The training will start at 9.00 A.M. and end at 5.30 P.M. There will be two coffee / tea breaks and a lunch break in-between. Practical training will be conducted in well-ventilated and well-lit rooms. MI will provide to all students complimentary light refreshment & tea or coffee during breaks and Buffet Vegetarian Lunch during the course days. The course fees indicated are valid at the time issue and are subject to change from time to time depending on the market conditions. Each student will be supplied with a set of course notes and a set of un-controlled copies reference standards / documents for their guidance in preparation for the PCN Examination. For ultrasonic testing practical training students are encouraged to bring their own Ultrasonic Flaw Detectors and probes / cables. MI will provide the required calibration blocks. Students bringing their own flaw detectors will enjoy a special discount of 10% of the published training fee. This offer cannot be combined with any other offers. Corporate Companies sponsoring five or more candidates for any training program will enjoy a corporate discount of 5% of the published training fee part only. There will be NO discount on the examination fee. Training / Examination Fee Refund Policy: If the registration for a PCN Training & or Examination is cancelled before 30 days or more prior to the scheduled training / examination date refund will be made after detection or Rs. 1000/- towards administration charges or the money will be fully adjusted if the booking is transferred to a different date (seats subject to availability). For cancellations done more than 72 hours and less than 30 days prior to the scheduled training / examination date refund will be made after detection of 50% per method applied as and the balance will be paid in Indian Rupee by way of Account Payee Check within 10 working days from the date of cancellation. For cancellations done in less than 48 hours and No Show candidates no refund will be made.

Meena International has provided the candidates with a good ambiance and comforts to the candidates for writing theory and performing the practical examinations. The candidates shall bring to the notice of the invigilator or the examiner of any intolerable conditions immediately. Complaints at any later stage will not be entertained in any manner. In the middle of any written examination only one candidate is permitted to go out of the examination hall at a time. In such case the candidate shall close all his examination papers, hand over them to the invigilator before leaving the examination hall and shall return within a reasonable time. Candidates attending practical examination also shall comply with the above requirement related to leaving the examination hall. No examination results will be issued for examinations partly completed and no refund will be made for the unattempted parts of the examination. A written intimation also will be sent to the concerned candidate and to her / his employer or sponsor explaining the reasons for the termination of examination. Invigilator will read out the instructions to the candidates appearing for PCN examination and allow the candidates to start writing the examination and note the start time on the white board. The invigilator also will announce when last 30 & 10 minutes are left for completion of the examination.

When instructed by the invigilator to stop writing, all candidates shall stop writing, assemble their answer papers including working sheets used and wait for him to collect the answer papers. 11. Any fraudulent behaviour at Test / Examination Centre will be viewed seriously and may lead to the disqualification of the candidate from the examination and will have to retake the examination. Candidates found involved in such action will be barred from taking any PCN examination for a period of 12 months from the date of such incident. 12. For all PCN Examinations, the candidate has the right to appeal in writing to the PCN Management Committee, C/o The Scheme Manager, British Institute of NDT, The Newton Building, Street George's Avenue, Northampton, NN2 6JB against a decision to terminate an examination.
All candidates are required to sign this sheet in the space provided for having read and understood the contents of this instruction sheet, and this will be preserved in the candidate's files. MI SAFETY REQUIREMENTS FOR TRAINEES / STUDENTS The following are the minimum safety requirements applicable for all candidates undergoing NDT Training and appearing PCN Examination in Meena International. This also gives general instructions for the candidates. General: 1. Be informed about the location of the fire extinguishers in side the building. Inform the nominated course in-charge if you notice any sign of fire. Do not panic and make the fellow students to get panic. Proceed to the assembly point (will be shown during first day safety briefing) and wait for further instruction at assembly point if you notice a fire inside the building. 2. Be informed that MI follows a No Smoking Policy within the Training & Examination Centre. Smoking is permitted only outside the centre building. 3. In case you need any first aid please contact your coordinator or the reception desk for immediate attention. Particular Precautions to be taken during Practical Training / Examination: 4. Follow all the instructions of the training guide / examination invigilator from time to time during all practical sessions (Training & Examination) 5. Use only equipments / charges with proper plug attached to connect to the main power supply and take all precautions to prevent electric shock. 6. Use Safety Boot (with steel toes) during all practical training / examinations to prevent injuries in case of accidental fall of heavy test specimen from the work bench. 7. Always request for assistance while handling or lifting heavy practical specimen. Do not lift any specimen having weight greater than 15.0 Kg. alone. 8. Use proper Personnel Protection Equipments (PPE) such as hand gloves, eye glasses, coverall etc., as required while handling hazardous chemicals. 9. Meena International will not be responsible if the candidate violates any of the minimum safety precaution required to be followed within the training centre and injure him / her. No compensation claim will be entertained in any manner. Meena International however will provide immediate first aid as required and take them to the nearest medical facility for further treatment if required and inform his nominated contact person as courtesy.

