Municipal Grant Program The City of South Euclid

Citizen Participation
The City of South Euclid makes extensive efforts to involve citizens in the Municipal Grant
Processin addition to the requiredpublic hearing.The following is a detaileddescriptionof
the numerousactivities conductedwhich facilitate the high level of citizen participation.

A general public hearing is conductedto explain the Municipal Grant Program Processand
receive citizen input and suggestionsthrough questions and discussion.This public hearing
is announced and advertised through a public notice in the local newspaper for two
consecutiveweeks prior to the meeting. Members of Council were also mailed an invitation
to attend eachmeeting.

The-City of South Euclid utilizes the Tri-City Consortiumon Agtttg, a social work agency
for the elderly that addressesthe needsof senior citizens in South Euclid, in its efforts to
increase citizen participation and target those that could best be served, not only by the
CDBG grant programs, but by all City, County, State and Federal grant programs. As
elderly personsare presumedby HUD to be low and moderateincome households,this
cooperative effort between the South Euclid Building Deparhnent and Office on Aging has
proven to be increasingly important and effective over the past eight years. Currently two
outreachsocial workers have experiencein the administration of the City Grant Program.

The City of SouthEuclid Building Department,beginningin2}}4, beganinforming citizens


door-to-door during their annual inspection process of the different programs available to
residents to fix housing code violations or make interior and/or exterior improvements to
their property. Grant Programs included the Exterior Maintenance Program, HELP Loan
Program, Low Interest Loan Programsfor Seniors,and the Heritage Home Loan Program.
