Consolidated Omnibus Budget Reconciliation Act SPS, USA June 2010 to till date SHPS stand for "Sykes Health Plan Services". It is a joint venture of "Sykes Enterprises" and "Health Care Services". SHPS, Inc. is an integrated health management provider with services that include Benefit plan administration, Insurance carrier management, Spending Account Management, Total Absence Management and COBRA. SHPS provide Employers and Employees with a single, comprehensive source of health management decision guidance Consolidated Omnibus Budget Reconciliation Act [COBRA] of 1985 introduced by US government was to cover individual during the transition period (from the time of loss of coverage until the individual obtained other health insurance coverages). Legislation that deals with healthcare, including a provision stating that almost every group health plan must provide each participant and qualified beneficiary under the plan with the option to pay for continued coverage for a specified period of time under the plan in the event that coverage would otherwise have ceased as a result of one of a number of qualifying event [COBRA is a law not insurance]
