Dear Hunter: Thank you for your interest in hunting in Wyoming. Our state has a long and rich tradition of hunting and boasts an abundance and diversity of big game animals. This rich abundance of animals is evident in Wyomings high big game success rates for hunters. In 2010, the success rate for elk was 43%; 57% for white-tailed deer; 60% for mule deer; 78% for bighorn sheep; 88% for moose; 97% for pronghorn antelope; and 100% for mountain goat. With the exponential increase in technological advances, the Wyoming Game and Fish Department has also been making corresponding advances in the way hunters may access and submit applications, including big game applications. For instance, in 2010 80% of big game hunters purchased their licenses through the Wyoming Game and Fish Departments online application service at https://gf.state.wy.us/elsapplication/ELSWelcome.aspx. This secure, online system has allowed us to become more effective and efficient when processing license applications. Sportsmen and sportswomen may still use the physical application booklets and mail us their applications. Hunters and anglers now have the option of not only purchasing licenses online, but may also print the following licenses, stamps, and permits from the convenience of their home computers: -Conservation Stamp -Elk Special Management Permit -Pheasant Special Management Permit -Archery Permit -Wildlife Damage Management Stamp -Daily Fishing License -Annual Fishing License -Bird / Small Game Combined Annual License -Bird / Small Game Combined Daily License -Bird Annual License -Small Game Annual License I encourage you to take advantage of these services. Section 1. Dates and Deadlines

Online applications may be submitted during the open application period from the WGFD website. Fees will be paid in full by Visa, Mastercard or Discover when the application is submitted. Online applications must be completed and submitted by 5:00 PM Mountain Time. If the deadline date is on a day when the Cheyenne Headquarters office is closed for normal business hours (weekends, holidays, etc.), online applications received by 5:00 PM Mountain Time on the next business day that the Cheyenne Headquarters office is open for business will be accepted. Residents may apply by using the WGFD website beginning January 1, 2012, for all resident applications except preference point purchase only. Paper applications and fees must arrive at the Wyoming Game and Fish Department, Cheyenne, Wyoming by 5:00 PM Mountain Time on the application deadline to be valid, regardless of the postmark date. If the deadline date is on a day when the Cheyenne Headquarters office is closed for normal business hours (weekends, holidays etc.), paper applications received by 5:00 PM Mountain Time on the next business day at the Cheyenne Headquarters office will be accepted. All applications received after that time and date will be rejected and returned to the applicant prior to the drawing being conducted. Applications received after the application period shall not be accepted. For example, the Resident application period for Deer is May 1 - May 31; thus an application must be received by 5:00 PM MT on May 31, 2012.
All Full Price Limited Quota and Reduced Price Limited Quota licenses remaining after the initial drawing will be sold on a first-come, first-served basis through the Departments Electronic License Service via the WGFD website, Department offices, at automated license selling agent locations or through the submission of a paper application to the Cheyenne Headquarters Office. Full Price Elk, Deer and Antelope Licenses will be available July 10, 2012, at 8:00 AM Mountain Time. Reduced Price Cow/Calf Elk, a. Application Fee Information. Please refer to the license fee charts on page 4 for license prices. A nonrefundable application fee of $5.00 is included in the amount to be remitted for each big game license applied for in the initial drawing. b. Computer Drawing. In an attempt to assure fairness, all Limited Quota licenses are initially allocated to applicants on the basis of randomly generated numbers through a computerized drawing system. c. 2012 Application Forms. You have been provided 5 forms. For more Forms, please photocopy. Leftover Licenses Available After the Initial Drawing
Section 2. General Application and License Information
Doe/Fawn Deer and Doe/Fawn Antelope Licenses will be available July 17, 2012, at 8:00 AM Mountain Time. A current list of all leftover licenses available for purchase will tentatively be located on the WGFD website on June 30, 2012. Applicants are reminded about having permission to hunt on private land before applying for a license, otherwise you may end up with a license and no place to hunt and these licenses are nonrefundable.
The Mountain Goat license is a once-in-a-lifetime license. If you drew a Mountain Goat license after 1995, you may not apply again. No person who is issued a Wild Bison hunting license and who harvests a Wild Bison after January 31, 2001, shall be eligible to apply for or receive a hunting license for Wild Bison in any future year. e. Preference Points. preFereNce poINts apply oNly to moose aND BIGhorN sheep. Preference points can be purchased online by using the WGFD website. To purchase a preference point, an applicant must be at least eleven (11) years old at the time of application and at least twelve (12) years old by December 31 of the year of application. Applicants for a big game hunting license must be at least eleven (11) years old at the time of application and at least twelve (12) years old when hunting. No person may apply for more than one (1) preference point per species in the same calendar year. Applicants may purchase a preference point for $7.00 instead of applying for a license. Applicants who apply for a license and are unsuccessful will be awarded a preference point, therefore they could not purchase a preference point only. applIcaNts

Each drawing is independent of all other drawings.

Although several species are included on one application form (Moose/Sheep/Goat), the drawing for each species is conducted independently and the result of one drawing has no effect upon other drawings. Therefore, success in the drawing for one species does not guarantee success for another. For example, success for a Moose license does not guarantee success for a Bighorn Sheep license. d. Five Year Waiting Period. Wyoming Statute provides that any successful Moose or Full Price Bighorn Sheep applicant must wait 5 years to next apply for or receive another Moose or Full Price Bighorn Sheep license. For example, a Moose applicant successful in 2007 would not be eligible to apply for or receive another Moose license until 2012. Nor would the applicant be eligible to purchase a Moose preference point during this same 5-year period (until 2012). However, the applicant could continue to properly apply for a Full Price Bighorn Sheep until successful. The 5-year waiting period would then pertain to applying for or receiving another Full Price Bighorn Sheep license or purchasing a Bighorn Sheep preference point.
(see paGe 30). The preference point system is designed to improve your odds of eventually drawing a license in a hard-to-draw hunt area. For Moose and Full Price Bighorn Sheep, 75% of available licenses in each hunt area and license type combination will be allocated to preference point draw. Applicants with the highest preference point totals will receive priority in the preference point draw. The remaining 25% of available licenses will be allocated to a random draw. In this manner, everyone who applies has at least some chance of drawing a license, regardless of their preference point total. All applicants are entered into the preference point drawregardless of their preference point total (including applicants with zero preference points). Any applicant unsuccessful in the preference point draw is then entered into the random draw. The application form (Form 30) to purchase preference points only will be available on our website beginning June 15th, or you may request an application by calling (307) 777-4600. The application period to purchase a preference point only is July 1 - Sept. 30. Do Not attempt to purchase a preFereNce poINt oNly during any of the initial license application periods. The price for a Moose or Bighorn Sheep preference point is $7.00 each. There is No applIcatIoN Fee to purchase a preFereNce poINt oNly.