EXAMINATION AVAILABILITY
(PSL/4 Issue 57 dated 1st July 2011)
PCN examinations are available at a number of Authorised Qualifying Bodies (AQBs) and examination centres. Many AQBs have a high degree of flexibility and can conduct PCN examinations at any location, including overseas, upon demand. Table 1 shows all current BINDT Authorised Qualifying Bodies, whilst Table 2 shows Examination Centres where PCN examinations are either permanently or frequently available. The British Institute of NDT is an accredited Independent Certifying Body, complying with the criteria of European standard ISO/IEC 17024 (General criteria for certification bodies operating certification of personnel), offering a flexible reliable and cost-effective method of satisfying NDT personnel qualification and certification standards EN 4179 (Aerospace Series) qualification of NDT personnel, EN 473 : General principles for qualification and certification of NDT personnel and ISO 9712 : Non-destructive testing - Qualification and certification of personnel. The Accreditation of the Institute for personnel certification activities is signified by the use of the UKAS accreditation logo for personnel certification. The British Institute of NDT is accredited against ISO/IEC 17024 criteria to provide certification of personnel against specified standards as follows: The British Institute of Non-Destructive Testing (BINDT), which owns and operates the PCN Certification Scheme, is accredited as complying with the standard ISO/IEC 17024 to certify one of three levels of competence described in the current issue of the PCN documents General requirements for qualification and PCN certification of NDT personnel (PCN/GEN) and Specific requirements for the qualification and certification of NDT personnel in the aerospace sector. The competence required to achieve certification for each specific activity is described in the following appendices to the current edition of PCN/GEN: Appendix B Appendix C Appendix D Appendix E Cast products, covering radiographic and ultrasonic NDT methods Welded products, covering radiographic, ultrasonic and electromagnetic NDT methods Wrought products, including forgings, covering eddy current and ultrasonic NDT methods Pre and in-service Inspection (multi-sector, including castings, welds and wrought products), covering liquid penetrant, magnetic particle and visual testing NDT methods, and including radiation safety certification. Appendix F
The above accreditation covers certification according to EN 473 and ISO 9712. The competence required to achieve certification for each specific activity is described in the current edition of PCN/AERO. The aerospace sector is a multi-sector that includes metallic and composite materials components and structures, covering eddy current, liquid penetrant, magnetic particle, radiographic and ultrasonic NDT methods. The British Institute of NDT is also accredited against the criteria of ISO/IEC 17024 to certify personnel as having reached Level 2 competence in the ultrasonic testing of wrought plate. Details of the competences are given in the PCN Scheme document PCN-ISO 20807 (this certification is outwith the scope of EN 473 and ISO 9712). ASNT recommended practice for the qualification and certification of nondestructive testing personnel (periodically reviewed and republished by the American Society for NDT)
The PCN scheme also offers a system whereby qualification and certification of NDT personnel can be carried out in accordance with European and international standards by an Authorised Qualifying Body or AQB. An AQB is defined as: A body, independent of any single predominant interest, authorised by the Independent Certifying Body to prepare and administer examinations to qualify NDT personnel. PCN document CP/9 sets out the general requirements for the creation of BINDT Authorised Qualifying Bodies for the purposes of issuing NDT personnel certification complying with agreed standards. Such a system offers the best of both worlds and has numerous advantages. Any organisation - anywhere in the world - interested in becoming authorised to conduct PCN examinations is encouraged to seek further information from BINDT Certification Services.

