Institutional and prison-like are the words clients have used to describe Napa Countys alcohol and drug treatment facility on the Napa State Hospital campus. The floors consisted of cold concrete and tile, and the bare walls were painted an odd purple color, said Joshua Levy, program director for the McAlister Institutes residential services. In January, community volunteers banded together for a design competition aimed at assisting clients in their recovery by creating a more livable space. Thanks to their efforts, clients are now describing the atmosphere as homey and peaceful. In the first phase of a facility overhaul, design teams have put in carpets, shelves and window blinds, as well as new furniture and inspirational paintings. The project has been entirely dependent on fundraising and has received about $15,500 in cash donations. Two of the biggest contributions included $10,000 from the Gasser Foundation and $5,000 from the Queen of the Valley Community Benefit Program. Volunteers also have contributed items to help complete the rooms. The project has about 40 volunteers, many of

Labor Law Issue Question: We have several employees who have accumulated excessive vacation days over the past few years and this has created a huge potential liability for this firm. I know California Labor Code Section 227.3 requires all unused vacation be paid out at termination. What can be done to avoid cashing out unused vacation on termination? Were so grateful for the outpouring of help, Levy said. Ive never seen anything like it. The McAlister Institute is a San Diegobased firm with more than 30 years experience in operating alcohol and drug treatment facilities. When it began operating the Napa facility in mid-November, Levy said the place was in shambles. Previously, the contract had been held by Project Ninety, which operated a residential treatment facility on the Napa State campus.

Licensing issues stemming from the death of a patient in July 2010 rendered Project Ninety unable to bid on the new contract, effectively forcing the facilitys closure and guaranteeing a transition to a new provider. The facility is licensed by the state for 55 beds but receives only enough funding for 40 beds, Levy said. The McAlister Institute, which has a policy not to turn clients away, currently has 48 Napa clients eight in detox and 40 in the residential program. We wont turn anyone away as long as we have a physical bed for them, Levy said. The idea to redesign the facility stemmed from Sheila Daugherty, who helped launch the Wolfe Center, the countys first treatment center for teenage drug and alcohol abusers. She retired from the center in August, after advocating, raising funds and serving on the board for more than a decade. Daugherty says she believes the newly decorated treatment facility will assist clients in their recovery by showing that the community values them as individuals. The project has been divided into three phases. This first phase involved redecorating the bedrooms of the womens wing, as well as the facilitys conference rooms. The second

phase, which Daugherty hopes to begin in May, will redecorate the mens wing and three dining areas. The final phase will be to redesign the detoxification wing. Ryan Gregory, board chair for Community Action Napa Valley, is one of the volunteers participating in the project. His design group, called Team CANV, includes his wife and two daughters, ages 9 and 11. I made the kids the design directors, Gregory said. Its become a cool little family project. Team CANV was in charge of one of womens bedrooms, which they redesigned with a yellow and white spring theme, Gregory said. Gregory spoke with the client who occupies the room earlier this week and said she was pretty psyched about it. She agrees with our color choice, so thats good, he said. Gregory describes the redecorated rooms as vastly improved over the stark prison cells they once resembled. I think itll improve (clients) spirits while they live there, he said. Each room has a character and is pleasant to be in.

The accreditation program was first awarded in 1993 to encourage chamber executives to upgrade and expand their skills through continuing education and training programs in the chamber management and business fields. There are currently a total of 44 ACE recipients active in chambers of commerce in the West. Zimmer was also among the 33 chamber executives to graduate from the acclaimed Academy program, a professional development program presented by W.A.C.E. President and CEO of the Napa Chamber, Chris Messina said, On behalf of the

Id like to share a small portion of Dr. Robert Eylers Q & A, from the North Bay Business Journal, with you: Q: What would you say were the defining economic trends for the North Bay in 2011? Dr. Eyler: The North Bay saw a slow labor market recovery in 2011, as well as business growth. Both of these are signs of recovery. However, housing prices remained stagnant, and the number of home sales that were either bank-owned or a short sale remained relatively high. The latter environment creates downward pressure on home prices. We have seen many efforts started or continued toward local entrepreneurial activities across a variety of industries, and that trend needs to continue.

for all employees is the key to reducing liability at termination. The beginning of a new year is an excellent time to start managing your vacation program. You as the employer have the right to determine when employees take vacation time off. There are some exceptions when it comes to mandated leave programs, but almost always vacations can be scheduled at managements discretion. Starting now can help prevent large payouts at termination. One way to bring down vacation balances is to send notice to all employees asking for their preferred dates for vacation time off. For example, you could ask employees to state their first and second choices for vacation.

In case of conflict, seniority or some other non-discriminatory factor could be used to resolve this issue. Also, be sure to add that company needs will be considered when approving vacation. Management also can simply assign vacation dates to both exempt and nonexempt employees. Exempt employees can be required only to take vacations in full week increments. The State Labor Commissioner takes the position that exempt employees should be given at least 90 days notice of mandatory vacation. Although it is not clear what action might be taken by the Labor Commissioner if 90 days notice is not given, you should comply. There may be situations, however, where due to business conditions, 90 days notice