Moose and Bighorn Sheep preference points are associated with a specific customer record, which is identified by the sportsperson identification number used on the application to earn or purchase the preference point(s). When a customer changes their residency status from either resident to nonresident or nonresident to resident, the preference points are not affected. Moose and Bighorn Sheep preference points earned are associated with the customer and not the customers residency status. Preference points are assigned to the persons sportsperson identification number and are tied to a species, but not to a specific hunt area. You are allowed to apply for different hunt areas from one year to the next. However, if a person fails to apply for a license or fails to purchase a preference point for two (2) consecutive years, all preference points will be automatically deleted from the persons record. Preference points earned or purchased during 2012 are not available for use in the 2012 limited quota drawings. They will be available for use in the 2013 limited quota drawing. Once an applicant has successfully drawn a Moose or Full Price Bighorn Sheep license, all preference points will be deleted for the species drawn and the person is required to wait five (5) years before again applying for a license or purchasing a preference point (refer to section 2(d)). Preference points shall not be restored when an applicant causes more than one customer record to be generated, due to the following: 1. A different sportsperson identification number was given on the application. 2. A different sportsperson identification number was generated because the sportsperson number field on the application was left blank. 3. A different last name, first name, date of birth, or social security # was used by the applicant. Such circumstances cause preference points to be accumulated under different sportsperson identification numbers and ultimately deleted for failure to apply under the same sportsperson identification number. Exceptions may be made for a name change because of marriage or divorce. f. The Drawing, please call (307) 777-4600 or visit the WGFD website. A $5.00 fee will be deducted from the license application refund. The refund will be issued upon completion of the drawing. It is the responsibility of the applicant to ensure Withdrawal Forms have been received by the License Draw Section by the applicable date indicated on the chart on page 4. h. Application Modifications. Applications submitted on the WGFD website may be modified on the WGFD website. This feature is also available for paper applications once the application data is entered in the system. Modify the hunt area and type on an application on the WGFD website by selecting the View Previously Submitted Applications button and checking the Modify button and then select the Continue to update areas and types button. You will not be able to modify the fee type for which you have submitted your application. The party originator must make the modifications to party applications. Modifications to party applications may also be submitted to the License Draw Section by fax at (307) 777-4679 and must include the sportsperson identification number and the applicants signature. k. Alteration/Transfer of Licenses Prohibited. Information on licenses, stamps, permits, tags and coupons, as prepared by the Department or its agents, cannot be altered or transferred. No individual shall take or attempt to take any wildlife using another individuals license, stamp, permit, tag or coupon. This regulation does not preclude a person from transporting, within Wyoming, game legally taken by another person when the person transporting the carcass has the proper carcass coupon in possession. l. Reservation of License Due to Injury or Illness. Holders of Moose, Mountain Goat or Full Price Bighorn Sheep licenses, who are Unable To Use The License For Good Cause (see page 47 for definition), may reserve a license for the same species and hunt area in accordance with Commission Regulation for the immediately succeeding calendar year only. Refunds shall be denied in any circumstance where the licensee hunted on the license for the designated species as specified in Commission Rules and Regulations, including special archery seasons, during the year for which the license is issued. The sportsperson identification number is a random number generated by the Wyoming Game and Fish Department. Your social security number may not be used as your sportsperson identification number. If this is your first application submitted with the Wyoming Game and Fish Department, please leave the sportsperson identification number field blank and check the box Please Assign #. If you had previously been assigned a random number as your sportsperson identification number, please continue to use that on your application form. All applicants are required to provide the last four (4) digits of their social security number to apply for a license or participate in limited quota drawings. Section 466(13)(A) of the Social Security Act mandates states have in effect a requirement for the social security number of any applicant for a recreational license to be recorded on the application. The Act does not require the social security number be printed on the face of the license, but does require the number be kept on file at the agency. This provision of the act is to allow for the matching of child support obligors with license holders. The Department of Health and Human Services has approved an exemption that allows the Department to only capture the last four (4) digits of the social security number, instead of the entire number, to comply with the federal requirements to provide the social security number of a hunting and fishing license purchaser. The Wyoming Game and Fish Department will not print the social security number on any license document. It will not be accessible on any Department internet license application or sale system. Any uses of the social security number will be limited to the last four (4) digits. The Department will not disclose the social security number to any entity, except to the Department of Family Services, as required for child support enforcement. The sportsperson identification number will continue to be the number printed on licenses or refunds, not the social security number. Individuals who do not have a social security number will be required to provide an alternate identification number as follows: Resident aliens will be required to provide their Tax Identification Number (TIN). This means a person that is not a US citizen who is in our country on a VISA working for a company earning a paycheck or attending college. Also known as Resident Alien Card, Green card or Student VISA. International foreign visitors will be required to provide their Passport Identification Number. Licenses, stamps, permits or tags issued under Title 23, Wyoming Statutes or by Commission Regulation become the permanent property of the licensee and shall not be canceled or any fee refunded after the license has been issued except as follows: i. In the case of the death of the licensee, any person who has authority to represent the decedent as provided by a court order shall submit a written request for a license refund supported by a copy of the respective death certificate; ii. In the case of the death of the licensees spouse, parents, grandparents, lineal descendants and their spouses, step-parent, stepsibling, step-children, father-in-law, mother-in-law, brother-in-law, sister-in-law, step-son-in-law or step-daughter-in-law, the licensee shall submit a written request for a license refund supported by the respective death certificate. The date of death on such certificate shall have occurred during the regular season, resulting in the licensee not being able to participate in the majority of the regular season; iii. In the case of incapacitating illness or injury of the licensee supported by a physicians sworn statement on a Department form; iv. Military personnel who receive Permanent Change of Station (PCS) orders or are assigned away from their home duty station on Temporary Duty Orders (TDY), all of this being supported by a copy of official military orders from the Armed Forces of the United States; v. Individuals who are not able to participate in the majority of the regular season for the species specified in Commission Rules and Regulations during the year for which the license is issued as a result of a court subpoena, jury duty, Grand Jury investigation or attorneys required to attend criminal cases. A certified copy of the court document shall accompany the written request for the license refund; vi. When the Department determines one hundred percent (100%) of the hunting opportunity and access to the hunt area has been closed due to administrative actions of the state or federal government in closing of the public access to public lands due to a natural disaster; vii. An error on the part of the Department or its authorized agent where the applicant has been issued a license not requested; viii. Any youth licensee may be granted a license refund if the youth licensees opportunity to hunt is jeopardized as a result of any license refund granted by the Department; ix. A sponsoring organization of a person with a life-threatening illness may be granted a license refund if the licensees opportunity to hunt is jeopardized as a result of incapacitating illness or injury supported by a physicians sworn statement on forms provided by the Department that the licensee is incapable of performing tasks necessary to exercise the privileges of the license. A valid party may include all Resident, Pioneer and Resident Youth applicants. Landowner applicants may not be included in a party with non landowner applicants. Section 6. What does Type Mean on the Tentative Hunting Information Tables
A $12.50 Elk Special Management Permit shall be required of any person who hunts Elk in hunt areas 70, 71, 75 or 77-98. The Elk Special Management Permit may be obtained from Wyoming Game and Fish Department offices, license selling agents throughout the state or the WGFD website.
The Department of the Interior requires hunter safety certification of all hunters, regardless of age, to hunt in Grand Teton National Park (Elk Hunt Areas 75 or 79). Antelope hunt areas and types are listed on page 24. Antelope licenses are valid only in the hunt area(s) for which they are issued. The Commission may authorize a person to possess more than one (1) Limited Quota license in certain Antelope hunt areas. For those certain hunt areas, a person may possess a maximum of two (2) Limited Quota Any Antelope licenses. Second Limited Quota Any Antelope licenses shall only be available to Residents and Nonresidents on a first-come, first-served basis after the initial drawing is completed. The second Any Antelope license shall be sold for the full price.
Doe/Fawn Deer or Reduced Price Doe/Fawn antelope applications from the drawings are not linked to hunt areas. Therefore, it is possible to draw reduced priced and full priced licenses for different hunt areas when the withdrawal box is not checked. However, no person shall receive more than a total of two (2) Elk licenses under any type, in any one calendar year. The Commission may authorize a person to possess more than two (2) Reduced Price Doe/Fawn Deer or Reduced Price Doe/Fawn Antelope licenses in certain Deer and Antelope hunt areas. The actual total number of Doe/Fawn licenses a person can possess will be determined in late April 2012. Regardless of the number of Reduced Price Doe/Fawn Deer or Reduced Price Doe/Fawn Antelope licenses any person can possess, a maximum of only two (2) Reduced Price licenses can be applied for in the initial draw. If a person wants to purchase Reduced Price Doe/Fawn Deer or Reduced Price Doe/Fawn Antelope licenses after the initial draw, including up to the maximum number allowed, they will be able to do so at automated License Selling Agents or by using the WGFD website. WITHDRAWAL BLOCK: A separate withdrawal block is provided on Forms 17 (elk), 18 (Deer) aND 19 (aNtelope). Apply on Form 2. Licenses are issued for hunt areas, season dates and sex limitations shown in the current regulations. The applicant may list only one (1) hunt area choice for each Full Price Bighorn Sheep and Mountain Goat and up to two (2) hunt area choices for Moose. The hunt area and type must be shown on the application form. Types indicate limitations such as sex of animal, species of animal, the length of season, the type of weapon or portion of hunt area in which the license is valid. Refer to the tentative Moose, Bighorn Sheep and Mountain Goat hunting season information charts on pages 27 and 29. According to Wyoming Statute (W.S. 23-1-703), 75% of Wyoming Bighorn Sheep hunting licenses must be issued to residents and 25% to nonresidents. Traditionally, these licenses have been issued in multiples of 4 (3 residents: 1 nonresident) for each hunt area. There are several Bighorn Sheep hunt areas with populations too small to sustain at least 4 total Bighorn Sheep hunting licenses; some of these have been closed to hunting in recent years. In order to provide additional opportunity while complying with statutory provisions, for 2012 there are several Bighorn Sheep hunt areas (refer to Bighorn Sheep Tentative Hunting Season Information, page 29) that will offer either one (1) or two (2) total hunting licenses. applIcaNts shoulD verIFy whether a partIcular huNt area wIll oFFer oNly a resIDeNt or Both a resIDeNt aND a NoNresIDeNt BIGhorN sheep huNtING lIceNse, BeFore applyING oN Form 2. Section 10. Full Price Moose, Bighorn Sheep and Mountain Goat Application
An individual may apply for and receive (1) Full Price Bighorn Sheep license and/or one (1) Reduced Price Ewe/Lamb type 6 license. Type 6 licenses are independent of the preference point system. Receiving only a ewe/lamb license has no affect on the number of preference points an applicant has for a Full Price Bighorn Sheep License.

