SYNOPSIS

This project aims at finding the social impact of the grant that is given by HPCL to NAVJYOTI INDIA FOUNDATION every year. The grant is of Rs. 38.67 lakh. The primary motive of the association between HPCL and Navjyoti is provision of proper health care and nutrition to the people of JJ colony, Bawana. From the cost statement (APPENDIX 1A), it can be inferred that approximately 67% of the total expenditure is on activities like Honorarium, Admin Expenses and Supervision Costs. On the contrary, only 1/3 of the total expenses are on the actual target beneficiaries. This goes against the companys actual aim of providing free or inexpensive health care facilities to the residents of the community. Local population of JJ colony consists of mainly labor class people. These people leave for work in the early morning and then come back late in the evening. And the timings of OPD are 10 am12noon and then in the evening. Because of this fashion, many people are unable to take advantage of the Navjyoti Health Care Center. Also the doctors in the health care center work for 20 days in a month though they are willing to work for 30 days in a month. The remaining 10 days can be accommodated for organizing allopathic camps in the colony. This will also help in reaching out to people who live far off in the colony. Also one of the major reasons for the HPCL-Navjyoti partnership is increase in the brand awareness of HPCL. But this is not happening. Neither the school children nor the other community members are aware of the fact that HPCL is sponsoring the Health Care project of Navjyoti.

INTRODUCTION

Hindustan Petroleum Corporation Limited (HPCL) is a Fortune 500 PSU engaged in exploration, production and distribution of petroleum products across the country. The Company aspires to take up leading role in Corporate Social Responsibility (CSR) as this company believes CSR connects businesses to society and helps them participate in overall development of the nation. This organization has already implemented many projects like Navjyot, Muskan, Nanhi Kali, Unnati" and "Swavalamban" in different States in India. HPCL strongly believes that implementation of these projects is not the end of CSR. To understand the impact of these projects, HPCL has engaged expert like SBM, NMIMS to carry out Social Audit of one of these projects. In this context SBM, NMIMS team is submitting the report on Social Audit of Navjyot project to HPCL.

Corporate Social Responsibility (CSR) activities of Hindustan Petroleum Corporation Limited (HPCL) have been initiated since 1985. The purpose of HPCL CSR activities, which was taken from its VISION and MISSION statement, is stated as follows:

a) Serving the community is the purpose of our business. b) Ensuring sustainable business process financially, environmentally and socially, is our effort. c) Using core competence, expertise and technology of our business to reach the common people, especially the underprivileged, is our aim. d) Developing capacity in the community is our strategy. e) Enhancing human excellence and improving quality of life is our endeavor. According to CSR statement of purpose of HPCL, it is clearly stated as HPCLs CSR model has been based on Creating Shared Value. The shared value model is based on the concept that corporate success and social welfare are interdependent. A business needs a healthy, educated workforce, sustainable resources and adept government to compete effectively. For society to thrive, profitable and be competitive, businesses must be developed and supported to create income, wealth, tax revenues, and opportunities for philanthropy and sustainability

NAVJYOTI INDIA FOUNDATION

Navjyoti India Foundation is a voluntary organization registered under the Society Registration Act, 1860, in the year 1987. A twenty four year old organization formed under the leadership of Dr Kiran Bedi has been running several interventions in the areas of child education, women empowerment, health care, vocational training, protection, shelter, rural development, deaddiction treatment and counseling and environment. Navjyoti India Foundation was founded by Dr Kiran Bedi and 17 other like-minded Officials of India, as a result of the inextricable link that existed between crime and drugs. The objectives were to work for correction, de-addiction and rehabilitation of the drug addicts as a crime prevention measure. Realizing the need to adopt an integrated approach, the organization started to reach out to other left out sections of society as well including women, children, youth and general community. OBJECTIVES To organize services for individuals, groups and communities to enable them to learn and act towards community development.

To INITIATE correctional and rehabilitative measures for the criminals and drug addicts. To PROVIDE preventive, corrective and rehabilitative services concerning drug and alcohol abuse at primary and secondary levels To PROMOTE formal and non formal education for empowerment of women, children and youth To UNDERTAKE projects for development of education, vocational training and self help groups in rural areas To CONDUCT research on social issues and problems of development To DISSEMINATE information on the same through print and audio visual media

HPCL-NAVJYOTI PARTNERSHIP

HPCL entered into a contract with NAVJYOTI in the year 2005

OBJECTIVESy Undertake regular health checkups and health education talks among children enrolled in various education interventions run by Navjyoti. y Ascertain their hemoglobin levels and document the other anthropometric measures such as height, weight etc. y y y Plan required nutritional program for at risk children. Measure change over the period of one year in the health, hemoglobin levels etc. Provide other support services for the community such as OPD, ligation surgeries for women, awareness and sensitization programs etc. y Strengthen referral and linkages with government and allied agencies

