TERMSOFREFERENCE ASEANAUSTRALIADEVELOPMENTCOOPERATIONPROGRAM(AADCP) PHASEII SENIOROFFICERCORPORATEDEVELOPMENT

Background: Asadynamicregionwithapopulationofmorethan575millionthataimstoliveinpeaceand share prosperity, the Association of South East Asian Nations (ASEAN) has embarked on an initiative to build an ASEAN Economic Community (AEC). The AEC is envisioned as a competitive economic region well integrated into the global economy, having equitable economicdevelopment,andservingassinglemarketandproductionbase. The ASEAN Australia Development Cooperation Program Phase II (AADCP II) is providing assistancetoASEANtohelpstrengthentheASEANSecretariatsinstitutionalcapacityincluding itshumanresourcesmanagement. TheASEANSecretariatisseekingqualifiedcandidatesforthepostofSeniorOfficerCorporate Development under the AADCP II program to provide technical support to the ASEAN SecretariatforCorporateDevelopmentactivities. DutiesandResponsibilities: Reporting to Assistant Director Human Resources, the incumbent is responsible for the planning and implementation of organizational development and learning strategies, and programmes to support ASECs Vision, Mission and Values. The incumbent for this position shallberequiredto: Diagnose/analyzeorganizationalissues;developandimplementchangeinterventions thatwillimproveorganizationalfunctioning,leadershipbenchstrength,andfacilitate organizational initiatives in response to organizational requirements. (e.g., change management,reorganizations,etc); Provide organizational and talent development expertise to senior management/Heads of Divisions on organization assessment, diagnosis, strategic planning, change management, organization design, culture acclimatization, team development,andgroupprocess; Helps Departments maintain alignment with other parts of the organization, which effectivelybalancestheinterestofthedepartmentsandASECasawhole;

Design, align, and integrate organizational capability building programs based on PerformanceManagementStrategy/Plantoachieveoptimalstaffperformance; Oversees the compliance of ASEAN Secretariat Staff Regulations (ASSR) and Policies (recruitment, compensation, retention, termination, etc), Job Descriptions, Work StandardsandStandardOperatingProceduresforallHumanResourcesFunctions; Work closely with HR Operations Section to provide required initiatives (e.g., performancemanagementplans,compensationplans,workforceplans,ActionLabs); Develop strategies for training and development which are aligned to the overall strategic direction of the organization; conduct training needs assessments, design trainingplans,budgetsandreports;and Conduct briefings, presentations, and able to provide Teambuilding, Teambonding andMindbondingtraining,fostersstaffengagementandmoralewhennecessary.

QualificationandExperienceRequirements: Post Graduate Degree with minimum of six (6) years work experience in Human ResourcesDevelopmentwiththelast2yearsinamanagerial/supervisorycapacity; Proven track record in Human Resources Development/Organizational Development and/orLearningandDevelopment; Good IT skills with handson knowledge and experience in using Microsoft Office applications,particularlyMicrosoftPowerPointandExcel; ApplicantwithexperienceinorganizationalEducation/Teaching/Trainingispreferred.

Remuneration: Asalarypackagewillbenegotiatedcommensurablewithexperience.Uponcompletionofthe probationaryperiod,thecandidatewillbeconfirmedforatwoyearcontract,inclusiveofthe sixmonthprobationaryperiod,inthefirstinstance.