The license fee is $16.00 each for Spring and Fall Wild Turkey applications. The license fee is $2.00 and $10.00 each for Pioneer and Pioneer Heritage Spring and Fall Wild Turkey applications, respectively. The $5.00 application fee is not charged for Wild Turkey applications. We encourage you to apply using the WGFD website.

Apply on Form 7. The fee to be placed on the priority list is $11.00. If an applicant is selected from the priority listing, a Wild Bison license fee of $402.00 must be remitted to the appropriate Regional Office before a license is issued. The Wild Bison priority list is valid from August 1 of the application year to January 31 of the next year. Applicants may apply for either the Any Wild Bison Priority List or the Female/Calf Wild Bison Priority List. There is no guarantee a Wild Bison hunt will be held in any particular year. Hunting opportunities depend on bison movement into the hunt areas. Section 14. Hunting Information.

a. Active Duty Wyoming Resident in Combat Zone Licenses. Complimentary Resident General Elk, Resident General Deer, Resident Game Bird, Resident Small Game and Resident Daily Fishing licenses shall be issued to any Wyoming Resident serving on active duty in the United States military deployed to a combat zone who is home on military leave during the applicable hunting or fishing season and returning to duty in a combat zone. Applicants for licenses shall meet the statutory requirements established in W.S. 23-2-101(a) and shall provide to the Department a valid, current military identification card, military leave orders, a current Leave and Earnings Statement indicating the applicant is receiving a hostile fire compensation and proof of residency at the time of application. Licenses shall be issued at no fee to the applicant and shall only be issued at the Headquarters or Department Regional Offices. b. All Terrain Vehicle Permit Required. All Off-Road Recreational Vehicles (ATVs, dirt bikes and out-of-state ORVs displaying a permit or registration from their state) are required to display a Wyoming ORV permit while operating on public lands and other designated trails or areas (excludes private property) within Wyoming. ORVs may only be operated upon public lands when on roads, trails or areas designated open by appropriate local land managers (Forest Service, BLM or others, as appropriate). ORV riders should contact the local land managers office in the area in which they wish to ride to determine which roads, trails and areas are open for ORV use. Visit http://wyotrails.state.wy.us for phone numbers of the various land managers in Wyoming. The $15.00 annual ORV permit is available at most local ATV/ORV dealers and selling agents throughout Wyoming or by calling 877-996-7275. Please allow 7 to 10 days delivery. Major credit cards accepted. c. Archery Seasons and Type 9 Archery Only Licenses. Special Archery seasons for Big Game are established by the Commission in late April. Season dates are not available at press time. Information on archery seasons will be available on or about May 5. Traditionally, Antelope archery seasons for most areas open August 15 and close the day the regular (rifle) season opens. For Elk and Deer, the archery season in most areas traditionally opens September 1 and closes September 30 or earlier in September when the regular (rifle) season opens. Hunters holding General or Limited Quota hunting licenses may hunt with bow and arrow or crossbow during Special Archery Seasons if they first obtain an Archery license in addition to their valid hunting license. Only one Archery license is required to archery hunt all Big Game and Trophy Game animals. Archery licenses are available at License Selling Agents statewide. Do not purchase an Archery license until you have received notification of drawing results. Some elk hunt areas offer hunting licenses for Archery Only and these licenses are designated as Type 9 licenses in the Hunting Season Tables. Type 9 Elk licenses are often available as Leftover licenses. Holders of Type 9 licenses are not required to obtain an Archery license in addition to the Limited Quota Archery Only license, but are restricted to hunting only in the area(s) and during the season specified for the type 9 license . In elk hunt areas that have Type 9 Archery Only licenses, the special archery season may not be open when the Type 9 license season is open or there may not be a special archery season. Persons hunting with archery equipment during regular firearms seasons need not obtain an Archery license, but are required to wear fluorescent orange. When hunting Deer, Antelope, Bighorn Sheep, Mountain Goat, Mountain Lion or Black Bear, the archer must be equipped with a bow of not less than 40 pounds of draw weight or possessing the ability to cast a hunting arrow of 400 grain weight at least 160 yards. When hunting Elk, Moose or Wild Bison, the hunter must be equipped with a bow of not less than 50 pounds draw weight or possessing the ability to cast an arrow of 500 grain weight at least 160 yards. The crossbow hunter must be equipped with a crossbow of not less than 90 pounds draw weight, that has a minimum draw length of 14 inches from front of bow to back of string in the cocked position and a positive safety mechanism. Crossbow bolts must be at least 16 inches long. The broadhead of arrows or bolts shall be of
sharp steel with a minimum cutting width of one inch. Archery equipment may be used to take Wild Bison only on lands off the National Elk Refuge. d. Chronic Wasting Disease Information. Chronic Wasting Disease (CWD) is a brain disease of Deer, Elk and Moose (cervids). The Wyoming Game and Fish Department will be collecting tissue samples at selected check stations and meat processing facilities during the 2012 hunting season to monitor disease prevalence. Hunter participation is voluntary. Sampling and testing procedures do not provide overall quality assurance for individual carcasses. Hunters whose animals test positive will be notified by mail and those hunters may dispose of that meat without violating laws concerning waste of game meat. License fees, game processing fees or other incidental expenses will not be refunded and replacement licenses will not be issued. Hunters whose animals do not test positive will not be notified. All test results can be obtained on the WGFD website or by calling (307) 777-4600. It may take up to 3 weeks to complete a test. Hunters wishing to receive results within 2 weeks or who wish to have their animal tested outside the Departments surveillance program, may have an animal tested at the Wyoming State Veterinary Laboratory (1174 Snowy Range Road, Laramie, WY 82070; (307) 766-9925) for a fee. Look for more information about CWD in the 2012 big game regulations. Current scientific knowledge suggests that CWD prions are primarily found in tissues of the central nervous system (e.g., brain and spinal cord) and lymphatic system (e.g., tonsils, lymph nodes and spleen) of CWDinfected Deer and Elk. However, research has also identified other tissues with some, most likely small, concentrations of the CWD prion. These tissues include heart tissue, eye tissue and skeletal muscle tissue. The Center for Disease Control and Prevention (CDC) has determined that the lack of evidence of a link between CWD transmission and unusual cases of Creutzfeldt-Jakob Disease, despite several epidemiological investigations, suggest that the risk, if any, of transmission of CWD to humans is low. However, the CDC and the World Health Organization recommend that animals that have tested positive for CWD not be consumed by humans. To help minimize exposure to CWD, Wyoming public health officials and the Wyoming Game and Fish Department recommend taking the following precautions when handling cervid carcasses harvested in areas where CWD occurs: Avoid eating any animal that is obviously ill. Wear rubber or latex gloves when field dressing. Minimize handling of brain and spinal tissues and wash hands afterward. When butchering, bone out all meat. CWD is found in multiple hunt areas in Wyoming and the disease is found in new hunt areas every year. For an up-to-date list of the big game hunt areas where CWD has been detected, visit the WGFD website or call (307) 777-4600. chroNIc wastING DIsease carcass traNsportatIoN aND DIsposal reGulatIoN: Recent research indicates that intact carcasses of cervids that died from CWD may spread the disease to healthy cervids. To minimize this possibility, a regulation has been enacted to control the transportation and disposal of cervids potentially infected with CWD. Resident and nonresident hunters who take a Deer, Elk or Moose from any hunt area in Wyoming must ensure that the head and all portions of the spinal column are either left at the site of the kill or disposed of in an approved landfill. Evidence of sex and species are required in accordance with the provisions found in the current hunting regulations. Importation or Transportation of Deer, Elk or Moose taken from Identified CWD Areas Outside Wyoming: No Deer, Elk or Moose taken from within any other state, province or country within areas designated by the appropriate jurisdictional agencies as positive for CWD in Deer, Elk or Moose shall be imported into Wyoming except the following parts may be imported: the edible portions with no part of the spinal column or head attached; cleaned hides without the head; skull plate and/or antlers cleaned of all meat and brain tissue; upper canine teeth; and/or finished taxidermy mounts, except harvested Deer, Elk or Moose may be imported or transported into Wyoming to a private residence for processing, to a taxidermist, to a processor or to a CWD sample collection facility or

