Admission requirements for full members of the AssociAtion of chArtered certified AccountAnts (AccA)

overview
From 1 August 2011 new exemption arrangements will exist for full members of the Association of Chartered Certified Accountants (ACCA) seeking membership of the Institute of Chartered Accountants of New Zealand (the Institute). These arrangements replace previous exemption arrangements. The new exemption arrangements will apply to: 1. Full ACCA members applying for provisional membership of the Institutes ACA and CA Colleges after 1 August 2011. 2. Full ACCA members enrolled in Institute-recognised courses before 1 August 2011. 3. Full ACCA members registered as provisional members of the Institute as at 1 August 2011.

Full ACCA members seeking CA membership of the Institute on the basis of current full membership of ACCA will need to satisfy the following requirements:
Academic requirements

Hold a recognised bachelors degree (or recognised equivalent including a BSc (Hons) in Applied Accounting awarded by Oxford Brookes University). Dispensation from the CA academic requirements will not apply to ACCA candidates who have been granted exemptions/admission to the ACCA programme on the basis of mature entry, through completion of a diploma or other route. Successful and complete coverage of the following topics at an NZICA accredited tertiary institution: Advanced Management Accounting Advanced (NZ) Taxation New Zealand Commercial Law Advanced Audit and Assurance (if not successfully completed in the ACCA programme) Advanced Business Finance/Treasury (if not successfully completed in the ACCA programme)

On meeting the academic study requirement, a full ACCA member will be eligible to apply to become a provisional CA member of NZICA. To become a full member of the CA College, the ACCA member must have been admitted as a provisional member of the Institute and must then satisfy the following practical experience and professional competence requirements:
Practical experience requirements

A minimum of two full-time equivalent years relevant post-qualification (after qualifying as a full ACCA member) practical experience achieving level 3 competencies in one area as outlined in the Chartered Accountants Training Log
Professional competence requirements

Successful completion of the CA Professional Competence Programme as prescribed by the Admissions and Membership Committee (currently PAS/PCE). All members of ACCA must satisfy standard tests of good character and reputation for the purposes of admission to NZICA membership.

Full members of the CA College are entitled to use the designations Chartered Accountant and CA. However, a CA member of the Institute may not offer accounting services direct to the public unless he or she also holds a Certificate of Public Practice (CPP).

Full ACCA members seeking CA membership of the Institute on the basis of current membership of ACCA will need to satisfy the following requirements:
Academic requirements

ACCA members applying for membership under these arrangements will be required to complete the following requirements prior to being admitted to full membership of the ACA College: Hold a recognised bachelors degree (or recognised equivalent including a BSc (Hons) in Applied Accounting awarded by Oxford Brookes University). Dispensation from the ACA academic requirements will not apply to ACCA members who have been granted exemptions/admission to the ACCA programme on the basis of mature entry, through completion of a diploma or other route. Successful and complete coverage of the following topics at a NZICA accredited tertiary institution: New Zealand Commercial Law New Zealand Taxation Plus one of the following: Advanced Audit and Assurance (if not successfully completed in the ACCA programme) Advanced Business Finance/Treasury (if not successfully completed in the ACCA programme) Advanced Management Accounting Advanced NZ Taxation

All members of ACCA must satisfy standard tests of good character and reputation for the purposes of admission to NZICA membership (Rule 2.6).

Full members of the ACA College are entitled to use the designations Associate Chartered Accountant and ACA. However, an ACA member of the Institute may not offer accounting services direct to the public unless he or she has achieved CA status and also holds a Certificate of Public Practice (CPP).
ACCA members admitted to full membership on the basis of the previous reciprocal membership arrangements between the two bodies may continue to enjoy Institute membership. However, members admitted on this basis are advised that if their membership of NZICA should lapse applications for readmission will be assessed in accordance with the exemption policy at the time of application.