Certification for NDE Level 3 Services The organisation offers the services of level 3 personnel certificated in accordance with a recognised standard (e.g. reference 2). Level 3 services can include any or all of the following: assuming full responsibility for a NDE facility and staff; establishing and/or validating NDE instructions or procedures; interpreting codes, standards, specifications and procedures and designating particular NDE methods, techniques and procedures to be used; validation of NDE procedures and techniques associated with in-service inspection of plant and machinery; training, examining or supervision of NDE personnel. The organisation's registration certificate will indicate for which industry sectors and NDT methods such level 3 services are available.

Industrial NDT experience in the applicable NDT method and field of application, which leads to the acquisition by a PCN candidate of the required skill and knowledge, is to be gained and recorded prior to the award of certification by PCN. In the event that a false statement is made concerning precertification experience, any certification awarded as a result will be null and void. Required experience: levels 1 and 2 The candidate shall have had regular practical experience in the application of the NDT method and this will include a specified period of recorded practical work on site or in works under certificated supervision. The minimum periods of experience for eligibility, which may include the required period of training, are specified below: LEVEL 1 NDT METHOD ET PT, MT and VT RT and UT (months) 3 1 3 LEVEL 2 (months) 9 3 9
For level 2 certification, work experience normally consists of time as a level 1. However, if the candidate is to qualify directly at level 2 with no time at level 1, the experience will consist of the sum of the periods required for levels 1 and 2. Work experience, which is based on a nominal 40 hour working week, may be gained simultaneously in two or more of the NDT methods for which PCN certification is sought, with the reduction of total experience as follows: * two testing methods - reduction of total time required by 25% * three testing methods - reduction of total time required by 33% * four testing methods - reduction of total time required by 50% Recording pre-certification experience Candidates will be required to provide documented proof, authenticated by an employer or responsible agency (who PCN may contact for verification purposes), of the above work experience before an application for certification can be accepted by PCN. PSL 41 Issue 2 rev A 6th December 2007 NON-DESTRUCTIVE TESTING EMPLOYER'S AUTHORISATION PCN examinations consist of two parts each with several sections. A third job specific part may be carried out by the employer prior to issuing operating authorisation. DEFINITIONS Employer: The organisation for which a candidate or certificate holder works on a regular basis; an employer may also be a candidate. Operating authorisation: A written statement issued by the employer based on the individual's competence in the certification categories held. In addition to the certification, the job specific knowledge, skill and physical ability may be assessed for the specific task. Job Specific Examination: A further element of the qualification procedure includes practice relating to the special inspection requirements and needs of an individual employer. JOB SPECIFIC EXAMINATION Employers or AQBs may carry out the job specific part of the qualification procedure to satisfy requirements related to the employer's specific needs. PCN document CP13 - Guidelines for PCN Job Specific Endorsement - provides guidance in conducting this supplementary examination. In circumstances where the job specific/job practical examination is considered necessary, independent documentation to satisfy company quality assurance requirements should be raised by the employer. OPERATING AUTHORISATION Employers may use the form provided overleaf when authorising employees to carry out non-destructive testing on their behalf. A separate form should be raised for each NDT certification held by the individual concerned.