location in Wyoming provided the head and all portions of the spinal column are disposed of in an approved landfill. f. Clothing Requirements. Big or Trophy Game and Wild Bison hunters must wear in a visible manner one or more exterior garments of a fluorescent orange color that shall include a hat, shirt, jacket, coat, vest or sweater. This requirement does not apply to licensed Archery hunters during the Special Archery Seasons and licensed Archery hunters hunting in Limited Quota Archery Only seasons. Muzzle-Loader hunters participating in Limited Quota Muzzle-Loading seasons are required to meet the above clothing requirements. g. Disabled Hunter & Disabled Hunter Companion Permits. A licensed disabled hunter may obtain a permit that allows the licensed Disabled Hunter to designate an individual as a Disabled Hunter Companion. This permit allows the companion to reduce to possession any animal the Disabled Hunter has lawfully wounded or killed, that he is physically incapable of pursuing. The Disabled Hunter applicant shall meet one or more of the following qualifications in order to obtain a permit: Is permanently unable to walk, at all times, without the use of, or assistance from, a wheelchair, scooter or walker; Is restricted by lung disease to the extent the persons forced expiratory volume for one (1) second, when measured by a spirometer, is less than thirty-five percent (35%) predicted or arterial oxygen tension is less than fifty-five (55) mm/Hg on room air at rest; Has a cardiac condition to the extent the persons functional limitations are classified in severity as Class III or Class IV, according to standards established by the American Heart Association; Has a permanent, physical impairment that prevents the person from holding or shooting a firearm or bow in hand; Has central visual acuity that permanently does not exceed 20/200 in the better eye with corrective lenses or the widest diameter of the visual field is not greater than twenty (20) degrees; and, or Has written proof that the last official certification of record by the United States Department of Veteran Affairs or any branch for the Armed Forces of the United States shows the person to be at least sixty-five percent (65%) disabled. A person qualified for and in possession of a Disabled Hunter Permit may hunt antelope, deer or elk five (5) days prior to the earliest opening date, excluding archery season, in hunt area(s) and for the sex of antelope, deer or elk set forth by the limitations of their license, excluding areas within Grand Teton National Park and the National Elk Refuge. Applications for Disabled Hunter Permits and Disabled Hunter Companion Permits ($5.00) can be obtained from the Headquarters office or any Department Regional office. h. Donating Licenses to Disabled Veterans. Beginning July 1, 2011, hunters can now donate their big game licenses to disabled veterans. The recipients of any donated licenses will be sponsored by a qualifying nonprofit charitable organization dedicated to provide hunting opportunities to disabled veterans. No person shall take into or possess in the game fields or forests of Wyoming any fully automatic weapon or device designed to silence or muffle the report of any firearm. Firearms and cartridges that are legal for taking Big or Trophy Game and Wild Bison, are described in the following paragraphs. Wyoming statutes authorize the use of a firearm that has a barrel bore diameter of at least twenty-three-hundredths (23/100) of an inch and is chambered to fire a center-fire cartridge not less than two (2) inches in overall length, including a soft or expanding point bullet seated to a normal depth or a muzzle-loading rifle that has a barrel bore diameter of at least 40/100 of an inch and a charge of at least fifty (50) grains of black powder or equivalent or a muzzle-loading specialty single shot handgun that has a barrel length of not less than ten (10) inches, a bore diameter of at least 45/100 of an inch and that propels a projectile of two hundred forty (240) grains at not less than five hundred (500) foot pounds at one hundred
(100) yards. In addition, the Commission authorizes any other cartridge fired from a firearm that has a barrel bore diameter of at least thirty-five hundredths (35/100) of an inch and the cartridge generally delivers at least five hundred (500) pounds of impact at one hundred (100) yards and cartridges used are loaded with a lead, soft or expanding bullet point. Wild Bison shall only be taken with a firearm that has a barrel bore diameter of at least twenty-seven hundredths (27/100) of an inch and is chambered to fire a center-fire cartridge not less than two (2) inches in overall length, including a soft or expanding point bullet seated to a normal depth. The cartridge shall have a minimum of a one hundred fifty (150) grain bullet. Wild Bison may also be taken by the use of muzzle-loading rifles having a barrel bore diameter of at least 50/100 of an inch and a charge of at least one hundred (100) grains of black powder or equivalent. Muzzle-loading rifles may be used to take Wild Bison only on lands off the National Elk Refuge. j. Hiring Outfitters and Guides. Wyoming Statute states, No person shall directly or indirectly compensate a person holding himself out as engaging in the business of, or acting in the capacity of, an outfitter or a professional guide unless that person provides proof that he is a licensed outfitter or professional guide as required by state law. Any person violating this section is guilty of a misdemeanor. Before hiring an outfitter, the Wyoming Game and Fish Department advises that hunters check with the Wyoming State Board of Outfitters at 1950 Bluegrass Circle, Suite 280, Cheyenne, WY 82002 or call toll free at 1-800-264-0981 or 307-635-1589 and Professional Guides (http://outfitters.state.wy.us) to verify that the outfitter is licensed by the State of Wyoming. Hunters should be aware that landowners engaging in outfitting or guiding activities on their own land are exempt from licensure by the Board. Specifically, W.S. 23-2-406(a)(iv)(B) states; Landowner means any person, firm or corporation holding title to, or occupying under a contract of purchase, agricultural land or any person whose family owns at least a majority of the stock in a Wyoming corporation and who provides services specified in this paragraph on lands owned by the corporation and used primarily for agricultural purposes. k. Hunter Lists. In accordance with Wyoming Statute, an applicants name will appear on one or more lists that may be purchased by the general public. Your sportsperson identification number or social security number will not appear on any list published or sold by the Department. l. Hunters With Qualifying Disabilities. Hunters with a qualifying disability may apply to the Department for a permit to shoot from a stationary vehicle to take wildlife. (Refer to definition of Qualifying Disability on page 47). Permits may be obtained from the Headquarters Office or any Department Regional Office. This permit entitles the holder thereof to shoot from any stationary vehicle, except aircraft, to take Big or Trophy Game animals, game birds (except migratory birds) and small game animals as provided for by Title 23 Wyoming Statutes and Commission Regulations. Shooting from or across a public road is prohibited. m. Landowner Licenses. Residents who qualify for Landowner Elk, Deer, Antelope or Wild Turkey licenses must apply within the application dates (see page 4) to the game warden in the area where subject lands are located. Beginning in 2012, landowners will apply on seperate big game applications. Application forms can be obtained from any Department office, WGFD website or through local game wardens. Also beginning in 2012, landowners are allowed to apply for one (1) reduced price landowner license per big game species in addition to the one (1) full price landowner license they were previously allowed to apply for. Minimum requirements are 160 acres of deeded land and 2,000 animal use days annually by each species for which applied. Landowners should contact local game wardens to determine eligibility well before May 15 for Elk, Deer and Antelope. n. Minimum Age to Hunt, Youth Licenses. The minimum age to take any Big Game or Trophy Game animal is twelve (12) years of age. An applicant may apply for any Big Game or Trophy Game license if he/she is eleven (11) years of age, but must be twelve (12) years of age when hunting. Applicants under age fourteen (14) must have a guardian co-sign any Big