Remedial Education

Remedial Education program is designed for the students who attend the MCD schools. Its main objective is to lower down the dropout rates in schools. In the MCD schools, the dropout rate increases directly in proportion with increase in class levels. One of the main reasons for this increase is an unhealthy student-teacher ratio of 100:1 approximately. The schools are not allowed to detain students under any standard because of government regulations. In this case, students who are not capable enough are promoted to higher classes and as they are unable to cope up with all these complexities, they prefer to dropout. Insufficient guidance at home and lack of motivation to study at home after school is also a major factor for increased dropouts. Navjyotis Remedial Education program is a kind of after-school tuition classes which aims at remedying the gap that usually exist between what students of grade 3 to grade 12 belonging to the lower strata of the society study at school and what they really grasp. It admits the weakest of students taking into consideration various factors like family income, family background, occupation and willingness of students.

Its main objectives are:-

 Reinforce the learning of children in schools to continue education  Ensure 95% retention of the above mentioned students  Promote regularity and provide need based counseling to them and their parents  Enable holistic development by providing extracurricular activities:o Sports o Music

o Dance o Library o Exposure visits

Under this project, classes are run in 2 shifts, each class having maximum of 25 children which ensures individualized and personal attention to each and every child. Parents are also sensitized about their childrens education so as to address the issue of disincentive from home. The classes are run close to the childrens home, the issue distance and cost of commuting that act as a deterrent is also taken care of. Students progress is assessed by 3rd party assessments which conduct tests and judge students twice a year, once in the beginning of the academic session and then in the end of academic session.

ISSUES
 Students are not well versed with the spellings especially English  Some students are not even aware of the name of the subject they were studying

Navjyoti IGNOU Community College

Navjyoti has added yet another feather in its cap by getting registered with IGNOU and receiving the status of Community College. The initiative is a strong mode to disseminate education to all segments of the society and would offer opportunities to all segments of the disadvantaged people. The sole idea of Navjyotis Community College is by the community, for the community and of the community. Various courses like Introduction to Computer Technology, Tally, Animation, English Speaking, These courses are offered at very nominal prices. Loan facilities are also provided to students who cant afford to pay the fees in one go. Students are also motivated from time to time so that they complete their courses.

Navjyoti also organizes various placement fairs in collaboration with Empower Pragati Vocational and Staffing Private Limited to provide a platform where the recruiters and job seekers meet at the same platform. Companies like Haldirams, Kaya Skin Clinic etc visit the fair and recruit NJICC students.

ISSUES Internet training is a mandate and is not given to all the students.

REMEDIAL HEALTH

After JJ colony was setup and remedial education program was already in effect, the organization realized that people of this colony live in highly unhygienic areas and lack basic health sense. Then the remedial health program was launched. It aims at providing positive health seeking behavior. Health Care services are based on a two-fold approach of providing preventive as well as curative services. Its main objectives are:-

To improve the health status of the children covered in education component by promoting health monitoring and health education To improve the health status of the community by providing them with basic facilities and improved referral services To generate awareness and sensitize the community on relevant health issues related to Children To strengthen referral and networking with service providers (Government and NonGovernment) To promote community health monitoring through capacity building of health committee

The health care program not only keeps a check on the health of its beneficiaries, but it also spreads the necessary awareness among the community members. The causes, symptoms and preventive measures for all the major ailments are spread across the community

The project operates at 2 different levels1. School Health Program 2. Community Health Care

Besides the above mentioned level, the program also keeps provides healthcare activities for the Aanganwadis children. There are approximately 70 government Aanganwadis in and around the region. In this program, Navjyoti basically maintains the immunization records of all the children and make sure that children get their immunization doses on time.

SCHOOL HEALTH PROGRAM

School Health Program is for the children who attend the primary classes of Remedial Educational Program known as PREC (Primary Education Centre) students and secondary classes of Remedial Educational Program known as SREC. All the children are covered at least once in two months where children are screened on various health and hygiene parameters. Its main objectives are:-

 Regular health check up of children on health and hygiene parameters  Health education for children  Identification of at risk children and planning specific health programs for them.  Documentation of individual health profiles of children  Immunization of school children  Maintaining Hemoglobin levels of children and providing de-worming medicines

The aim of the school health program is to monitor child health .Usually in the lower strata of society; health is not given enough importance because of scarcity of funds and lack of awareness. The school takes the onus of imparting required information about health. Regular health check- ups are conducted for free for the students. The focus is on early detection and prevention. In case of illness, students are treated at the school OPD or referred to the nearby government hospital. Students are also educated on hygiene parameters. This also helps in sensitizing the community about healthy lifestyles. For PREC students, regular health checkups are conducted once every 2 months. They are sensitized and informed about the proper healthy habits, cause and symptoms of regular health problems. They are taught how to keep themselves clean and healthy. Hemoglobin tests are conducted twice a year once in the beginning of academic session and the other one in the end of the session. De-worming medicines are given to all the children whose Hemoglobin levels are not up to the level. Vaccination is also given to the children which are preventive doses for some untreatable diseases.

