The Strategic Educational Management of Public Schools in San Pedro Province of Laguna: Basis for Educational Development Statement of the Problem: This study is an attempt to know the strategic educational management of the Public School in San Pedro in Province of Laguna as the basis of educational development. Specially, it seeks to answer the following questions: 1. What is the profile of the respondents of the San Pedro Public School System in terms of the following variables? Age; Sex; Civil Status; Length of Service; Educational Attainment and Position? 2. As assessed by the administrators and teachers, to what extent does the strategic educational management of the San Pedro Public School System addressed the following areas. 2.1.1 Planning Management 2.1.2 Staff Development 2.1.3 Physical Facilities Development 2.1.4 Curriculum Development 2.2 Project Management 2.3 Financial Management 2.4 Human Resources Management 2.5 Monitoring Management 2.6 Communication Management 3. How significant is the differences in the assessment of the two groups of the respondents as to the extent to which the strategic educational management of

the san Pedro Public School System addressed the areas mentioned in question #2 when group according to the profile variables. 4. CHAPTER I THE PROBLEM AND ITS BACKGRPOUND INTRODUCTION Strategic management is more than a collection of strategic types. It is a process of analyzing a companys competitive situation, developing the companys strategic goals, and devising a plan of action and allocation of resources,( human, organizational and physical ) that will increase the like hood of achieving that goals. In todays competitive market, organizations must engage in strategic planning to survive and prosper. The same is true in education, competition is tough and that time flies so fast so as with our technology that we need to improved from time to time so as the students would be able to cope the new trends in education. The organization regardless of its motives and services faces pressures from within and external of the organization. It will take a lot of management abilities and skills to cope up with situations that deal with the cultural, social and political pressures from without. The success of any organization is contingent upon the person who is the apex of power. To be in control, a strong leader has to possess the essential competences in managing an organization. Organizational survival and disintegration depend on the kind of manager charting its direction. This is due to the reality that managers are expected to provide their subordinates with the vision and direction, needed in achieving the institutions reason for being. These ideas hold through even in a school system. Today, educational managers are very much concerned in transforming their institutions of learning into effective schools this however, cannot be done overnight. Becoming an effective school does not happen by chance. It is achieved and maintained by managerial leaders who have a through understanding of the factors that contribute to organizational effectiveness. Hence, this is one of the primordial concerns of every school administrator. As educational leaders, school administrators are duty-bound to steer the organization towards the achievement of vision, mission, goals and objectiveness of the schools under their charge. Owing to the growing complexities of the societal needs, organizational changes have to be effected. Organizations have to be dynamic due to internal and external pressures. These realities are also true in institutions. As such,

educational managers have to be thoroughly familiar with the unique and individual characteristics of their teaching and non-teaching personnel. They have to comprehend the changes brought about the government legislations, as well as political, social, and cultural forces existing in the environment where the school is operating. With such kind of milieu schools are confronted with and the surmounting problems arising everyday from both internal and external pressures, educational managers have to be very skilful in balancing their concerns for the welfare of the organization and the people working in that organization. To be able to fulfil their essential task of moving the school into their desired direction, will require that they be equipped with the managerial competences for organizational efficiency and effectiveness. Bennies as quoted by Fr. Segudo (2002) says that they have to be competent in the management of meaning, management of attention, management of trust and management of themselves. Effectiveness, therefore, in a school setting will depend on the competency of the educational manager in harmonizing the talents and abilities of the school personnel the achievement of school goals. On account of the foregoing ideas and concepts, it appears that the single most important variable to reckon in over-all success of an educational institution is them vision, dedication, and managerial leadership of those who are managing it. In both public and private schools in the country, school management rest on the principal, assistant principal and learning areas coordinators subject department heads. As pointed out by Fr. Segudo ( 2002 ) according to Ubben and Hughers, it is the leadership of the school that makes a difference between excellence and mediocrity. As institutional excellence has become a by word in all the quarters of the academe, their is now a need to probe into how well schools are living up to their institutional vision, mission, and goals. The need to look into organizational effectiveness of educational institutions has become an urgency as present-day schools are called upon to produce globally competitive and excellence graduates. This will, of course, require a lot from teaching, no-teaching, and managerial personnel of the school. Nevertheless, of responsibility is greater the burden on the part of those managing the school and its various programs. Turning out the graduates the school can be proud of cannot be materialized if the quality of management and institution is far below. This is a reality in the educational enterprises that educators and administrators cannot give what they do not have. Hence, skilfulness in management and teaching are crucial variables in the goal of