Game or Trophy Game application. Persons who are less than eighteen (18) years of age and at least eleven (11) years of age at the time of application may apply for a youth license and remit youth fees. Applicants must be at least fourteen (14) years of age prior to September 1 of the application year in order to hunt Wild Bison. A Hunter Safety Certificate is required of all hunters, born on or after January 1, 1966, taking wildlife by the use of firearms on land other than his/her own family. Please see page 42 for legal requirements. o. Muzzle-Loading Firearms and Legal Handguns. Type 0 licenses are valid for Muzzle-Loading Firearms or Legal Handguns only. See regulations for restrictions. Wyoming has no restrictions on muzzle-loader ignition systems. However, breech loading blackpowder rifles are not legal in MuzzleLoading Only Seasons. All legal weapons, including Muzzle-Loading rifles, can be used to hunt during the regular firearms hunting season. p. Pioneer and Pioneer Heritage Licenses. The Department issues without charge Pioneer Game Bird, Fish and Small Game licenses to any Resident who is 65 years of age or older and who has 30 years of continuous residence in Wyoming immediately preceding application for a license. Eligibility for these licenses is any Wyoming Resident who was born on or before January 1, 1930 and who has continuously resided in Wyoming for at least 40 years immediately preceding application for a license. The Department and automated license selling agents also issue: for a fee of $32.00, a Pioneer Heritage Elk license, $23.00 for a Pioneer Heritage Deer license, $20.00 for a Pioneer Heritage Antelope license and $10.00 for a Pioneer Heritage Spring/Fall Turkey license. If these licenses are applied for through a drawing process, then a $5.00 application fee is required in addition to the license fee, except for Turkey. Eligibility for these licenses is any Wyoming Resident who was born after January 1, 1930, is at least seventy (70) years of age prior to the issuance of the license and has continuously resided in Wyoming for at least fifty (50) years immediately preceding application for the license. Big game Pioneer and Pioneer Heritage applicants must meet the above criteria by June 15th. Pioneer and Pioneer Heritage individuals applying for Limited Quota Elk, Deer or Antelope licenses must compete in random computer selections to determine successful applicants. Pioneer and Pioneer Heritage General Elk, General Deer and General Turkey licenses are issued from the Game and Fish Cheyenne Headquarters Office, Regional Offices and automated license selling agents. Pioneer applicants desiring to purchase leftover reduced price licenses may do so at the Game and Fish Cheyenne Headquarters Office, Regional Offices and automated license selling agents. q. Residency Requirements. To qualify for a Resident Game and Fish license, a person shall be domiciled and physically reside in Wyoming for not less than one (1) year immediately preceding the date the person applies for a license. Additionally, the person shall not claim residency elsewhere for any purpose during the previous year. Each person, other than minor dependents or spouses and dependents of qualified Military Residents, must establish their residency independently. A person is considered domiciled if he (a) physically resides in Wyoming, (b) has made his permanent home in Wyoming, (c) is not residing in Wyoming for a special or temporary purpose and (d) has abandoned domicile in all other states.
Neither ownership of property nor a Wyoming mailing address alone are sufficient evidence of domicile. Domicile is established and maintained by the total intent and actions of a person. A person shall lose his residency in Wyoming if he/she resides in any other state, territory or country for an aggregate of one hundred eighty (180) days or more in a calendar year, except minor dependents, students, active duty military personnel, hospitalized patients and those individuals identified below. A Resident is also any active member or the spouse or minor dependent of any active member of the Armed Forces of the United States who has been stationed in Wyoming for ninety (90) days, so long as the member remains stationed in Wyoming. A Wyoming Resident who enters the military from Wyoming maintains resident status if he/she declares Wyoming as his/her home of record, maintains Wyoming voting registration, is on active duty and does not claim residency elsewhere. Active duty military applicants must complete the Proof of Residency Statement (item 5) on the reverse side of the application for themselves, their spouse and minor children. A person qualifying as a Wyoming resident in accordance with W.S. 23-1-107(c) shall not gain or lose residency for the purpose of serving full time for a period not to exceed four (4) years in an established volunteer service program for charitable, humanitarian or religious purposes. A letter signed and notarized by the volunteer service program's director that describes the services provided (including that they were provided without remuneration), the duration of service and the hours served may be used to establish compliance with W.S. 23-1-107(c). r. Transportation of Horses, Mules and Hay. Wyoming law requires proper health certificates for horses and mules being transported into the state. Persons transporting horses or mules out of the state must have proper proof of ownership prior to leaving. All hay brought onto National Forest lands, Wyoming Game and Fish Department managed lands and many BLM lands must be certified weed free. s. Wildlife Violator Compact. Wyoming is a member of the Wildlife Violator Compact. This will allow a violator from any of the participating states to accept a wildlife citation and proceed on without being required to post an appearance bond, unless the violation requires must appear and no bond accepted. The compact also recognizes the suspension of wildlife license privileges of any person whose license privileges have been suspended by a participating state. If you have had your privileges suspended in any of the participating states, you may lose your privileges in Wyoming, in addition to all the participating Compact states. The Commission may issue up to twenty-five (25) Antelope licenses, twenty-five (25) Deer licenses, twentyfive (25) Elk licenses and twenty-five (25) Turkey licenses each year for the exclusive distribution by nonprofit charitable organizations for use by persons twenty (20) years of age or younger with life threatening illnesses. General Elk licenses are Full Price licenses. Form 17 must be used. example: You plan to hunt in area 28, but want the option to hunt in other areas offering a general season. Area 28 has a General license season for Any Elk beginning October 1. Area 28 also has a Limited Quota license for Antlerless Elk beginning October 23 (Type 4). To apply for the General license, place GEN in the area box and leave the type box blank on Form 17. The license will be issued as General Elk license and can be used in hunt area 28 and any other elk hunt area offering a General license season.

Three different combined Limited Quota Elk licenses are offered for areas 41 and 42. Type 1 is for Any Elk beginning Oct. 15; Type 4 is for Antlerless Elk beginning Oct. 15; and Type 9 is for Any Elk, Archery hunting only beginning Sept. 1. To apply for the Any Elk license in this combined area, place 041 (the first hunt area listed in the combination) in the area box and place 1 in the type box on Form 17. Can I apply for a Full Price Bighorn Sheep and a Reduced Price Ewe/Lamb Bighorn Sheep? Will I lose my Bighorn Sheep preference points if I draw a Reduced Price Ewe/Lamb Bighorn Sheep.
Answer:
Yes, starting in 2012, you may apply for both a Full Price Bighorn Sheep and a Reduced Price Ewe/Lamb Bighorn Sheep license. You will NOT lose your Full Price Bighorn Sheep preference point if you draw a Reduced Price Ewe/Lamb Bighorn Sheep license.
Question:
Can I apply for both a Moose license and purchase a Moose preference point? Can I apply for both a Bighorn Sheep license and purchase a Bighorn Sheep preference point?
Answer:
No. Applicants must either apply for a license or apply to purchase a preference point. Unsuccessful applicants for a license will be awarded a preference point. Applicants are reminded that in order to apply for a license, they must be at least eleven (11) years old at the time of application and at least twelve (12) years old while in the field hunting. Hunters must reach their 12th birthday by December 31st to apply for a preference point.
Question:
How can I hunt Moose every 6-8 years with a five year waiting period?
Answer:
Potentially you can by applying smarter, utilizing Demand Index information and applying for a Cow Moose license. A common complaint among Moose applicants has been that after applying for the last 15-20 years, even with the onset of the Preference Point system and having maximum or near maximum points, these applicants continue to be unsuccessful. Even with preference points, applicants need to learn to apply with full knowledge of drawing odds, access availability and other information. Many hunters believe preference points guarantee them a license anywhere. Preference points will if you are fortunate to live long enough. For example, in a hunt area with only one percent chance of drawing, there are 100 applicants for every license being issued. If you are not a lucky person, it would take 100 years to eliminate all of the applicants for a license in this hunt area and this assumes no one else switches hunt areas. The solution is to change hunt areas and possibly sex of the animal being applied for. A look at the demand index shows there were 10 areas in 2011 requiring 10 points or less to draw a license to hunt antlered moose. For those willing to hunt a Cow Moose, the drawing odds have become a lot better more quickly. A review of the 2011 Demand Index for the Resident Moose Preference Point Drawing discloses only 3 to 6 points were necessary to draw a Cow Moose license in hunt areas 4, 5, 10, 20, 21, 25, and 44. Several other Cow Moose hunt areas require 7 or 8 points less than the maximum number (16) to draw a license. With the appropriate number of points and by applying in the right hunt area, the applicant can pretty much be assured of drawing a Cow Moose license. Applicants are cautioned that some of the hunt areas in which Cow Moose licenses are easier to draw may be in wilderness lacking roads, while others are mostly on private lands. Please consider these restrictive circumstances when applying.

