3. Situation analysis Background: Malawi is among the poorest counties in the world. The overriding problems include severe poverty, low export diversification, slow economic growth and dependence on donor assistance. The rise in street children numbers is the result of worsening economic conditions aggravated by the breakdown of extended family structures and the impact of the HIV/AIDS pandemic. An estimated 25% of the urban population is infected with HIV; there are an estimated 1.2 million children orphaned by AIDS of which 0.4% are estimated to be street children with another 0.1% as potential street children. As an indication of the escalation of the problem, 90% of the street children in Blantyre have arrived within the last 5 years. Socio-Economic background: Impact of HIV/AIDS; rapid and uncontrolled urbanization fuelled by search for employment; insignificant government expenditure on children, decline in donor support donor fatigue; Malawi Human Rights Commission Child Rights Unit is not widely known or proactive, is inadequate to respond to childrens needs holistically, has inadequate staff and infrastructure, and is not accessible to the public or childrens organizations; lack of policy on street children. Child labor exists in Malawi. Thirty-eight percent of Malawian children ages 5 to 17 are engaged in some sort of labor; and 95 percent of these children are under 14 years old. Over 75 percent work within the household, while 24 percent work outside the home. Most children work in agriculture. Malawian children often quit school to work on tobacco farms. Due to the prevalence of forced labor, the constitution of Malawi provides for the protection of the rights of children. It states that children are entitled to be protected from economic exploitation or any treatment, work, or punishment that is or is likely to be harmful to their health or to their physical, mental, or spiritual or social development. According to a report by the Malawi Human Rights Commission, young girls from poor families are being sold to wealthy people as sex slaves in remote areas in the northern border districts of Karonga and Chitipa. Some parents are giving away their daughters to pay off debts. In the northern region of Malawi, a traditional custom known as Kupimbira is practiced by the Nyakyusa and Ngonde, who live along the shores of Lake Malawi. Under this tradition, girls are held in perpetual bondage and are often subject to abuse. People have been arrested in Malawi for trafficking in human body parts or organs, a practice frequently associated with rural witchcraft. Street children are exposed and are the most vulnerable groups of society to this abuse. Separation or death of parents also contributes to children being mistreated by the extended family and causing the children to take to the streets, escalating the problem and prevalence of street kids. Contraints facing this project is funding to provide proper accomodation to house the needy children, provide education and training facilities, libraries and extra curriculla facilities.

4 Description of the Implementing Agency Step Kids Awareness (STEKA) is a Non - Profit making organization registered under Trustees Incorporation Act of 1962 with the Malawi Government. STEKA seeks to assist those children on the streets who are in need through improving their status to maximize their potential as individuals and enjoy maximum opportunity to determine every aspect of their lives be it spiritually, physically, emotionally, socially or economically. This is achieved through partnership the Organization established with Social welfare office, Police and other partners in Blantyre. Plans are underway to establish more Centers where Children will be taken care of. The organization was established with the purpose of preventing crimes through working with communities and street kids. Established and registered in the year 2007.To ensure smooth running of the Organization STEKA has Board of Trustees that are responsible for policy formulation and overall administration of the Organization The organization has projects office which is a planning unit for programmes and activities that involve the beneficiaries. The secretariat is headed by an Executive Director who reports to the Board of Trustees. The secretariat is based in Blantyre - Nyambadwe. The organization has volunteers from Project officers, toilers and, teachers who are readily available to assist in implementation of STEKA activities. The main objectives of the organization are: 1. To establish and run reform centers for provision of shelter, accommodation, spiritual counseling, food and parental love, a child occupational development, welfare and rehabilitation operations (CODWERO) at strategic child development centers (SCDCs) and operate child workers training institute (CWTI) To produce competent service providers for vulnerable children with the requisite planning and administration skills. 2 3 To advocate and lobby for adequate legal frame work for child rights protection Justice and safety.eg child trafficking, child labor. To provide health services in the areas of child nutrition, primary healthcare, and community based health care as well as address HIV/AIDS pandemic, counseling services and food production in an attempt to ensure that the well being of children is guarded. To create and operate HOTLINE TELEPHONE services (HTS) to offer emergency phone in reports of children in danger to enable STEKA to prevent child abuses in the areas of trafficking, sexual exploitation and, child lab our. To offer nursery, primary, secondary, and technical education linked to vocational skills to promote blue collar jobs as a strategic way to fight economic poverty among growing street, step and other vulnerable children like orphans. To offer disaster and relief aid services to children in disaster situation. To have environmental degradation programmers as one way of creating good environment for growth of the child.

.Currently STEKA has 37 kids Godknows Maseko and Helen are parents of these children and its our intention to ensure that the children we take on in the future will also have a father and mother figure. Currently the house also has a cleaner and nanny. Other activities are a child evangelist who tutors our children once a week, helping them to pray, worship and understand the scriptures. We also hired an after school teacher to assist the children with their homework. Our children love to play football so we squeeze that into our limited sized property. So our hearts intention is To create space for our children to have a normal childhood.

Project Organogram

Note: The Organogram is especially for the Building project only Project Goal, objectives and activities Goal The building project will provide suitable accommodation for street children in Blantyre. In addition we will create the right environment for the children to grow up and become responsible members of society. Objective / Output 3 To feed 40 children by means of providing three nutritionally balanced meals a day. NOTE: This is a second phase of the project since STEKA has been operating a Centre sheltering the Children on a rented house that has been proven to be expensive and not enough to accommodate the the kids due to increased number of cases. Currently this is an urgent project that needs support and upon completion of this project STEKA would like to build a Childrens village in Blantyre rural where it has already identified a land costing K800, 000 that will accommodate 200 Kids.
