabinet as well as create a bureaucracy to help implement the laws. - Prime Minister shall have responsibility of handling foreign affairs. - Both President and Prime Minister must be available to be openly questioned by parliament and the public on a frequent basis. Article 3 Judiciary Section 1 - Their terms shall be appointed by the President and confirmed by the legislative assembly. No member may exceed the age of 70. - Separate commission proportional to legislative assembly and will choose who they think are the best three candidates and the legislative assembly will vote on it. Article 4 - Ratification will be by a national referendum.