Your chances are the same whether you apply as an individual or in a party. However, the odds of all members of a party being successful are significantly better if they apply as a party rather than individuals.

How can I apply risk-free for Reduced Price licenses in the initial draw?
Answer:
Many applicants wait to see if they draw a Full Price Elk, Deer or Antelope license, then attempt to purchase a Reduced Price license using the WGFD website or at automated license selling agents, rather than apply for a Reduced Price license in the initial drawing. These applicants do not want to risk drawing a Reduced Price license without drawing their corresponding Full Price license. Wait no more! If you apply for a Full Price Elk, Deer or Antelope license and want to apply for up to two (2) Reduced Price Doe/Fawn Deer, Reduced Price Doe/Fawn Antelope or one (1) Reduced Price Cow/Calf Elk license without risk, then check the withdrawal block on Forms 17, 18 and 19 for the applicable Reduced Price license(s). This will ensure that if you are unsuccessful in the Full Price license drawing(s), you will be withdrawn from the Reduced Price license drawing(s).

You are reminded that this application is only for a ranking on the Wild Bison Priority Listing. If applicant is notified for a hunt a license must still be purchased. The license fee is $402.00. The hunt time and hunt area may be designated by the Department at the time of notification of hunting opportunity. A random computer selection will place hunters on a priority list. The Priority List shall remain valid from September 1, 2012 January 31, 2012. As per the Wyoming Game and Fish Commission Chapter 15 Wild Bison Recreational Hunting Season regulation, applicants on the Wild Bison Priority List shall be notified by mail or by telephone, in order of their priority ranking, when the Department determines a Wild Bison recreational hunting opportunity may exist. The notification shall be mailed a minimum of five (5) days immediately prior to the scheduled Wild Bison hunting season. Each person licensed to hunt or fish in Wyoming shall purchase one (1) conservation stamp for $12.50, valid for the calendar year. The stamp shall be signed in ink and shall be in the possession of the person while huNtING or FIshING. Hunters or anglers who acquire a lifetime conservation stamp or a conservation stamp authorization from the Departments electronic license service system shall not be required to meet the signature provision. Conservation Stamps may be purchased from Cheyenne Headquarters, Regional Offices, license selling agents throughout the state and the WGFD website. A lifetime conservation stamp may be purchased, for $180.50, by applying to the Cheyenne Headquarters Office, License Section. Persons holding the following licenses are exempt from the requirement to purchase a conservation stamp while exercising hunting or fishing privileges under THESE licenses: daily hunting or fishing license; special limited fishing permit holders; or Wyoming fifty percent (50%) disabled veteran fishing license Persons holding the following licenses are exempt from the requirements to purchase a conservation stamp while exercising hunting or fishing privileges under ANY Wyoming license. The person shall at all times be in possession of the license allowing the conservation stamp exemption while in the field: any Wyoming pioneer hunting or fishing license; Wyoming one-hundred percent (100%) disabled veteran game bird, small game and fishing license; military combat general elk or general deer license; or military combat game bird or small game license.

Conservation Stamp Exemptions
Any person born on or after January 1, 1966, who has not received a certificate of competency and safety in the use and handling of firearms may apply to the Department for a special authorization to take wildlife with the use of a firearm while being accompanied by a mentor. A special authorization issued to an individual shall be valid for one (1) year from the date of issue and shall be in the possession of the recipient at all times while in the field. The application may be obtained from Headquarters, Department Regional Offices or on the WGFD website. No person shall apply for and receive more than one (1) special authorization to hunt with a mentor. Any person acting as a mentor to a mentee with a special authorization pursuant to this section shall not provide supervision for more than one (1) mentee at a time in the field and shall accompany the mentee at all times to provide constant supervision. The Hunter Mentor Program is not valid in Grand Teton National Park (Elk hunt areas 75 and 79), but shall be valid on the National Elk Refuge (Elk hunt area 77).

Voluntary Donation to Access Yes Program:
No person born on or after January 1, 1966, may take any wildlife by the use of firearms on land other than that of his own family, unless the person possesses or can demonstrate they have obtained a certificate of competency and safety in the use and handling of firearms. All hunt area 75 and 79 Elk hunters, regardless of age, must possess and exhibit a valid hunter safety certificate. Compliance will be checked in the field.
Hunter Safety Requirements
Access Yes is a program created to maintain and enhance public access for hunting and fishing. Access Yes is funded by voluntary contributions from hunters and anglers dedicated exclusively for improving public hunting and fishing opportunities in the state. Access Yes donations are only used to provide hunting and fishing access onto private and landlocked public lands. The Access Yes program is in response to numerous requests that the Game and Fish Department address the difficulties of finding places to hunt and fish. The application forms in this packet have a space provided in which you can designate any whole dollar amount you wish to contribute when applying for a license. Voluntary Search and Rescue Donation:
Wyoming Statutes provide for a voluntary donation to be utilized for Search and Rescue activities within the state. This donation will be used solely to defray costs of search and rescue operations. These funds are transferred to the Wyoming Emergency Management Agency for search and rescue operations. As these activities benefit hunters and anglers, the Department encourages your participation in this program. This donation is in addition to other license fees. Every Department application form provides a check box for this voluntary donation.

Failure to complete or submit forms correctly or submitting the wrong amount of money may disqualify an application. Applicants shall be disqualified from participating in drawings or in the awarding of preference points if the applicants privilege to purchase or receive any hunting license has been suspended by a court order or the Wildlife Violator Compact. Voluntary Wildlife Damage Management Stamp:
The Wyoming Legislature created the Wyoming Damage Management Board for the purpose of mitigating damage caused to livestock, wildlife and crops by predatory animals, predacious birds and depredating animals or for the purpose of protection of human health and safety. The legislation developed several sources of funding for the Board to carry out its responsibilities, including the creation of a Wildlife Damage Management Stamp. The fee for this stamp is $10.00. The purchase of the stamp is not mandatory, but does provide hunters a voluntary means to fund predator management. The stamp may be purchased by using the WGFD website, at all License Selling Agents, at Wyoming Game and Fish Department Regional Offices and at the Headquarters office.
Hunt Areas with Difficult Public Access:

Your canceled check or money order is documentation that the Department has received your application. If necessary, duplicate licenses or replacement warrants will be issued by the Department upon timely notification that the applicant failed to receive the license or refund warrant. Duplicate licenses may be purchased from the Department for a fee of $5.00 each.
Hunt areas marked with an asterisk (*) on the tentative hunting season information charts are predominantly private lands or have inaccessible or limited access to public lands. If you are considering applying for a license in any of these hunt areas, you are advised to obtain landowner permission prior to making application for a license. Obtaining permission to hunt after you receive a license is often difficult or impossible. You may hunt legally accessible public lands within these hunt areas, but often such lands are in small parcels, receive heavy hunting pressure and may not always contain the species of wildlife you desire to hunt. In addition, wildlife abundance and distribution are often greater on the private land portions of these areas. The inability to secure a place to hunt is not cause for a license refund or exchange of license for another hunt area. For information on access to private lands, see the WGFD website. There are numerous walk-in and hunter management areas that allow free access, but hunters should check first to determine their availability in the area and for the species they wish to hunt.