educational managers in transforming their school into quality institution producing quality outputs. Democratic school administrators make extensive use of ideas, suggestions and recommendations of their subordinates. When the impact of the decision affects the subordinate, they are likely to be invited to participate, in the decision making process even though the school administrator is the one who ultimately responsible for the decision. The management technique is officially known as participative management. In addition to using subordinate participation, the democratic approach is also more flexible than the autocratic approach. Those who use the democratic alternative are more likely to investigate the reasons for subordinates error or misconducts before they whether disciplinary actions are appropriate. The good administrator reads the context correctly and knows how much pressure to apply, when to apply it. In the real world of running complex organizations the person in charge must attend to both leadership task and management task. A successful administrator administers a complete organazations that is part of a larger social and political context. The administrator exercises leadership skills which help establish goals, mission and shared vision of the school. Administrators fulfil two roles and must operate in a mortal ethical framework. As managers they maintain a productive, status quos. They conserve useful and facilitative policies and procedures. As Leaders, they work to change goals, policies and procedures in response to or in anticipation of internal organizations or external (environmental ) concerns issues or problems. Borromeo ( 1996 ) cited that the responsibility of educational managers is to create effective schools where meaningful learning takes place. Effective schools do not happen by chance. They are designed and maintained by leaders who have a thorough understanding of factors to contribute then organizational effectiveness and characteristics that make a school the institution to be emulated. A major factor in effective schools is a strong leader Who steers the organization toward the achievement of the schools mission, which revolves primarily around a meaningful learning and growth. To effectively carry out the tasks of instructional leadership. It is then clear that if the purpose of institution is to come up with a quality product or perform a quality service, then the workers must do quality work and the manager is to see that this occurs. Unfortunately, those who manage teachers and some students in most

instances are highly dedicated people who have tried very hard but have yet to figure out how to manage so that students to significance amount of quality work. Quality education has been the main objectives of the educational system in the San Pedro Public School in the province of Laguna. Its fundamentals is enriched in its philosophy of education which states: Education in San Pedro Public School System is an on going effort towards further developing the potential of individuals in a holistic and interrelated manner, so as to produce individuals who are intellectually, spirituality, emotionally and physically balanced and harmonious, based on a firm belief in and devotion to God. Such an effort is design to produce San Pedro Public School System citizens who are Knowledgeable and competent, who posses high moral standards whom are responsible and capable of achieving a high level of personal well-being as well as being to contribute to the betterment of the society and the nation at large. This kind of philosophy is jumping board to formulate the guiding principle to provide quality education. In the implementation of the SPPSS philosophy of education to quality, awareness is needed on the part of the administrators must be required to get competent teachers who can analyze and solve problems. These teachers should be able to work as team. Their talent can be specific or general to a job but what is important is that they have the skill to be trained in specific areas with minimum cost. This is because quality education is seen by the applied to train teachers for specific skills. Attaining quality education entails time, talent, and treasure. The San Pedro Public School System has a long been engage in various forms of activities that promote quality education because its management firmly believes that only with quality can the system be in the competitive world. Various efforts have been carried out to achieve better quality education its schools. For these Public schools, the mission which the students for life here, now and thereafter. Such vision, however, needs to be accomplished by a management philosophy reflective of the systems mandate and an environment conducive to maintaining a quality work life for teachers and promoting growth in student learning. His noble aim is not easy to attain. Its require time, human and non- human resources, cooperation and above all, commitment among those who want to achieve quality.

Background of the study The Public Elementary School of San Pedro caters to 20 public Elementary Schools. Of these Public Schools, 20 are being run manage or administered by the different principals within the district of San Pedro. The