PSL/49 ISSUE 13 DATED 1ST JANUARY 2011 PCN EXAMINATION EXEMPTIONS FOR HOLDERS OF QUALIFYING CERTIFICATES ISSUED BY RECOGNISED CERTIFICATION BODIES
Definitions A Qualifying Certificate is one that is issued by a Recognised Certification Body, and which demonstrates compliance with EN 473 or ISO 9712, covers the same Product or Industry Sector and NDT Method as the PCN Certification sought, and the NDT level is relevant in terms of exemptions applied for. A Recognised Certification Body is one which is registered under the EFNDT Mutual Recognition Agreement (MRA), or which is accredited by a body in membership of the International Accreditation Forum (IAF) against the requirements of ISO/IEC 17024 to issue certification in compliance with the current editions of ISO 9712 or EN 473. BINDT may develop individual agreements with certification bodies that do not conform to this definition. Exemptions allowed 1. BINDT will grant exemptions for the written general and specific parts of PCN Level 1 and Level 2 examinations for holders of valid Qualifying Certificates. 2. A holder of a valid Qualifying Certificate may recertify directly within the PCN scheme as if a PCN certificate was held. 3. BINDT will grant exemptions for the Level 3 basic examination parts A (Materials Technology) and C (general knowledge of four NDT methods at level 2) and the Level 3 main method examination part D (general knowledge of the NDT method) for holders of valid Qualifying Certificates. 4. A holder of a valid Qualifying Certificate may seek PCN level 3 certification without the need to complete a PCN Level 2 practical examination, but will not be eligible for direct issue of a PCN level 2 certificate as a result of success in the PCN level 3 examination concerned. How to claim exemptions Those claiming such exemptions should apply in the first instance, using the form at page 2, to the PCN Certification Records Office at the above address. Verification of current certification status will be taken up with the certification body which issued the certificate for which exemptions are claimed. Following verification, the application form will be annotated and returned to the applicant together with a letter confirming exemptions for use in support of a standard examination application to any authorised PCN Examination Centre. Please note that certification on which the exemptions were issued must be valid at the time of examination.

GENERAL INFORMATION (please read carefully before completing application). This form is to be used for candidates for initial examination in any PCN designated NDT method and industry or product sector. Form PSL/57B is to be used for recertification and supplementary examinations, or a retest of previously failed initial examinations. All candidates for PCN examination and certification are required to fulfill the conditions for eligibility specified in clause 6 of the current edition of the PCN General Requirements for Certification of NDT Personnel. Eligibility is defined in terms of visual acuity and colour perception, training, and experience. Attention is drawn to opportunities for mature candidates who may satisfy special eligibility criteria (PCN General Requirements refer). Candidates will be required to supply verifiable evidence of satisfying all eligibility criteria and PCN publishes the following documents, all of which are available free of charge, for use in recording and providing such information in an acceptable format: CP16 Annex D1 (record of employment) PSL/30 optional form for recording pre-certification experience PSL/42 optional form for recording pre-certification experience and on-the-job training PSL/44 PCN Vision Requirements, including optional form for recording results of tests Initial enquiries for examination appointments may be made to the Test Centre by telephone. However, no examination appointment can be considered confirmed until a correctly completed application form and supporting information has been received. Applications should be legibly completed. Once completed, this form and supporting information should be sent to the PCN Test Centre together with relevant payment information or examination fees. One application form is to be submitted in respect of each examination applied for. Candidates not already having a PCN identity card will need to provide two passport photographs on the day of examination. Please enquire beforehand whether photographic facilities are available at the examination centre. Applications dependent upon the individual holding (or having held) appropriate certification must be supported by acceptable evidence of such certification. Dear Student, Meena International has now has expanded bed facility for outstation candidates and it is provided on first come first serve basis. The following are the tariff: Rent per bed space in a twin sharing non-air-conditioned room for a day or part of the day is Rs. 175/-. Single occupancy in non air-conditioned room will be charged at Rs. 300/- day Rent per bed space in a twin sharing air-conditioned room for a day or part of the day is Rs. 275/-, Single occupancy in air-conditioned room will be charged at Rs. 450/- per day. Single occupancy will be entertained only when bed spaces are free. Breakfast and dinner cab be arranged on request at cost. We have 8 non air-conditioned & 6 air-conditioned bed spaces available now. We also have arrangement with nearby hotels to accommodate students on single or twin sharing basis and the rates are available on request. Students have to settle the bills directly and make their own arrangements for commuting to the training centre.