License Draw Results:
Applicants who do not receive a license or refund within 25 days following the drawing result date should notify the Department. Applicants who wish to obtain results prior to mail notification may access this information at the WGFD website or call (307) 777-4600.
Season Dates and Limitations:
Opening dates, closing dates and limitations for Big Game hunting seasons are established each year in late April or early May by the Wyoming Game and Fish Commission. the opeNING Dates aND lImItatIoNs

The Commission reserves the right to not issue licenses for specific hunt areas and types if it is in the best interest of wildlife management. If an applicant applies for a hunt area and type in which the Commission did not authorize licenses, the license fee will be refunded, but the application fee will not be refunded.
Emergency Season Closures:
Big Game hunting seasons may be closed due to an emergency upon 48 hours notice. The Wyoming Game and Fish Commission may institute an emergency closure to shorten the season in any hunt area at any time if a harvest quota is reached or if an emergency arises warranting the closure. Should a closure become necessary, no refunds will be given for unused licenses.
Approximately half of Wyoming is private land. Some of the public lands can only be reached by crossing private access land. To cross private lands, permission must be obtained from landowners. Landowners have the right to control access to their lands or charge a fee for access. Written permission or other proof of permission for access is required before one can hunt on private land. The following list should help minimize access problems: 1. Be familiar with the land ownership before applying for a license. 2. Make hunting arrangements with the landowner in advance of applying for a license. 3. Avoid the season opening day. (Many landowners are full on opening day, but have vacancies later in the season.) 4. Carry a good map. (Maps showing public and private lands are available.) It is a good idea to check with local land management agencies to see if land sales have changed the status of lands in your hunt area. 5. Know where you are. Wyoming law does not require landowners to post their property. It is the hunters responsibility to know if the land is public or private. 6. How to find landowners. The Wyoming Game and Fish Department does not keep a comprehensive list of all landowners in Wyoming. Lists of landowners in predominantly private land areas are sometimes available from Regional Offices or Game and Fish Headquarters in Cheyenne. In addition, some Chambers of Commerce may be able to advise you of landowner names in surrounding hunt areas. 7. Some private land is open for public access through either Walk-in Areas or Hunter Management Area programs. Information about applying for Hunter Management Area Permits can be obtained from the WGFD website.

How to obtain written permission from the Department to hunt on areas enrolled in the Hunter Management Area Program.
The Wyoming Game and Fish Department developed the Hunter Management Area (HMA) program as part of the Private Lands Public Wildlife Access Program. The program provides free hunter access with written permission to large blocks of mixed public and private lands. A hunter is required to obtain permission from the Department prior to hunting an HMA. Permission slips may be obtained at the WGFD website for the majority of HMAs. HMAs are either unlimited, limited first-come first-served or limited draw. The website will be updated during July after the drawing for big game licenses. Hunters without Internet access can stop by a Game and Fish office or mail a copy of their license(s), vehicle information, self-addressed stamped envelope and which HMA they wish to hunt, to the PLPW Access Program, 3030 Energy Lane, Casper, WY 82604. (a) Application Fee means a fee authorized by the Legislature enabling the Department to recover a portion of its costs associated with compensating owners or lessees of property damaged by game animals and game birds. In addition, the application fee is used by the Department to recover costs associated with license issuance. This fee is nonrefundable. (b) Charitable Purpose means motivated by sympathy and understanding and generosity and done without any remuneration. (c) Commissioner Complimentary License means an antelope, deer or elk license issued at the existing statutory price at the request of a Commissioner. (d) Completed Application means all required portions of the application have been properly completed with correct applicant information. A completed application includes the applicants name, physical address, mailing address if different than the physical address, date of birth, physical description (height, weight, eyes, hair and sex), years of residency and proof of residency for resident fee types, Social Security Number (SSN), Individual Tax Identification Number (ITIN) or Passport Number from non-U.S. citizens, desired valid hunting license specifications, and an original signature for residents submitting paper applications. Completed application specifications refer to licenses sold through the electronic license service (ELS) and manual book license sales. (e) Disabled Veteran for the purpose of qualifying for a donated license means a veteran who receives fifty percent (50%) or more service connected disability compensation from the United States Department of Veterans Affairs. (f) Disabilities as used in this Chapter means permanent anatomical, physiological or mental deficiencies that prevent or restrict normal achievement. (g) Document means an instrument on which information has been recorded by means of letters, figures, or marks and which may be used as evidence. (h) Documentary Evidence means evidence furnished by written instruments, inscriptions, or documents of all kinds. (i) Duplicate License means a license issued by the Department to replace an original license that is valid and has not expired and has been lost or destroyed. If the original license was hand issued, a duplicate license shall be issued. If the original license was issued through the Electronic License Service (ELS), a duplicate license shall only be required if the original license contained a carcass coupon; otherwise, a replacement license may be issued. (j) Electronic Application means the license or permit application form submitted through the Electronic License Service (ELS). (k) Electronic License Service (ELS) means the Departments Electronic Draw Application System, Internet Point of Sale System and Online Internet Sales System used by the Department, license selling agents and the public to apply for or purchase licenses, permits, stamps, tags, preference points and coupons. (l) Electronic Signature means an electronic process attached to or logically associated with any electronic transaction including the license or permit application submitted to the Wyoming Game and Fish Department that requires substantiation of the identity of the person initiating the electronic transaction. This process includes, but may not be limited to, use of personal credentials to gain access to the system, entering a keystroke at a specified prompt that indicates the submitters acceptance of an assertive statement, or the use of any other technology that is in compliance with the state of Wyomings Electronic Signature Rules as promulgated by the Office of the Chief Information Officer. This process can be used to indicate the applicants acceptance of an assertion such as a residency requirement or veracity of the application at a specified prompt. Ref: W.S. 40-21-102 (a) (viii) (m) Full Price License means a deer, antelope, elk, mountain lion or ram bighorn sheep license issued that is not a reduced price doe/fawn, cow/calf or ewe/lamb license. (n) Full Time means performing duties and responsibilities at the request or direction of an established charitable, humanitarian, or religious organization for more than thirty (30) hours per calendar week every week the person is absent from the state. (o) General Licenses means big or trophy game or wild turkey licenses valid in any hunt area in which licenses have not been totally limited in number. General licenses shall be valid only under species, sex, age class, and harvest limitations that are in effect for each hunt area. (p) Governor Complimentary License means a hunting or fishing license issued for no fee at the request of the Governor. (q) Gunpowder or Buckskin Hunt means the annual Gunpowder and Buckskin Hunt conducted by the Sheridan, Wyoming Rotary Club. (r) Headquarters means the Cheyenne Office of the Wyoming Game and Fish Department located at 5400 Bishop Boulevard, Cheyenne, Wyoming 82006. (s) Humanitarian Purpose means for the promotion of human welfare and the advancement of social reforms and done without remuneration. (t) Initial Drawings means computer processed drawings held for initial offering of resident and nonresident licenses and permits.

