DPRK Announces Concrete Steps to Cut off Inter-Korean Border Overland Passage

The head of our side's delegation to the North-South general-level military talks notified the
South Korean puppet authorities.

On 12 November, the head of our side's delegation to the North-South general-level military
talks formally notified the South Korean puppet authorities that our military will, as the first step,
take the important measure of strictly restricting and cutting off all overland passage through the
Military Demarcation Line (MDL) from 1 December, in response to the South Korean puppet
authorities' anti-Republic confrontation maneuvers, which are growing vicious day by day.

However, the South Korean puppets are still crazed with anti-national and anti-reunification
confrontation commotion. Even the incumbent ruler publicly blabbered in the heart of the United
States that reunification under a system of liberal democracy is the ultimate goal, having no
regard for the historic 15 June Joint Declaration and 4 October Declaration.

The reality clearly proves that the respect for the two declarations and the resumption of
dialogue for their implementation, which the South Korean puppet authorities have hitherto
clamored about, are nothing but mere hypocrisy.

On 24 November, the head of our side's delegation to the North-South general-level military
talks, upon authorization, notified the South Korean puppet authorities as follows:

The South side authorities' stand on the two historic declarations remains all the more
unchanged, [seen] from [ROK President Lee Myung-bak's 12 November comment that] waiting
is also a strategy.

The South side's blatant acts of destruction of all North-South agreements and its anti-Republic
confrontational racket are reaching a stage that can no longer be tolerated.

Regarding the prevailing grave situation, our army will take the following important measures
from 1 December as the first step, as has already been notified.

We:

1. Will selectively expel resident personnel and vehicles of relevant offices of the authorities and
enterprises in the Kaeso'ng Industrial Complex and Mt Ku'mgang Tourism District, and cut off
their overland passages through the MDL.

2. Will completely cut off the tour of Kaeso'ng by the South side's personnel that has been
conducted through their passage of the MDL in the West Coast area under the control of the
North and South.

3. Will disallow the operation of the South side's train that has run between Pongdong and
Munsan and close again the MDL that was opened.

4. Will also strictly restrict the passage of all the South side's personnel through the MDL to
enter and leave the Kaeso'ng Industrial Complex and the Mt Ku'mgang Tourist Zone under the
name of visit, economic cooperation work, and the like.
5. Stricter order and discipline will be enforced on passage and entry into the Kaeso'ng
Industrial Complex and the Mt. Ku'mgang Tourist District, and strong sanctions will be applied to
violators [of this order and discipline].

The destiny of North-South relations is entirely dependent on the attitude of the South side's
authorities. The South Korean puppets must pay heed to our army's warning that it does not
know of empty talk. The South Korean puppet authorities who have driven North-South relations
to a crisis of complete cutoff will never be able to escape from their responsibility.
