Introduction The Abu Dhabi Media Company (ADM) is soliciting Proposals from firms who are interested and qualified to provide Media storage, archiving and management systems. It is the intent of the ADM to select a single service provider to accomplish all the services outlined in this Request for Proposal. You may send the proposal in the format prescribed herein and one electronic version of the proposal should be returned in a sealed envelope bearing the name and address of the respondent.

Statement of Purpose

Transform ADM RADIO NETWORK Library content from old analog tapes to digital media with highest long term stability and technical support. Exploit the transformed media commercially. Make it available for public & government/education sectors.

Background Information Abu Dhabi Media Company (ADM) is a multimedia pioneer in the Arab region which has a group of investments in media products and services that include publications, print services, different radio and TV channels, internet websites, and transmission services. Its origins in television, radio and press go back as far as 1969 with the establishment of Al Ittihad Newspaper, UAE Television from Abu Dhabi and Abu Dhabi Radio. Today, ADMs diversity provides a unique advantage as it continues to reach millions of Arabs from around the world. ADMs coverage extends from the Middle East to Europe as well as North America. Abu Dhabi Radio is having the biggest & only authentic national sound library in the UAE. It contains almost 120,000 analog tapes (80,000 Hours) that goes back to 1968.

Responses to this RFP should provide a roadmap and strategy for implementation that lays out specific recommendations for equipment, software, procedures, and service. The successful firm will be involved for the full duration of the design development, preparation, and implementation of the project. The main requirement is to upgrade the existing IT infrastructure of Archiving Project. This will include upgrading of our Enterprise servers, Tape Library, and Enterprise Storage Systems. (7) Dalet licenses and (16) digigram professional audio cards will be supplied from the dalet audio system company. These components are the core of the archiving system. These components would enable us to convert the analog tapes into a digital format.

A strategy that simply recommends addition of hardware to increase storage capacity without addressing storage management will be considered non-responsive and will not be evaluated. It is recognized that full implementation may require multiple phases. Responses should include steps to be taken for each proposed phase. We conceive of the following services and components as being necessary to the expanded offering:

Operating System Environment - All proposals must include specific information regarding compatibility and interface with the Windows 2003 Cluster and Microsoft/Sybase SQL databases. Business Continuity/Disaster Recovery Proposals should address how the proposed strategy supports or enhances business continuity and disaster recovery for the ADM RADIO NETWORK. Training and Installation - All proposals must detail recommended training for ADM staff on administering and managing the proposed environment. Additionally, include specific details about the on-site and/or remote configuration, set up and installation time and requirements. Backup Provide recommendations for optimizing backup efficiency and minimizing backup window(s) within the existing infrastructure constraints. Strategies that depend on infrastructure changes must be clearly articulated to identify specific recommendations and costs to implement those changes. The proposed solution much fully integrates with the ADM RADIO NETWORKs current backup software. This currently consists of a IBM robotic tape library with four drives in multiple logical partitions. Each partition is currently directly attached to a backup server via FC. Maintenance - Maintenance fees for proposed software and hardware must be included in the proposal with 24/7/365 support. Please be specific regarding when the first maintenance fees are due (i.e. upon contract execution, following initial one year warranty, etc.). Proposals must also include a copy of any applicable Software License Agreements. Broadcast Infrastructure Recording/Archival format Shall be a faithful representation of the original recording, stored in uncompressed formats, and should not be cleaned up or enhanced in any way. 16-bit PCM Audio (real time wav) 48 kHz sampling rate Stereo channel 1536kbps bit rate(no compression).