If any student gets ill during the school hours, then he is taken to the health centre and is treated for free. If there is anything urgent or serious with the child then an ATR (Advice to Report) is issued and sent to the childs parents. After receiving this slip, child visits the health centre along with his parents and then further treatment is carried out. For SREC students, Hemoglobin tests are conducted twice a year once in the beginning of academic session and the other one in the end of the session. De-worming medicines are given to all the children whose Hemoglobin levels are not up to the level. Vaccination is not given to these students. The blood samples for Hemoglobin samples is sent to the Hind Labs, RK Purim, New Delhi

OBSERVATIONS & ISSUES

 The de-worming medicine is available in market for Rs. 14 and some brands costs as low as Rs.6 while in the budget, the cost of de-worming medicine is given as Rs.50  De-worming medicines are required for children who have low Hemoglobin levels. Only 1% of children have Hemoglobin levels less than 9g/cc. Still the budget is quoted for all the children  No information is provided that why blood samples are sent to as far as RK Puram, Delhi  Sometimes nutrition is provided in the form of iron fortified biscuits in place of bananas/apples which are for free as they are sponsored by Britannia

COMMUNITY HEALTH CARE

This program is for the community members of JJ colony. It comprises of operating homeopathic and allopathic OPD, DOTS centre and health camps in and outside the community. It aims at providing health care needs of the community. It has 3 main purposes1. General OPD 2. Awareness(DOT meetings) 3. Health Camps

Its main objectives are: Community awareness and sensitization through health talks among women, adolescent girls and general community.  Facilitation of ligation surgeries for women  Health camps in coordination with Sir Ganga Ram. Hospital  Community awareness and sensitization through health talks among The NGO organizes two types of health camps In-house and Out-Reach camps. In-house camps are organized twice a month in the blocks of JJ colony. The purpose is to motivate the people to visit health centre in case of illness. Out Reach camps are organized in the industrial area near JJ colony. In the industrial area, there is no health centre. So a 3-hour health camp is organized twice a month to cater to the medical problems of these laborers. Homeopathic medicines are provided in the camps.

OBSERVATIONS & ISSUES

 People of JJ colony do not believe in the treatment using homeopathic medicines  The health centre is near the entrance of JJ colony. For people living in far off block, it is not easily accessible  According to the budget, only Rs.15000 is allocated for medicines and consumables. Out of this Rs.10000 is spent on allopathic medicines. It is observed that the drugs that are bought by the Purchase Committee are Generic Drugs and are of inferior quality  Homeopathic medicines are promoted even though people do not believe in its concept  In Navjyoti, medical card is made for Rs.20 while other NGOs (STOP, Prayas, Chaitanya etc) charge Rs 5 for a day  According to the sources, admin charges which are 10% of the total budget comprises of telephone and internet charges. But there is no telephone and internet facility in the health centre  Allopathic doctors are highly qualified and they are paid Rs 650 for a visit which is very less

 Rs.50000 is budgeted under the heading of skill up gradation. But according to doctors, no such training is held  The community members have no idea that HPCL is sponsoring the health project. Even the key personnel who are appointed by the Navjyoti do not know about this. So there is no increase in the brand awareness  3 quarters have passes. According to the budget, ideal expenditure on medicines should have been Rs 135000. But it is only 30,999  Majority of JJ colony population are laborers and they leave for early in the morning and come back in the late evening. So they are unable to take advantage of the medical facilities as the OPD operates from 10am-12noon and then in the early evening hours.

RECOMMENDATIONS

 There is a huge problem of drug addiction in the colony. The NGO should start operating detoxification centers.  The allopathic OPD operates for 20 days in a month. For remaining 10 days, allopathic camps can be organized  As the colony is huge in size, and for some blocks, it is not feasible to walk all the way to the health centre, mobile health centers should be organized and follow ups should be conducted  There should be a salary increase for the doctors. This will motivate them to work more and diligently  Instead of generic drugs, Standard drugs should be purchased so as to re-instill the faith of the community members in the Navjyoti health centre