(u) Landowner means an individual, partnership, corporation, trust, limited liability company or combination of these, which either owns real property in fee simple title or is acquiring equitable interest by written contract. (v) Landowner Applicant means an individual who either owns real property solely or jointly with other individuals or who holds an interest in a corporation, partnership, trust or limited liability company, which owns real property or is a member of the immediate family of the individual. (w) Landowner Applicants Immediate Family means the landowner applicants spouse, parents, grandparents, or lineal descendants and their spouses. (x) Leftover Licenses means licenses that are limited in number and were not issued in the initial drawing and shall be issued on an as processed basis through the ELS. (y) Leftover Permits means permits that are limited in number and were not issued in the initial drawing and shall be issued on an as processed basis through the ELS. (z) License means a document issued by the Department, through the authority of the Commission, to a qualified individual that grants certain privileges to take fish or wildlife in accordance with statutory or regulatory provisions. (aa) License Authorization means a document approved by the Governor or by a member of the Commission that empowers the Department to issue a Governor complimentary or Commissioner complimentary license in the name of the applicant designated on the document. (bb) Limited Quota Drawing means the processing of an application for limited quota or general big game licenses, trophy game licenses, wild turkey licenses, permits, or the wild bison priority list through a drawing. (cc) Limited Quota Licenses means licenses limited in number and valid only in a specified hunt area(s) or portion(s) of a hunt area, for a specified type of weapon, for a specified sex, age class or species of big game, trophy game, wild turkey, or sandhill crane during specified season dates. (dd) Limited Quota Reduced Price Cow or Calf (cow/calf) License means a license which may be authorized in specific hunt areas allowing a person to take cow or calf elk independent of what may be taken on a general license or full priced limited quota license. (ee) Limited Quota Reduced Price Doe or Fawn (doe/fawn) License means a license which may be authorized in specific hunt areas allowing a person to take doe or fawn animals independent of what may be taken on a general license or full priced limited quota license. (ff) Limited Quota Reduced Price Ewe or Lamb (ewe/lamb) License means a license which may be authorized in specific hunt areas allowing a person to take a ewe or lamb bighorn sheep independent of what may be taken on a full priced limited quota license. (gg) Minor Dependent means an individual less than eighteen (18) years of age who is domiciled with parent(s) or legal guardian. (hh) National Bow Hunt means an archery-only hunt that is sponsored and administered by the Wyoming National Bowhunt Inc. (ii) Nonprofit Charitable Organization means an organization which engages in activities providing the general public with benefits designed to aid in educational, moral, physical, conservation, or social improvement and which is not established for profit. (jj) Nonprofit Organization Dedicated to Providing Hunting Opportunities to Individuals with Disabilities means any organization that is registered with the Wyoming Secretary of State and certifies that they are nonprofit and that the primary purpose or mission as stated in their charter is to provide hunting opportunities to individuals with disabilities defined in this regulation. (kk) Nonresident means any person who is not domiciled in Wyoming for at least one (1) year immediately preceding making application for a license and who is not a resident as defined by W.S. 23-1-102 (a)(ix) and W.S. 23-1-107. (ll) One-Shot Antelope Hunt means the One-Shot Antelope Hunt sponsored by the One-Shot Antelope Club in Lander, Wyoming. (mm) Party means a group of individuals with the same residency status who apply together for hunting licenses for the same species, area and type, and who have expectations of receiving the same treatment in processing of their applications and receiving the same drawing results. For purposes of this regulation, a Party does not include anyone else, regardless of whether or not they may accompany the party of hunters during the hunt. For limited quota sandhill crane applications, residents and non-residents may apply together in the same party. (nn) Party Application means a group of applications in which all applicants with the same residency status specify the same species, hunt area and type in the same order of preference, and all applicants expect the same processing and draw results. (oo) Permit means a document, which grants additional privileges to an individual who possesses the proper license(s) to carry out activities not authorized by the license itself. (pp) Persons Privilege to Obtain a License Has Been Revoked or Suspended by a Court or the Wildlife Violator Compact means revocation or suspension of the persons license or preference points.

(qq) Pioneer Licenses means antelope, deer or elk licenses issued to Wyoming residents who were born on or before January 1, 1930, and who have resided continuously for at least forty (40) years in Wyoming immediately preceding the application for a license. (rr) Pioneer Heritage Licenses means antelope, deer or elk licenses issued to Wyoming residents who were born after January 1, 1930, are at least seventy (70) years of age prior to the issuance of the license and have continuously resided in Wyoming for at least fifty (50) years immediately preceding application for the license. The fee for the Heritage License shall be established by the Department by multiplying the fee for resident licenses for the same species and license type by sixty five percent (65%) and rounding down to the next whole dollar amount. (ss) Potential to Use License means the license shall be considered to be in possession of the person in whose name it was issued on or after the earliest opening date for which the license is valid if the license is not in the possession of an authorized Department employee. (tt) Processing Fee means a fee established by the Department to cover extra costs associated with withdrawing an application from a drawing. (uu) Proper Application Form means the current years form prescribed by the Department, a photocopy of the form, or facsimile of the form. These forms shall be the only forms accepted by the Department. (vv) Properly Completed Duplicate License Affidavit means a Department affidavit form signed by the person applying for a duplicate license and the license selling agent who sold the original license, on which all information has been accurately provided by the licensee and agent. Affidavits for original licenses issued through the ELS do not require the signature of the agent who originally sold the license. (ww) Proper Fee means cash or a negotiable instrument as set forth by W.S. 34.1-3-104 which results in full payment to the Department, in U.S. dollars for the amount specified by law or regulation for the respective licenses, permits, stamps, tags, preference points, or certificates. (xx) Qualified Person means an individual who meets the statutory and regulatory requirements to apply for or receive a license or a preference point. A person shall not be qualified if their privilege to apply for or receive a license or a preference point has been revoked, suspended, or restricted by a court in Wyoming or has been revoked or suspended in Wyoming through the Wildlife Violator Compact. (yy) Quota means the maximum specified number of licenses to be issued for a given hunt area and species as provided by Commission regulation; in the case of nonresident elk hunt area quotas, the maximum number of specified licenses to be issued by hunt area as provided in writing by the Wildlife Division to the Fiscal Division. (zz) Region General Deer Licenses means general nonresident deer licenses that shall be limited in number and valid for a specified group of hunt areas in accordance with Commission regulations. A license issued for a region shall only be valid in hunt areas within the region where limitations in Commission regulations specify general licenses. A license issued for a region shall not be valid in any hunt area within that region in which licenses are totally limited in quota, unless specified by Commission regulations. (aaa) Religious Purpose means actions taken to advance sacred matters, religion or a church and done without remuneration. (bbb) Replacement License means the reprint of a license, permit, or stamp that does not contain a carcass coupon and the license was originally issued by the Department or license selling agent through the ELS, is currently valid and has not expired. (ccc) Resident means a United States citizen or legal alien who is domiciled in Wyoming for at least one (1) full year immediately preceding making application for any resident game and fish license, preference point, permit or tag, shall not have claimed residency in any other state, territory, or country for any other purpose during that one (1) year period, and meets the requirements specified in Wyoming Statutes 23-1-102 and 23-1-107. (ddd) Special Nonresident Antelope, Deer or Elk Licenses means those licenses having a fee greater than that of a regular nonresident antelope, deer or elk license as defined in Wyoming Statute and which the statutes provide for a separate nonresident drawing with specific percentages of nonresident quotas designated for only those applicants paying the higher license fees. (eee) Sportsperson Identification Number means the unique number assigned by the Department to each individual license applicant on the ELS. (fff) Transfer means to convey a license authorization as set forth in Section 12 of this regulation from one (1) person to another. (ggg) Type means a limitation on a license in a particular hunt area for the sex of animal, the species of animal, the length of the season, the type of weapon, or a portion of the hunt area in which the license shall be valid. (hhh) Unable to Use the License For Good Cause means an individual is unable to use a bighorn sheep, grizzly bear, moose or mountain goat license due to disabling injury or illness, military personnel who receive permanent change of station (PCS) orders or are assigned away from their home duty station on temporary orders (TDY) for the majority of the regular season, or when the Department has
determined a majority of, or the entire hunting opportunity has been lost in a specific limited quota hunt area for antelope, bighorn sheep, deer, elk, moose or mountain goat due to the administrative actions of the state or federal government in closing the majority of or all public access to a hunt area due to a natural disaster, including, but not necessarily limited to, wildland fires. (iii) Under the Care and Supervision of the Residing Facility means the person is in accompaniment of an employee of the appropriate institution or facility that issued the special limited fishing permit. (jjj) Youth License means a big game license that may be issued to a resident or nonresident individual who is at least eleven (11) years of age and who has not attained eighteen (18) years of age at the time of application. The license shall not be valid until the licensee reaches his twelfth (12th) birthday. For all other species, excluding furbearing animals, requiring a license to take means a license that may be issued to a resident or nonresident individual who has not attained eighteen (18) years of age. For a resident youth trapping license this means residents under the age of seventeen (17).

Hunter Management Area (HMA)
is a block of private land that has been enrolled for public hunting access. Hunters must receive permission from the Department prior to entering the HMA. See the WGFD website for a list of current HMAs, information about each one and how to obtain permission. HMAs are only open during specific dates and for specific species.
Walk-In Hunting Area (WIA)
is a block of private land enrolled for public hunting access. Hunters do not need to ask permission. Simply locate the area using a WIA atlas or the WGFD website and walk on in. WIAs are only open during specific dates for specific species. Be sure to read and follow rules and regulations provided in the WIA atlas.
